>> live from the station taking action for you, this is abc action news. >> new tonight, the highlands county school district under fire and under investigation for failing to report possible child abuse. i'm jamison uhler. >> and i'm laura harris. this investigation following stacie harris' arrest last week. she is accused of having sex with a 14-year-old student. as ryan raiche shows us, the school knew there was a problem. >> reporter: i just spoke out of the school board building where i was looking through the personnel file for stacie harris, accused of having sex with a 14-year-old student. for months the school board knew something was up. >> it never should have happened from the get-go. >> reporter: tonight parents fuming about what school officials knew and when they knew it. >> she never should have been near any kids. >> reporter: paperwork in the personnel file for stacie shows her arrest last week for sex with a 14-year-old student was

back in november of last year, there are documents warning her about inappropriate behavior with a boy on a school bus. witnesses reported she was constantly touching and hugging the child. in a different complaint let the boy drink out of her cup in a classroom. >> should i even send my child to a public school? should i home-school them. >> reporter: the principal wrote you are to have in student in your classroom before or after school. they confirmed they are now investigating whether the district broke state law by not initially reporting the behavior. if it had some parents question whether the sexual relations with the 14-year-old could have been prevented. the district is not making any comment tonight. we have learned that the sheriff will meet with the add machine stray tores next week report suspected child abuse.

the days before he killed six people and injured two others. abc's elizabeth hurr reports with the details. >> i want to express the family's utter shock and sympathy for the victims. >> reporter: through their attorney, jason dalton's wife and parents are speaking out for the first time exclusively to abc news. >> a good father. well known in the community. well liked. and there was nothing to indicate that something like this would occur. >> reporter: the married father of two only began driving for uber just two weeks before the shooting. now he is in jail facing six counts of murder. >> they're thinking like everybody else, why? >> reporter: motive is a mystery is to his family. leading up to the rampage, there was a change in his behavior. >> he had been acting different in the last couple of days and

he was tired. he seemed to be depressed and down which was not normal. >> reporter: on the day of shooting the family was out running errands when he bought a tactical jacket. the attorney also revealing that dalton went to his parents house after the first shooting telling his family that his chevy had been side swiped and needed to switch cars and then headed out with his parent's car. >> reporter: the family was having financial problems, again, stressing that the family is also desperate to learn why this happened. elizabeth hurr, abc news new york. two polk county teens are facing armed robbery charges. both have a lengthy criminal history. deputies saying the duo tried to rob a man in the car. the two pointed a gun at him and then stole his money. the man then tried to jump out

new video is contradicting kesha's claims against dr. luke. in the 2011 deposition, kesha denies that luke ever tried to have sex with her. >> did you ever have an intimate relationship? >> no. i know that i -- dr. luke never made sexual advances a. >> did dr. luke ever give you a roofy? >> no. pieces of the 2011 deposition first became to light when a judge ordered documents be unsealed in 2014. shortly after kesha sued luke claiming he raped and drugged her. she is obligated to record six moral bums with sony. dr. luke says he does not need to be involved recording or producing the albums. dna evidence must be submitted to a crime lab within

tested within four months of submission. a companion bill is expected to go before the house next week. there are more than 13,000 unprocessed rape kits all across florida. well, people who want to live in ebor city will soon have options. >> what opposites they will have and when they can start moving in. >> reporter: the cigar factory have provided jobs in the bay area for decades. >> it was the original cigar factory. >> reporter: the work being done now has nothing to do with cigar rolling. today it's filled with construction workers, transitioning the property into nearly 40 apartments. >> we're making it look like it was back then. >> reporter: the developer says this building will be a mixture of old and new. the outside is being restored to its former glory. the inside will be one and two- bedroom apartments.

foot windows, with 13-foot ceilings, i think there's a demand for people wanting to live in this area. >> reporter: that's why he is developing all over ebor. the old blue ship cafe is turning into eight units. the inn will have 16 apartments. they're in the process of designing a large complex near 7th avenue. it will have 100 apartments, an underground garage and 8,000 square feet of retail space. >> people are able to invest now. and so they see ebor as a prime location to put their money and dollars into. >> reporter: the ebor redevelopment corporation says 400 new units will be available within the next two years. she says the demand for the apartments will be high. >> ashley furniture is bringing in 300 new employees. as we bring in new businesses, that will necessitate more residential for the employees. >> reporter: back here, the employees are working hard to

>> 65 roaches crawling in the kitchen gets a chinese restaurant shut down for three days. you think that would be the worst it was. >> wendy ryan is here to tell us what else she uncovered. wendy. >> that's right. our i-team discovered when inspectors went back two weeks later, 40 pounds of chicken was being prepared in the same sink that dishes were being washed. taking action for your health. it's the latest restaurant to make my dirty dining list. >> have you ever been here before? >> no. this is the first time. >> reporter: jennifer anderson loves chinese food. >> the won ton soup we would

