battering an underage girl. records show he was on the streets less than three months before this latest arrest. court records show he spent time in prison after spending time in prison for sexual battery. estate held him in a civil commitment facility for nearly 6 more years considering him a sexually violent predator. he was released this past october. now a new charge. inde this home davie police say he sexually battered a 16- year-old girl. the girl's mother spoke to us about the allegations in his past. >> reporter: should have never been on the streets. people like that do not get fixed. >> reporter: the girl's mother said she did not know the extent of his past with her daughter came into contact with him. there are lots of questions about why he was released from that commitment facility last fall. i spoke with the prosecutor on

that he believed that he was ready on friday. we obtained a copy of this report as he argued from his release from the facility. he said he regretted doing early things that he had become an easy part. he promised the court and several people who believed he had -- should be released that he was on the ririt path. he said i can't let them down. i know that they have to live with the hurt and pa of letting me out. i am obligated to get back to the people they gave me a life to live. now he is accused of hurting someone again. >> i hit him wititall my heart. i hate that man. >> reporter: he has not yet gone before a judge and is likely he might be in the hospital. ople who live in the area where this incident allegedly occurred say they are concerned why this underage girl had access or was close to someone like him with this type ofast

he has been in and out of facilities since the mid-80s. carey codd cbs 4 news tonight. new details on a huge water main break in miami. the water is finally off but it left a major mess behind. we are live at the intersection at 74th st. and north court with the book. >> reporter: you can hear and see cre still working at this late hour. there is the gaping hole. it may be a little wider than the 20 x 25. it is about 16 feet deep. it flooded the area at rush-hour overtaking one truck and forcing employees at that business with thth to scramble. take a look. just before sundown the intersection of north e. 71st st. and north court crumbled after an underground pipe spewed water. history quickly flooded closing

mechanics to scramble from this auto shop. the owner says at one point the flooding reached about three feet in and around his shop. >> it looked like a tsunami. l the mechanics started running around and getting the keys of the cars and parking them outside. we saved the cars. >> reporter: the water and sewer department tells us the callie -- county is in the midst of assigning money to fix ese. >> sometimes it's around 50 or 60 years old. >> reporter: pumps streamed water out of the shop all night. the county will be back to assess the damage and cover expenses. >> none of us got her. it is just material things. nobody can avoid it. >> reporter: of a good attitude about it. a good attitude for sure. at least some good news s r the

they had to go without water -- they did not have to go without water this evening because the leak was contained fairly quickly. if you are going to be in this area of north east 74th street and north court tomorrow there might be some delays in this area. live in northeastern miami cbs 4 news tonight. a woman is recovering from a vicious dog attack. a pair of dogs attacked her and killed her chihuahua. the stress of all that apparently caused her husband to have a heart attack. he kester spoke with the victim's daughter. he is in west miami with this role heartbreaker. >> reporter: it was a tough day ago you might remember her a well-known city ha employee for years. things get tough at city hall but she has never had a day like this. >> he loves to go to the park. >> reporter: this is gucci.

these guys early thursday morning. he was mangled by the male and female pitbull looking dogs. the killers are now in the hands of animal control. she spent much of the day at the hospital. >> my father suffered a heart attack. my mother has a 100 stitches of her arm. and we lost our pet. we lost a family member. >> reporter: both of the parents are hospitalized. mom tried to defend the dog and dad had a heart attack. gucci had a big role to play. >> i parents are very old. i was told that three years ago to get them up at it's very therapeutic. i got the no pet. today my parents almost died because of that pet. >> reporter: they want -- they walked gucci up and down the

neighbors think the dog that attacked them more strays. animal control says one dog had a ship and a collar. >> the recklessness and was -- irresponsibility. >> reporter: she is demanding that something be done about stray dogs. she wants the attacking dogs euthanized. both are quarantined. animal control is continuing the investigation. they are looking for the owners of the dogs. cbs 4 news tonight. the teenage girl who police say stabbed the boy in lauderhill is in a detention facility. the 17-year-old who was stabbed is a student at piper high school. his mother says trouble was brewing for days but maintains her son was an innocent victim. >> my son -- everyone loves him. he does not go around

if he is your friend he is loyal to you. >> the stabber faced a judge today. that girl's father says she has never been in trouble before. president obama is making a bold promise. the new york times wrote that he will not campaign for, vote for, or support any candidate who does not support what he calls common sense gun reform. president obama attended and nationally televised town hall on gun violence. it was meant to win over public support for the executive actions on guns. >> if we can combine gun safety with sensible background checks and other steps we will not eliminate gun violence but we will lessen it. >> a white house spokesman says the president wanted to reiterate that he has no desire to take guns away from law- abiding citizens as some

developing in the war on terror authorities have arrested two people in california and texas on terrorism charges. in -- the criminal complaint and chooses -- accuses the sacramento man of traveling to syria to join isis. authorities have also arrested a terror suspect in houston. the arrest may have prevented a terror related event. french authorities have arrested the man -- identified the man who was shot dead and he swed up at the police wearing a fake explosive. he was a moroccan involved in a minor robbery in 2013. detectives@are trying to determine when the attacker arrived and whether someone provided him with the place to say -- day. a hellfire missile meant to be shipped to europe somehow
