violently beat his newborn baby sister to death. >> it happened after 62-year- old kathleen steele locked her three children inside of a hot van for nearly 40 minutes. ashley yore is live in front of the jail where steele will appear later today. ashley? >> reporter: james, she will be making her first appearance on video later today. this is steele. she is facing an aggravated manslaughter charge. the details of what happened to her 13-day-old daughter are disturbing. the pinellas county sheriff says steele left her children all locked in a hot van without air conditioning for nearly 40 minutes while she was inside of a st. pete cell phone store. the infant started crying uncontrollably. investigators say 6-year-old frankie lost his temper and

ceiling of the van. >> the 6-year-old removed baby kathleen from the car seat and began flipping her multiple times back and forth. he said he was slamming the baby, slamming her, and kept slamming her. >> reporter: when steele got back, 6-year-old frankie told his mother the baby had been upset, but steele ignored him and ran another errand before heading back home. that's when she realized something was wrong with the baby. she called her neighbor, who is a nurse, instead of 911, but baby kathleen was already dead. the 6-year-old won't be charged because of his age, but he did demonstrate what had been done to baby kathleen on a doll. the 6-year-old and 3-year-old are both with child protective services. steele will be here making her first appearance at 1:30 this afternoon. of course, we're going to continue following this heartbreaking story for you on

reporting live, i'm ashley yore, abc action news. checking in with plenty of sunshine this morning as we take knew the afternoon and warm things up. beautiful blue skies out there right now and 76. st. pete is cooler of several spots with most of us now with the feels-like temperature into the mid-80s early this morning. we get back to 100 to 105. titan doppler radar, we scan the tampa bay area. looking at the visible satellite. we have we'll be able to see the puffy cumulus clouds and southeast to the north and west. that will be our storm motion again for today. so a little fire across 95 and will end up across our neck of the woods by the time we get to 4:00. we'll get going with heftier showers and storms by the time we get to 8:00. it may not see rainfall there. the weekend looks pretty good. we'll talk more about that and

hopefully, things are wrapping up. >> things are clearing up. we have a lot of congestion. we have a serious crash this morning. a person was struck on hillsborough avenue closed eastbound at air cargo road. seeing improvement there now that the lanes have reopened. now we have a new crash at hillsborough and web road. we are seeing delays there, but things seem to be clearing out nicely hopefully within the next 15 to 20 minutes. all of that will be the drive across the bridges is looking great less than ten minutes to get across the howard frankland. the only slow spot we're seeing is i-4 heading into tampa from 75 to 275. we're still at just 54 miles per hour. back to you. four minutes after 9:00 right now. we have new information into the newsroom. a look at a disturbing video showing the past incident involving the punta gorda police officer who accidentally

training demonstration this week. now we've learned this wasn't his first offense. it attorneys out, officer lee coel had multiple complaints of excessive force before he took the life of a 73-year-old woman. this video showing coel dragging an arrestee out of his patrol car by his ankles, then to the ground, pushing him against his car. it's one of the incidents that led to coel being forced to resign. later hired police department where just this week coel shot and killed 73-year-old mary knowlton, a police volunteer participating in a tactical exercise. somehow live ammunition instead of blanks were loaded into coel's gun. police are calling it a tragic accident. [unintelligible] >> reporter: her family now mourning as the shooting is investigating.

separate arrestees in two separate cases claimed he nearly caused them to pass out by trapping them in sweltering hot police cars then roughing each of them up. in one case, investigators would only find that coel was driving his car too fast with an arrestee inside. the other complaint based on this video, investigators would find coel violated the department's code of conduct. then there's this. video of coel sicking his dog on a man said to be drunk on bicycle. the punta gorda police said coel did nothing wrong, but they gave him more training. that man's attorney, though, saying this. >> if he is too aggressive for punta gorda with him acting like he's in fallujah every time he pulls over a car -- u.s. senator marco rubio is scheduled to speak at a conference with a lineup of mean anti-gay speakers.

florida is shrinking. authorities cleared a second part of the winwood neighborhood in miami-dade county. the number of locally transmitted cases now stands at 25. right now, gainsville police are looking to two people involved in a road rage incident that was caught on camera. >> we'll take a close look. the black pickup truck followed the victim into a gas station parking lot. then things really got interesting. one of the women pulled out a gun and pointed it driver. police have not identified that woman. also take a look at this incident. this one is from los angeles. the driver of that dark colored honda firing at a family with a child inside the suv. this happened after that suv got windshield wiper fluid on the car. luckily, nobody was hurt. the la county sheriff's department is still looking for that driver. firefighters on the west coast will get help from florida very soon. the florida fire service is

fight wildfires that are still raging there. one of those wildfires has burned about 5,000 acres in california. 40 people are heading to colorado to help out. some of them are leaving today from tampa. others left yesterday from brooksville. airlines are now offering more international flights through tampa, and with the added traffic, you might see longer customs lines. local officials want you to know that there is an easy way you can avoid those lines. three bay officially unveil the mobile transport control. it is a smartphone or tablet app that allows you to skip custom lines by answering a few questions on an app. it is available for both u.s. and canadian citizens. this morning, team usa is leading the way in rio. they have an eight medal lead and a five gold medal lead. last night was a huge night in gymnastics and in the pool.

