to be arrested for something like that is very shocking. it's shocking. >> reporter: judy morton is upset that hillsborough county deputies can arrest teenagers for possession of marijuana instead of writing them a ticket like other counties in florida. >> it's not fair for our kids. >> reporter: according to the state attorney's office, a florida statute says each jurisdiction can design their own civil citation program. it doesn't define what cases should be included. i spoke with the department of juvenile and they back that up. >> stakeholders can be on the same page of how civil citation will operate, which type of charges will be accepted. >> reporter: hillsborough county says these juvenile offenders need to go in front of a judge. >> if you look at the juveniles with a long criminal rap

today. we're still below normal. we should be 72, 73. overnight tonight through tomorrow morning, temperatures not as chill i i don't think we have to worry about frost, even in the northern counties where temperatures will be somewhere in the mid to upper 40s. 40s to low 50s closer to polk under mostly clear skies. by late tomorrow night, we have the first of two cold fronts coming in. i will let you know how that could impact your weekend plans coming up in a few minutes. >> thank you, denis. developing tonight, the city of ferguson is facing a challenge after being slapped with a lawsuit by the federal government. the justice department is trying to stores ferguson to overhaul the troubled police department after the fatal shooting of michael brown there was a pattern of problemmed found with racial discrimination in the police department. it comes after a surprise move by the city council fighting back against the settlement the city had rejected with the justice department.

agreement which the city can't afford to implement. but attorney general loretta argument. >> they have waited decades for justice. they should not be forced to wait any longer. >> lynch says city leaders leave her no other choice. this case now goes to trial unless the city and justice department can settle first. also tonight a federal grand jury is hearing evidence in the death of eric garner. he was killed in 2014 after being put in a chokehold by a police officer. it marked demonstrations with protesters yelling i can't breathe. the federal inquiry began after a staten island grand jury declined to indict the officer. it's been 40 days since protesters took over a wildlife refuge in oregon. tonight it's finally over. the remainder protesters turned themselves into federal authorities today.

federal government turn over public lands to local control. the standoff's leaders were arrested last month during a traffic stop. >> it looks like they have guns pointed at us. >> are they being gentle? >> yeah. >> we don't need our weapons right now. they cannot fire upon you with the world watching. >> the four men were arrested and are set to appear in court tomorrow. agents have also arrested cliven bundy on charges tied to a different government standoff two years ago. a woman is facing charges after stealing an ambulance and leading houston police on a slow-speed chase. 28-year-old la tasha harris stole it overnight from a fire station. she first told police she was trying to get away from an abusive boyfriend but she was just just trying to skip town and didn't have money for a ride.

across most of the area tomorrow. tampa, sunny and 63 degrees. the dew point is 46. winds coming in out of the south/southwest. that's always a good thing if you're looking for warmer air. that is bringing in warmer temperatures. mind you we only hit 66 today. we should be at 72. last year 66 was the high on this date. the record 84. a week ago we were in the middle 80s. it shows how quickly florida weather can change this time of the year. st. pete sunny and 62. west winds at 7. sarasota aalso sunny and 62. we're not going to have to worry about a freeze tomorrow morning. it will still be chilly. satellite picture today was as nice as it could be. literally not a cloud in the sky most of the day. i think friday will be pretty much the same. tomorrow morning, came wake-up time, maybe a few clouds up

but otherwise a beautiful start to your friday. chilly but not freezing. later on in the afternoon, still more sunshine. that temperature will warm up to 70 degrees. maybe mid 70s, away from the gulf. this is the first of two fronts. this one i don't even think you will notice it when it goes by. if you're up really early saturday morning, there is an outside chance of a sprinkle that's it. and i really don't even think we have that to worry about. i didn't even put it in the 7- day. the rest of the day, another beautiful day. now, behind this cool front, and yes, it's a cool front, temperatures will be dropping off a bit. i do think we will notice a little cooler weather come sunday morning. valentine's day morning. but we don't have to worry about a freeze. that's a good thing. with many its up in the 60s to low 70s to recall along the

add 5 more degrees in polk county or the highlands where the afternoon highs will be in the middle 70s. saturday morning will be chilly but not as cold as recent mornings. expecting lows in the middle 50s under mostly clear skies. there is just a blast of cold air coming in from the north. and temperatures this weekend across the northeast will be windchills as low as 40, maybe 50 below. yeah. you heard me right. windchills. but for us, that doesn't make it this far south this go- around. it looks like we will cool off but not a blast of cold air. decent boating weather there. the gulf temperature for us is pretty chilly at 56. seas a couple feet. light chop on the day. there is your sunrise and sunset. the forecast looks nice right through valentine's day. early next week, we will see showers rolling in. best chance monday night into tuesday. that's a cold front. notice behind it, we don't cool off.
