>> not once but twice a student with special needs is locked on a school bus. he ended up crawling out the window. what is happening to the adults in charge and what is their explanation. >> i feel like my odds are in my favor. the sad story that broad in the crowds and the happy ending for a few dogs. what is washing up on florida beaches? >> i have seen them online, in pictures. i didn't think it was real. it's a real creature. why they're dangerous for us and what is bringing them on shore. it's 4:00.

st. pete police say a 3:00 and a 23-year-old have -- a 3- year-old and a 23-year-old have been shot at a house in st. pete. thankfully both are expected to make it. let's go to the neighborhood where all of this happened. it's 10th avenue south near tropicana field. sarah rosario is live there right now. sarah. >> reporter: laura, this is still a very active investigation. if you take a look behind me, you can see where police have marked off the perimeter of this house. this is where police say the 23- year-old and the toddler were sitting on this porch when someone drove by, starting firing shots here, hitting both of them. both of the people immediately rushed to the hospital. and police are now looking for the suspects responsible. as we go to video, you can see

the window of this house. a grandmother was inside the house at the time. thankfully she was not hurt. this happened just before 2:00 p.m. this is the area that police are looking for shell casings. they are looking for evidence that could lead them to a suspect. they are looking for a four- door white car, possibly a dodge challenger is what they are telling us. they don't know how many people were inside the car or if more than one person fired the shots. the 3-year-old and the 23-year- old were the only person on this porch when this happened. and thankfully the grandmother inside the home at the time was not hurt. police are still looking into whether this is a random act of violence or if they were targeted. we will continue to stay out here and bring you developments on the case as it continues to develop. neighbors, several of them, called 911. we have the police chief of saint pete and the mayor out here telling us that the gun violence has to stop.

shot, the 3-year-old and the 23- year-old are expected to be okay. both recovering in the hospital. reporting live for the now tampa bay, i'm sarah rosario. >> sarah, thank you. while we don't have a description on the person who might have done the shooting, we have a description of the car from police. they are looking for a white dodge challenger. similar to the one that you see on your screen. of course as sarah said, we will stay on top of this all afternoon long. as soon as we have new developments, we will bring them to you. i want you to look closely at your screen. a couple women get off of the school bus, right? well then look who pops up in the back of that school bus. a child was left behind, locked in the bus. has happened. making matters worse, that student has special needs. abc action news reporter ryan raiche joins us live from the county. and then again?

video that you have to see a couple times to really see it. this is the surveillance video from inside the school bus. it first shows the bus attendant and the bus driver getting off the bus after dropping all the kids off at school in the morning. notice they don't do a thorough check to see if anyone is left on board. about 15 minutes later, look who appears. deputies say 13-year-old special needs boy woke up and found himself locked inside an empty school bus. you can see him on video open up the emergency exit window and squeeze through the small opening there and jump out. the craziest part, this happened twice in one week. >> if it's the same bus driver and the same attendant, shame on them. yes, shame on them. that's -- their job is to take care of the kids. >> reporter: the bus driver gayle brown and her attendant

neglect. what makes this case so disturbing is this bus is equipped with an alarm system that shuts the ignition off. the only way to turn it off is walk back there and hit the button. what grady judd says how they got around the system. the good news is that the boy, the 13-year-old boy was able to get home safely by hitching a ride with a stranger not once but twice. crazy stuff out here, laura. back to you. >> disturbing case, ryan. rally. the "washington post" reporting that a protester was being escorted out when a man in the stands in the cowboy hat stands up and sucker punches another guy out of nowhere. this happened at a rally yesterday but just started to surface online this afternoon. the man who threw that punch, 78 years old. he's been charged with assault and disorderly conduct.

