overnight a punta gorda police officer accidentally shoots a woman to death. what the police chief is saying about the tragic accident. >> and donald trump will campaign in florida. he'll be making several stops including central florida. >> it's the first day of school for hundreds of thousands of bay area kids. door quickly and safely. >> good morning. i'm james tully sitting in for dan shaffer on this back-to- school wednesday. >> good morning. i'm deiah riley. we got your back-to-school coverage coming up. first we start with breaking news. an update in charlotte county. a punta gorda police officer accidentally shot and killed a woman during a citizens academy. it happened at police headquarters during a role- playing scenario. the woman killed is 73-year-old

one of two people randomly picked to simulate a shoot/don't shoot scenario. >> our entire police department and all our city leaders are absolutely devastated for everyone involved in this unimaginable event. >> the officer involved hasn't been identified yet but is now on administrative leave pending an investigation by the florida department of law enforcement. a sarasota couple traveled to orlando to mark what would have been birthday. crosses are installed where her body was found have been stolen. a sarasota couple hopes this one will stay here and be a constant memorial for caylee on her birthday. >> happy birthday! >> reporter: no birthday cake, no candles, just balloons and a few strangers, that is all anthony got for her 11th

goodenow say it's not enough so they built this cross. >> an innocent child taken. still someone needs to be held responsible for what happened to her. >> that's exactly where this is. >> reporter: goodenow visits the site often with his grandchildren, one around the same age as caylee when she died. all the others have been stolen since her remains were found here, in the missing child case that rattled the nation. them, they are the future, without them we have nothing. >> reporter: in july of 2011 the mom casey was acquitted in her daughter's death. goodenow didn't want to comment but says caye shouldn't be forgotten. tonight there were three adults and two children that showed up >> she knows she's loved. >> reporter: in the eight years since she died no one else except for her mother has been charged in this case.

police are looking for a man caught on camera burglarizing a home in south tampa. he may be working with at least two other people. police believe the ring is linked to more than 20 break- ins in south tampa since march. if you think you know who this person is call tampa police. in pasco county homeowners are worried about rising water right now and how a flood could wipe out everything they own. as abc action news reporter marisela burgos tells us many of them don't have insurance. >> reporter: a wall of sandbags is piled up in front of felicia cummings' home because part of her road is flooded. >> i have five kids, i'm a nurse. i work full time job but i don't have the money to replace my stuff if anything ever happened to it. >> reporter: she has renters insurance but no flood insurance. she worries every time it rains. >> you figure it's going to flood. it's going to flood and it's going to flood bad and you're going to have to take your kids

bad it got last year. the water went into her bedroom. >> we didn't have much damage, a couple things were laying on the floor, a couple of boxes. >> reporter: linda christian with the insurance information institute says nationally only 14% of homeowners have flood insurance. many people trying to balance tight budgets pass on the extra protection not thinking about what is at risk. >> the fact is there's not a mortgage company forcing them to get flood insurance. they think it's optional. but good idea to seriously look at getting flood insurance. >> reporter: because that is the only way to protect yourself from flood damage. >> the cost you pay for flood insurance depends on your risk. so if you live in a low-to- moderate risk flood zone flood insurance will cost about $430 a year. and that is a really fair price to pay for peace of mind. >> that was marisela burgos

the threat of the zika virus. she's scheduled to tour a design and clothing company in iowa. as democrats accuse trump of encouraging violence against clinton. during a rally yesterday trump eluded to gun rights supporters still finding a way to top clinton even if she wins the presidential election. ivan cabrera with florida's most accurate forecast. drier today? >> yes, much drier today. temperatures will recover as well. we'll have some showers and th pretty typical for this time of year. right now we're checking in the upper 70 and doing that with mostly clear skies. mostly cloudy along the coast but titan doppler radar not picking up much. off-shore, well off-shore showers and storms to continue headed to the north. it won't bother us. we'll be dry through the morning. by midday, lunchtime here clouds thickening up and then showers and thunderstorms will begin to fire by. by the afternoon pretty typical, coverage 50%. we'll talk more about that and

forecast coming up in a few minutes. state road 60 near the eastbound ramp to tia, you can see, as i always say when i fill in for dan, for 4:36 in the morning looks pretty good. we're going to check back in just a few minutes. happening today -- the hillsborough county public transportation commission will vote on raising fines against transportation companies. it would affect companies like uber, lyft and even taxis. if approved new fines would hit companies that of the agency's regulatory scope. even if the fines are approved it's possible they won't take affect right away. uber is currently challenging the issue. to the latest on the zika virus -- flood banks that support hospitals in sarasota, manatee, desoto and charlotte counties are now testing all donors for this virus. it comes as four more people in miami test positive for zika and it's believed they got it from local mosquitos now bringing the total to 21 people

health says all the cases have been focused in a small area in north miami. officials are now going door-to- door testing people and mosquito control, increasing patrols. a texas infant died after being born with birth defects linked to microcephaly which is linked to the zika virus. this is the first zika-related death, in texas. can back up traffic around the bay area but it was actually manatees mating that caused traffic to back up along the courtney campbell causeway recently. cameron polom explains why this is such a sight to see. >> reporter: a rare sight in tampa bay literally stopping traffic on the courtney campbell causeway. dozens of drivers pulling over during rush hour, climbing out of their cars to snap photos and videos of the churning

welcome back. it's back to school for many counties and that means more cars and buses on the roads. the department of transportation providing free safety checks on vehicles. the free event is called safe cars save lives, at the hillsborough county tax collector's office. the one at 4100 mlk boulevard in tampa. set to run from 8:30 to 10:00 a.m. a demonstration marking two years since the shooting of michael brown ended with violence in ferguson, missouri last night. witnesses say a woman and a speeding car drove through a group of protesters hitting one man. that man was rushed to a hospital, we're still waiting to hear how he's doing this morning the driver kept going but witnesses chased the car down and fired shots at it but no one was hit. police say the woman behind the wheel didn't intentionally hit the protester, they also say she's cooperating with police.

confessed to murder will not face murder charges. all because police didn't read the man his miranda rights until nearly two hours after confessing to the shooting. this happened in suburban atlanta. now the mother of the victim is upset and says justice was not served. >> he confessed. confessed he was the shooter. >> the police chief says the officer was interviewing the person as a witness when he started to confess. that officer will not be punished, prosecutors say witnesses, some of them changed th plea deal with a reduced charge of manslaughter. if you noticed more advertisements on your facebook feed than usual that is because the site is now blocking ad blockers but only on the desktop version of its service. facebook insists ads can be still useful. it doesn't affect the mobile facebook app which brings in the bulk of the company's advertising revenue. good news for american airlines passengers.

storms, collision of sea breezes and we'll get thunderstorms going. but late-day, this area of low pressure pretty much parked in the northern gulf. that is we had rain since sunday and why some areas close to a foot of rainfall. we continue to see thunderstorms billowing up through today. we'll have some sunshine. we need that to get the temperatures up to where they are going to be today, about 90 degrees. typical for this time of year. we've been in the low 80s last few days. so we'll call it mostly cloudy, by the afternoon we'll begin to see the thunderstorms developing, keep it in mind. 2 to 3-foot seas for boaters, water temperature 83. almost 10 degrees cooler than we had a couple weeks ago with a little rainfall. we've had a lot and that made a difference here. 7-day forecast, we'll take you back into the latter part of the week at least if you're starting school. short school week as we get into the weekend pretty quickly with temperatures nice and hot
