tampa camera, you can see we're all clear and dry, no concerns weatherwise as you head out the door this morning. again, the biggest concern is bundling up, bringing in the plants and pets when we have temperatures that are going to be near freezing and check this out, in crystal river, you should be able to show me your temperature, 33 homosassa. we're nearing freezing temperatures to the north in citrus and hernando county this morning thasmght is where that -- that is where that freeze warning is in effect through 9:00 this morning. you can see 38 brooksville. spring lake at 35. hernando beach at 34. in and around tampa bay temperatures are closer to the 40s. 46 in tampa now. lutz at 39 degrees. as we move through the day we're going to warm up to temperatures very similar to yesterday. a lot of sunshine will end up in the le60s for highs today -- low 60s. it's going to be mostly dry across tampa bay and slight chance of rain coming up in the

hitting the roads, shouldn't be a problem due to the weather. unless you have to scrape your windshield. we have some calm winds to the north too. that is not out of the question but most likely everyone is doing fine weatherwise: i didn't have to scrape my windshield. we're still watching for construction on northbound 275 from kennedy to dale mabry. looks like it's still not open yet. cars are being detoured to kennedy. use himes to get back to 275. i'll let you know when it opens back up. it's scheduled to open 5:30. so should be any minute now. checking i-4 at the polk parkway. if you're heading out the door in lakeland let me tell you exactly how long it's going to take to you get to downtown tampa. 22 minutes starting from county line road, 15 minutes from county line road to 75, and just 8 minutes from 75 to 275. your drive times on the

a little bit. >> once you get to waters you have a clear shot. 5:33. happening today -- florida lawmakers return to work for the start of the new legislative session. they will begin tackling a number of issues that could impact your wallet. abc action news reporter corey dierdorff joins us this morning with a look at the big issues that will be up for discussion. >> reporter: good morning. tallahassee expected to be bustling today as lawmakers head back for the legislative session. abc action news is taking action for you this morning to break down some of the biggest items set to be on the table. one of the biggest issues the republican-led legislature will tackle, new tax cuts. governor scott proposed more than $1 billion in cuts that target businesses he says that will create new jobs. lawmakers suggested they cannot afford that much. the ladies and gentlemenliture will likely extend other tax

the popular tax-free holidays for back-to-school shopping and hurricane supplies. another key issue, gambling. governor scott and the seminole tribe struck a deal on a compact that will expand gambling across the state, and add some new games. this is expected to generate $3 billion for the state over the next seven years. those who expose expanded gambling are fearful of impact on tourist spots like disney. several groups are expected to lobby lawmakers to raise the minimum wage across the state. this follows protests nationwide asking for a $15 an hour minimum wage. it's expected to be a busy legislative session headed into the election season. count on abc action news to be with you every step of the way. watch for updates on-line and on air. corey dierdorff, abc action news. the legislative session

of the state address. governor scott is settle to outline his priorities at 11:00 this morning. a big theme of the address, keeping up the momentum on job creation and tax cuts. he will live stream what he has to say. see it on our app or web site. tonight president obama gives his state of the union speech before a joint session of congress. you can watch it live here on your abc action news station at 9:00 or open the alerts you'll get from your abc action news app to stream it from your phone. rather than talking to congress political pundits say it's the american people the president will be trying to get the attention of for his final year in the white house. one topic he'll likely touch on, gun control executive order he signed last week. the white house says the president wants to show the progress the country has made the past seven years and what can still be accomplished if voters elect a democrat in november. in democracy 2016 -- only seven republican presidential candidates will take the stage in thursday night's primetime debate. >> that is actually the

qualify for any gop debate. donald trump remains center stage. next, florida senator marco rubio, texas senator ted cruz, carly fiorina and rand paul didn't meet fox business network's qualifications to appear primetime. kentucky senators angry about that and said he's going to skip the earlier undercard debate. polls show the race between hillary clinton and bernie sanders is tightening up. with less than three weeks to go before the iowa caucus. clinton spent much of her campaign time looking past the vermont senator and focusing instead on republicans but that's no longer the case. >> i'm asking you to choose, the caucus for me over either of the other two. and part of the reason i'm asking to you do that is because we do have differences, nothing like between us and the republicans. >> clinton, sanders and martin o'malley, if the former maryland governor qualifies

before next month's iowa caucus this saturday night in south carolina. this morning isis is claiming responsibility for yesterday's deadly mall attack in baghdad. the attack left at least 18 people dead including four police officers and 50 others wounded. witnesses say people started to run into the shops to hide but the gunman followed and opened fire. isis says the 90-minute attack targeted an area where shiite muslims are known to gather and warn worse attacks are coming in iraq. in the united states a maryland man is indicted on charges of supporting a terrorist group. 31-year-old malik alim jones is accused of receiving military training from an african group connected to al-qaeda. he appeared in court no new york city last month but the court papers were just released. the indictment says he left baltimore in 2011 and traveled to somalia where he was taken to an al-shabaab training camp. it could be a year or more before one of the most notorious drug lords in the world winds up in the u.s. joaquin guzman's extradition to

tug-of-war between chicago, new york city and california. he's facing federal charges in all three cities. authorities recaptured el chapo friday after a prison break last year. in orlando a man facing serious charges after taking advantage of an unlocked atm stealing more than $88,000. this started when an armored car operator loaded the orange county atm on new year's day accidentally left it unlocked. investigators say 28-year-old eric provos noticed the mistake and withdrew cash. first left with only the cash from his own account but investigators say he came back a little later disguised in a hoodie and filled containers full of cash. 5:38 there's a new national champion in college football. a little after midnight the game between number one clemson and number two alabama wrapped up. tied at 14 in the third, alabama's jake cokier with the perfect pass to oj howard, goes 53 yards for the touchdown.

