forecast center. all eyes out there on the atlantic. >> reporter: absolutely. it is still tropical season. almost to october. but that doesn't mean we can't see tropical weather. here, we have hurricane matthew officially forming at 2:00. at 5:00 p.m., we got an update. no change at the strength. this storm is getting much stronger from the hurricane hunter aircraft. you can see on the ground there. this is basically south of puerto rico. and, moving to the south of dominican republic westerly track. hurricane hunters as i mentioned, 91 miles an hour wind gusts there today. observed in the aircraft. so, pretty good strong wind gusts around the center of the system itself. and we will continue to see this system potentially strengthen into a good atmosphere for doing that over the warmer waters and eventually, lower wind shear environment. but higher wind shear for the short term, can still strengthen into a category 2

jeff patterson, newschannel8. after lots of back and forth, federal dollars will finally flow into florida to help fight the zika virus. congress just approved spending $1.1 billion to battle the virus. right now, there are more than 900 cases of zika in our state. 109 of them were contracted here in florida rather than overseas. local legislative leaders are happy this bill finally passed but frustrated that it took so long. >> it did take too long. e done. we reached a compromise that will fund critical prevention. detection, healthcare delivery. >> right now, $394 million in funding is allocated for a mosquito control and surveillance. $397million will go toward vaccine and diagnostic development. a sarasota woman was arrested for starving and misstreeting her dog and lying to authorities. 24-year-old alexandria drew

her dog. she claimed it was a stray, but the microchip proved the dog belonged to her. she kept it locked in a cage and allowed it to starve. she claimed she was too busy to care for it so she was arrested and charged with animal cruelty. >> it is horrible. there are too many rescues to bring dogs to. you don't have to harm them. >> the dog is now recovering at the humane society of sarasota county. he is expected to fully recover and officials say if a dog owner can no longer care for an animal, available to help. olympic swimmer ryan lochte returned to his hometown after the summer games in rio. though he came home with medals, the lie he told about a drunken night in brazil is something people cannot forget. he is banned from swimming for ten months but he says he is going the try and look on the bright side. >> i'm just trying to move on. moving forward. and you know, now that i'm putting that all behind me. >> next year, lochte will begin

found concussions and head injuries in soccer increased about 15 times more in 2014 than when the study began back in 1990. the u.s. soccer federation is prohibiting children ten and under from hitting the ball with their heads. you know this, many people vent on social media when their flights are delayed or canceled. if you think the airlines are not reading the posts you can think again. research found airlines like southwest have a team tracking twitter and facebook 24 hours a day. and when travelers complain about their experiences, the airlines reach out to them and try to make it right. some go as far as rebooking flights or giving information when problems pop up. well, it is noted even october yet. and people are already crossing items off their holiday shopping list. and some are not happy about that. a new study finds that 34 million americans have started their shopping and 1 million even finished all of it.

husband's wish to be cremated. she knew she better call behnken. shannon has been working to get answers for the family all week. >> i know. i was really happy that you guys jumped on it and got it done. >> reporter: kathy's husband tom died suddenly 19 days ago. his heart stopped while buying milk at publix. then, in the middle of kathy's life changing agony, she could not get approval to body cremated all because his doctor refused to list a cause of death on his death certificate. >> nobody was communicating with each other. everybody was thinking about themselves, not the situation. luckily, with you drawing attention to it, everybody was cooperating and talking to you and get it done. >> reporter: with nowhere else to turn, kathy wrote me a facebook message i just couldn't ignore. >> i'm glad you had to drop

>> yeah, when i got your message, it really touched me and i knew that is what i was doing on monday. >> reporter: so i wept to work talking to officials in bradenton. i went to the manatee county medical examiner's office and called state officials who oversee vital statistics. >> they are just taking this thing all around. nobody is stepping up to make a decision. it is unclear whose responsibility it is. >> reporter: they all had the same story. wanted to be the one to sign off on the death certificate though they released the bod day saying the death was natural. without the right paper work, tom's body remained at the funeral home. after a little nudging from 8 on your side, the paper work was signed and now, kathy can begin to get the closure she deserves to move on. >> it was really good. thank you very much. >> thank you. >> yeah. >> thank you. >> you're welcome.

mother passed away in july. now she plans to spread their ashes together on a memorial began. shannon behnken, 8 on your side. a very reasonable 76 degrees in brandon here at famous tate right now. no rainfall, but obviously, some nearby showers affected the temperature. same here at hyundai new port richey. 83 degrees. almost a half inch of rain. bit of overcast. a light shower almost an inch of rain here at the lakewood ranch club. 74 degrees at sun city center. some impressive amounts here around the region. but rain did fall around the area. on and off through the day. and continues to in some spots. you could see around west of brooksville, hernando county. these are racing off to the east. thunderstorms there. lightning strikes. we will keep the chance of showers and storms on and off through the day. morning rain in the forecast.

west of brandon, a few showers, also moving into manatee county. kind of a wet day in manatee. more lining up further off to the west. more rain all the way in hardy county. 87 at 4:00 p.m. now, rain cooled air in the 70s . primarily, still 84 tampa. 81 venice. drier air aloft here. nothing going on. deeper moisture here. we have a surface front to the north as well. if you missed this, hurricane matthew, 75 miles an hour winds forecast right now. and this could change. to stay to the east of florida. but, this is what most of the computer models are suggesting will happen with this system. the forecast locally calls for the rain chance at 40%. this does by the way include morning shower chances. and before noon, darker clouds, showers like we have seen the past couple of days because we are in the westerly flow pattern. maybe a little drier saturday.
