to share what his city is doing to get ready. now is the time to pick up sandbags, there are dozens of self-serve locations open. pinellas county open during daylight hours. hillsborough county has locations open from 8:00 to 4:00. in pasco county they are open from 7:00 to 8:00. we posted a complete list on abcactionnews.com. officials in pasco county say they plan to take an all hands on deck approach this week as they look back on past flooding. the county admits the stormwater worth of improvements. in the meantime they are asking people to report street flooding right away and stock up on food and water. the city of tampa is making a big purchase ahead of the storms. mayor buckhorn is authorizing the purchase of 5,000 more mosquito dunks to fight the spread of zika. they are tablets that kill mosquito larva up to 30 days. the mayor anti-a lot of standing water in the city so -- anticipates a lot of standing water in the city so

enforcement. we're looking great on the roads, no crashes or breakdowns, not even fender- benders reported. so we're checking the cameras, making sure everything's ok. this is i-75 at fowler, 10 minutes to get from the apex to i-4. and checking your drive across the bridges, this is the tampa side of the howard frankland bridge, wide open here. just about six minutes to cross the bridge. and checking the average speeds on the major interstates in our area -- so i-4 and i-75 heading into 275 in pinellas county from the sunshine skyway to the howard frankland, 69 the average speed there. 6:01. it's election day in florida. today's primaries will give us the matchups in the general election and determine which major parties will gain or retain power in the senate and house. >> polling places open in one hour. abc action news anchor james tully joins us live at one of the locations on davis island to break down a crucial race. both republicans and democrats

frontrunner today. >> reporter: on the republican side, running for president tends to help you in a re- election bid for senate. i think that is the case with marco rubio. the latest poll from the orlando sentinel shows him with a nearly 40-point lead on the fellow republican from manatee county. should rubio win today he may have a real fight on his hands in november. in that same poll representative patrick murphy has a 30- democratic challenger congressman alan grayson. the 33-year-old from miami has a political expert that dr. susan mcmaness says is a real advantage on the field. >> the fact that the president and vice president endorsed murphy is gold. during this primary you're going to see a lot of older very, very loyal democrats turning out to vote. they are going to go for who

results to your phone with our free mobile app. a fort myers mother marking a sad milestone. more than three months since she last hugged her 9-year-old daughter. diana alvarez went missing may 29th, the family hasn't seen or heard from her since. but they are not giving up. the fbi is now testing new evidence in the case. right now we're waiting on order word on what the evidence is. jorge guerrero was arrested on child porn charges, he once but not charged in the disappearance. cell phone records place guerrero neardy diana's fort myers home in the same time she went missing in the middle of the night. the mother says she kicked him out weeks earlier after she says he inappropriately approached diana leads haven't gone yet into mexico where her

that gives them hope. >> the mother says she spoke to guerrero in jail last month and claims he told her diana is still alive. there's a $10,000 reward for information that helps find her. military veteran from pinellas park is out of jail after authorities charged him with child abuse. the victim's family is now taking to facebook to warn others about what happened. according to the police report an august 20th, robert sypes hit a 6-year-old repeatedly with a belt legs and punched him in the thigh. it goes on to say he also hit the child violently with a pillow sending him face first to the floor. he admits to hitting the boy but didn't say why he did it. this morning we found out no charges will be filed after family member accidentally shot a man at a south florida gun range. he was shot in the leg yesterday. at the shoot straight gun range in fort myers. that man went to the hospital, doctors say he will recover. it's still not clear how the

coming up on 6:10. great dry weather continues through the early part of the day, temperatures in the upper 70s. sunrise 7:08 but raining pretty heavily now by 3:00. it's just going to get worse after that. in fact we may not have a bus stop forecast for thursday. that is when i'm expecting a tropical storm to make a pass on our area. more on 6:10. we are expected to get our first look at the new i-phone 7 next week [apple hinting it will launch it at an event on september 7th. it's expected to have an improved camera. tech experts also say it won't have a headphone jack and will come in a new color, a blue option. the event probably won't be just about the phone either. look for official release dates for the new operating system

