new at 11:00, the stage is now set for november in democracy 2016. we'll have the latest polling numbers coming up. the other big story of the day. tropical depression number nine still not a named storm, but you're predicted path. good evening everyone i'm wendy ryan. >> i'm jamison uhler. for more on that let's head over to chief meteorologist denis phillips who is tracking this for you tonight. dennis? >> reporter: hi guys, td9 has not been named, but it will be tomorrow. it is very clear that it is now getting its act together. this is kind of what we expected. it got into the open waters of the gulf of mexico, away from land tapping that upper 80s to near 90-degree water. that is pure energy. so this is getting better

probably first thing tomorrow morning that this is a tropical storm. this is the new path of the national hurricane center. it is pretty much the exact same track that we would have at 5:00. nothing has changed in terms of the track. slow down, but it may just very well be that a new center has formed, so it is actually not really slowing down. the very least the next 24 hour there is is a window of opportunity for this thing to get going even better. when it does, by later thursday notice the time frame. 8:00 so that is certainly slower, but as you would see, citrus hernando pasco counties are still under the hurricane watch. but that tone of air is still not included. we are very confident that this is not going to be our storm in terms of a direct hit. however we still believe that over the next 24 hours this will push a lot of water into our neck of the woods. that means that flooding will be a significant issue, coastal flooding especially along areas

remember as we said citrus county is indeed under a hurricane watch. people there are not taking any chances. abc action news reporter marisela burgos is live laying out their game plan. >> reporter: take for example this business that is actually off the river. and so if this floods they do have a game plan especially if it floods around their business here at freezer tiki bar. they have generators on stand by. they also brought out their lanterns in case they need to. they umbrellas and change their outdoor seating area if they need to. one of the managers told me at least for right now they aren't too worried about this storm. >> reporter: we go through this every year. the freezer is the freezer when the tide gets up too high we will either leave or we will stay and make potato salad and party. >> reporter: i did speak to the citrus county emergency management director a little

michael? >> reporter: everyone here is extremely excited. a landslide victory for senator marco rubio. we caught up to him after he spoke to this crowd of a couple hundred people here. we asked him whether or not he was 100% dedicated if he won the senate seat to serving the entire term. this is what he told us. >> can you commit to a full term, senator? >> absolutely. >> reporter: so rubio would not comment. his critics say that is because he plans to run for president again in 2020. rubio, however on stage was surrounded by his family. he was all smiles. he started his speech by talking about why he decided to run for a second term even after he said he wouldn't. rubio told us that he couldn't risk florida losing his senate seat to a democrat and talked about it a little bit more on this campaign in the presidential campaign after he

let's listen to that. >> i will continue to talk about the things that we stand for in our campaign and vote for the presidential races. voters will have to choose. i can tell you that i don't want it to be hill -- i don't want it to be hillary clinton. she will be a disaster for america. this guy can't point to a single achievement either in his private life or four years in congress. >> reporter: and now on average of the state polls they show that rubio is points. he says after his speech tonight he had to fly directly to miami because his daughters had school in the morning. for more analysis on rubio's campaign let's send it over to our anchor paul legron. >> reporter: let's go deeper on what this race means going forward into november. our political experts tonight say that it promises to be one of the most coveted highly competitive races in the

whenhe u.s. senate is in a balance and florida is one of those states to flip it, it is going to be a big race not only in florida, but nationally. >> reporter: the stakes couldn't be higher. it will result in millions of dollars being spent on political ads here in florida. and also look for clinton to hold rallies for patrick murphy and listen to this one. look for donald trump to share a stage at some point with his one-time nemesis marco rubio. those two now need each other. and this is going to be a very tight race. jamison? >> it certainly will. thank you, paul. on the democratic side of the race, patrick murphy will face rubio in november. murphy easily wants his contest over the closest challenger allen grayson. wendy? well in the congressional race for district 13 which covers pinellas county right here representative david jolly holding off mark bercher. as you n see jolly winning

40,000 votes to just 13,000. in the the meantime jolly will now face former governor chris in the general election come november. jamison? >> on the local level, pat frank winning the primary for the clerk of hillsborough county. frank was first elected clerk of the court just 12 years ago. >> and voters are strongly behind amendment 4, which passed easily allowing tax breaks on installing solar panels for your homes. all counties voting yes. you see them in green. look at that 1.9 million yes votes to just 741,000 no votes. the only county by the way voting no is de soto county right there. in the meantime the amendment aimed at increasing renewable energy, again voting easily. jamison? >> well a smooth day of primary voting in hillsborough county. abc action news reporter ryan smith is reporting it live for

ryan? >> reporter: jamison, more ballots cast on this primary tuesday than in years past. but the majority of those are not happening at local polling stations like this presbyterian church behind us here on mcdill avenue. voters for the most part are choosing to vote early and send mail-in ballots. in total more than 150,000 ballots cast, 18% overall voter turnout county wide. and as we mentioned just a minute ago this race was unusually heated race, clerk of the circuit court. incumbent pat frank defeating kevin beckner in a costly primary campaign that saw quite frankly a lot of mud slinging. tonight frank reaching out to her opponent and his supporters asking them to join hands with her. we want to mention frank now faces republican eric sidell in november's general election. live in tampa ryan smith abc action news. >> ryan, thank you. some breaking news tonight.

