insist they want to stay in tampa bay. this is waiting to explode. this is a ferguson in tampa. >> this protest tonight out of the fair and the demands being made by the grieving parents. good evening. thank you for joining us. that family crippled by grief saying the sheriffs office has not gone far enough to protect children at the fair. we are live at the fairgrounds with the changes. >> reporter: today is students a day for hillsborough county students. that means they get a free pass to the fair but the joseph family says despite a lot of changes they don't think kids are safe.

the fair there was a family filled with sorrow. it started with a ritual, students got involved with a fight that started on the fairgrounds ended wink 12 arrest. 14 year old 14-year old andrew joseph was one of them. >> they did not have anything in place. >> reporter: he was killed by a car after police threw him out of the fairgrounds. he was trying to cross the highway, tonight his father does not believe the fear is safe. >> this is a bomb waiting to explode. >> reporter: the sheriff told us they have made lots of changes to keep kids safe. more cameras, undercover police and requiring a parent to escort any child under 16.

we want people to be safe. >> reporter: for kids who do get in trouble police will take them to a detention area and call their parents. they also have this message for parents. >> keep those problem kids you know who will cause problems at home. >> reporter: these fight the changes the family does not think they have gone far enough. they want parental supervision at all times. >> all of these kids are out there by themselves. >> reporter: for this family there is still no peace. tonight the sheriffs office to say a lot of the changes that they have made last year were really effective and they say they expect the same thing this year. back to you.

outside the radar is rain free with temperatures in the upper 50s to the lower 60s. this morning we were in the upper 30s after rain. the weather of late has been changing dramatically and the wind is one of those changes today. we were talking about a windchill this morning. this evening it will be cold but more changes this weekend. we will talk about that coming up in a couple of minutes. keeping the tampa bay rays in tampa bay today the head of the team met with hillsborough county leaders talking about what they want in a new stadium.

>> reporter: good evening. they met right inside of those doors, both sides seemed cautiously optimistic. the rays of say they want to stay here in tampa bay, they want a next generation ballpark right here in hillsborough county. >> we are staying in this region, it is our home. >> reporter: words many fans want to hear as a team talks about potential stadium sites in hillsborough county. st. pete council gave them the green light back in january. >> we are looking at both sides of the bridges right now. we are looking at every opportunity that we have.

one person is dead it might we others hurt after this massive crane collapsed in new york city. the crane landed on parked vehicles this morning. the person killed was sitting in one of those cars. the mayor says the crane fell as it was being lowered and secured from the wind. he says there could have been even more victims but crews kept people away from the area. >> it is a very, very sad incident. we have lost a life. but if you see what happened here, thank god it was not worse. >> no workers were hurt in the collapse. right now authorities are investigating the crane operator to figure out if there are any criminal factors.

there was a table, a recliner, dishes and a washer and dryer. even paintings on the wall. you can see the apartment is now empty. the apartment is in bad shape also. >> i have never seen anything this filthy. >> reporter: the apartment needs a complete remodel. >> the counters are now so badly stained that it has all got to be taken out. >> reporter: her tenant group released six months early >> reporter: moved to an apartment two stores above. she called the police but they did not find any of the missing furnishings in her new place. we went knocking but she did not open the door.

donated all of the missing furnishings to a charity. she said that the landlord gave her permission. >> it is a lie, it is a theft. >> reporter: she said she feels her landlord is retaliating against her but would not say for what. smith still has her security deposit but that will not cover the repairs or furnishings. back to you. a springhill woman ripped from her mothers arms when she was a few months old finally gets a reunion. this is an incredible story. betty morrell has been searching for her birth mother for 50 years. her mother, lena pierce, now in 96 years old was just 14 when she gave birth to her first daughter. the state took her away saying lena pierce was not old enough to have a child. but she never forgot that little girl.

but you will want to wear a jacket. but look how quickly the clouds return. in the morning we are mostly cloudy and maybe an isolated shower. the low pressure will come to the east and move away. when it does that is when the wind will start to pick up. fortunately for the weekend plan most of the action will be to the east and by sunday we clear out with maybe a few clouds in the morning but a nice day for the super bowl with temperatures still very chilly, highs only in the 60s. as far as rainfall, we won't get much out of it but some folks may be a little bit tomorrow night and into sunday
