good morning. thank you for joining us. i'm deiah riley. >> i'm dan shaffer. breaking news in tampa, tampa police are trying to determine overnight. police say an officer on patrol followed a truck leaving a bar in the soho neighborhood. after the truck pulled into a driveway in south new jersey avenue -- the officer wasn't hilt, never saw a gun but a bullet casing was found in the home's front yard. one person was charged. fire crews battled a fire, appearing multiple units were involved, at least one is a complete loss. abc action news reporter adam winer is on scene now and

damage and will update us at 5:00. right now let's check with shay for a look at the forecast seems just a tad bit warmer than yesterday. >> it is, by 5 to 10 degrees, depending where you're at. i thought it was a noticeable difference this morning and comfortable. you'll probably still want an extra layer for the first few hours but temperatures are mainly in the upper 40s to near it's once you get to hernando and citrus county where temperatures are in the upper 30s to 40 degrees. as we move through the day we warm up quickly, up to 66 by noon and 72 as a high today. so again temperatures are going to be a bit warmer through the day and we're also on the dry side but boy, this doesn't last long. so let's soak it up today. i'll have the 7-day forecast coming up in a bit with all the changes ahead. let's look at the morning commute. this is i-275 at busch. not a lot of traffic this early morning.

>> the last three years -- . >> this whole side had paint over it. there was paint all over the front hood here. >> reporter: kyle cummings spent too many days and too much money at local body shops. >> it's the second incident, the other was $6500. >> reporter: three weeks ago that vehicle looked like this, white paint splashed on the hood, doors and everything in between. >> this here is the last police report. >> reporter: it's the second time he's paid a massive bill for paint splatter, also shelled out thousands for tires not once, not twice but 15 times. >> $7,623.31 to be exact. >> reporter: it's believed it's the same dui driver that crashed into his yard three years ago that he was called to testify against. >> we know who it is for the most part. we just -- they need more to make it stick.

target islamic state militants in afghanistan. previously the military could only pursue isis targets if they posed a direct threat to area. under the new rules of engagement the islamic state is organization allowing u.s. troops to actively pursue the militants in afghanistan. this morning a college professor is speaking out after fbi agents launched an investigation on him for potential ties to isis. news of the investigation against professor julio pino broke in the kent state university newspaper. the editor confirmed agents interviewed her about the professor converting to islam and may have recruited students to the organization. the professor of history says he's done nothing wrong. >> everything i've done is perfectly legal. i fulfilled my duties as an american citizen by speaking out on issues that some people find controversial of course.

"death to israel" during a campus lecture given by an israeli diplomat. he has denied involvement with isis. a florida central school district is reviewing hiring policies after one apparently faked credentials to get a job. officials say bonnie dixon had worked at the high school over a year, her credentials listed she received a masters degree from the university of florida. degree. dixon since resigned. a retired tampa police detective battling cancer received an emotional homecoming last night. now family and friends of jose feliciano pray his trip back to tampa will save his life. >> michael poluska has more. >> reporter: when jose feliciano's ambulance stopped

center and his family saw him for the first time it was pure joy. >> i never thought i would get him back home. >> reporter: his daughter victoria still can't believe everything that happened over the past week. she says her father battling gastric cancer was stuck with bad care in puerto rico, then they got a miracle. >> literally this would have never happened without the community and the support that everyone has shown. i thank them from the bottom of my heart. >> that support came from donations to feliciano's gofundme account. he needed $30,000 for an air ambulance from puerto rico to tampa to get treatment at moffett cancer center after a news report monday that seemingly impossible number was reached. >> i want to say thank you to them. from my family -- >> feliciano spent 26 years with the tampa police department tracking down murderers and drug dealers. daily he put his life on the line. >> that service to his community is why his family, especially his daughter never doubted that he would be

it's going to get worse, between 12 and 24 inches of snow 2 fall in the dc metro area by saturday evening. if you're planning to fly along the east coast this weekend it's going to be a mess for airlines. american, delta, united, jetblue, all waiving fees now so you can alter your night to avoid this weekend's big snowstorm. delta is also offering refunds for cancelled or significantly delayed flights. jetblue will offer refunds only for cancellations. shay ryan is monitoring it for us. two feet of snow? >> in dc, yikes. very well. given the fact that they just don't have the equipment to hand that will kind of snow. winter weather watches, warnings, advisories are. they span all the way from nebraska on into the northeast so again if you're going to be doing any traveling, yikes, not looking good over the next 24 to 48 hours.

