snapchat as well and tonight parents are saying the racial tensions are running high not only throughout the nation but right here at this school as well. the long white robe, the covered face and pointed hats, students claimed they were dressing up like ghosts, but the superintendent wasn't buying it. >> usually ghosts don't have pointed hats. >> reporter: instead dressed up like members of the ku klan. a 10th grader at the school. >> for him to see this today really hurt his spirit. >> reporter: yet another student wearing a confederate flag. what message does that send to a student? >> there needs to be a lesson, the fact that you cannot walk around spewing hate and discontent. >> reporter: the superintendent calls the cost actuals absolutely
11:02 pm
>> it was completely the acceptable. >> reporter: a big lesson for the entire school community. is it a costume or what it stands for? >> if our kids are bringing this type of stuff to school, we need to figure out where it's coming from and hit it on the head and prevent this from continually happening. >> the race relations and everything else going on across our country, the last thing we need to do is have any student dressed up regardless of race dressed up in that type of costume. >> reporter: as for the three they'll be suspended one to 10 days. one kid wearing a confederate flag, no suspension for him. the reason, why keith, the school district has no so- called flag policy. >> well, hopefully this will be a learning experience for these young men and perhaps a conversation starter for everyone who saw the facebook and snapchat pictures you talked about there. we shall see. thank you, paul mueller reporting live for us tonight in pasco county.

want to catch uber, the service may soon be allowed to legally operate in hillsborough county. currently uber and lyft drivers face heavy fines if caught in hillsborough, put a proposed new deal requiring extensive background checks and insurance but no fingerprints may end the controversy. the only problem, cab companies continue to oppose the plan and it still has to be approved by the public transportation commission. >> it would prove that the ptc is on board with embracing new it would help rebuild the confidence with our state legislature by clearly showing them it's a new day in tampa bay. >> the ptc will vote on the proposed deal at their next meeting in october. we are keeping an eye on hurricane matthew tonight. our chief meteorologist steve jerve is joining us from the forecast center with a look at this latest track. >> it's a little stronger tonight, 80 mile-per-hour winds
11:04 pm
northerly turn is eventually expected to happen. look at the satellite imagery as you can see down in the caribbean, a long way from the bay area, but a very healthy formed storm. you can see the convection clearly has been very consistent, not much change here on the infrared satellite imagery over the last 24 hours. in fact, this storm obviously has gotten stronger. 14.1 north, 68.8 west moving west at 14 miles per hour and 80 mile-per-hour winds. you can see that forecast track taking it just east of ma we're keeping an eye on the cone of error that may include portions of southeast florida. that position is about 400 miles southeast of miami tuesday later in the evening with potential 100 mile-per- hour winds. of course, that can change with land interaction, high wind shear values the next couple days. we got some pretty high observations in terms of winds from the hurricane hunter aircraft today, 91 mile-per- hour winds, so that certainly justifies the stronger

too, because five days later a 14-year-old boy walked into the school and opened fire shooting two students and a teacher. tonight a 6-year-old boy remains in the hospital. congratulations, you've won millions. you've likely seen the mailings many times. send in a small fee and your check will be on its way supposedly. a largo retiree sent in hundreds, even sold his car and now he's broke. his story can be a lesson to anyone caring for an person. con artists often go after people who trust a little too much. 8 on your side's peter bernard is live in pinellas county tonight and this poor guy just kept sending money. i think i know the answer, but has he won anything? >> reporter: nothing, zero. it's just a really sad case. here at the pinellas county consumer protection office they've seen this many times. it is not news to them. that means it's up to family and friends to spot a fraud
11:08 pm
>> reporter: sweepstakes letters with promises of millions of dollars in prizes started arriving in 79-year-old ray smith's mailbox about two months ago. >> a prize of a car. one time it was two cars and some checks. >> reporter: to collect ray had to send in a small fee, then another small fee. >> and then there's a company that's supposed to be delivering the prize. everything they do they got to have some money. >> reporter: ray's good friend george fouling knew ray deep. >> -- fulk knew ray was in deep. >> i said raymond, it looks like a scam to me. any time you have to send money to get money, it's a scam of the. >> reporter: ray sold his '04 chevy malibu for $500 and sent that money in. this bicycle is his only way to get around. are you still hopeful they're coming through with the car and prizes and all these checks and things they promised? >> i'm hopeful, yeah. >> reporter: ray used western