bernie sanders is in kissimmee right now. and coming to tampa immediately after. that's a live look on the left side of your screen there of the crowd over at the florida fairgrounds. look at all of the people waiting to hear what bernie sanders has to say. well, during hillary clinton's stop today in tampa, she talked a lot about jobs for underserved communities. abc action's add an weiner followed her today. >> reporter: today tampa is the center of attention as the democratic primary season continues. the primary day for florida tuesday. early voting already going on. nearly a million democratic florida voters have already cast their ballot in this election. many were here today for a clinton rally in support of her. there were two big issues that former secretary hillary they were the economy, specifically infrastructure when it comes to making jobs

she talked about two big projects that she hopes will get funded. one is an expansion of fort tampa bay. the other a light rail system that would go between tampa and orlando. the other big issue, which of course is a big issue here in florida, which is climate change, rising sea levels. mayor bob buckhorn has been sounding the alarm about urgency and hillary clinton spoke about what an issue it could be if floridians don't take action. >> it's the height of irresponsibility and neglect for anybody in a position of authority to understand that florida will be the most at risk from climate change of any of our states. >> reporter: some of the people at the rally today had already voted for hillary. some said they were still on the fence. you're going to hear a little more from them coming up at 5:00. they're not only going to be at the clinton rally but they will

say. he will be speaking this fairgrounds. tampa bay. dr. susan mcmanis is joining us live from miami where the gop debate is happening tonight. the stage already hot from last night. which of the candidates won last night of the democrats? >> it almost was a draw. i think some people said bernie sanders. others said hillary clinton. they were fighting hard for the votes of floridians. it was a very excited debate. a lot of competing views on things. and just thrilled to be at frankly. >> what are the odds you think bernie sanders or hillary clinton will actually win florida in the primary? >> it looks like it's a clinton win here, but i guarantee you

than expected, that's helpful to him going on after florida. this tends to be clinton territory somewhat, her long ties to the state. there will also be a larger share of the electorate of they like clinton. it's florida. it's exciting. it's competitive. >> always a swing state. how about this one, we're talking about tonight. what do you think of cruz, rubio? what do they have to do to gain ground on donald trump tonight? >> they have to make some inroads and point to people policy opinions. they can't be rude. enough of that. people want these candidates to rise above, not stoop down to trump's level in terms of the language that he uses and so forth. it looks like the candidates

bye to the former first lady. here is a look inside the library in simi valley, california. the funeral is tomorrow. reagan was 94 years old. she died on sunday of congestive heart failure. five people are dead, three others are hurt after a gunman barbecue in pennsylvania. here is what they're saying right now. the d.a. was at the crime scene today in pittsburgh. it happened late last night. police say the gunman started shooting over the fence. over the fence. as you can imagine, scary for the people in the area. >> it was just mass chaos. people were crying. people were everywhere. yelling. house. >> the d.a. says the murders were planned, calculated and brutal.

but would not comment on a motive just yet. well, you've got to see this surveillance video from a milwaukee burger king. this woman in the bottom right corner is yelling, throwing things at the 16-year-old. why? because the woman's mother wasn't allowed to use a bunch of coupons to order their food. >> she started throwing the sugar at me first. then she reached over the counter and threw the plastic thing full of ketchup. >> the teen says she was then beaten up. police are now looking for the mother and her daughter. that woman fighting to save a few bucks and now she is probably going to be dealing with a thousand in legal drama. we know that 60% of all of the calories we eat come from food considered ultraprocessed. it's food with manufactured ingredients. you normally wouldn't use if you were making something from scratch. it's in everything from your

a the concern here is that it tends to be high in sugar, saturated fat and sodium, all of which contribute to obesity, heart disease, die diabetes. there needs to be a message sent about the need to eat real food. governor scott signing 25 new bills into law today. disabled veterans can now park for free at public airports. families using the snap program, they can now use it to buy fresh food. love this one. and if you're unable to perform jury duty for physical reasons, you will be able to ask to permanently be excluded. also interesting vote today in california lawmakers passing a bill raising the legal smoking age from 18 to 21.

change the age requirement. california didn't stop there. the bill treats electronic products. it. i want to you check out this strange creature right here. it kind of looks like something out of a disney movie. it really is real. it is watching ashore on the coast of florida. they're called a sea dragon. they could be turning up here because of el nino, the shifting currents. they float on top of the water belly-up which is the weird part. don't touch them because they're venomous depending what they eat, which is usually jelly fish. >> it will take the leftover stinging cells of the jelly fish and transfer it to these

