hernando, hillsborough, pasco or pinellas county can get help with funds. you can call the number on the screen for more information. the long battle between uber, lyft, and hillsborough county could be coming to an end. a new deal on the table could allow them to operate legally in the county. but, there is a catch. the hillsborough county public transportation commission is demanding fingerprint background checks for uber and lyft drivers. this new agreement, well, it would put extensive background check elements instead. jeff patterson joins us now live. and jeff, i guess it sounds like a good plan. they worked really hard on it. what is this catch we are talking about here? >> reporter: yeah, good evening keith. well, the chairman of the tdc worked late into the night to hammer out this agreement between uber and lyft. but, the catch is, the agreement means little unless

board. download the app, a car is on the way. payment is on your credit card through the app. the driver odell allen told me the customers love the service. >> the residents embrace us. they love us. they would hate to see us go. >> reporter: but uber drivers currently are working illegally in hillsborough county and face heavy fines if they are caught. hillsborough county ptc chairman victor crisp wants to hammer out an agreement with uber and lyft. >> it could bring an end to the controversy that has plagued the ptc. >> reporter: the agreement would require extensive background checks but no fingerprints, also, vehicle inspections and insurance for drivers. similar deals have faced problems because taxicab companies have opposed them. >> the existing companies that are currently regulated have to approve of any changes that we want to make or they can slow

to fail so that nothing gets done. >> reporter: currently, three ptc members appear to be in favor of the deal. three are opposed. and one member, hillsborough county commissioner kent hagan, is the swing vote. but hagan declined our request for an interview today. yeah, so, we will wait to hear from him on that. also, today, chairman victor announced that he will be stepping down from the public transportation commission voluntarily keith? >> he has worked very hard there. but i mean, we have this deal and cab companies have to respond to it. and there is more to go. what are you hearing about the reality of this actually going through? the possibility of it happening? >> reporter: well, yellow cab sent out a statement today saying they are in favor of leveling the playing field. but, they still oppose anything that would not require a fingerprint background check. they think a fingerprint background check is essential for any agreement.

they will completely pull out of doing business in hillsborough county if that part of the proposal goes forward. keith? >> boy, standing firm on all sides trying to work a compromise here. thank you jeff. well, bidding a final farewell to florida marlins pitcher jose fernandez. eight of his teammates carried the coffin into saint brendan catholic church today. family, friends, and former teammates attended the private funeral mass. this evening, hillsborough deputies are investigating a crime. at a vigil for fernandez at a high school last night, someone stole one of his jerseys that belonged to his coach. chip osowski joins us now live. and chip, i mean, i know this coach has to be disappointed. but, who even does this? >> reporter: there are a range of emotions being experienced out here, anger, disappointment. disgust. this was more than a jersey

school history. alonzo's head baseball coach noticed the jersey was gone. >> i walked in and saw it. >> reporter: right after the vigil for fernandez had wrapped up. it felt like being hit below the belt. >> disgust. disgust. i just couldn't believe it. i thought maybe somebody moved it. but why would they leave the hanger and take the shirt? so we asked around. nobody had seen anything. >> reporter: the school posted everyone know what happened. the comments came in quickly. awful. awful. and unbelievable. were just a few. >> i mean, we are angry. we are upset. there was frustration. there was disgust. i mean, it ranged the gamut. and you know, normally, in our business, we try to figure out a way, why did this happen? you know, sometimes there's a reason that you can at least live with.

the first place. now, the developers are not charging any cash to hand over the deeds. isn't that something? mark, the question is being asked. why the generous change of heart for these developers? what's going on? >> we have been asking that question all day long keith. and the key player ins all of this say they don't know or they won't tell us. whatever the reason, the deal that you paid for, just got better for taxpayers. the housing authority has been developers behind closed doors all to regain ownership for the jordan park housing project. taxpayers who paid for the 15- year-old project in the fist place with millions in loans, grants, and tax credits given to the developers. >> i want to thank you publicly for negotiating that. >> reporter: housing authority ceo tony love was thanking the authority's real estate lawyer for her role in trimming a

jordan park deal. but, mclennon later told me she didn't know why they suddenly caved. >> you think i know everything? >> i think you know why $400,000 is no longer part of the deal. >> that is what richmond offered to do? >> why? >> you should ask them that. >> reporter: was it embarrassment? shame? something else? critics told us it made no developers anything to buy back what taxpayers basically gave those developers in the first place. >> whatever motivated them to do the right thing, that would be a question richmond should address. >> reporter: the richmond group and land x corporation developers which own jordan park won't respond. whatever their motive, everyone agrees the new deal is suddenly sweeter for taxpayers.

dew points 74 with a west wind at 7. this is dry air. colored in red high above in the atmosphere, there is nothing going on in the southeast. atmospheric moisture deep to the south. we are seeing more shower and thunderstorm activity develop and move in this direction in the flow. look at atlanta, birmingham. mostly sunny skies. nice day. matthew, if you missed this the top of the newscast, category 1 hurricane. 75 miles an hour winds upgraded today. about 450 miles southeast of miami in position. and this is a forecast position. so, this will change along with the computer model opinion. so, continue to monitor this because it can fluctuate west back to florida or further east away from florida as time goes by. the effects being high pressure to the northeast. low pressure to the northwest. so, see that track of spaghetti models. base clay very similar to what they are forecasting at the moment. for the evening, mostly inland showers and thunderstorms. a few more generate. looks like in the overnight.

pinellas county, up into hernando county friday morning. maybe a few morning showers cruising off to the east. a front to the northover us, 40% rain chance for us. and you can see the drier conditions, maybe slightly drier air across some of the spots. but not a big change in humidity overall. for most in the bay area. 40% chance of showers and thunderstorms for friday. 30% chance on saturday. 40% chance on sunday, too. so, the rain chances remain very close to our average levels. high temperatures remaining in the upper 80s . time period. monday, tuesday, higher rain chances than normal. long term, depends if this area of low pressure, possible hurricane, on florida's east coast with the counterclock wise flow could help to pull in drier air long term. so we will have to see the forecast position of that. >> all right. >> thank you very much. >> well, coming up, a rookie quarterback has led the denver broncos to a 3-0 record. >> his former teammate, now a
