if it goes through, the boats will hit the water in october. now to some improving economic news for our area. serena signs us live from tampa on why living here is becoming more affordable. serena. >> reporter: it really is, laura. we spent the entire day crunching numbers and doing research and we found data that supports the report that tampa has the most affordable cost of living in the entire state of florida. your dollar stretches farther for housing, grocery and gas. it's also having a domino effect which means there are more jobs. in fact, tampa's unemployment rate is only at 4.6%. the national average is at 5%. we also found out from the governor's office today that this city leads the state in job creation.

not as much as in other parts of the country, but economists say that's not necessarily a bad thing. >> what is important to consider is what economists refer to as the real wage, which is taking into account things like inflation, how many goods and services can those dollars purchase. even though someone in tampa may be earning a lower wage than someone in new york or d.c., they are better off because their dollars go further. >> reporter: and just yesterday, on the job for the now tampa bay we talked to you about jobs. there are 125 positions at tampa airport that need to be filled by march. you can apply online right now. there's also jobs out of polk county and work from home positions. all of that is posted on the now tampa page which you can go on to the website. in fact, laura, it's the most shared story this week.

approaching 80. 80 degrees in many areas as we speak here. very comfortable. we're still doing this with low humidity. but all of this is about to change. our humidity will go up and clouds will thicken up and rain is headed our way. this evening, if you're headed out, you're in good shape with temps back into the 60s. another disturbance, look at all of the rain moving here. by the time we're done by thursday, we could be picking up a couple of inches of rainfall. we will have the timing as far as the severe weather threat. we could have storms late tonight so you will want to download our storm shield app on android devices and iphone it alerts you to your specific location and let's you know if threatening. that will be happening potentially tomorrow. far as severe weather. for any. change.

details on that in a few minutes. >> thank you, ivan. going back to the breaking news that we talked about at the beginning of the show. the all-clear given in san diego after reports of an active shooter. people panicked trying to figure out what was going on. and widespread from both military and local law enforcement was that response there. police now saying it was all a false alarm. the area went into lockdown after someone said they heard gunshots coming from the basement. a tweet went out telling everyone to hide, run or fight. they trained for this and weren't willing to take chances. >> i think it's a reality for the entire country. and we're neighbors and we're partners and we have to train and be ready. so i think it's not only a new reality for us in the military but the whole country. >> people were evacuated their hands up while officers checked the buildings. you see that in the video.

mc san diego is located in a popular tourist area and schools were briefly on lockdown. the person who made the initial report is not expected to face charges. right now a live look at hillary clinton on the campaign trail. that's a person kind of like her height man out there right now. just days away from the caucus happening on monday. right now her and bernie sanders are in a push for younger voters where sanders has a clear advantage. the two are locked in a tight race. nationally hillary clinton is still holding up well. the new polls out today show her still with a significant lead over sanders with 52% of the vote. the same cnn-orc poll showing trump dominating the gop race at 41%. a new high supporting the billionaire. now let's go deeper here into another poll by abc news. this one looking at the issues,

the big cats that researchers can't provide a solid estimate. we just don't know how leopards are fairing in south africa. they're secretive and range over huge areas. the government is halting the hunt so scientists can determine if hunting the animals would be harm. but it could have a negative economic impact. south africa get $375 million from game hunters every year. but mismanagement of the trophy hunting system and illegal poachers have posed a huge threat to the leopard population. it is crucial to preserving the population. the ban will be up for review at the end of the year. remember watch newsy on your tv with your favorite streaming device. 42 million people have watched that right there. more than 6300 watching it right now.

the southern counties. generally one to two inches of rainfall can't be ruled out. this will be a multi-day event. we start raining tonight and still raining tomorrow and then again on thursday before we clear things out. let's take you outside. we're going to break down the severe weather threat as well. that is certainly not zero still looking low. but it's certainly something that we will have to watch over the next couple hours. radar is quiet right now. this is the main front here. all of this moving rather quickly to the south and east. we have a pocket of rainfall that develops in the overnight hours as well. so we will be watching that as we head through later. 3:00 a.m. showers roll in. this model might be wrong. some of the storms that may get a little more action through tonight, make it a little more intense here. we will watch and we will know if there is rotation with these as they begin to approach the

