howard frankland. checking out i-4, around park road, smooth ride all the way from lakeland into downtown tampa. let's check the average speeds on the interstates. and you can see, looks like, we're all in the green, i-4 from i-75 to 275. 60 the average speed. 70 the average speed on the apex to i-4 and 275 in pinellas county, 65 the average speed there. back to you. 5:02. four people accused of killing a man site are heading to court today. auburndale police say all four are charged in the murder of this man, 27-year-old adam hillary. they say he met 18-year-old hailey bustos on a dating web site plenty of fish and the night after the first date authorities say she showed up at the victim's apartment with three men to rob him. one of them shot hillary in the head. investigators are now linking bustos to other robberies. in a few hours governor

leaders to combat -- come one ways to combat the zika virus. right now there are -- more than 500 confirmed cases in florida. most of them from people who traveled overseas. 494. so far there are 37 locally transmitted diseases, people contracted from mosquitos in florida. abc action news anchor james tully joins us live from pinellas county. this may involve getting >> that's right. that's mostly because that is what is hot on the governor's mind right now. it's a hot topic. he spent yesterday in that miami neighborhood where the virus first started to spread locally telling the folks there he's asking the cdc to send 5,000 zika test kits and 10,000 prevention kits to the entire state of florida. we understand federal officials, they are reportedly filling that request by today. another topic that pertains

to come up today, the newest initiative in tampa in general in this area to eliminate mosquito breeding grounds. bob buckhorn making it clear the city wasn't going to wait for politicians to take action. he's deploying code officers to drop mosquito dunks, you're seeing them on the screen now in standing water. what they do is kill mosquito larva before they even become adults and that can handle up to 100 square feet of standing water for up to 30 days. they are supposedly very effectiv roundtable here at the clearwater health department. he's going to travel to pasco county about three hours after that so 10:00 here, then about 1:00 p.m. in pasco county. so a lot of discussion they will see what if any of it bears some fruit. live in clearwater, james tully, abc action news. doctors in south florida are now treating a newborn baby girl who tested positive for the zika virus. the baby's mother contracted the virus during pregnancy

the baby now 2 months old has not been diagnosed with microcephaly but doctors say the child is suffering from other zika-relatedded side effects like pigment changes in her eyes and calcium deposits in the brain. and in the classroom, more than 4,000 students go to school in the so-called zika zone in south florida. some students even learned about zika in a yesterday. in hillsborough county officials are making sure to remove standing water on campuses and sending paperwork home so parents can talk to the kids about the virus. it's a different concern in california. districts say they turned away hundreds of students who failed to meet the state's new immunization requirements. before the law parents with personal beliefs against vaccines could opt out. in some places like oakland district officials say the majority of students without the proper immunization records

requirements. now they are teeming up with local clinics to get families up to speed. a brevard county woman in jail after deputies say they found her children living in filth. deputies say the home was filled with trash and roves and investigators say the children were walking barefoot on floors covered in dog feces and urine. they say one child was forced to sleep on the couch because trash in his room was piled higher than his bed. both those children are now staying with relativities. >> p troopers want a tampa man was rising his bike on on a raised median before he was killed in a crash. florida highway patrol says he suddenly turned his bike into the path of upcoming traffic. his name has not been released. he was not wearing a helmet. this video shows an argument between a bicyclist and central florida police officer. the bike rider says the footage from the helmet cam reveals a

to cyclists. in the video the police officer tells the man to ride his bike on the sidewalk. that's when the cyclist schools the officer that that is actually illegal. then the two men argue for less than a minute before the officer says he has to go. >> i've been doing this for 12,000 miles man. >> the officer in the video won't face discipline but the department says they will be retraining officers laws. a zephyrhills man credited with taking parachuting to new heights is now making his way into the skydiving hall of fame. 78-year-old bill morrissey and his partner ted strong were the first to develop and attempt a tannedle sky dive. in the 1970s they shared a vision for safer technique for skydivers. they came one a larger parachute to increase drag and dual passenger system still in use today. >> we went out of that airplane

