up and held guns to their heads. police caught three of the suspects but they are still looking for a fourth tonight. melissa marino jones us live in lakeland where that search continues. >>reporter: what's really scary police tell me this was completely random. i spoke with this couple they are thankful they only lost possessions. claudia citizen ten was in her doorway when the terror began. >> the doorbell rings at 0 a prank but when she opened the door four men ambushed her. one put a gun to her head and tied her up with a table runner. claudia's screams woke her husband charles he wrap to help but was stopped by the barrel of a gun. >> pointed a couple of inches from my head and pushed me back into the germ. >>reporter: the couple says one of the suspects did all of the caulk talking. >> he then started screaming

grief counselors on hand at bartow elementary school for two young crash victims. ronald green, iii and say rye a green died in the crash over the weekend along with their father. he was speeding on i-75 in brandon and lost control maserati. the children's mother is in critical condition. two hillsborough county deputies are being credited for helping an elderly couple get to safety during an apartment fire in brandon. the deputies arrived at the park at sea ena complex before firefighters did. no one was injured. about 30 units have smoke damage. st. petersburg police are looking for a woman who robbed a bank today. police tell us she walked into the bank of america on 62nd avenue north and handed the

thousands of residents pay for reclaimed water in the city of clearwater, but half of them never use a drop. one homeowner who's been paying a reclaimed bill for about 7 years now was crying foul and that is why mark's on it tonight. mark if thousands of clearwater residents aren't getting reclaimed water, why are they paying? i mean what are they paying for? >> access keith. they are paying for access whether they want it or not. now in the case of wayne mely he doesn't want pay the bill. >> i've got an empty hole. there's nothing in there. >>reporter: wayne mely hasn't used so much of a drop of water from clearwater's reclaimed water system in 7 years. but he sure is paying for it. >> this is a hole in the ground you pour money into. >> exactly. that's exactly what it is. >>reporter: back in 2009 mely paid a thousand dollars to install a well for his irrigation system. later that year the city laid pipe for reclaimed water on his

>> it's me paying for a product and a service that i'm not using. >>reporter: the city of clearwater just increased the price mely and every one of his neighbors pay for access to reclaimed irrigation water. the cost is now $13.83 a month. he figures he she would out more than a thousand dollars so far about the same as he paid for his private well. and that's not all. >> you're being charged for tax on top of that fee for something you don't use. >> is access to reclaimed water. >>reporter: it turns out mely is just one of 3586 clearwater utility customers who now pay $50,095,000 a year for access to reclaimed water they don't use. >> i don't think it's fair at all. >>reporter: maybe he doesn't. but the city thinks it's just dandy. >> everybody pays for the availability of it for the infrastructure that were built around that neighborhood.

you don't use' claimed water you don't pay for it why not do that in clearwater wouldn't that be fair. >> i'm not sure their system versus ours. >> it's paying for a product and service i'm not using and never have used. >>reporter: the city compares this reclaimed water fee structure to school taxes. not every win has kids but everyone pays for schools. now mely did use the water. if he did use the water he would pay even more a dollar 15 for every thousand gallons. >> just want looks great but that's from well water. what can you do? if you're one of those 3500 people that aren't even using this and you're paying for it what do you do? >> in this case the city says you can fight city hall. go to the city hall talk to council members talk to the mayor. we put those numbers on our web site. go to the next council meeting. if you do that call us first. we'll be there too. >> mark douglas.

now after the time change this weekend. 75 degrees. civil twilight after sunset now. out in lakeland essentially dark 72 degrees with that northeast wind at 4 miles per hour. searching for some rain the last time we had measurable rainfall this is back in october on the 15th. so count up the days since then as we get through october in the november, 23 days today without rainfall at least at tampa international. measurable rainfall. so it's a fairly dry and it is dry season living up to its na 65 degrees as the polls open tomorrow. mild and comfy for the voting before work. 76 degrees midday for lunch time. and then as polls close 74 degrees a gorgeous evening. weather not a problem. go out and vote. nice shot from alyssa, very nice sunset beautiful sunday sets. look at that sky from kelley in apollo beach. kelly lang beautiful shot. good timing there.