than 250 another time. add item, ray sent in about $1,600, slightly more than his $1,400 a month social security check. in two months you've been sending the money and how much prize money have you received back? >> nothing yet. >> reporter: his friends points out they have no street address, no phone number. >> the fact that he sent him little checks in the beginning and they kept asking for more and more money showed me that it was a scam. >> reporter: through it all ray thinks riches are right around something out of it, but when i don't know. >> reporter: i had a good talk tonight face to face with him man to man with ray smith. for me this story is a repeat of the same kind of scam this i've seen time and time again. i told him flat out that he is being scammed, to please, please don't send any more money. i think he understands. hopefully his friend will be watching him. >> makes you so frustrated to
11:10 pm
this. you know, hopefully he doesn't send any more money in, but it seems fairly obvious to a lot of folks, but point out some of the red flags because there are other guys out there like him. >> reporter: there's lots of people out there like him. i was thinking about that as we were coming back from our story how many other ray smiths are out there? you should never send in hope to enter a contest. as a matter of fact, that becomes illegal. that becomes a lottery and only the state can do that now. they only have a p.o. box, that's not a if you know somebody that could potentially be a victim of this, check on him. this guy here has daughters. they're kind of estranged, so he's kind of on his own, thank goodness for that friend who stepped up. still to come tonight a crook crashes an event meant to honor jose fernandez. >> coming up next the priceless item swiped from a bay area baseball field. >> plus ryan lochte innocent?

11:17 pm
thanks for that picture. friday night blitz for tomorrow night kickoff weather 82 degrees, warm day maybe some scattered storms remaining, warm, muggy. by the end of the game a lot of the shower activity should be tapering off, upper 70s for most of the area. back to the wes of us showers and thunderstorms -- west of us showers and thunderstorms continue to move west to east. a few might occur overnight and in the morning commute not impossible to see a few showers at 7 a.m. 76 degrees, at noon 83 degrees, 87 degrees at 4 p.m. tomorrow dry air off to our northwest, a quieter day in terms of rain saturday. 73 clearwater, 74 now in zephyrhills, winter haven, apollo beach, 76 in sarasota. this is high above in the atmosphere and it tends to take a lot of the moisture away. it kind of decreases the chance of showers.
11:18 pm
the northern parts of the state and other parts of the south, quite a bit of moisture across the central and southern portion of the state. there's the difference on the satellite imagery, hardly a cloud in the sky. a few showers continue to our west. we think the dry air is making progress to the south and help stabilize things. the rain chance tomorrow perhaps favors areas from the bay area, farther south, sarasota, manatee, southern areas. if you missed this at the top of the newscast, matthew is hour winds. overall the nhc track is following the rough model trend. tuesday at 8 p.m. about 400 miles southeast of miami. on that current forecast position the cone of error would skirt the east coast of florida. the computer models have been fairly consistent the past several runs. there's the northerly turn. you can see the general
11:19 pm
of course, we hope for, that just clear all of the united states. some of the models take it fairly close to the cape hatteras area, outer banks of north carolina. in the overnight a few scattered showers possible, that front to the north of us and the drier air. we'll leave that chance of seeing a shower before noon including for the morning hours moving west to east as the day goes along. overall a 40% chance. that drier a may have enough impact to give us a slightly lower rain saturday afternoon drier air definitely having an impact on other parts of the south. 76 degrees our forecast low temperature, 87 degrees in the afternoon and again we're looking for high temperatures to stay fairly high in the upper 80s, pretty close to seasonal averages but maybe a little warm. rain chances will be near seasonal or above normal with the excessive moisture we'll have in our atmosphere, but long term if matthew moves off our eastern coast, we could see
11:20 pm
western side of matthew. that would help draw in drier air thursday and friday. a lot could happen in that time. just got to stay tuned, but if it did, it might help it be drier here if it stayed off to our east. >> that would be nice. coming up the bucs get set for the broncos rookie quarterback and that guy is lighting up the league this season. >> the tampa bay lightning battle their alligator alley rivals in preseason action, highlights ahead with paul ryan >> we want to reminder you about the 26 -- remind you about the 2016 tampa bay heart walk. fuccillo kia is matching the first 50 grand. you can go to www.wfla.com/heartwalk for details. >> a patient has been living with a neurological disorder over 40 years, how we can help save lives like hers. >> plus weather and traffic on the 8's on news channel 8