old brothers. police say it was the toddler who unlocked the doors so the officer could get them out. >> they were all in the front seat. i started to give them water. i said you want water, cool yourselves down. they took it and started to chug. the water down. >> the officer says the temperature in the vehicle was more than 100 degrees. also none of the kids was in a car seat. the mom was in the store shopping for at least 20 minutes. one man is hoping to keep ridesharing services in the bay john mcman started this petition on change.org, has close to 1,300 signatures so far. but even with growing support for uber and lyft not everyone is on board. >> really wanted to get everyone to sign this petition, support uber and lyft staying in tampa bay. so we can keep drunk drivers off the road, more locals employed, just overall get the community excited about uber and lyft being here. >> rules are rules and everybody should -- sorry, everybody should follow the

we want to talk about construction in pinellas park. they are actually doing some resurfacing, on 78th avenue north between 49th street north and u.s. 19 so if you're trying to get to u.s. 19, take 49th to 82nd avenue or stay on park to head in either direction. either way just prepare yourself. this is going to last the next two weeks. so especially around morning and afternoon rush hour this could get pretty busy. authorities now say the people at a charleston church became self-radicalized in the months before the attack. according to documents just released dylann roof grew more and more entrenched in white supremacy beliefs. investigators say the 22-year- old shot nine black church members during bible study in june of 2015. authorities have previously said roof wrote an on-line manifesto embracing confederate symbols and racist views. they believe he wrote a similar document in jail. roof is facing the death

concealed guns will be allowed on college campuses in texas even after professors made a last minute attempt to brock the new law. school starts tomorrow at the university of texas in austin, that school largely led opposition to the law. just yesterday a judge denied a lawsuit filed by three professors saying guns in classrooms could be dangerous especially when teaching politically charged topics. new this morning, stanford university is now banning hard liquor in undergraduate oncompass stanford swimmer was convicted of sexual assaulting a woman after both drank heavily at a party. the case caused a national uproar when the judge stented that student to just six months in jail. yesterday that california judge bowed out from another sex case, filing a statement with the court saying that some people might doubt he could be impartial. how you filter what your children watch on tv might not be as reliable as you think. coming up, the new information

welcome back. a new study proves the current tv ratings system is very little help to parents because it's not accurate. the study published in the journal of pediatrics shows violence is prevalent across shows regardless of ratings. scientists say the problem with violence as portrayed on tv is it glamorized and kids have a hard time differentiating it from reality. parents are encouragerred to watch with their children and whenever possible. a texas boy got to ride to school in style on the first day. >> his mom is away with the national guard and knew she would miss her son's first day so she called in for backup, for local authorities that made it extra special. >> nice to meet you, ready to go to school? >> yes, sir. >> the plano police chief picked him up for a ride on the

thank you for joining us as you get up to speed on this tuesday morning. >> janelle and ivan of course have you up to date and will let you know about the traffic and weather. any problems? >> we have one problem, fhp reporting a crash on i-4 over near the lakeland area. we can see it on the cameras, i'll show it to you. >> weatherwise looking pretty good early on. we have changes though by the afternoon. we'll get back to a summer pattern here which just means the heat will get back to the thunderstorms that we were missing yesterday and before. we'll check in on current temperatures in the 80s for the most part. a few upper 70s. a lot of upper 70s but just feels warmer because of the humidity. quiet titan doppler radar, that will change later on today. we should hit highs to 93 and 96 once again as we did yesterday. of course with the humidity it will feel like 100 to 105. what we didn't have were the thunderstorms. those are back, we're talking 40% rain chances. as we check the forecast, looks pretty good. we had an "a" yesterday with

way to i-4. back to you. time now 5:30. these four suspects accused of robbing and killing a young father are due in court for the first time today. >> investigators say adam hillary's murder came after a date with a woman he met on- line. abc action news reporter rodney dunigan is live outside the polk county courthouse now. >> investigators say this plan was well thought out. >> reporter: investigators say adam hillary took the woman apartment. she took note of what he had inside and then she alone with the three other suspects decided to go back to the home and rob him. all four suspects are behind bars here at the county jail. in a matter of hours they will be transferred across the street to the county courthouse. to face a judge for the first time. 18-year-old hailey bustos, josh quaellington, gary gray and andre warner are all charged with murder this morning.
