new at 11:00, a frantic water rescue in a pinellas county neighborhood. within the last few minutes, crews were pulling a submerged car from within the water there, good evening everyone i'm jamison uhler. >> i'm wendy ryan. cameron polom was one of the first reporters on scene joining us live in county with more. cameron? >> reporter: wendy, he was at a senior living community. we'll tell you what was happening right now as they just exited the watered, attempting for the last couple of hours to locate, chain up, pull this submerged car out of the retention pond. but this is only half the work. once they get it out, that's where the forensic teams will start their examination, trying

came from, whether it was used in a crime. right now they have no idea on how it got here. they came out of their homes, seeing the car seep out of the retention pond. and it happened just minutes before going into the water. initially where they jumped into the water as they were able to swim through the top of the sunroof and feel around inside. obviously this water out here is extremely murky and dark. they were able to feel around inside and they said that they did not find anyone inside that vehicle. we actually spoke to one neighbor who said that they thought about jumping in the water when they saw it going down. >> well, i was thinking if i had seen somebody that i would go in to see if i could help them. but if i didn't see anybody, i wasn't going in there because

tonight, county commissioners are changing their ordinance. marisela burgos is live to explain what this may mean and why you may be protected. marisela? >> reporter: the bottom line is that the towing company can't come to a parking lot similar to this one and tow any car they want without the business owner's written consent. >> all those in favor say aye? >> aye. >> show it pass unanimously. >> reporter: pinellas county commissioners are keeping a big step to keep the st and encourage people to not drink and drive. starting october 1 any business that sells alcohol must allow their patrons to park in their lot without fear of getting towed. >> the goal is to enhance public safety certainly again providing additional error to reduce the incentive for individuals to drive while intoxicated. >> reporter: the changes will be effective county wide. >> we don't want to give you the misperception that you are not safe there and you could get towed.

needs to be obtained by a representative. >> reporter: if you are towed the new ordinance will give you the option of paying with a debit or credit card. and if you leave something in your car, the ordinance lets you pick up those items free during business hours even if you can't afford to get your car out. even though the county commissioners approve the new changes, they still want to discuss towing fees and that will not happen meeting. reporting live marisela burgos abc action news. >> marisela, thank you. a warning tonight from winter haven police about fake phone calls. a man with an indian accent is telling people that they are under an investigation, even though that no threats are made. they do not make these type -- police want you to know they do not make these types of phone calls. if you do get a phone call, call winter haven police. new tonight, watch out for fake money. one man was scammed out of $400

6. he met the man near florida avenue. the $100 bills even passed the pen used to test counterfeit bills. police are now investigating. new tonight out of volusia county, a man's kite ended up getting him caught. it was his six-foot-six frame that gave him away after a bank robbery. landoff is accused of walking into a sun trust bank armed with a handgun demanding money. police were able to track him down and arrest him two hours later. a dayton man decides to wallet that he found in the middle of the parking lot. kevin miller calling deputies after finding the credit cards and $3,400 in cash. luckily an i.d. was inside. within two hours the deputies were able to track down the owner. she was using the money for a family vacation. miller believes that god put him in the right place for a good reason. well, this might be a comic- con's dream vacation. a new cruise ship taking the entertainment to the ocean. fan to see will feature the

now to democracy 2016, donald trump will be at the fairgrounds tomorrow. trump is expected to make the decision on deportations very soon. this newly released video showing four officers arresting a man two years ago. the l.a. times fought in court to have it made public, showing the being kicked defensively. he made a deal that would allow him to avoid jail time by completing community service. the mother is thankful that they beat the beating. the facebook video that is going viral here. the adults in it are wanted for child endangerment. you'll see a toddler sitting on the couch with them. a couple of times you see a woman that will be trying to

mouth. the toddler turning his head away. they are working on arresting the other man and woman in that video. right now police in houston are searching for a man who opened fire on the texas highway. they say that the gunman tried to merge in front of him, but they did not make it in time and then a few miles down the road the driver was waiting on the shoulder. the victim said that he unloaded that entire magazine, even shooting out one of their tires. they have a bullet in their cheek that will have them moving it tomorrow. a consumer alert tonight. if your kids got fitness bands in their happy meals they may want to take it away. mcdonald's is recalling millions of these fitness bans, because they may cause skin irritation or burns. last week they would stop distributing the bands in happy meals. they looked like watches and are meant to track daily steps and physical activity. the company that makes these pretzel crisps are recalling some of the snacks because they may have undeclared milk ingredients.