the dry side. we're not seeing any of the green tones on our side of the state until tomorrow morning. great commute tomorrow. and no rain just yet. we are warm and dry. just more humid over the next 24 hours. as far as the overnight lows go, a little cloud cover here and there helps to keep our temperatures on the warm side along with that warm southeasterly flow. we're looking at 67 as the overnight temperature in tampa. closer to 70 in clearwater. to the north, around 64 degrees. as well. weather ahead. and if you're planning on heading out to the beach, you want to head to clearwater beach tomorrow, 80 is the high. 65. as far as we know, none of the sea dragons have been reported on our side of the state. out there. tomorrow. an improvement there. if you're thinking of heading to st. pete for the grand prix,

yet another recall to tell you about. pistachios are being recalled everywhere. we called trader joe's today where they're sold. the wonderful company nuts have been taken off their shelves. they are sold under wonderful, paramount farms and trader joes. trader joe's says to bring the bag back for a full refund. there's a code that you need to look out for on the bottom of the package. we posted that on abcactionnews.com as well. and while we're on the subject, corona is recalling some of its beers because there could be small pieces of glass in the bottles. it doesn't affect all bottles bottles. we posted that information on our facebook page. search the now tampa bay and

>> we're still following breaking news on the now tampa bay. this happening in st. pete. police say a 3-year-old and a 23-year-old have been shot in a drive-by shooting at a house in south st. pete. that girl was on the front porch. luckily both of them are expected to survive. what you're looking at right now is aerial pictures from action air 1 from a short time ago of the scene. the neighborhood where this happened, 10th avenue south near tropicana field. let's take a look at some video from the ground though. we have a crew there right now of the house. you can see the bullet hole there. a glass shattered. we know the child's name but we are not releasing it because she is a victim and a minor. the 23-year-old was terrell hollowman. they are looking for a white dodge challenger, similar to the one on your screen. we don't have a description of the person who did the shooting. we are trying to stay on top of

latest on abc action news starting at 5:00. right now, a little flash back to last month when a box of puppies turned up on the side of the road in tampa. today we have the ending to their incredible story of survival. they're going home to real homes. well, most of them. the now's nicole griggs shows us the chaos that took place to make it all happen. >> reporter: leo didn't think he would be spending his day in line in the heat waiting and waiting after an hour drive to the humane society of tampa bay. >> we were watching the news this morning. and she jumped up and said said we have to go get a puppy. >> it wasn't a grandchild like you think begging the grandfather for a puppy it was tally who decided she had to come. >> we're looking for a brother

once again we will make it to highs in the mid-80s. starting the day, temperatures will be close to 70 in st. pete. by 11:00 in the morning, we're almost at 80. we top out in the low to mid 80s in st. pete. and then we will see the temperatures starting to fall back down to the mid to upper 70s around sunset. so the bottom line is the weather is looking warm. but it will be dry. but the rain chances go up for sunday. i'll time that out for you coming up in my next full forecast. look at the forecast at 4:00. we will check out the rain chances for you. laura. >> thank you, shay. speaking of driving, here is a big topic for you right now. how to make self-driving cars safer, especially with this video released of a google self- driving car crashing into a bus. it happened last month in california. the car swiped the right side of the bus.

the director of google project is set to testify before congress about the safety. executives from gm, delphi automotive and ride share lift will be there as well. they are working on guidelines for the car that are expected to be ready this summer. not having rules yet isn't stopping companies from thinking up new inventions to include in the self-driving cars. goodyear revealed it is developing the spherical tires. how does it work? it's bizarre but they go in any direction. they connect to the car using levitation instead of axles. this is cool. ford got this patent approved to let you watch movies in yourself-driving car. you would actually have a projector and a screen.

>> right now, i want you to take a look at that video there. these are pictures from robinsonville, mississippi. these people gathering what they can from the home and leaving. it's ankle-deep water right places. it can be seen in mississippi, oklahoma, louisiana and texas right now. todd joins us live from texas covering the rough weather. >> reporter: some places dealing with severe weather. the damage is so significant that it looks like it just happened. i'll take you across the street here. you can see the path that the

the major highway, tearing into homes over there. the rain has started once again in texas. some places it won't stop until tomorrow afternoon. already adding to this incredibly dangerous situation. watch as this driver spins out in the flood water in mississippi. she then tries to turn around only to go off the road into even deeper water. another driver helps her to safety. she is okay but that hasn't been the case elsewhere. in louisiana right now they're expecting another 8 to 10 inches of rain and they're closely watching a levee in case it gets overwhelmed near shreveport. boats bringing some people to safety as their communities are overtaken. >> worry about yourself and your children. the things in your house are replaceable. lives are not. >> reporter: heavy rain forced some schools in the houston area to delay or cancel classes today because of closed roads.