>> reporter: but she is thinking twice about stepping into top china located on east hillsborough in tampa. after hearing inspectors shut down the restaurant for three days in january after seeing over 65 live roaches crawling all over the kitchen. near the cook's line, cooler, prep table, soda machine, storage rack and sink. >> there's no way that i would go in there hearing this. >> reporter: a follow-up inspection just two weeks later discovered more live roaches and dishes being washed in the same sink with raw chicken being prepared. a stop sale was immediately ordered with all 40 pounds of chicken thrown out. >> the food manager, yes. >> i'm food manager. >> you're the food manager. >> yes. >> reporter: inside top china, he said he was there when the state closed their doors. >> did you know, did you see the roaches? did you know you had a problem? >> yeah. when coming to see the restaurant, i'm in the restaurant.

temperatures that have rolled in. so beautiful shot there from apollo beach. we're going to see more of that. we're going to see generally clear skies at least into the middle of next week. titan doppler radar continues to be rain free with temperatures in the upper 50s. 59 now in bartow. 62 downtown. and 61 in st. pete. again, under mostly sunny skies. the humidity at 50% in tampa. due point 43. northwest winds. now, earlier on today the northwest wind came in over the gulf and brought clouds to the coastal areas and even a few sprinkles. that burned off by lunchtime, leading to a nice day. 10 degrees below normal. the normal high is 74. we hit 64. the record is 87. it can get that warm this time of the year. northerly winds in st. pete. gusting up to 21 miles per hour. in sarasota, mostly sunny and 62 degrees. again, northwest winds.

gulf, it has a tendency to moderate a little bit and a little more moisture. for us, for us to get that kind of weather that can lead to 30s and sometimes even colder than that, you need a northerly drain because the air won't moderate over the warmer waters of the gulf. it will come right down the spine of the state and keep things rather chilly. and tonight, that will not be the case. tomorrow night, it will. which is why i think tomorrow night will be colder than tonight. either way, this evening through tomorrow, skies will be sunny. it will be hard to find any cloud cover. on friday. right through the weekend -- in fact, for that matter, next wednesday may be the earliest chance of any rain. and each day, starting on saturday, it will get a little warmer. then by the middle of next week, we will be up to 80 degrees. until the next front comes in by friday. saturday morning, it will be

that's when we will see 30s across the northern counties. long-range rainfall totals through wednesday, nothing going on. but wednesday night into chances return. too early to tell whether or not it will be anything to worry about. given the way this winter has gone and it's an el nino year, certainly a possibility that we will be talking about more storms by the end of next week. let's focus on the next four or five days that look great. the rpm, this particular model coming in chilly for tomorrow. i'm inclined to think this may be a little low. upper 50s to lower 60s is probably a better bet. even if it stays chilly, it will feel rather nice in all of that sunshine. there will be a ton of it. on saturday morning, as i mentioned, this will be the coldest morning. i think there will be frost around the area. whether or not we see a freeze in citrus or hernando, probably not.

>> we first told but this story last month where five teens were paraded in front of cameras. the alleged victim and her father say the teens attacked her at gun point. according to the district attorney, the girl was having sex with her father before the teens showed up. the teens say they had sex with the women and the teens will not be charged. an ohio handyman will spend 35 years in prison for raping three women. one woman says she was just 16 when van patterson raped her in 1995. >> i just wanted to say that over the last 20 years, my life has been kind of hectic, looking over my shoulder, wondering if this was going to happen again. >> patterson is one of 162 serial rapists arrested since

>> live from the station taking action for you, this is abc action news. >> you're being overcharged and don't even know it. the places that you're most likely to get nickel and dimed and the steps to keep more money in your pockets. takeoff aborted. a loud boom on a flight that caused it to halt in the middle of the runway in st. petersburg. after three hours, this is what the passengers have been doing, just sitting around and waiting. >> alarming accusations against

he joins us with the latest. >> reporter: passengers got the scare on this one. it happened at st. pete clearwater international airport. passengers say the plane was almost at full speed before takeoff when they heard a loud boom and the plane shook. one local passenger who happens to be a military pilot tells us what happened on the phone. listen to what he says. >> we were sitting behind the left wing and heard a large report, a boom. it shook the plane and it was obviously an engine malfunction. >> reporter: passengers say they have been sitting around for three hours. no one apologized or giving them information. we reached out to the airline for comment and haven't heard yet. pilots have been saying they have been cutting corners on safety measures and continue to head down a, quote, dangerous path. you can see all of our investigations into the airline on our website.