apple watch and mac book pro. two workers stuck in a bucket, dangling off a bridge 100 feet above a river. this is in rhode island while the men were inspectings the underside of the bridge. the bridge was shut down while rescue boats waited on the river below. both workers didn't appear hurt but taken to the hospital out of a precaution. 6:11. looks like flying family. >> a cheaper way to vacation. an option if you don't have cash right away. also good news for air

our tropical depression is in the eastern better organized. what we're seeing now is thunderstorm activity beginning to develop on the northern side of it here. so an indication of organization here. this is -- i'm thinking, it's a pretty good bet of becoming a tropical storm later this morning through midday and into the early afternoon as it continues to head north. pressure still pretty high but it's expected to drop and along with that the winds go up and we have a 65 mile-per-hour storm by thursday, 1:00 a.m., beginning to approach the big bend of florida. we'll zoom in and tell you

happening from thursday, 1:00 a.m. to friday, 2:00 a.m. it's that time, really thursday for us we're going to have the greatest impacts. we're raining pretty good today and tomorrow but as far as the wind and potential coastal flooding that is through the day thursday. on the southern end we get that water getting pushed in. you combine that with the high tide cycle and you could have flooding through thursday afternoon. along with of course the heavy rain coming in. then this races off friday and then we're done with it by the time we get breaking it down, flood potential, i'm including today because i think you have to, right? as we continue with these daily downpours, by the time the heaviest rain comes in thursday we're already pretty good -- and saturated so it won't take much to get flooding going because of the rainfall. then of course the tropical storm conditions, that means the winds get involved, 39 mile- per-hour winds or higher sustained. and tornado threat, you always have that when you have landfalling tropical cyclone

though closer to the center it's further to the nature coast or citrus, hernando county so they will see the greatest threat for that. there's a storm to the south. you can see the tropical moisture. it extends well out to the north with that east-to- southeast and eventually southerly wind today and once we go southwest, tap into the gulf moisture and we're going to be raining pretty good here the next couple of days. quiet now as you step outside, no issues for the commute this morning, as we've been talking about. no issues for the bus stop early today but by the afternoon looking significant rain. now not talking dangerous conditions later this afternoon. the winds won't be here yet. that comes on thursday. that's going to be the day we're going to have to watch this closely, and 65 mile-per- hour storm, you have to watch this because things can change and could get a little stronger so keep checking back and we'll keep you posted if that is going to be changing. right now looking for a tropical storm with significant rainfall. this is the potential accumulation now as we head through friday morning, a pretty good bet of seeing six

the further away you get across our interior counties, 2 to 3 inches would be about it. as we head through friday and then we'll get back into a more typical afternoon summer thunderstorm pattern but here's the futurecast today, again numerous storms between 1:00 and 5:00. and that continues of course through wednesday. thursday we'll add the wind and then we'll continue with downpours on friday. by the weekend back to our typical summer pattern i think. in fact time for the big holiday weekend, we have a monday off next already here. september is going to be here. so quiet this morning and then wet this afternoon. roads are dry now, no crashes or breakdowns but we're still checking the cameras all across the interstates. this is i-275 at gandy, you can see more cars are starting to hit the roads but again up to speed, about 68 the average speed there. drive times on veterans expressway, still in the green.

heads up in south tampa, road work behind memorial hospital, they are making some repairs, so west deleon street is closed between gomez and havana. to make your way around that use macdill and horratio. that cloarn closure is expected to reopen by friday. 6:18. italian police arrested at least two people for taking advantage of the devastating earthquake there. they say criminals have been looting abandoned homes and now officers are patrolling around the clock to try families have been forced to leave their crumbling homes for safety reasons and thieves have been stealing valuables left behind. some homeowners are even sleeping in cars near their homes to hope to try to catch looters. wednesday's earthquake killed at least 229 people. authorities are looking for three inmates who escaped from a prison in central louisiana. they escaped saturday night climbing over a razor wire fence. one of the inmates was serving time for attempted murder. all three were not armed when

