one person is dead after a possible case of road rage in hillsborough county. good morning, thank you for joining us, i'm james tully sitting in for dan shaffer. >> good morning. i'm deiah riley. this is video that shot moments after that shooting happened at the intersection of mlk and forbes road in plant city. it happened just after 7:00 this morning. right now abc action news reporter ryan smith is on the scene. it appears that the moment that one driver shot the other. >> reporter: indeed the case in plant city. you can see behind me this is still a very active and fresh crime scene. i can confirm in just the past few minutes we learned from

road rage incident. you can also see this is causing quite the traffic tie- up at the moment. mlk and forbes road shut down. and is expected to stay closed for several hours to come. here's what we know so far -- hillsborough county sheriff's office responding to shots fired at this location. deputies here finding a man in the road performing cpr on the victim. that man turns out was the alleged shooter and he stayed on scene trying to revive the victim pronounced dead. law enforcement not releasing any identities at this time, only saying that the victim is approximately 40 years old, right now no immediate information as to what is leading investigators specifically as to what sparked this deadly confrontation. just behind me at the scene the state attorney is also on scene working with hillsborough county investigators, no word at this point on any potential charges against the shooter.

roads are blocked and a good portion of the intersection remains closed. janelle is in studio, how can drivers navigate around the current roadblock? >> as you mentioned mlk could be shut down for several hours, so you have a couple of options. the first one, obviously i-4, that is pretty smooth now, 70 the average speed in both directions. u.s. 92, you're going to have a little slowdown around forbes road. you could take creek to sidney road and back to sidney dover road. side streets are a little slow because they are smaller side streets. now that the morning rush is over we're seeing improvement on the side roads. looking state state road 60 through valrico. another alternate. just a little slow, this was really backed up during morning rush but right now things seem to have cleared out. good news on the howard frankland bridge, a stalled car that was blocking a lane out of

and thunderstorms. we're still in the middle of our wet season. warmer temperatures as well. we're going to get back up to 90 plus this afternoon with the abundant sunshine. there it is, titan doppler radar as it should be early in the morning. nothing doing here so excellent news as we have dry roads and we have still areas that the water receding so we need a break and getting it now. by the afternoon temperatures 90 degrees. it will feel hotter, humidity still with us. that hasn't left and we'll have plenty of shower and thunderstorm activity, our coverage today about 60%. we'll talk more about that and take you into the weekend with the short school week in a few minutes. talk about starting off the school year on the right foot. a crumbling old school made brand new this morning as hundreds of pinellas county kids go back to a pristine building. >> abc action news reporter lauren rozyla is live. with the kids excited when they got on campus this morning? >> many of them were seeing

so largo high school was built in 1957. it was one of the most outdated schools in pinellas county but just look at how gorgeous this campus is, as ivan was talking about. it's all full of trees and new buildings. so when the students started arriving this morning they were loving looking at all of these changes. so many of the kids you see here spent all of last year in temporary portables just waiting for their new school to be finished. gone are the old broken air conditioners and >> it's really cool. first time i stepped on it i thought it looked like a college. i guess that's what they are going for it's nice to have a school and not portables. >> reporter: i bet. the school is also proud of its new automotive and welding programs which they say will help students get jobs right out of high school and the best part? they pay more than $10 an hour. so back out here live as kids

first day of school. we saw a lot of them walking around the campus today. so excited, again, about the new changes, this entire school took about $63 million to build, and three years to plan and construct. live in largo, lauren rozyla, abc action news. we want to head to hillsborough county, students at one school in the district, booker t washington elementary school greeted with excited changes as well today. the school is under new leadership. jaime girdings will be principal, she's been in the district for years and says the biggest barrier is finding the -- fighting the misconception of a failing school. booker t washington carries an f-grade and known as high needs but leaders say today's a fresh start and focused with first impression was students. >> if they don't feel our excitement and if they don't feel our passion and if we don't create a culture where they are excited to be here then we can't teach them the reading, the writing, the math

hillsborough county are already planning to send materials home explaining the zika dangers to families. senator bill nelson is going to be in west palm beach to meet with local leaders about the zika virus. while there are four new cases in florida, what is not changing is where health officials think the infections are actually happening. >> the health department says all the people who contracted it locally were in a one square mile area of the winwood arts district. hillary called on congress to return to washington to pass legislation to provide emergency funding. her running mate, virginia senator tim kaine already said he would return to washington for a vote on the zika bill. as far as republican nominee donald trump in the past he said when it comes to emergency funding the decision should be left to governor rick scott. to the latest in democracy 2016 -- today donald trump is going to be in south florida. tomorrow he'll make a stop near orlando. tonight trump is set to hold a

