action to prevent repeat offenders from driving drunk. ryan. >> reporter: the deadly collision happened at this intersection at 40th street north and park boulevard early sunday. mccloud blew through a red light, police say drunk and they add he has been convicted of dui before. police say bryce mccloud's decision to have a few drinks at dinner and then drive killed caroline sign. >> it's just sickening. mothers against drunk driving. she says the suspect's driving record makes this tragedy even more frustrating. >> he hasn't learned only. >> reporter: repeat drunk driving arrests are on a downward trend. over the past two years, we tracked a drop in drivers statewide arrested for their

last year. breaking it down county by county, hillsborough also declining in arrests. >> one is too many. >> reporter: steve gaskins says a tampa bay area task enforcement has helped curb drunk driving. >> the numbers, those are high numbers and we're glad that you're guys are getting drunk drivers off the roadways. i would like for them to not be so busy. >> reporter: madd is taking their cause to convicted dui offenders so they are stopped immediately from driving impaired and not waiting until a second time for them to have that device in their car. >> reporter: 28 states require those interlock ignition devices after every dui conviction. right now in florida, it's only required after a second offense. in pinellas park, ryan smith, abc action news.

and the man who did it is still on the loose right now. the sarasota sheriff's office looking for this man. you see him. he jumped over the counter and robbed the clerk at knife point and then ran away on foot. in hillsborough, deputies looking for this man, a suspect using a tire iron to smash through the glass front door at store on hillsborough avenue. it ripped two cash registers off the counter. if you have any information, call the hillsborough county the florida department of law enforcement is investigating the death of an inmate who was suing the state. neighbor went to court calling it cruel and unusual punishment to use a male name that no longer fit her gender. sad news out of lake worth. palm beach county authorities have found a body in the

officials are not identifying the man at this time. now the most accurate weather team in florida, abc action weather. >> good evening, everybody. still looking at some scattered showers. mostly down in southeastern polk county. that nasty line of rain that rolled through about 3:30, 4:00 is gone. it has moved off shore. i think most of the rain will be winding down through the evening. the models are still hinting a few more storms mid-evening and lingering until the midnight hour. i'm not concerned about it in terms of severity but there is a chance that you may see the storms anterior. if you're going to the coast for the sunset, the weather will be beautiful. look for partly cloudy skies up to sunset. models are still saying there could be an isolated storm around 9:00. otherwise we clear out by midnight. clear skies tomorrow morning. storms return in the afternoon. then we have changes arriving by the weekend.

mail server investigation. that report details why clinton should not be charged. the report also includes notes from interviews with hillary clinton and other witnesses in that investigation. heads up for polk county utility customers who have another month to pay their bills after customers in the area were not receiving bills. it turns out that the bills should have been mealed on august 4th. they just mailed out the missed bills today. the affected customers will be back cycle next month. we're not talking about people playing people monday go at the park. the tampa yacht and country club asking to rezone their land. as abc action news reporter ashley yore shows us, the proposal is not sitting well with the neighborhood. >> reporter: signs like this one are all over ballast point. neighbors are worried that the tampa yacht club will try to make changes like getting rid of these oaks.

not. >> i see more and more signs go up every day. >> reporter: this neighborhood has been jane's home for a decade. she and other neighbors are concerned about the tampa yacht and country club's rezoning and alcohol request with the city of tampa. >> they just want to know exactly what is going on. do they just want alcohol? that's one thing, right? do they want to start expanding and putting up parking garages and other facilities and stuff like that? i don't think -- yeah, i don't think a lot of people want to see that happen. >> reporter: according to planning and development with the city of tampa, right now the club is zoned residential. they have been grandfathered into their operation. but if they want to expand where they sell alcohol, that requires rezoning. that's why the club says they're looking to change their status. >> an additional bar that we would look to add so that members with enjoy the view while they have a drink. so yes, anything that you add like that has to be approved through the zoning and

yacht club could be allowed to tear up their oak trees, put up a parking garage and apartment homes. they started the save ballast point campaign. the yacht club started their own website saying those aren't the plans. >> we have no intention to build apartments. we have no intentions to build a parking garage. the beautiful oaks in this area with a critical component of the beauty of the neighborhood. and we want to preserve those as well. >> reporter: the club says they need more with neighbors. jane says she doesn't believe it yet. >> i wouldn't believe it until it is in writing. >> reporter: the yacht and country club is trying to move the public hearing with city council from next week until september. in south tampa, i'm ashley yore, abc action news. transportation is a big issue in the bay area. here at abc action news we

believe they were in a flood zone that are going to learn when their claim gets denied. >> reporter: and there's people in the reverse situation who are near water but not in a flood zone. >> fema is updating all of the maps right now. if you lock in your flood rate now in a preferred risk zone, you get to maintain that type of rate structure for the lifetime of the policy. >> reporter: a good example of the map not showing all of the obvious risks out there is right here along beach drive in st. petersburg. most of these businesses because of this map are actually required to have flood insurance. but not all of them. some of the places technically fall just outside of the flood lines. they should buy flood insurance soon in case the maps change and prices rise. >> the other big challenge is if people wake up tomorrow and say i need flood insurance because there could be a hurricane coming next week, it's a 30-day wait to get the policy.