about 5% chance that you're seeing rotating storms. that would be tornado storms. we will be watching that closely. we will be up all night with you. this certainly will come in. that's a pocket of heavy rain that will move through. we're talking juicy weather here as far as how much rainfall we're going to get out of this. again, anywhere from one to two inches. that's round one. then we get in on it late wednesday, even thursday we have the chance of showers. the main event happening through the day on wednesday, tomorrow. and that's why the storm prediction center has put us in a marginal risk. this is a five-level scale. we're at the lowest. so it's a minimal chance. marginal is what they call it here. the counties in the green, especially further south. damaging wind potential with some of the cells and isolated tornadoes. that would be about it. the isolated is the keyword there. temperatures as we head through the overnight hours as the warm

dew points in the low 70s. that is pretty tropical stuff. that sets the stage for the very heavy rainfall event which will be the main threat for us. not so much the severe weather. upper 60s to lower 70s. a little more of a breakdown to the south. we will hang on to the 70s there. otherwise looking, well, stormy certainly in the next couple of days. we will have the latest on the extended forecast and take you into the weekend in a few minutes. >> ivan, thank you. breaking news on the new tampa bay. we have live pictures to show you of a school bus crash in indianapolis. sad news on this one. at least one adult confirmed dead. multiple students hurt in this. i'm getting new information in from one of the newspapers in that area, the indy star. basically they're saying that school bus jumped the curb for whatever reason.

there's a press conference happening at the scene. again, a school bus crash in indianapolis. deadly crash. one adult is dead. multiple students are injured. all of this happening around 2:45 this afternoon. well, ahead here on the new tampa bay, another major car maker issuing a recall with regard to exploding air bags. remember the tale of peter rabbit? discovered in an archive in london will be published this september. here is a peek at the drawings and manuscript. potter wrote it around 1914. we're told a quote older slower version of peter rabbit is part of that story.

>> yet another car recall today dealing with those exploding air bags that have already killed nearly a dozen people. this time, 400,000 ford trucks. it's the same issue we've been telling you about with takata air bags in other cars. this new recall is for ford ranger pickup trucks from 2004 to 2006. so far ten people have died. more than 100 have been hurt. we have a link on our website right now, abcactionnews.com where you can check if your car is included in one of the recalls. encephalitis is a virus that mosquitoes spread and can cause our brains to swell. it's rare but deadly if you get it.

in florida. we have also seen it in animals. researchers in colorado want to stop its spread completely. developing a new vaccine protecting us all. the vaccine doesn't actually use the virus like many do. instead this one will trick the body into protecting itself from the deadly virus. >> the goal is to generate a vaccine that they can give to soldiers. soldiers are then protected against that specific agent. in this case we're making three vaccines for three different viruses. >> researchers are hoping to begin testing by this summer. well, specialty grocery hit in the area. now there's even more reason to celebrate. property value. the property website zillow years. here is what we're seeing right

and here is the one that is in st. petersburg. listen to this one, finding a home in one-mile radius is worth twice as much for the city. we know the one in tampa on swan was already in a high price neighborhood. how about the one in st. petersburg? property values are going up. here is the next thing, though. it's not just trader joes. whole foods is doing the same thing. there's one in carollwood on north dale boulevard. it's considered a place where people want to live. there's one in clearwater off of us-19. we checked and there's no plans for new stores to be built in the tampa area but something to consider if you're looking for a house to buy. well, right now a quick update on that large piece of metal that washed up on a beach in thailand.

the missing malaysian flight after all. 239 people disappeared in march of 2014. only one piece of debris has ever been found. well, still ahead on the new tampa bay, a couple of door to door salesmen picked the wrong street to door knock. >> i think they better be more careful. there's other streets around here where there are retired cops. two things that made this pinellas neighborhood attractive to salesmen to take advantage and the tactics to watch out for.