say they should be considered dangerous. they may be driving a pickup truck stolen from a nearby work site. a $150 million project to build a hard rock hotel and cast grow in daytona beach is now on hold. the project has been delayed by lawsuits to allow driving on the beach. the county agreed to ban driving on the beach but only if the hotel was built by 2018. that will not happen because the developer missed an already extended deadline in june to submit construction permits. the developer says he could revive the project when litigation ends. california man who loves being a pilot for southwest airlines is now teaching his young daughter how to make it her career. >> he landed his dream job in 1995 after creating a huge message near his family's rice fields in sacramento. it spelled out "i heart southwest" with the 800 number. it was visible to pilots landing in sacramento and helped jeff land his dream job of being a pilot for southwest. he's teaching his daughter

she said she flew her first solo flight on her 16th birthday. >> my dad was just talking to me about the shortage of airline pilots and stuff. if i started flying i could probably have a chance at getting a job like he has. >> dad says he hopes she gets hired as pilot for southwest before he retires and jeff says amanda has 13 years to land a job. meanwhile there's a new way to fly on a budget if you don't have all the cash you need. you can now make payments on cheapair.com. that web site is teeming one a finance company offering plans to cover airfare. you have to go through a credit check. some analysts expect airline tickets to continue to drop in price this fall. 6:20. still ahead -- surprise arrival. the incredibly short notice one family got before their baby was born.

actions leaders are taking. first the search goes on for those responsible for the death of a college student in upstate new york over the weekend. geo benitez with more. >> reporter: in a murder mystery rocking an ivy league school. the search is on for people who stabbed two ithaca college students on cornell university's campus early sunday morning. killing one. old anthony nazer and friend both from ithaca college were attending a student organized party at nearby cornell when a brawl broke out. >> his friend bumped a girl by accident and he apologized, both of them apologized. even my brother apologized. >> reporter: police say they don't believe there's any current threat to safety on campus and they are continuing to investigate what happened. >> we've had a lot of videos that have been submitted by folks in the area. >> reporter: and we'll have more on the investigation

6:25. an iowa couple celebrating their fourth child despite very short notice. >> two big surprises in three hours. first mom found out she was pregnant and three hours later her baby was born. she initially went to her

labor and got to get to a hospital right away. a few hours later babe ames entered the world. not exactly what dad was expecting that day. >> i was in shock. i wouldn't say i was mad but like, no, no. i kept saying no to myself. even driving to the hospital i was still -- like no, no way. no. it's all i kept saying. >> yes way. he's happy now. the baby ig pounds, mom says she had no classic pregnancy symptoms. both mom and baby are doing fine. good news there. temperatures now in the 70s. we'll have sunshine and then showers and thunderstorms developing later on this afternoon. we'll have more on that and of course on our tropical depression coming up. good morning, we're watching the roads, this is a live look at the courtney campbell causeway. if your drive takes you across the bay you're in great shape.

>> ivan cabrera joins us tracking the storm. what's the latest? >> it's still headed for us with pretty good downpours. in fact in a way dan, it begins today. the thunderstorms that we're going to get this afternoon are going to be enhanced as far as the tropical moisture so it's going to be pouring this afternoon, indirectly. the actual storm is still well down to the south. so several days of heavy rainfall and then we'll get into some wind as well. that would be thursday as it makes its closest pass to us. 35 mile-per-hour would make it a tropical storm. going to be hermine or ian depending on what happens in north carolina with another depression there. name doesn't matter. 65 mile-per-hour winds by thursday 1:00. that will be approaching the big bend by thursday. i think thursday will be the day that we have to watch for wind that will be sustained 39 mile-per-hour plus and then the coastal flooding potential as well on the southern end, because of the counter clockwise circulation, if that

of us under 10 feet along the coast. so wouldn't take much for some minor flooding at the times of high tide, that would be thursday afternoons coming up. not expecting anything horrific as far as coastal flooding. not talking about monster hurricane or anything like that. it's a tropical storm so i still think the main threat is going to be the heavy rain event but we have to watch for that coastal flooding. also for the tornado threat especially up to the north where we have a little spin. we'll talk more about the rain potential coming up in a couple of minutes. freshwater flooding is sandbag locations like what you see behind us. are opening up in a number of counties ahead of the approaching rain. everyone gearing up for possible flooding. >> abc action news reporter rodney dunigan live at lilman community park in st. pete. looks like everyone is taking this threat seriously. >> reporter: they certainly are. we're expecting a lot of people out at this location a bit later on this morning. in fact the mayor of st. petersburg holding a press conference at 1:00 this afternoon where he'll detail exactly what the city plans to

