killed riding his bike. we hear from one of the neighbors who tried to save his life ahead. on a rampage, new details about what set of the gunman who opened fire on his neighbors. good evening. i'm keith cate. >> i'm jennifer lee. let's get right to the stories we have for you. we begin with our first look at the car that troopers believe took the life of a 17-year-old girl. tonight we know the man accused of hitting her and taking off got caught because of a tip by an insurance agent. >> why didn't you stop? >> authorities believe 56-year- old nicholas constantino slammed into ashley as she left her after school job. as you can imagine ashley's family is desert -- devastated and they honored her memory with a tearful vigil. jenn holloway joins us live from the crash scene. jenn, such a difficult night for her family and friends. >> reporter: it's a true tragedy. certainly is. a couple hours ago this area was filled with friends and

they shared memories and lit candles. they remembered a young lady who touched so many. >> she's not coming back. that was my world. that was my other half. >> reporter: ashley's brother understandably shaken after losing his sister less than 24 hours ago. >> my world is empty. i have no more words i can say. >> reporter: ashley's brother- in-law was also there sharing his grief. heart right now. my brother, brian perdomo and my mom, it's tough, tough moment for our family right now. >> ashley, i love you forever, my daughter. >> reporter: and several others were there to comfort ashley's family. many of them wrapping their arms around her mother, mercedes and expressing their condolences during this time of

meanwhile ashley's family also received word of constantino's arrest for the hit and run. >> i'm happy that they got him, but it's not going to bring my sister back. she's not coming back. >> reporter: as you can see, still a few candles that are still lit here in memory of ashley. that vigil ended around 8:30 p.m. we have no word yet for the family in regards to her funeral arrangement. >> do we know more about suspect? >> reporter: we certainly do. all that credit goes to the insurance adjuster. the insurance agent, he got a call to come out and inspect a car. constantino's car. when he saw the extensive damage, he or she immediately called the highway patrol and that's how they got him. >> jenn holloway live in tampa tonight, thank you. happening right now the boat season officially in full swing and there's a new

drop off passengers. problem is the ridesharing services are still operating illegally in hillsborough county. and breaking in the middle of it all, e-mails into news channel 8 that may reveal why this county is fighting so hard to stop uber and lyft from operating. jeff patterson joins us now. you been poring through thousands and thousands of documents tonight. >> reporter: i can't even print all of the e-mails and documents because there are just that many. ptc is set up truck industries but what i found in the documents tonight shows they have a much closer connection. kyle cockrum is the executive director of hillsborough county ptc. in april news channel 8 reported that cockrum traveled to palm beach to speak to the county commission about ridesharing services. >> my name is kyle cockrum and i'm the public transportation commission executive director.

there on his own time. >> i was already in west palm beach on a three day vacation. >> reporter: but these e-mails obtained by news channel 8 show otherwise. cockrum planned the trip for days in advance. representatives of the taxi industry e-mailed cockrum talking points including this. deaths, sexual assault and kidnapping allegedly committed by uber drivers across the country. i found this too. at the same time i started asking quess april, cockrum e-mailed county staff to ask them to adjust his time off for another visit. july 21, 2015. the reason? he wasn't working for the ptc that day. as he first claimed. he was actually in palm beach advocating for the taxi industry then too. mr. cockrum responded to my questions by e-mail tonight with this saying, my appearance

share knowledge about rideshare issues, to imply any other motives doesn't match the facts, he says. my appearance was not planned for ahead of time and i was not given talking points or coached by anyone. cockrum also claims the timesheet change is just part of normal business. jenn? >> you mentioned there were a lot of documents when you started this report so i'm a more to reveal. >> there will be a lot more. poring through all those documents. get reaction from people. >> thank you. a 5-year-old boy is dead, hit and killed by a pickup truck as he rode his bike with his sister. paul mueller is at lakeland regional medical center with a look at the effort to save his life. >> reporter: neighbors did the best they could giving 5-year- old austin crawford cpr, paramedics then brought him here where sadly, he later died.

one of the first things you could ever see. >> reporter: philip came home thursday afternoon to find austin crawford in front of his house on sandalwood boulevard, he had been on his bike with his 8-year-old sister abigail. austin drove into the path of an oncoming truck. >> little boy that you see all the time, playing. that's happy and something like that happens. it's horrific. >> reporter: the 5-year-old grandson went to school with austin. >> my little grandson said, nana, he's in a better place. >> reporter: some neighbors say there was no need for this to happen. they say they see way too many people speeding up and down this road all the time. and they say someone needs to do something about it. >> i swear when they hit my house, they do 60. they gun their vehicles. >> i have a little four and a half-year-old boy. i won't leave and -- i won't let him play in the front yard at all. my yard is fenced in. >> reporter: now the focus on young life taken way too soon.

for them. >> reporter: as for the driver of that truck we are told they are fully cooperating with the investigation. and at this point not expected to face any charges. in lakeland, paul mueller, news channel 8. neighbors also tell us the boys mother and fiance were at home at the time and they say the fiance tried to save the poor using cpr. more tragedy tonight in polk county. they plan city man is ci truck into a lakeland home killing a 76-year-old woman inside. ryan talent is charged after investigators tell us he lost control and slammed his truck into the home of reverend wyatt and janice falls. janice was in the front bedroom. killed instantly. according to investigators talent was under the influence and tried to leave after that crash. however, neighbors stopped him. >> they did the right thing. i said they did the right

injuries. >> reporter: next up, alan camera doing some painting work. hoad missed. >> the bullet struck the wall and cameron literally ran for his life. >> reporter: and then dave foreman was in his home office. hoad shooting the door, later shoots the windshield and any camera can catches him shooting a side window. >> thankfully for him his front door was locked. otherwise, hoad would have gone in and shot him and probably killed him. >> reporter: now the real scary matthew mclean confronting hoad armed with a rifle. hoad fires his handgun three times. >> sergeant mclean was standing right between the two bullet holes. >> reporter: sergeant mclean falls trying to get cover. but not before returning fire hitting hoad. >> hoad was on rampage to kill as many people as he could on tuesday. >> reporter: another deputy is being called a hero tonight, jeff nelson came up on the