>> right now, a warning about scammers on the prowl in pinellas county. two are in jail. but as abc action news reporter eric waxler shows us, it serves aa warning about who could be knocking on your door. >> reporter: ron donnelly says these two guys picked the wrong place to come looking for money. one of four retired police officers who live on this seminole street. there's also an active pinellas county deputy right next door. >> they better be more careful. >> reporter: investigators with the partnership lass county sheriff's office say they arrested the two for door to door sales without a permit. but they are also suspected of fraud. investigators say they were hitting neighborhoods all over the county. in some cases selling what appeared to be bogus magazine subscriptions. on ron's street they were collecting money for high

>> he said to some people hockey and some people soccer. >> reporter: it turns out they are both 21. after their arrest, deputies found collected cash from so- called customers and documents from the magazine subscriptions. ron says his neighborhood might have been targeted because there are no working street they think they were casing the cash. >> i watched them walk up to the door but in less than two sendings he ran away. >> reporter: you could be at risk for credit card fraud or id theft by giving out personal information. the best thing to do is report any suspicious salespeople in your neighborhood. eric waxler for the new tampa bay. >> thank you, eric. right now planned parenthood saying it's thrilled but not surprised by the findings of a texas grand jury clearing it of any misconduct. the same grand jury indicted two activists in connection to

claims to find planned parenthood profiting by selling fetal tissue. the indictment includes a felony charge of tampering with a government record. planned parenthood says the video was edited to mislead the public and today defended its policies. >> planned parenthood has never sold fetal tissue. we have occasionally let women donate fetal tissues for important medical research. that has been proven out not only by this grand jury but officials in 11 other states that looked at this that all found that planned parenthood did nothing wrong. >> the man who runs the group that made the undercover video is one of the people indicted. he released a statement saying he respects the process of the district attorney but maintains planned parenthood cannot deny what the video shows. well, today in tampa, a pretty cool surprise for students over at slide magnet

[cheering and applause] >> oh, you know, just wwe wrestling super star titus o'neil bringing not only lunch for the kids but also tickets to tonight's show at the arena. the school's principal saying the 50 kids, many at risk, were chosen because they're headed in the right direction. getting their grades up and showing great behavior. even for the students and parents who were not part of the surprise today, he has this advice. he says they're not just words but the advice that he lives by every day. >> the greatest thing that you can do is be educated. and everything else will take care of itself. i want these kids to not only get the love that they get from the school but also start getting more love from the community. >> o'neil says it was important for him to reward the kids today as he too came from a rough upbringing. he surprised 100 more kids at two other schools with lunch and tickets to the show.

go after that young vote. today, we have the new polls showing hillary clinton still leading bernie sanders nationally. but in iowa, it's a closer race. well, one of the men behind a daring jail break is being compared to movie villain hannibal lector. he has been on the run in california along with these other violent criminals for five days now. so far no one has seen them or no one has come forward. they escaped from the jail in orange county after authorities say they cut through metal grates behind their bunks and crawled through plumbing tunnels and tried to climb down from the roof using sheets. the sheriff's office saying they don't believe that any prison workers were involved in this escape. well, we like the price at the dollar store, right? now we're learning some of the products could be bad for our health.

>> break news right now, one adult has been killed, two other kids at the hospital right now stable after a school bus accident at amy beverland school in interpolice. we have been following this for about 30 minutes. what you're looking at are pictures right now taking moments ago. you see the kids being escorted out by parents right now. all of this happened after a school bus crash in that area. according to the indianapolis fire department, 25 kids were

they're still trying to figure out exactly why it happened. well, you shop at the dollar store to save money, right? we're learning even more you get what you pay for. and even some things you don't want. a new study finds 81% of their products have one or more hazardous chemicals. good housekeeping revealing these results with three toxic items you will find at the dollar store right now. first, electronic accessories, testing high in chlorine. they may be made of pvc that is said to cause cancer. they recommend getting them at an electronics store. plastic kitchen utensils, usually the black ones, linked to birth defects and impaired brain development. they suggest buying stainless steel ones if you can. the holiday season is over, but many shop at the dollar store for your decorations because you only use them once a year.

>> right now the east coast continuing to dig themselves out of the snow. hard to believe that's what they're dealing with. huge piles of snow. not nearly as big as what we have been seeing for days now along the east coast after this weekend's massive storm. 42 deaths now associated with the blizzard. the federal government shutting down today despite efforts to get offices reopen. to normal. airlines canceling about 13,000 flights during the storm. today there were only about 200 cancellations at newark and 70 at dellis. the water now receding in new jersey as we said before, where the flooding is the big issue. >> it's been incredible there. the flooding. we're getting for the first

sandy. todd has been talking to people on the ground there. some saying it's the worse they have ever seen. >> reporter: yes. worse than during super storm sandy for this area when the latest storm came through and brought blizzard conditions. it came in from that direction, the northeast and brought water in from this way, bringing it up and over. three days later, people are still cleaning up here. >> high tides, full moon, and pretty much everyone got pretty beat up badly. >> if you look next door to our neighbors, that's how pretty much everyone's houses looked. we have been working for three days. we have a raised property and we're still a foot and a half, two feet inside. it's the worst that i have seen

