>> i'm jenn holloway, thank you for joining us. after an intense man hunt, police arrested and found the person they believe is responsible for the weekend terror attack across new york and new jersey. 28-year-old rahami was captured after a shootout today. right now he is recovering from gunshot wounds. this comes just hours after feds released his name as well public for his help. jay gray is in new york with a look at what it took to track -- rahami down. >> reporter: dakar khan a hey moe -- a rahami ended up slightly injured. rahami seen in this cell phone

was wounded with return fire, but conscious as he was transported to a nearby hospital. >> there is no other individual that we're looking for at this point in time. >> rahami is a naturalized u.s. citizen born in afghanistan. he's the man seen on this surveillance camera near the side of the bomb blast in manhattan saturday night. one of three explosions in a 48- hour period. nbc news learned that investigators have uncovered bomb making materials consistent with those build the divisions. that is evidence pulled owned by rahami's family. >> we'll continue to conduct investigative activity to ensure that we completely understand rahami's social network. >> reporter: as that investigation continues, so does the resolve of the communities affected. >> they don't get scared. they are tough, they are resilient. they go about their business every single day. >> reporter: as police and federal agents go about the business of trying to

this is all happening on the eve of the united nations general assembly here. the officials have stepped up security dramatically adding more than a thousand police officers and national guard soldiers to patrol the streets here. jay gray nbc news, new york. >> these fast moving developments are also forcing the presidential campaigns to pivot to the issue of terror both here at home and abroad. our national correspondent mark meredith is tracking all the latest developments joining live at 5:02 from washington. mark? >> jenn, good evening. as you were just talking about this, the 28-year-old suspect is recovering in the hospital with still so many unanswered questions. but maybe one of the most important ones going forward is what is this going to do for voters opinions when they have to decide going into the ballot box in some states in just a matter of days? we've got the first debate just a week away. the question is will this terror concern now overshadow the presidential election?

nation remain on edge. this weekend's bombing in the manhattan neighborhood mixed with the discovery of several unexploded twices in new jersey. once again bringing the fight against terror front and center. late this morning a major break caught on camera. this is video just moments after police arrested the 28- year-old ahmad rahami. his arrest came just hours after police blasted his picture across the country. >> based on the information that we have now, we have every reason to believe this was an >> reporter: meanwhile president obama who was in new york for a united nations meeting spoke today urging calm. >> our counterterrorism and law enforcement officials and professionals in every level, federal, state, and local are working together. >> reporter: even before the president's comments, hillary clinton took questions even suggesting how her administration would reshuffle resources to fight terror. >> we should also launch an intelligent surge to help identify attacks before they could be carried out.

offering some of the strongest words yet about the attack. trump himself doubling down on the need for more vigilance and immigration reform. trump right now is speaking to florida voters trying to rally support among those ideas. he took the stage about an hour late. we are still waiting to see whether or not he'll offer anything different than what he has done in the past, but has certainly talked about the need to step up immigration reform because of terror concerns. we should also say that u.s. officials do not suspect any connection to wh happen this weekend in minnesota. that's where the man allegedly inspired by isis attacked several people in a shopping mall who was killed. but investigators right now don't believe that there is any link. reporting live in washington i'm mark meredith news channel 8 back to you, mark. >> thank you for those developments. now to some breaking news in pinellas county. firefighters have rescued a woman from a house fire. we are told that a neighbor on 18th way north saw some flames coming from the house and called 911.

her out and started treating her there. she was taken to tampa general hospital. now a firefighter was also taken to bay front hospital for heat exhaustion. he is expected to be released later on this evening. investigators are working to find out what lead to a toddler being shot and killed inside a tampa apartment. police tell us that 17-month- old amaya shafi died from a single-gunshot wound from a weapon that belonged to a family member. investigators are not yet calling this an accident. the shooting hapd on lois avenue. so far no arrests have been made. and two toddlers taken from their citrus county home are now safe and found. georgia state police found ryan and mason williams in catoosa county. stacie williams forcefully took the children of the home of the legal guardian. she and her husband are both in a georgia jail right now without bond. testing is underway on

live near the mosaic new wales plant in mulberry. dozens of neighbors contacted mosaic after 8 on your side revealed a sink hole that opened in august dumping 215 million gallons of radioactive water into the aquifer. mosaic is offering to test each and every well of any concerned neighbors. 75-year-old james maxwell lives nearby. >> reporter: how concerned are you that a sink hole opened and 215 million gallons of contaminated water went into thaq anything to the public for 19 days? >> i'm scared to death what it has already done to me and my neighbors out here. >> maxwell and others are upset that the state kept under wraps information about the sink hole and the possible threat to their water supply. polk county school leaders say that five schools that the state board of education deemed as failing are getting some help. the schools are in jeopardy if these grades don't improve.

joining us live from polk county with a look at what the administrators are doing now to turn this situation around. jamel? >> reporter: good evening, keith. you know what district leaders have laid out a plan to hopefully keep these doors from closing. parent james eves stood with leaders as they detail on how to save five failing schools from closing. >> i see good administration, good dedicated teachers. i see students, some of them need a little bit of help, some of them need a little extra support. but my daughter is thriving here. i don't see a failing school, but a good school. >> reporter: westwood middle is one of the state board of the education list. the board ordered the district to come up with a turnaround plan. but the plan the school board presented was ejected. >> i would like to talk to them that the school is not a failing school. that they cannot let it be a reflexion them.