arena in sunrise. tomorrow morning he will speak at the national association of home builders on miami beach. then tomorrow night will hold a rally at the silver spurs arena in kissimmee. yesterday democrats accused trump of inciting violence when he said second amendment supporters could take action to stop hillary clinton. later trump saying that he meant gun rights advocates could use their power on election day to elect him. to a develop story now -- an officer exercise going horribly wrong. a woman is shot with real gunfire. this happened last night just, almost two hours south of tampa in punta gorda. the police chief says there was a woman taking part in this pretend scenario when she was mistakenly hit. one of about 35 people in the simulation. doctors pronounced her dead at the hospital. so far this morning the police department is not naming the officer who shot her. now the fdle is investigating. we'll have a report from the scene coming up at 9:30. also coming up -- new

a hospital in maryland is cleaning out babies from -- clearing out babies, rather from the neonatal intensive care unit commonly known as the nicu because of a potentially deadly bacteria. the hospital won't say if infants have died from exposure but sources tell the abc station in washington, dc that the bacteria was found in a water pipe after the death of two babies in the intensive care unit. the cdc says the bacteria can lead to severe illness if you have a system. the hospital shut down the unit after three babies in the nicu tested positive. a spokesperson for the hospital said they transferred nine babies out to other hospitals while officials investigate. they also say only -- that only that specific unit is affected. this morning there are new complaints that a kansas water slide was dangerous even before a 10-year-old boy was killed riding it last weekend. we learned that just days ago 10-year-old caleb schwab died from a neck injury on the water

tallestp now people are coming forward saying their complaints to park staff about the slide were is ford. several people who -- ignored. several people say the straps that hold them down came loose and the ride wasn't smooth. >> we didn't think much of it. >> we told the people at the bottom, we told them about it and they didn't really say anything. >> reporter: 10-year-old caleb schwab was killed sunday while riding this water slide in kansas. it's 168 feet high. so far there's on what went wrong. memorial service for caleb is being planned for later this week. in the midst of a rainy week many people are checking to see if they have flood insurance. >> we know what can happen when the inches add up. in pasco county the director of emergency services says most of the people who filed claims last year did not have flood coverage. >> across the u.s. only 14% of people have flood insurance according to the insurance information institute.

so uncommon despite what a life saver kit be. >> the fact is, there's not a mortgage company forcing them to get flood insurance. they think flood insurance is optional. but in florida it's a really good idea to seriously look at getting flood insurance. >> there's an easy way to find out your risk of your home for flooding. go to floodsmart.gov. the site will also show you how much you will pay for flood insu very helpful, of course where i live. it looks like we might get a break. >> we're getting a nice break. flood insurance is always a good idea. i spoke to flood victims that say i didn't even know there was a stream near my house. these events can happen. look what we've transitioned to. we have not seen this in a while. a knew hue coming up.

after all the rain we've gotten. i think we're all glad to see sun out there. that is just getting us back into our typical pattern so by the afternoon we're still game for showers and thunderstorms. it's just the steady heavy rain that was messing with us here is now out of the way. titan doppler radar pretty quiet. not too far off but far enough it's no longer impacting our area here. they are just getting clocked now in panama city, panhandle to louisiana, they are going to continue to see the low with heavy rain and flooding. for us, watch that, showers and storms, getting a little closer in a second and you can see and plan your day ahead. pretty much with the southeast flow you get the thunderstorms that begin to billow up through the afternoon. then the sea breezes get going, they meet in the middle and there you go, fireworks in the afternoon and everything starts to move back towards the coast. so keep it in mind. 89, the other difference too. we're getting warmer now as we get sunshine out there as we should. not everyone is back to school. so if you are enjoying a beach day look at this, temperatures

welcome back. new this morning -- fabulous italian honeymoon. you might notice something about this picture. there's something missing. his bride. just two days before the newlyweds were supposed to leave the bride realized she lost her passport but that didn't stop her husband. he went on the trip anyway. tweeting this photo of himself with his wife over an empty seat. india's minister of external affairs saw it, took steps to get a duplicate passport for the bride but it was too late.