>> reporter: bruce and many other people here in west wildwood not pleased with governor chris christie saying it was just minor flooding. this is the flood wall. it's completely destroyed. one of the many things on the long list of repairs from the record-breaking storm. >> todd, i think you touched on this, but was this the area that super storm sandy hit the hardest or a different part of jersey? >> reporter: this is the southern point of new jersey. and so super storm sandy hit its hardest on the northern edge. that's where we saw the most devastation. for the folks here, yes, this is worse than super storm san deem but -- sandy but it's not a fair comparison. here it is definitely worse than the storm was. >> all right, todd. thank you. thankfully we're not dealing with anything like that here. maybe just a few people with canceled flights.

>> nothing like that. they had tide cycles where water came into homes. unbelievable stuff. couple of days. we're ahead of this next storm mid-70s out there. running a good 8 to 11 degrees above where we were at this time yesterday. the warmer spell is in. we talked about this cool air quickly disappearing with that south to southeasterly flow. it is here big time. storms as they begin to roll in for late tonight, heading into tomorrow. here is futurecast. we will put this into motion and see some of the pockets of heavier weather rolling in through the overnight hours. again, there is a marginal risk for severe weather as far as potential tornadoes coming in. that's a 5% chance right now according to the storm prediction center. we will watch the storms closely and keep you posted in the overnight. again, a heavy pocket of rain coming in. that's going to eventually

hefty totals. upwards of one to two inches of rainfall. this continues through wednesday. severe weather threat is for tonight and tomorrow. not so much thursday. at that point just leftover moderate light showers. then everything clears out by the time we get into friday. we have not been upgraded to slight. we're at the level one marginal for potential damaging winds. that would be light tonight, overnight and into tomorrow. those are the storms rolling in from the south and west. we will watch it closely. we have the potential for that. remember, that is a five-level scale. we're down to one. so a 5% chance of seeing those rotating thunderstorms. only takes one, right? 63 for tonight. we will see the showers and storms developing late. shea will be here early in the morning to keep you posted. we will continue throughout the day as necessary. certainly if we get storms that get a little severe on us. showers and storms continuing for tomorrow. a wet day.

thursday morning as well as we continue to see rain chances high as well. temps holding in the upper 60s to lower 70s. then we clear out for the be huge because on saturday -- in fact, let's go over here and talk about this. we are checking in on the gasparilla parade. this is my first one. 2:00 to 5:30 p.m. but i believe the action starts well before that. probably in the morning, right? of course the temperatures will be in the mid to upper 60s. i understand of course we have had some years where it's freezing, some years where it's been hot. well, i think this is goldilocks gasparilla. the key is that we're dre behind the front. no rain expected on saturday. and the fine weather continues as the parties may too into sunday. >> ivan, thank you. many of us may struggle with our finances. it's to secret.

all. it's not just impacting their future, it could have disastrous effects on the economy. that's according to researchers with pricewaterhouses coopers and george washington university. they found millennials, people between the ages of 18 and 34 is the age group with the lowest financial knowledge. only 24% seem to know what they're doing with their money. and here is the proof. more than 40% use more risky services like pawn shops, auto title loans and payday loans. their checking accounts. 20% say they have taken out loans against their retirement account in the past year. now, here is the bigger picture of all of this, why it malters to all of us, millennials make population. and their influence on the economy is expected to grow in researchers are finding if their bad money habits continue, we will all be

younger generation trying to save money at least is they're opting out of buying or leasing a car and instead using ride- sharing services like uber or lift. there's a new safety feature to better track these drivers. >> reporter: uber is now tracking its drivers to see if they're speeding or using their phone too often while driving. the company said in a blog post it is using the gyrometer to make sure that the drivers are being safe. they want to make sure that contracted workers in china weren't attending protests against its service. this time the company will only be looking at driver's data when a rider posts a bad review to see if the complaint was warranted.