she has lived here for 40 years. >> if it keeps coming, we're going to be in trouble again. >> reporter: that's an understatement. back to louisiana, here is a look at the flooding. you know how deep it is by the speed limit sign. the flood waters both unpredictable and unfor giving. two of the people killed in oklahoma and louisiana drowned when they tried to cross a flooded road. turn around, don't drown. you have heard that so many times. some areas have already seen 16 inches of rain. here in texas, 10 inches. laura. >> todd, before we get you go, do you have any idea of how many homes are damaged or buildings in that area? >> reporter: yeah. i've actually got a list. shreveport, louisiana, there's about 80 homes that we know of so far that have been flooded. we've also learned of a nursing home and a health rehab center that is also flooded. the national guard is helping with those evacuations.

tampa bay. >> thanks, todd. the nature conservancy is asking volunteers to use drones, following legal and safety guidelines, to take videos of these to see howell nino is changing the california coastline. the images from the drones can be go-tagged and pinpointed where the land has been eroded in the area. they have identified one area seeing 30 feet of coastline dissolving away due to the storms and flooding. shay, i want to go back to that storm flooding that todd walker was just talking about. we talked about this yesterday, but will it be as strong coming our way? >> it won't. it won't pack as much rain for us or be a strong front. it starts to fizzle out. it's a slow-moving system that's why it's creating the flooding issues in several states now. it's almost parked in the same place as yesterday. it is a little broken up. we have a center of rain in texas and another one moving through parts of louisiana and into mississippi, alabama and

farther to the north into the great lakes. again, this is a slow-moving system. it will take until sunday to get to our area. so we remain on the warm, dry and humid side with a southeasterly flow. the gusty winds that you saw today are going to come down. so we're going to have more relaxed wind speeds. but as this front approaches on sunday, it starts to fizzle out. and it tracks a little more to the north. what happens is that we start off on the dry side sunday morning. so for those with the grand prix in mind on sunday, the start of the day is going to be much better than the finish. and i think we may even make it through because the heaviest tampa bay. so saint pete may turn out just fine. any change in the track of that front, though, or if it holds together a little more could certainly impact not only the grand prix but whatever your weekend plans are.

when we will see the rain chances go up. north. in the meantime, we remain on the dry side. a few clouds and 67 degrees. and the southeast winds coming down to 5 to 10 miles per hour overnight. not bad at all. over the next couple of days, check out these temperatures. we should be in the mid-70s. we're 10 degrees above average for the next two days. higher chances for rain in the afternoon on sunday. we will come down to 80 as a high. we do not have a big push of dry air behind that front. even though it fizzles out, we still linger with a few showers on monday. so the next two days are really looking the best to be outside if you're looking for warm and dry weather. but, again, the humidity also on the rise. all right, i will have the 7- day forecast for you coming up on action news at 5:00 as i'm filling in for denis. i will have that for you and show you what happens after monday coming up in a bit. laura.

the usf men's team just tipped off half an hour ago. 11:31 left in that one. we talk about march madness. it's so much more than the final scores. the ncaa tournament means lost productivity, a bunch of wages and it's all about a bunch of college kids. you're betting on college kids. there are other important numbers here thanks to the latest study. it all says that if you make your boss cringe category, here it is, companies will lose $1.9 billion during march madness. 60million americans will fill out ncaa brackets and will bet now, remember, those astronomical powerball odds we

this in comparison, your odds of filling out a perfect bracket are one in 9.2 quinntillion. that is a 1 followed by 18 zeros. it's easier to win back to back mega million lotteries assuming you buy one ticket both times. how about that? is that a little odd to anybody else? i would say so. all right. well also speaking of that, fun and games aside with march madness, it's serious business. the average single game ticket will sell for $344. the men's tournament is expected to generate $300 million for the host city. houston is the host city this year. and american products, an extra 3 million-barrels of beer every march compared to a typical month. wow. crazy numbers there. well, riding public transit could soon get safer. it all has to do with the transportation department