alabama ties it on a field goal. alabama adds to the score with the kickoff rush for the touchdown. final score alabama 45, clemson 40, victory gives the crimson tide its fourth national title in seven years under sabin. a high-tech solution to a growing florida problem. a brevard county neighborhood trappers using drones to try to track down coyotes. pets have been disappearing and trappers say they can cover more territory from the air. if they don't see animals the drone pilot will return with an infrared camera and search for heat signatures. ring bring brothers circus, just in tampa for its show, retiring their elephants sooner than expected. >> we first said yesterday morning the circus said it's pushing up its plan to retire the pachyderms almost two years early. the company announcing yesterday the elephants will now be retired in may. ringling representatives originally said they would phase them out over a period of

great news, the closure on northbound 275 is back open coming off the howard frankland. you no longer have to detour to kennedy. it just reopened a couple of minutes ago so no more detours there. we're hearing of a crash in pinellas county on starkey road, more on that in a few minutes. get back in the car scam get back in the car now! i'm not going to tell you again! get back in the the car! >> wow. this maryland police officer now serving a five-year prison a gun to this man's head and shoved it in his mouth in 2014 his house. prosecutors say officer santiago wasn't reforceful. jailhouse phone call. in it the officer says to his mom "they should be saying sorry to me." santiago was convicted of misconduct along with first and second degree assault. we have an update on the 24- year-old woman charged in a series of jewelry store robberies across the south

that is abby kemp, she broke down in tears as she left a federal courtroom in atlanta yesterday. she's accused of robbing jewelry stores in five states and stealing up to $4 million worth of jewelry. she will be back in court on thursday where a judge will decide the conditions of her detention. she's facing at least 20 years in prison if convicted. really sad news coming out of northeast ohio this morning. a couple and their two young girls died when their home exploded last night. the explosion occurred in a town 20 miles from cleveland. this blast so powerful it tore off the roof. firefighters arrived and found the home covered in flames, one neighbor said he and his son kicked in the front door and yelled for the family but no one answered. still unclear now what caused this explosion. traffic can be bad enough in l.a. right? so you can only imagine the frustration when the highway turned into an emergency landing strip for this small plane. the pilot said engine problems

this scene backed up traffic for miles and right during the afternoon rush hour. the plane was pushed into the center median until it could be toed away -- towed away. no one was hurt. 5:46. shay ryan, you're going to notice it is cold when you step outside. >> you will. i have an update for you, tanya -- i know how to say it, as soon as you do you mess it up. it's 34 degrees where she is. and right now dale card sent in a note on facebook in spring hill he's found frost on his windshield. so yeah, when you look at the scheme of things it's not that cold but for us, we have not seen temperatures like this in quite some time. so a little fun to play games when we're starting off temperatures near freezing in brooksville 38. hudson 42.

tampa 46. bradenton 49. it's chilly compared to what we've seen lately. temperatures are going to remain cool and below average the next couple of days. it won't be until friday when our next storm system arrives that the temperatures warm up to above average. in fact we'll be on a pretty mild trend as that area of low pressure works its way across the gulf and our area. we're going to have heavy soaking rains, there's even a potential for some strong, even severe storms so at this point it's a bit uncertain, not a guarantee, this is going to happen but we'll keep a cose eye on it and like to let you know as soon as possible when there's a risk for any severe storms to roll across the area. that looks to be the case friday. the heavy downpours as well moving through early in the day. that could turn out to be a pretty wet morning commute. then our next cold front comes through this weekend, with a few showers on sunday and then the cooler air arriving through the afternoon. as far as this morning's commute though no weather- related concerns unless you have to stop and scrape your windshield.

otherwise, janelle, what is going on, on the roads? we have some good news, northbound i-275 is now back open. it was closed overnight for some construction from kennedy to dale mabry but no longer need to make a detour. this opened just a few minutes ago. we have a crash reported in pinellas county, westbound old merton road at starkey road. we're seeing some traffic indicators in the red, you might want to consider an alternate at this time, depending on where you're coming from and where you're going. i'll let you know as soon as that clears. that is a busy intersection for the morning commute. let's check your drive times. >> checking drive times on the veterans, back in the green. it was a little slow earlier this morning, could have been because of construction wrapping up there but back in

5:49. before planning for lunch or dinner today, we have a dirty dining report you need to see. it's on abcactionnews.com now. our i-team uncovering a wendy's location had to temporarily close its doors because of a sewage backup in the kitchen. it's the wendy's on east 10th street in palmetto. that store had to temporarily shut down after inspectors found sewage backing up through the floor drains at the front counter, also the kitchen. the state also found live roaches on the floor in the dry storage room. anchor wendy ryan called a manager and even e-mailed a media relations me to try to get a statement. as of this morning she hasn't heard back from anyone. see her full report here and a lot of other dirty dining reports on abcactionnews.com/dirtydining.

another dry start to the day. you're looking outside at downtown tampa on the rivergate tower tampa camera. where things are nice and dry and clear for the morning commute but boy oh boy untilst chilly. you have to bundle up and make sure you have an extra layer on the kids. some temperatures are near freezing in citrus and hernando counties. if you're planning to head to clearwater beach, 62 is the high. that is a little warmer than what it was yesterday but the water temperatures is down to 63. i'll have the 7-day forecast for you coming up in a bit. to an abc action news update. that powerball jackpot growing now to $1.4 billion this morning.