rain and flooding that they are expecting and of course we're seeing this throughout numerous counties in the bay area. in pasco county the director of emergency services there says that basically it's an all hands on deck situation. all the workers out there passing out sandbags when needed and helping folks in the area if any emergencies were to arise. we spoke with one woman there in pasco county who actually went through major flooding last year and she's hoping not to experience the exact thing this year. >> we're preparing as well as we can, getting water, that kind of thing, preparing for the power to be out. that kind of thing. we're just taking the small things that we have left because we lost 90% of what we owned last year. but we're just putting it up. we learned big lessons last year. >> reporter: a lot of folks, hoping for the best, of course preparing for the worst.

frankland and 35 minutes in the opposite direction. it's 6:34 -- democracy 2016 -- today's primary day in florida. the polls open in just under 30 minutes. 7:00. >> two races we're closely watching involve a senate seat, manatee county developer charles beruff is challenging marco rubio. polls show marco rubio is focused on the general election. on the democratic side two democratic congressman are fighting to go against rubio in the general election. patrick murphy is on top at this time. new developments, pasco county deputies hope a cash reward will motivate people to come forward with information on a drive-by shooting that landed a 1-year-old in the hospital. >> they are offering $3,000 to anybody who can provide information that leads to an arrest in this case.

westcott drive in port richey and started shooting, six bullets hit that child's crib, one of them struck the baby in the wrist. we're learning three adults were also in the home at the time. one was arrested for cocaine possession. the sheriff's office says the baby's mother is a known gang associate. right now an 8-year-old girl is on life support after she was shot in a drive my shooting in miami-dade county over the weekend. her family is head. >> family of 8-year-old jada paige say that doctors tell them her chance of surviving the shooting is very slim. she was shot while standing outside her home with her father on sunday, her dad was shot multiple times, he's in stable condition. this is the latest in a series of shootings involving children in the miami area. police are now making this clear. >> the family, friends that see this coming to say something.

call the police, before it happens. >> police are hoping a $23,000 reward will motivate someone to come forward and provide information that leads to an arrest. right now heroin abuse is a huge problem in manatee county. it's hurting those most vulnerable. children of drug abusers. last month nearly eight out of every 1,000 children were removed from parents' care in manatee county because of parents' addiction. it's putting a strain agency that's can't find enough foster homes to take in all of the kids removed. manatee county, dcf and ymca safe children coalition are inviting the public to a discussion on the drug epidemic and need for more foster parents and services for kids. town hall is 6:00 at the dream center in bradenton. let's get you out the door with the forecast. we're going to be dry, no worries this morning as far as the bus stops or if you're heading out this morning.

6:40. new video of a man actually throwing a 4-year-old off a bridge. that's the cell phone video of it. >> you can see that 4-year-old falling 27 feet into the river below. his mom is actually waiting at the bottom and she was cheering the whole thing on. witnesses say the boy was

they also say the child nearly smacked his head on a beam on the way down. the teens who shot this cell phone video also called 911. they say it's a popular diving spot, but say they were disturbed to see a child being thrown off the bridge. sheriffs' deputies responded to the scene, prosecutors could now charge the man who threw the boy and also the child's mother with felonies. a mississippi woman just hooked a catch that is more than twice her size. that is a 13 alligator. >> took two days, to broken lines, a lot of muscle but managed to pull it in. it weighs 686 pounds. 60s huntsers say they caught it -- 60 hunt he is say they caught it saturday night on the second day of their hunting trip. the first time they hooked it it broke their lines but they were able to hook it again about 20 minutes later.