this storm system, the southern portion of it, that we're going to get that cold front rolling through on friday and that is going to change our weather but there's also an enhanced risk for severe storms today through louisiana and into mississippi and almost extending into the panhandle of florida. we do have a slight risk of a severe storm here around pensacola today but it's into tomorrow where the storm system starts impacting us that i want us to keep a close eye on. here's where that line of stronger storms builds tomorrow morning. so we're still looking dry for the morning commute but that slight risk of a severe storm does move a little farther to the east into the panhandle. as those showers and storms move through our area, at this point it doesn't look like we're going to have a threat for any organized severe weather. behind the front which rolls through quickly we're going to start to see showers moving in. that may continue into saturday but today is looking fabulous!

soak up this gorgeous winter day today because things certainly change through the day tomorrow. and into saturday. we're going to have some gusty winds and maybe a shower or two and the weekend certainly on the cooler side. back to you. want to look now at the morning commute. this is i-275 at bird street. again, very early this morning, not a lot of people out moving around now. traffic looks good. janelle is watching the traffic things are going to change coming up in a few minutes. this is a traffic stop that went viral. a citrus county man with a concealed carry permit held at gunpoint during a traffic stop. >> abc action news maricella burgos explains the sheriff wants to change law to make sure a confrontation like this doesn't happen again. >> reporter: mark zahar has been a concealed carry permit holder for several years. >> i don't carry a lot. i have carried at times and i have never ever had a situation where anybody realized i was carrying.

someone else was a concealed carry permit holder accidentally shows their firearm and someone sees it? >> so far hasn't applied to me. >> reporter: the sheriff released information about a proposal to protect people fromet going arrested or prosecuted if their weapon is accidentally visible. it happened to a citrus county man in 2009. he a permitted gun owner was arrested after an officer spotted it under his shirt. what i think it does, it defines that gray area so that the -- any officer who were to witness this would have greater direction, let's say in determining whether or not there was a violation of the law or not. >> reporter: the proposal would create immunity for a gun owner who accidentally displays a firearm. and officers would be required to let the person explain the mistake, if it does happen the person could not be convicted. to be arrested a person would have to deliberately show their gun. >> most concealed carrier

majority are law abiding people. they don't want to break the law. i think what this does is define the law, narrow enough that there should be really no excuse for somebody being prosecuted for openly carrying when it was obviously aates where the wind -- where it was obviously a case where the wind blew the jacket open or something like that. this morning a texas mother outraged after finding a day job. dallas mom took this photo showing that employee asleep on a table. instead of watching around a half-dozen children. the family filed a complaint with the state, the owner of the day care says the employee wasn't sleeping very long but the mother says the sleeping employee risked her kids' safety. >> i walked out with him. anybody could have walked out with him. she didn't know. >> over the past two years officials have cited that day care more than 20 times. tonight the tampa lightning

seven games when they take on the stanley cup championship chalk blacks at amalie arena. here's tom with your morning sports. >> reporter: good morning. we're quite sure now that jonathan drouin will not be playing for the lightning anymore. in a desperate attempt to expedite a trade. drouin and his agent decided to shut the kid down from playing in the minors. drouin failed to report to last night's game between serious and toronto. he was suspended immediately without pay so. drouin will sit out while the lightning get ready to take on the blackhawks tonight at amalie arena. at the end of the year last year. then they took us out. now we get to meet one more time during the regular season and just so happens that we're both on -- we're in a little run, on a little major run. there's no question, this game probably means a little more. >> reporter: college hoops last