at 9:30. i'm deiah riley. >> and i'm james tully in for dan shaffer. exciting day for kids all across the bay area. maybe more so for the parents. kids officially back in school. send your facebook pictures if you have good ones of your kids at the bus stop. i put one on my facebook page. i have a bowl cut. it's never in style. just something i had for way too long. >> we want to see those pictures. it was pretty nice this morning. >> i did you see the pink sky in the shot? gorgeous stuff. now we're getting into where we should be here. more typical pattern with the temperatures in tampa now at 80 degrees. feels like 85, so the dew points out there, humidity still with us, the moisture still with us. we're just going back to, basically last week, afternoon showers and thunderstorms as opposed to the all day rain situation here. 78 st. pete. 81 is the feels-like. in fact the actual temperatures now going north of 830. i think we'll go above 90

while. also this, titan doppler radar not picking up anything across tampa bay area. just clouds off-shore and we begin to build our cumulus clouds for the afternoon. our sea breezes will get going. with ample moisture we should be able to pop plenty of showers and storms, in fact temperatures approaching 90 degrees as we head through later this afternoon. we'll talk more about the extended forecast and taking you into the upcoming weekend and check on the tropics, see if anything is brewing out there, in a few minutes. a trammingic ac gorda police department is describing the an accidental shooting death of a 67-year-old woman, mary knowlton shot by an officer. >> and rodney dunigan explains it all happened during a training exercise. >> reporter: that woman along with a group of more than 30 others participating in a citizens academy. we're told it was a role-play situation. the officer played the bad guy. now the police chief tells us the officer pulled his weapon with a live round.

absolutely devastated for everyone involved in this unimaginable event. >> reporter: a somber punta gorda police chief tom lewis outlining details in the tragic death of 73-year-old mary knowlton, shot and killed by a police officer in what is being described as an accident during the training session of the sit essential academy -- citizens academy. >> i ask you pray for mary's husband and family and for all the officers and witnesses that everyone involved is in a state of overwhelming shock and grief. >> reporter: police say the scenario in which mary knowlton was killed is intended to demonstrate the decisionmaking process when using simulated lethal force in a live role play. the officer's gun that should have been loaded was a blank. the officer involved in the incident has been placed on administrative leave. the florida department of law enforcement is conducting the investigation. she was a librarian and also

community. in a facebook message her niece posted in part -- please pray for my family as we all grieve my beloved aunt mary knowlton. we're devastated. how i loved her so much. she will be forever missed by all. my heart just breaks." as you can see still a very active scene here. the entire police department has been roped off. we're told about 35 people were actually a part of this citizens academy. about two dozen of those actu shooting. reporting from punta gorda, rodney dunigan, abc action news. it was supposed took peaceful protest marking the second anniversary of michael brown's death in ferguson, missouri but turned violent overnight, after a driver hit a protester standing in the middle of the street. some protesters pulled out guns and began to chase the driver, firing at the car.

gunfire. overnight police spoke to the woman, they say she's cooperating with them and believe she didn't see the protesters standing in the street. it's not known how bad that protester's injuries are. the jail inmate who police say attacked the accused charleston church shooter is back on the streets just a day after that attack. jail officials say 26-year-old dwayne stafford attacked dylann roof in the shower last thursday in jail. the next day stafford was released after he posted bond. it's still not clear now who paid roof had bruises and refused to press charges. he's accused of killing nine black church members during bible study last year. happening today -- you have the chance to learn about an all new plan to improve traffic in hillsborough county. congested roads, a problem many of us face everyday in tampa bay. now hillsborough commissioners are giving the first details in a proposal to use 1/3 of tax revenue growth for transportation. the funds would improve things

transit. so to learn more, go to a public workshop at 1:30 in the county center on kennedy. commissioners rejected a plan in june to increase taxes by a half cent. this new plan would keep tax rates the same. today a big day for many students all around the bay area. the first day of classes for many school districts, started this morning. >> if you were out on the roads you probably noticed more traffic than the past few months. local police departments are reminding everyone to give yourself extra time now for the we told you yesterday florida has the second most child pedestrian fatalities in the u.s. and to make sure no mechanical malfunctions cause an accident the u.s. defendant of transportation is -- department of transportation is offering free safety checks today. >> head to the hillsborough county tax collectors office on mlk boulevard in tampa from 8:30 to 10:00 a.m. another hour to do it. look for the big bus outside. speaking of buses -- if

driver not following the rules of the road, we encouraging to call the bus hotline for that county. on the screen now a list of numbers. don't hesitate to report bad driving. remember children's safety, top priority here. soon you'll be able to ride a ferry between tampa and st. pete. starting in november ferry service will run from the convention center in downtown tampa to the venoi basin in st. pete. a one-way ticket will we have an update on the cargo ship that sank near the bahamas during a hurricane last october. the ship's black box is now expected back on land this friday. search teams retrieved the black box on monday, it was originally found in april but it couldn't be removed from the ocean floor. crews went back to get it where they remotely control the vehicle. the ntsb will now go through the data to figure out exactly what caused that ship to sink.