the recall covers the original and sr -- sriracha flavors. head over to our abc action news app if you have these. the better business bureau is issuing a scam alert for college students to be on the lookout. the bbb is saying that scammers are calling students pretending to be with the irs, demanding that they pay a fake tax. they have some piece of information about wood-be victims demanding money to be wired. or ask you for credit card numbers over the phone. the bbb says to hang up immediately if you get one of these calls, then file a report with the ftc. well florida rappers are stepping in to help a texas youth football team scammed by a fake uniform company. here is the new uniform that they designed and will be getting soon thanks to rapper flo-rida. it is made up of more than 120 boys ages 5-10 that live outside houston. the boys have already played in

$12,000 of their dollars, but never delivered any uniforms. >> i wonder why would that man steal from us? that we were just kids. we didn't do anything. >> he has taken our money, he has not given us the product that he promised us. >> the team says that the uniforms will be arriving in a couple of weeks. until then they will continue making due with their homemade uniforms. tourism is big business for hawaii. now, federal regulators could be putting a damper on it. they are proposing a ban for what you see right here in this video, actually swimming with the dolphins. you see the guy doing it. the national marine fishery is saying that tourists are causing hawaii's wild spinner dolphins to lose sleep and actually become stressed. the species isnocturnal, which means that they are active at night and sleep during the day. dozens of companies on the island that take tourists out on the boats to swim with the animals. the ban would cover waters as

crystal river. i believe that this is the hottest day so far this summer. we are almost to the end of summer. tampa is 81 degrees, both in the lower 80s. the classic summertime pattern has returned and it is not going anywhere as you can make your plans for 2:00 to 3:00 with no worries at all. the morning a couple of showers on the east side of the state. we've got so much energy with the heat of the day. then things wind down by 10:00. thursday morning the same thing a very dry start and a very

thing on saturday. so in terms of what we have been talking about on the tropics that there will be absolutely no impact on our area until the earliest next monday or tuesday. we've got a long time to even talk, looking, consider, prepare all of the above for this. you're right and there is a chance that at the center they will make it closer to the islands, taking but we are pretty confident over the next few days to slowly get their act together. but here is the thing that it will not be a tropical storm until saturday. how in the world will we go from saturday to a monday to be talking about the hurricane because the water out ahead of it in the central bahamas will be the warmest water on earth right now. when you throw that tropical system by then and that very

explosive results. it's too early to tell, but remember as we are talking about the east coast storm, the odds of it impacting our area directly, they are much lower, certainly much lower than anything significant. the only way that it would be an issue is if it would make a hard right. never say never because it is a the way we are looking at it right now, whether it is a tropical storm or wave or a hurricane that they will impact south florida by sunday and then impact the west side of the state by early next week. some of the models, one of the models, pretty much the best one out there will be by early next week. it is something that we will keep our eye on and not the forecast for our area, nothing

hello folks. there have been some nights that chris archer didn't seem to have it and then nights like tonight where they pitched well enough to put the rays in the winning position. but they did not get any help again from the line up.

continuing to follow breaking news out of central, italy following a 6.2 quake there where the mayor of the town in the central part of the county says that his town is gone as you are looking at the video there from a local website. people there from what we understand were trapped under debris according to the town's mayor. the quake was felt as far south as rome. looking ahead to your wake up forecast. another scorcher as we end up at 93 degrees. >> we on our stories -- of our stories on abcactionnews.com. >> we'll see you tomorrow.
