are legal ways to do so. candace mccowan joins us live at the irs office in tampa and you spoke with an expert about this. how to take advantage of the tax code because people are making it work for them. they play by the rules whether we think it's fair or not.>> reporter: they definitely are. i spoke to a cpa who said she talks to clients monthly and i talked to one business owner who owns multiple businesses and he says he talks to his tax attorney daily when making decisions. not paying federal income taxes legally happens more than you think. >> our biggest client who is a multi millionaire is someone who's had years where he has paid no taxes. >> reporter: rachel says people like donald trump get the tax code to work for them. >> i bet he has a team of 20 to 50 people for weeks or months to put that together for him.

following the computer model shifting west. this is a variable depending on factors affecting the movement of the storm. there are rivers of air in the upper atmosphere that guide the storm. the big river of error is an area of high pressure sitting to the east and a clockwise flow is the position of hurricane matthew and the strongest part of the storm on the east better for us. a trough of low pressure across the eastern part of the country lifting to the north in the upper which will steal matthew northwest in the short-term and ebb and flow the influence western east depending on the position of the ridge of high pressure. that ridge and the atlantic continues to build to the west and the influence will be to

that will shift the track to the west. the next trough is the mid- level trough that moves across the country which will play a part by the weekend helping to move this more northeast and that's what most models agree on. those are the major factors that change daily depending on the movement of the upper atmosphere. pretty good rain coverage here and most of it looks like through the evening hours in highlands county moving into polk county and have your brain in pinellas county along the coastline. this model gives a pretty good chance and it's all rain coverage in the evening hours. we will see occasional showers and thunderstorms and keep the chance until midnight tonight. by then we should see lighter conditions. in the morning tuesday high clouds and quiet and a little bit of sunshine mixed in. second half of the day we will see showers and thunderstorms develop again. developing late in the day for the area and moving north and off to the west in that