tests mandatory for bus drivers, train operators and truckers. the national transportation safety board has found several deadly accidents like this one are at least partially connected to the disorder. it can make you really sleepy during the day. the test is already required for pilots. one concern here is requiring it for other people such as train operators is the cost. it costs thousands of dollars and it's not clear who would pay for it. the transportation department will be taking feedback on the plan starting tomorrow. well, a new study reveals most of us are sometimes tired while on the job. the now's justin takes a look at the problem and what can be done about it. >> reporter: if brittany green needs somewhere to nap or somewhere to rest. >> the lights are low so you can take a minute to refocus your energy and your thoughts. >> reporter: she doesn't need to go far to find it. >> i use it when i realize that i haven't gotten away from my desk for a couple hours and i could use time to clear my head.

adequate sleep at night. >> reporter: but employees seem to enjoy the option to nap. >> no. i have never come in on someone napping more than a few minutes. >> reporter: even if it's not quite enough zs. willfont. a woman actually hiding a child inside of a carry-on bag airplane. she is reportedly in the process of adopting the girl from haiti. the child is between 2 and 4 years old. passengers on the flight saw the little girl come out of the bag and told the crew members. the child is doing ago and prosecutors are saying they won't charge that woman. well, good news about those frustrating fees the airlines charge for things like checked bags and seat assignments. lawmakers are trying to standardize how airlines disclose the fees so there are no surprises for passengers. this would make it easier to compare overall ticket prices

it would require the department of transportation a way to show the fees and for all airlines to actually start using it. another measure here being considered is called the fair fees act. forbidding airlines from imposing ridiculous fees. it would direct the dot to stop airlines from imposing fees that don't directly translate to operating costs. it's estimated airlines collected more than $3 billion in just fees last year. how does that make you feel? this spring, we could be seeing a record number of travelers in airports. here in tampa, we have spring break, spring training, the grand prix and even the valspar tournament happening this weekend, bringing a lot of people into our area from all around the world. we're expecting a 4 and a half percent increase from this time last year. about 33,000 people. but some of the airports say security just can't keep up with the demand.

down the numbers. >> this is mississippi. so i came to visit. >> reporter: mary is making the cross country trek to visit she is not alone. this spring is expected to be a record-breaker for air travel, with 140 million flyers. take into account school breaks and easter and it's already begun. just ask mary about her fellow passengers. >> they came from tennessee, arkansas, alabama. from allor. >> reporter: airports across the country say security can't keep up with the lines. an airport manager wrote this left to the tsa calling them understaffed. just yesterday seattle airport tweeted tsa can't keep up. >> you get caught in the security line. >> reporter: when it comes to taking off your shoes and unloading the liquids and laptops into bins, it's hard to

>> i'm ready to go through security. >> reporter: the obama administration asked congress to approve a $3 billion budget for the tsa next year, almost $27 million more than they have right now. that would bring the number of officers to almost 43,000, about 2,000 more than this year. until then, the only advice that tsa is giving is get there early. >> we are two and a half hours early. >> we would rather err on the side of being early than late and running to the gate. >> reporter: for the now, i'm anne mcnamara. >> on tsa's website flyers can report wait times. there were more posts more less than 30 minutes. sometimes people saying they didn't have to wait at all. tampa has one of the best wait times of all large airports, averaging just 11 minutes last year. that's probably due in part to the fact that tsa is fully staffed at tia. i'm laura harrisment thank you for joining us on the now tampa bay. abc action news at 5:00 starts

>> breaking news right now at 5:00. a 3-year-old shot in a drive-by shooting in st. petersburg. the search continues for the shooting. i'm jamison uhler. >> and i'm wendy ryan. several shots were fired while people were outside on the porch. it happened on 10th avenue south near tropicana field. a 3-year-old and 23-year-old man were hit by bullets and said to have non-life- threatening injuries. sarah rosario joins us live from the scene with the latest on the search for the shooter. sarah. >> reporter: wendy and jamison, a very active investigation. police looking for the people who could be responsible. we're told that toddler and the 23-year-old were standarding here on the porch when the shots rang out just before 2:00 them. now they're recovering from the hospital.