police in kentucky are looking for a man that tried to burn down a local business and in the process set himself on fire. this is security footage of what happened. you see a woman hopped out,

out and is going to throw what looks like a molotov cocktail there. he set himself on fire. you hate to laugh but -- he goes running, trying to get the flames -- to put them out. he takes off, throws himself to the grass, even kicks off his burning shoes there. he then returns to the van, pours a third bottle of accelerant on the building and then drives off. police hope someone will recognize this man and help them make an i laughed a little too, it's all right. police in indianapolis on the lookout for a man stealing women's undergarments. this is security footage from a gap store. he's pretending to shop until people leave. then pulls out a bag and starts to load it up. he casually leaves the store. store police say he got away with near 200 pairs of underwear worth $2,000.

type incident that we're dealing with. >> could be either one. police say they believe the suspect has hit multiple stores in the area, hoping the surveillance video will help them get tips to make an arrest. turning to the travel nightmare caused by the delta airline computer outage earlier this week. more problems and delays are still expected today for customers. passengers endured more cancellations yesterday as the carrier tried to recover from the system meltdown. the airline says the disruption can take several days to recover from. the airline is offering refunds and $200 vouchers to any customers whose flights were cancelled or delayed at least three hours. here's something that you don't see everyday -- a passenger running late, literally jumps out of a gangway on to the tarmac in madrid, spain to try to catch his plane. >> he couldn't get the carrier's door open so he sprints off towards his plane

some areas upwards of 8 to 10 inches into the nature coast so we had problems with flooding as well. now beginning everything to subside and we'll get a nice break. rain every afternoon. not everyone will see the rain and we'll get plenty of sunshine in the morning. that is how it should be around these parts this time of year. temperatures already going low 80s. it will feel like 85 to 90 already early this morning. that is another thing. the heat is back. the steady rain is gone. if you want to see where it has moved to, well, this low, goodness, inching towards the west, takes its time moving through you get problems. like last august and of course with this feature you're thankfully the 25 to 30 inches of rainfall we had from this low, fell over the gulf. not on top of our counties. by the way the rest -- look what sticks out. this area that we have been monitoring, that is that upper low there. not much doing across the rest of the atlantic. so fiona, the next named storm, is no where to be seen at least

phelps now has won 25 total modals, 21 of which are gold. medals. amazing. there's controversy at the olympic aquatic stadium in rio though as the diving pool changed color. you can see clearly here that the swimming pool on the left was the normal blue color, on the right the diving pool turned green yesterday. officials say they tested athletes but they are investigating what caused the color change to happen. still ahead -- for those of you with kids who went back to school this morning, your little one may have had back to school jitters.

good morning, it's the first day of school for tens ten of thousands of kids and we invited the crisis center of tampa bay to talk about bullying in school. whether you're you're build or doing the bullying -- bullied or doing the bullying, it's swept under the rug so to speak too often. there's a program, includes mentoring, training for school staff and workshops for parents. here with more in our studios we've invited the ceo of the crisis center clara reynolds and angelina rivera, a child family and safety advocate. thank you for joining us. a lot of people won't talk about this and say this will never happen to my child. what are the -- is the difference between your child being normal nervous about school? or maybe showing signs of perhaps being bullied or being

obviously first day of school, everybody's nervous. so that initial anxiety certainly is understandable. so if you've got a little person, first time in school or maybe they struggled in the past maybe the first couple of days you might see a little hesitancy. if you're starting to see it two, three, four weeks later, you may have a problem that you need to have addressed either with the school or with trusted professional. >> we talked about the large number of calls that the crisis center got from people under age 18. share that with the viewers. >> over 2,800 children under age 18 called the crisis center last year. there was a percentage of them calling us looking for assistance regarding bullying. those are things we want to get to the community that certainly anyone can call us, at any age. so whether you're 10, 14, 25, certainly you can call the crisis center, call 211 for assistance. but it was surprising to see the number of young people that were looking for help.

under 18. angelina. what is the youngest? you've had experience with the kids? >> gosh, my program covers kindergarten to third grade. so i work with children from the age of 4 to 5, all the way to third grade. i've had parents disclose to me that even their children in universal pre-k or even in day care have experienced a lot of these concerns as well. they have been bullied. >> what is the parent? >> listen to your kid. oftentimes our kids are so embarrassed to even disclose information. oftentimes they just want to protect the parent. you know what? listen and be there. ask them about their highlight of their day. ask them -- what challenged you today? were you upset? the range of emotions throughout the day can just change. >> thank you for coming in. it's conversation we're going to continue on facebook.