let's check on the reconnaissance flights flying insofar. getting better organized. our tropical depression with 35 mile-an-hour wind, bin the northern side of the center of circulation which hasn't been the case as of last several days. most of it has been displaced. indication of some intensification here and likely to see a tropical storm later today. we'll bring that you probably through the midday hours, certainly by the time shay and dennis arrive. tropical storm continues then to move north and makes that hook to the northeast. the reason for that, we have a trough coming in, upper level winds will steer the storm into and we see now the big bend of

the time frame for us as far as the greatest impacts will be thursday though i think we begin today. later on this afternoon we begin with tropical downpours, that will set the stage for grounds pretty saturated by the time the actual storm arrives with squally weather. so by thursday not just with the rain, then adding the wind upwards of 40 mile-per-hour winds sustained or higher and that on the southern end of this system could bring us a minor coastal flooding during times of high tide. we'll talk about that. so we have several t cyclone as it continues to develop. flood potential from the heavy rain but also the flood potential from the storms surge as it comes in on thursday. not terrific storm surge but 2 to 3 feet what is i'm thinking now above high tide and conditions deteriorate wednesday night into thursday. by the way there's a tornado threat. less concern here but can't rule it out with a cyclone that makes landfall. you have a lot of spin in the atmosphere especially closer to

probably the higher threat there. satellite and radar already showing the bands coming in as far as the tropical moisture getting pulled in on a southeasterly flow. so that is what i was referring to. so today we're going to get plenty of rainfall this afternoon. tropical rain, could put down several inches in a short. a time. that moisture comes in and continues with us through today and into tomorrow. and then there's the actual storm making a landfall on the thursday along the big bend and really race by friday and into the weekend. potential rainfall upwards of six inches, locally heavier amounts, then the further you get from the coast we're talking upwards of three inches. so a big difference. this will be mainly a coastal event as far as the more dangerous weather. more heavy rainfall comes in today with that southeast, eventually a southerly wind, we turn windy with the rain thursday and beginning to wind down coming up for the weekend. holiday weekend looks pretty good now, saturday and sunday

thunderstorms. let's check the traffic center with janelle. >> we have a crash reported southbound on the veterans expressway near eisenhower. we don't have a camera right there but i've been checking some of the cameras in the area this is memorial, seems like traffic is flowing pretty good now but let's check the drive times on the veterans expressway. we are starting to slow but that is pretty typical anyway for this time of morning. 25 minutes from 54 to 275. 20 minutes from van dyke to 275. 8 minutes from waters to 275. make sure you're foll i can update you on that crash to see if it's causing any slowdowns. here's a live look at i-4 starting to get a little busy too on i-4 heading into downtown tampa this. is around mlk. i just checked drive times starting all the way back at county line road, about 30 minutes right now. dramatic dash cam video shows a fiery 10-car pile-up in new york. this happened after a tractor-

can see the bottom left of the screen, a car that is engulfed in flames there. police are now trying to use this video to identify the good samaritans that pulled a woman out of that burning car. they want to recognize them for their heroic efforts. thanks to them no one died in this pile-up. former stanford swimmer convicted of raping an unconscious woman on campus is getting out of prison early. brock turner said to be released friday for good behavior and because of the prison realignment. back in 2014 thousands of inmates were released early to relieve overcrowding in jails. the now california lawmakers passed a new sex crimes sentencing bill in response to turner's case. it would make jail time mandatory in such cases. governor brown must sign it in law. taylor swift signed up for jury duty in nashville. she asked to be excusedded from serving on the jury for a rape

accused imroaper might affect her judgment. she said she would be happy though to serve on another case. in democracy 2016 -- primary election day in florida. the general election for the president still 10 weeks away. a new poll shows donald trump is gaining ground on hillary clinton. the poll finds trump trailing by just seven points, 46% to 39%. just a few weeks ago that gap was 13 points. tomorrow the republican nominee is set to lay out his plan for dealing with arizona. the democratic side hillary clinton receiving help from a major republican donor and fundraiser as she continues to fundraise herself. hewlett-packard executive meg whitman will campaign for clinton in colorado. whitman previously worked on chris christie's campaign and ran unsuccessfully for california governor in 2010. newly released records show an ex-marine charged with

in iraq he had ptsd but there's belief he didn't. he was accused of killing three officers in july and wounding three others. for the first time in nearly four years students back in class at sandy hook elementary school in connecticut. the gunman killed 26 people there in 2012 the school where the shooting happened was torn down and rebuilt. a memorial will be added for the victims at the new school. investigators say tanks of nitrous oxide caused a deadly explosion at a gas plant near pensacola. one tank exploded sunday and caused two others to explode. it killed one employee but the company hasn't released that person's identity. investigators say they found no signs of foul play. they are calling this an accident.