action weather. >> we had some rain here. but it seems to have stopped. >> it has. the video that we showed of the tornadoes in the midwest, that's the same front that is bringing more rain to parts of louisiana. so that's an issue right there. our rains that you see here from river gate, even though they are spectacular looking and for that matter the lightning was too. i had so many folks on social media, facebook and twitter, tell me how much lightning they had in about half an hour, 45- minute so asless, when things start to break, either check out storm shield or check us out on line or facebook. we're always updating. even when we're not on the air, we're updating things to keep you safe when things get nasty. they were very nasty for a stretch of time. we had 50 miles per hour wind gusts in st. pete beach. now things have quieted down beautifully. nothing more than a few isolated showers in southeastern polk county. these are all moving away. i still think we see a little more development this evening.

and certainly nothing that we would consider severe. so good news there. but tomorrow, it happens all over again. about the same timetable too. temperatures right now, where the rains haven't fallen, you're near 90. where they were, you're in the 70s to near 80. you factor in the humidity and the feels-like temperatures are near 100 from and sarasota. we hit 94 in tampa. didn't break a record in tampa. tied one in sarasota. crystal river was at 95 degrees. a record there. st. pete the sunshine has returned. 80 degrees. and if you're heading over to the trop to see the rays take on the padres this evening, weather will not be an issue getting over there. the strong storms that we had

now moved off shore. that same pattern tomorrow. same pattern on thursday. then by the weekend, things begin to change. so here is a look in terms of our futurecast. from right on through this evening. nothing more than a few widely scattered showers. nothing even close to the intensity that we had earlier on this afternoon. tomorrow morning, you will be waking up to sunny skies and another beautiful start to your day. temperatures warming up to 90, 91. by 3:00, again. same timetable. similar locations along the coast by 4:30, 5:00. by 8:00, most of it is gone. thursday morning, same thing. now, we will start to see some changes by the weekend. instead of everything moving back towards the coast, i think we will get more of a southwesterly wind. that means morning showers start to be an issue by this weekend. that's something that we will be tracking as we get closer to saturday and sunday. at least through thursday, more

evening storms. the tropics, pretty high probability this becomes a tropical depression or storm. it may already be one in terms of development. i don't see much after that. not an issue for the u.s. it will curve out in the open waters of the atlantic. it would be named fiona. i believe there are a couple waves back behind that have a better opportunity of getting more organized and closer to the caribbean or even the u.s. but still, extremely slim chances at this point in time and nothing to worry about right now. here is your hour by hour forecast. mostly clo next couple of hours with a few widely scattered showers or storms. otherwise overnight we go clear. you will be waking up to clear skies and temperatures in the upper 70s. going to the beach on wednesday, not bad. by 4:00, you hear that thunder rumbling. you better high tail it out of there. storms will come in quickly just like today. here is a look at the 7-day forecast. clear in the morning. stormy in the afternoon.

down. as i said, the weekend, things change. you get more of an on-shore flow. we get wind off of the gulf. that means morning showers along the coast saturday, sunday and again on monday, with highs in the low 90s. that also means that the storms move inland through the day and move over to east coast later on. so changes arriving by the weekend. >> thank you, denis. we are getting our first look at dramatic new surveillance video. a texas man getting out of car to check the mail. seconds later a car thief is driving away with it. the driver grabs the handle and his hand gets stuck. the man is thrown to the ground and nearly run over as the car thief races away. wow. the owner not seriously hurt. police are still searching for the suspect and the car. still ahead, the usf men's basketball team has a new coach on board. tk likes the choice. he has that story coming up

>> hello, folks. there really is only four days of training camp worth watching. two of the days coming up, the practice against the jaguars up in jacksonville and a couple days next week the bucs host the browns. the coaches get excited because this kind of veterans attention. most of the time the vets get chippy in regular training camp because they hate being there. in this environment, they better be attentive. setting up practices like the one coming up tomorrow and thursday in jacksonville is a two-way street. each has to agree how the chore graphed practice goes and be smart about it. which means that neither coach ends up with total control. >> we have had extended