you can thank these two american gymnasts for, like i said, adding to that gold medal lead. simone biles might be the greatest gymnast we've ever seen. it marks the fourth straight time an american woman has won the all around. also last night, michael phelps did his part winning the 200 meter individual medley for the fourth straight olympic games. the win gave phelps his 13th individual gold a 2,000-year-old record for the most individual wins in olympic competition. >> a lot of you are weighing in on our latest dirty dining report on ferg's sports bar. one of the most popular sports bar in the bay area, known as the official gathering spot for tampa bay rays fans. it is shut up and shut out for business. it was closed yesterday after

it's quarter after now. jerry sandusky will take the stand to say he was wrongly convicted of abusing young boys. he is expected to testify in a pennsylvania courthouse today. during that hearing, he aims to overturn his 45-count conviction. the 72-year-old sandusky did not testify at his trial in 2012. his lawyer says he expects the testimony to be continue august 22nd and august 23rd. sandusky is currently serving a 30 to 60-year jail sentence. this morning, we're following the latest developments surrounding another accident at an amusement park. this week, there have been three accidents at the amusement parks. yesterday, a 3-year-old boy fell from a wooden coaster in pennsylvania. the child was reportedly conscious and talking before being taken by helicopter to a hospital. the park hasn't provided many

of course, on sunday, 10-year- old caleb schwab was killed while riding the world's tallest water slide. the kansas city park is back open but the water slide is still closed. then on monday, four children fell from a ferris wheel in tennessee. there is no federal agcy a massive construction crane broke windows at the world trade center. no injuries were reported and no one was inside of the building, which was still under construction. they say it quite simply happened was the crane lowered it to the ground when a gust of wind sent a ball into the crane crashing into the window. it cracked the tempered glass window, but no glass fell.

thick, but it is will eventually be replaced. an update now on a story we brought you as breaking news yesterday. authorities are trying to figure out the cause of a deadly explosion and fire in maryland. people smelled natural gas just before a blast. the fire killed two people, injured 30 including two firefighters. some people are still missing, but police don't know how many. officials have yet to determine or identify any of the victims. a 9-year-old boy in central ohio was being struck by lightning. the boy's amish family lived in a remote area. his mother told him to go open the barn doors when he was struck. his mother called 911 and gave him cpr. a young girl was outside with him at the time of the accident and was also hurt but survived. august is one of the deadliest months for lightning strikes in florida. turning to another weather

>> we have the forecast here with in data. we'll talk about that to see if we have any changes. keep in mind, what we get on the average season 12 named storms. out of those, six become hurricanes. the rain lasted a couple of years. i'm not a huge fan. if you look at it here, we're either going to have an average season so take your pick as we basically, a chance of getting an above average by 35%. so 85% chance that we'll have a formal season or above average season. we've already had five named storms. as you know, two have become hurricanes. that is alex outside of the season and then the latest, earl. we were hit by colin with heavy rainfall. no sign of fiona as i see it right now.

kathleen's nervous. >> phillip steele died of cancer in 2011. the two youngest children were born using steele's frozen sperm. an officer resigned last week violating department policy for conduct on social media posts. those posts were about a man trying to organize a protest in the after-math of police- related shootings. department for fired for similar posts. new information about a tampa police officer who is accused of raping a woman during a traffic stop. our i-team uncovering more red flags from his previous job. he worked for the pinellas police department from 2000 to 2003. we found no complaints. he met or exceeded expectations. while offduty, york pulled over a woman and sexually battered

march but did not arrest him until today. new this morning, for the first time, we're hearing from the husband of a woman killed in the punta gorda police department training operation. a man watched an officer shoot his wife of 55 years when she volunteered for the role playing scenario. >> when we tried to save her life, i was just in shock. i didn't >> he was also participating in that training activity. the officer who pulled the trigger, lee coel, is now on leave. he was forced to reline from the miramar police department after complaints of excessive force. the family has already forgiven him despite their grief saying mary would never want them to have hate in their heart. >> people make big mistakes and they shouldn't have to live with it for the rest of their life.

you can see this is a school bus involved with a head-on collision with this bus that you can see the driver's side front fender rail and this car over here. the driver of that car had to be cut from that vehicle and was taken to tampa general hospital as a trauma alert. we are told right now, they are in stable condition. pruitt road right now has traffic definitely blocked off. they are letting one lane by. a tow truck is about to get this out and sweepingeb we're dealing with hillsborough county sheriff's and fire offices. the good news this morning, the bus driver did not seem to be injured so there were no children on the bus as per hillsborough fire and rescue. it looks like there were no injuries to any children on the bus. we'll get you more information and bring it to you online and
