now facing charges. that's not all. police say these kids didn't go to school for up to three years. >> abc action news reporter clifton french uncovered this investigation. he joins us live from the home where you can see the conditions for yourself. clifton. >> reporter: yeah. you can see how de lab tated this house is from looking at it from the outside. you have broken cars on the outside, broken windows. police say the inside is just falling apart. as you can see by the sticker, the home is at least one family member tells me that none of this police report is true. you can barely see this home from the street. the landscaping is overgrown. on the other side of this fence, what looks like an abandoned jumping yard. broken down cars, trash and tools piled up. a trailer full of bicycles and other junk sits in the backyard. tattered tarps cover the roof. >> i felt like it was a lot of bad things going on over here. >> reporter: tony smith lives across the street.

stayed to themselves. she did on occasion see kids through an open front door. >> i didn't see the kids going to school. i didn't see no groceries coming in the house. i didn't see no lights on. >> reporter: tampa police say five kids were living here between the ages of 8 and 17. their parents, 65-year-old jose cologne and 45-year-old barbara boone are now in jail for child neglect. the report describes roaches, spiders, mice, rats, mold in every room, fl caving in and a bucket used as a toilet. >> the bucket -- i was using the bucket. big deal. i'm a grown man. >> reporter: that is the couple's oldest son. >> you're saying none of this is true. >> none of it is true. >> reporter: he has been living in this car on the property. he said the power was shut off on in february. they have been living with friends in motels and were in the process of moving out of

>> they have never been in the house. once the power was cut off, my parents left. >> reporter: but neighbors say they have seen kids here since then but don't know what was going on. >> you never know what goes on inside somebody's home. >> reporter: now, once again, police say these kids hadn't been to school in up to three years, claiming one of them didn't even know their numbers. now, we reached out to hillsborough county schools. i just got a school back not that long happened. a spokesperson for the school tells me that the guardians withdrew the kids from the schools. they have every right to do that. but most of the time when a kid gets withdrawn, they go to a different school. i'm reporting live in tampa, clifton french, abc action news. we are staying on top of a deadly drunk driving case in minute lass county that killed one local teacher and left another hospitalized.

could be more difficult for the suspect to get out of jail. >> reporter: a pinellas county judge inside courtroom 23 set a new bond for bryce mccloud today, putting it at $150,000 after the pinellas county teacher he struck died overnight. >> the charges for mr. mccloud have been upgraded to dui manslaughter. >> reporter: caroline's parents couldn't be in court today to face the man accused of killing her. >> they are at the harvesting their daughter's organs. that's a powerful statement. >> reporter: sean's parents couldn't be here either. >> he is still in critical condition and they are meeting with the trauma team doctors right now. >> reporter: he is holding on at bay front medical center, possibly facing surgery on a back broken in three places, a lacerated liver. >> a student made this for him. >> reporter: the music teacher split his time between shaw and miles elementary schools. >> i know his colleagues miss him. everybody is worried about him.

when deputies arrived at the crime scene, it took at least three deputies to pry him off the victim. >> the suspect in this case apparently was abnormally strong. so getting that excited, increased adrenaline strength. >> at least check, he is in the hospital under sedation. as we speak, firefighters are working to turn the tide in california. late this confirmed this massive wildfire now 20% contained. and crews are making good progress on beating back what is called the clayton fire. state of emergency is in effect in that area. nearly 60 miles north of the napa valley where nearly 200 homes and businesses have been destroyed. while the fire is still burning right now, authorities say it seems to be moving away from densely populated areas. but it's little consolation to the 4,000 people not allowed to

in the meantime a new "washington post" poll shows clinton ahead in another swing state, virginia. the "washington post" if finding likely voters support clinton 53% to 41%. a calmer situation overnight in milwaukee where violent protests took over the city for days after a deadly police shooting there. ten people were arrested overnight and only one shot was fired. that is far fewer than the previous nights. it is curfew for teens and a heightened presence of the national guard. unrest started after a officer shot and killed a black man running from a traffic stop and threatened the officer. look at this video showing efforts to defeat isis. russia says for the first time it has launched warplanes from a base in iraq. so far they have already hit three command posts and training camps and taken out five weapons depots.

