driving off in new port richey. the cell phone video from a driver who pulled over. conte was on cocaine as he drove around west pasco. >> you have a person who is drugged out of his mind driving a 5,000 pound vehicle. you know, that's like someone running through a mall with a gun waiving it. >> reporter: he was driving with a blown-out tire. the deputies used stop sticks. >> got him. >> reporter: as the chase turned down trinity boulevard, conte's truck side swipes a patrol car spinning him out. >> i visually saw him rip on to the wheel and turn into my vehicle. >> reporter: moments later with the truck disabled, deputies rush in and make the arrest. conte admits to them that he is under the influence. >> i'm drugged out of my mind. >> reporter: even though the chase went on in the early evening with hundreds of drivers on the road, no one was injured. >> there could have been a family coming home from practice, from picking up kids from day care and this

absolutely with that vehicle destroyed them. >> reporter: today in front of a judge, conte says that he needs a public defender and behavior. mind. >> reporter: conte did not have a driver's license. that was already revoked. according to the sheriff's office, they found a crack pipe in the truck. the sheriff's office says his rap sheet was 30 pages long. and that was before today. eric waxler, abc action news. >> thank you, eric. breaking news out of washington, d.c. matt gutman just tweeted this out, that a suspicious white powder was found at marco rubio's headquarters in washington. the staff has been evacuated to the roof of the building. we will continue to check out the situation and update you when we get more information. also happening right now, flooding still a major concern in the south tonight.

that's a major travel artery between texas and louisiana. this is new drone video coming out of the flooding happening in that area. it's the french settlement area in louisiana. the photographer who took the video says he hasn't seen water like this since the early 1980s. now the most accurate weather team in florida, abc action weather. >> good afternoon, everybody. and while we had all of that fog this morning and still do along the immediate coastline, most folks, especially east of i-75, you're closer to 90 today than you were 80. so even though you started out with fog and for that matter you will again tonight and into tomorrow morning, waking up with visibilities limited, less than a mile in some areas, near zero closer to the beach, i would not be surprised if they're forced to close the sky way again or serious delays as the fog will be dense overnight. partly cloudy skies this evening. and then a foggy start to your day. and then i think it lingers

but what is headed this weekend is going to bring a lot of change to the weather. not just weekend. we will talk about that in a couple minutes. denis mentioned it there. this is 275 and the sky way northbound. it has been a problem all day long with fog concerns. janelle martinez gives us a look at what to expect tomorrow morning on the roadways. >> hi. we're starting off with an extended closure in downtown tampa. east tyler street. that intersection is closed for the next eight weeks. detour signs will be posted. also we have an extended detour in lutz. it is closed at crystal lake road for railroad crossing repairs. this will be happening for the next two weeks. detour signs posted as well. but they will take you to mavery to get around that. van dyke is closed starting at 8:00 p.m. until 6:00 p.m.

detour signs will be posted. leave extra time there. and an overnight closure here at hutchinson and waters right at the veterans expressway. thursday. for more on these and other closures, make sure that you action traffic. a manatee county man is behind bars tonight for murder. he was arrested this morning for the 2015 murder of kevin mccats. he was shot outside of a home back in december. deputies say a group of men pulled up for a car and called for him. then he was shot and killed. brewer was one of several men inside the car. a sebring man is in jail charged with neglecting his 90- year-old grandmother. james lewis collier left her emace ated wearing soiled clothing. she only weighed 86 pounds and completely dehydrated.

the sun you can imagine. 75. if you have your heart set on the beach, you won't need too much sunscreen for the next few days because the coastal areas will stay socked in as we have the warm air over the cooler waters of the gulf. really hard to say cool now that it's 71. but still you get the warm moist air over the gulf waters and it turns into thick fog. and when you get winds that come in out of the southwest to west, it pushes that fog inland. now, we saw fog a couple weeks ago but it didn't move in because the winds were not pushing it in. they are today. they will tomorrow. and they will again on thursday. we hit 82 today. normal is 76. even with the foggy start, once it lifted, burned off, you still were several degrees above normal. anywhere from hillsborough county and then polk county and desoto and highland, you were on the high side of normal. 10 degrees above normal.

sunshine. fog in sarasota though. 74 with the dew point of 71. so it is muggy. it is warm. all those ingredients come together this time of year to give us serious fog concerns. and i'm telling you it will be the exact same thing tomorrow. you're probably going to want to set the alarm early. tune it in. ivan will be here and letting you know what spots have the thickest fog. for that matter, janelle will let you know if the sky way is closed. lunchtime. this evening, we see it come back in. around midnight, there it is. it burns off much quicker anterior. it takes longer to burn off along the coast. then the rest of the day looks good. thursday, same thing. no changes to our pattern right through thursday. but by friday, we have a series of lows coming this way. that bumps up our rain chances friday, saturday and into sunday. even a slight chance of a few showers anterior on thursday. i think the best chances will