proposal that will go before the board in october. >> we're ensuring that we have a lot of professional developments that are spilled in for our teachers, which is what they are receiving today. we have that in there. we also have an academic management company that will come in and work side by side with our principals and teachers as they build on the standards and working with our students within our schools. >> reporter: they've also implemented additional planning time for teachers in an early action plan to help struggling students. it's the parentth stand up for their children. >> they need to get involved, they need to care enough about their children and the community to make a difference. because if they are not going to come, nothing is going to change. >> reporter: in the district they're working to pretty much put 10 additional afterschool programs in place. this way the parents and the students could come and see these teachers and see what they need. keith? >> jamel, we know the state

are they going to discuss the failing schools in polk county do you think? >> reporter: well polk county will not, the leaders will not be at that meeting. and again they are expected to turn in a revised plan by october to the state board of education. keith? >> all right, jamel lanee' live in polk county, thank you. now zika in your backyard. >> the aggressive fight against the zika virus is working. earlier today the cdc lifted its travel wynwood neighborhood after governor rick scott declared the area zika free. the wynwood neighborhood became the first u.s. city where zika was transmitted locally by mosquitoes. that was two months ago. but today scott said that the neighborhood had not recorded a case of zika in the last 45 days. >> how did we do it? aggressing the mosquito control efforts. everybody came together and thought how do we get rid of these mosquitoes?

the fence surrounding the orlando pulse nightclub is down to make way for a new one. the black tarp that covered the chain linked fence came down first. it held words of remembrance to honor the workers that were killed back in june. it will be featuring local artwork. the tarp and many other items are being saved for a permanent memorial. it was a beautiful weekend. i know that you outdoors. i went to plant city with a little car show over there. that it was just so hot. and the sun was out, but it was a beautiful weekend overall. couldn't complain. >> it's that time of the year where you are starting to notice the heat a little bit more, waiting to cool down. but we're not there yet. enjoy these warm numbers here. they're 86 degrees up at new port richey at the moment with a few fair weather clouds and a lot of blue skies. we still have dry air high above the atmosphere getting a

86 degrees here at the lowest area. a gorgeous looking beach at st. pete beach. hillsborough, sun city center with a southwest wind now. 53% relative humidity, but no precipitation. we did see some showers and thunderstorms -- showers and thunderstorms develop. so yes, we have seen some showers. on the radar they are still showing the sun out there, but all to the . we started out warm too as keith was talking about. a hot day yesterday. thanks to any showers and storms where they would hold on to the heat. the radar is picking out some of the showers and the thunderstorms. converging with the east coast sea breeze of the outflow from earlier adding up the pretty healthy thunderstorms over closer to the east coast just east of the sebring area. really lighting up there in the eastern part of highlands county here at the moment. and also a few thunderstorms will be developing around the

zephyr hills. but these were some thunderstorms and they still are right along i-4 in the moment. but they are isolated as you can see points west of that, they are nothing. but the westerly flow has carried them all to the east. that's the heaviest right now. you can see south of lake placid that they are generally staying in that area and that they could work their way back a little bit to the west. most of the movement is going against the grain with the westerly flow. 78 degrees at 89 degrees at 4:00 p.m. currently 88. upper 80s for new port richey and the humidity is very high as well. you can see the numbers out in dade city. 89 in venice with the feel-like number. and then it will feel like 93 and feels like 98 in lakeland with the big blow up of the showers and the thunderstorms as you could follow and tract outflow boundaries, colliding with the east coast sea breeze,

dry air above the atmosphere looking pretty nice there. and slowly the try air will settle into the northern part of the state. i think that the northern section of the area will help stabilize our atmosphere. we have karl and tropical depression 13, that's a new one. but now a tropical depression. karl is way out there with 40 miles per hour winds around the bermuda area turning away from the u.s. potentially strengthening into a category 2 hurricane. this one storm 13 that will stay out at sea. but there is your hurricane season for 2016 just kind of running on here now past the peak. 40% rain chance for tuesday. the same kind of thing with a morning shower on the coast then moving inland. generally the rain chances are trending drier for the second half of september. better call behnken.

after trying to cash in on a life insurance policy for his mother. one he's been paying on for 37 years. apparently american general life insurance company had no problem finding him. heck, they sent him a couple of bills twice a year. but when he needed answers and couldn't find anyone else to help out from the company, he knew that he better call behnken and that is exactly what he did and shannon behnken joins us now. 37 years a long time to pay for a policy. >> it did not take answers from him. i looked all day to try to find someone locally to talk to, couldn't find anyone. but i was relentless and finally got the attention of corporate headquarters all the way in houston. >> i wasn't expecting my mother to pass on. >> reporter: robert milton took out a small life insurance policy on his mother virginia when she was 60 for $3,000, enough to help cover burial

>> i would just like some answers. it shouldn't be this hard to find something. >> reporter: he figures he has paid american general life insurance company more than $10,000. making two payments a year of $137.22. but now that his mother has passed and he could use the $3,000 policy, he can't get through to the company. >> they put me on hold. you stay on hold and >> reporter: as for the automated system. it gives him the worse possible news. >> it tells me to call nashville. when i call that it is new york. i give them the policy number and they say it doesn't exist. >> he turns to me for help getting what he has paid dearly for. >> hopefully we can find somebody who will answer the phone and can at least tell us what the deal is. >> reporter: a quick search online that shows that he's not

all over the country. so i left a message for corporate headquarters in houston. and then i took a road trip all over tampa bay looking for american general and its parent company aig. both companies list several addresses. so this should be easy, right? neither company has an office here, so let's try the next one listed online. >> i mean everywhere we go they are not there. >> reporter: no frustration. how could a company who has no trouble collecting thousands of dollars in premiums be so hard to find when their customers need them most? after my calls to corporate, someone with the company finally called mr. milton telling me that they offered no apology, no explanation, but said they would e-mail him forms to fill out to get his money. he is planning to do that tonight and hopes to get his money soon. >> what about these wrong addresses?