killed during a volunteer training exercise last week. mary knowlton was shot during a shoot don't shoot exercise. friends and family shared storied with our sister station about her volunteering efforts with foster children and her love of reading. the florida department of law enforcement still investigating this case. a warning tonight from sarasota police about pokemon go. officers tell us last night someone robbed a woman as she played pokemon go in marina jack parking lot. the crook grabbed her purse while she was preoccupied playing the ground and knocked her to the ground. the woman is all right. but you should take steps to protect yourself before you go out and play. always play in groups. be aware of your surroundings. if you see something suspicious, call police. the suspect is still on the run. it looks like a whirlwind hit this store.

down after the attorney general's office got involved earlier this summer. >> jackie callaway continues to field calls from customers who say their bills spiked after frontier took over verizon's customers. >> i was so excited. >> reporter: connie adams waited four months for this day. >> there it is. >> reporter: for frontier communications to get her bill right. >> yeah. the bill is right. after four and a half months. >> reporter: her celebration may seem ove hear what she has been through. >> sometimes it takes me an hour and a half to get through to somebody. a lot of times i'm disconnected or hung up on. >> reporter: it started back in april when frontier took over verizon services. >> at first her normal bill of $164 jumped by $10. then it doubled. >> and then here is the next bill, which was $340. so i finally got someone and they said, well, there's nothing that we can do. that's your bill.

found connie has company. in may, the ag's office received 1675 complaints about frontier. after the state's intervention, the number dropped to 338 in july. >> the next month, the bill came and it was $240. >> reporter: the bulk of which involved billing issues like connie's frontier blamed part of the problem on an off-shore call center. in e-mail a company spokesperson explained the off- shore call center moved back on-shore. >> i e-mailed you on monday. on tuesday around, i got a call from oscar from frontier who said we're working on your bill. i'm like great. >> reporter: frontier quickly responded to our questions about connie's billing issues. >> my fax line came through and the bill has been fixed supposedly. so thank you very much.

there earlier. it seems to have calmed down. >> it came on quick. that was the thing. 3:30, it's nice out and then boom, the storms pop up. that's when the lightning strikes concern us. it doesn't give folks a chance to go inside. if you hear thunder, go inside. look down to the distance, impressive towers out there. a lot of clouds and a lot of storms. and on our facebook page, a lot of folks have been sharing their pictures as that storm came in. this is incoming she described it. as you look at the cloud cover, that's exactly what it looked like. no severe thunderstorm warnings but a lot of lightning and winds gusting up to 50 miles per hour at st. pete beach. now that is pretty much moved off shore. there is an area of linger rain and more rains developing in highlands county. we will talk about that in a second. here is how everything moved through in the past 45 minutes. as you can see, a handful of

and seminole and pinellas park. they're moving off to the west. if you're heading over to the rays gape this evening -- game this evening, there is nothing to worry about. there is more storms developing in highlands and avon park. this will have a hard time getting going. there will be more storms in polk but nothing as widespread as the last couple of hours. the energy for the day across temperatures have cooled into the 70s. your heat is a lot of that energy. if you see temperatures in the low 90s, you have plenty of energy for the storms. once the atmosphere has been worked over, most of the energy for the kay has gone. things will reload by tomorrow afternoon. count on that. all of the reports stations from tampa to clearwater and st. pete reporting rain or thunderstorms with temperatures in the upper 70s.

lunchtime. up to 90 degrees. then all of a sudden the moisture and the sea breeze gets going and the storms really get cranking as they move off shore. what is nice about this pattern is usually by 6:30, 7:00, most of the rain is gone. there will be a handful of additional storms popping. but nothing as heavy or widespread as the last few hours. by 9:00, nothing more than a few lingering showers. by midnight, everything wipeds down completely, waking up to a clear, dry and across the area. there it is. completely clear and die. 8:00, same thing. even lunchtime looks good. just as we had today, about 3:30, 4:00, you will hear thunder and the lightning rolls through. by 8:00, nothing more than a lingering shower. pretty much the exact same pattern tomorrow as today. thursday, same deal.

storms later on in the afternoon. i do think by the weekend, things begin to change. we will talk about that coming up in the next half hour. decent chance this becomes a tropical depression or storm. regardless whether it develops, this poses no threat to the u.s. it will curve out into the open waters of the atlantic. for the boaters, water temperature at 80 degrees. uv index before the storms arrive and that's at about 4:00 will sunrise and sunset. so your beach forecast for later in the day on wednesday, storms don't really enter the picture until 4:30 or 5:00. temperatures in the upper 80s to low 90s. here is your most accurate 7- day forecast. rain chances where they should be through friday. then the weekend, we see change. morning rains along the beach. not like a couple of weeks ago. but a better chance of rain early, moving to the east side of the state by later in the