jail after an hours long standoff that lasted for most of the day. brown arrested after allegedly threatening a woman with a gun in his l.a. home. the woman called early this morning from his property needing help. brown denying everything tonight, facing charges of assault with a deadly weapon. well caught on camera, take a look at this, a seminole county woman recording her close encounter with a black bear. this is unbelievable. it a happened her own driveway. the bear comes up, sniffs her knee, and then her face and turns around and walks florida fish and wildlife are warning residents not to allow bears to get so close to you because bears are so unpredictable. they do believe that this bear must have lost its fear of humans and knows food is nearby. coming up all new at 11:00, caught on camera a woman setting a car on fire, but why police say she has got the wrong car. a pinellas county renter has had to seal off nearly half

you see hedor g it there. there is a $5,000 reward iyou can help. onlybc aaction news reporter cameron polom spoke to the victim who says he has this exclusive story on it. >> reporter: i have no idea who she is. i have never seen her in my life. >> reporter: thomas jennings is looking for answers tonight. who is the woman caught in this surveillance video setting his car ablaze? jenngsinays that a roommate woke him up on saturday morning to the chaos. >> he came running in telling me that my car was on fire. so we immediately ran out there. he had a pot of water just trying to get it to go out and that it was too much. >> reporter: jennings quickly checked the security camera surrounding his home and he saw this. a young well-dressed african american girl first check out this ford explorer, then making her way to jennings' honda civic. in the video the woman is seen lighting the rear of the car on fire and appearing to fan the

make the fire grow more and then walked off. >> reporter: according to investigators, a rag was lit on fire causing the flames to quickly spread. they believe that the woman was carrying some sort of a flammable liquid in a beach bag determined to turn the car to ash. >> everything was gone. >> reporter: a sign now sits in the front yard offering a hefty $5,000 reward to whoever turns this woman in. investigators aren't sure if it is a case of mistaken identity, but for jennings who is now out at least $5,000 himself knows for sure. >>t is really frustrating, especially not nothing why or who. >> in clearwater i'm cameron polom abc action news. since the housing market crashed, many people rent single-family homes have changed. landlords are being replaced by big corporations like wade point homes that owns 30,000 houses valued at nearly $7 billion. local tenants tell adam walser that bigger isn't always better

up with rising rents. >> i saw this beautiful wade point homes website, which was showing these gorgeous homes that were redone. >> reporter: u.s. army veteran aaron coronado rented this home for $1,665 a month when he moved from new york in 2014. he soon learned that the sarasota home had been a foreclosure home. >> the home was sitting unoccupied for five years and it had some squatters that broke in and they were living in the home. so there was some nastiness going on in that house. >> reporter: and some maintenance issues. >> i move in and the kitchen is not done. the stove doesn't work, the fridge has no shelves in it. the dishwasher is broken, plumbing is not working, the roof is not working. >> reporter: a list of the unhappy tenants are long. >> it is looking like it is dying. >> reporter: john fiduras moved out of this home after an updated air-conditioning system

>> the electric bill was through the roof. it was over $500 a month. >> is this fair for hard working people? >> oh no. >> reporter: a leaking roof that caused this ceiling to collapse in this home. cell phone video shot in the tampa home shows swarming termites, which finally prompted a call up to code enforcement. >> dozens of phone calls, dozens of requests, dozens of e- mails requesting to speak to a property manager. >> reporter: and now a veteran is soon moving out of this clearwater wade point home. the city recently found multiple code violations there including work done without permits, electrical hazards, and water intrusion which prompted the tenant to seal off nearly half of the house months ago. >> that is when the pinellas county health department came out identifying mold in several rooms. mold that presented a potential health hazard. those problems reflect only a small fraction of the thousands of residents that the company serves in florida. and it is important to us that all of our residents are happy

it even when you're talking to man's best friend. a new study proving what most of us already know dogs understand us. the study using an mri machine to process how the dogs brains processed human speech. yeah guess what they understand both intonation and keywords. take a look at your screen here. this is a meteorological first. two hurricanes heading towards hawaii. madeline on the left 4. both are facing torrential rain for the islands. this is what we are expecting. heavy rain with coastal flood potential later on thursday afternoon. i think the afternoon hours of thursday at high tide is where we are most concerned about coastal flooding. this is not because of the heavy rain, but this is because of water that's coming in from the gulf. there will be two other high tides that will have to watch for, but on thursday afternoon

gusty winds up to 40 miles per hour. now based on the current track this is not our storm in terms of wind. the track has not changed from 5:00 well to our northwest. still it is a sizable area with that a tornado threat is certainly possible starting on thursday morning. i think that we could see certainly see some power outages on thursday morning into the afternoon. not just because of the heavy rain, but possibly because of the gusty winds as well. titan doppler radar, continue to pop up. there's a lot more on the way with temperatures right now in the upper 70s under partly cloudy skies. as we go onto the next 24 to 48 hours we are going to see rain totals that we have not seen in quite a while. there is a look at your satellite picture. everything is coming in from the south. because that is where our troublemaker is down to our southwest. the tropical connection will be sticking around at least through thursday evening. things improve dramatically by friday.

had some heavy rains out there today. we'll have it again overnight. but i think the potential for the heaviest rain will likely be starting later tomorrow afternoon right through thursday. so let's go through tomorrow. by lunchtime you can already begin to see the heavy rain that will be building in from the south. and then by 3:30 to 4:00 it will continue. now there will be breaks if you have never been through the tropical system before it isn't steady rain. you'll get heavy rain far good hour or so and then it will break and you'll sunshine. then another band will come in. overnight tomorrow night and the first thing thursday morning that's when things will begin to get a little rougher. i think that's when the tornado threat would likely return. i suspect that we will see a tornado watch issued for late tomorrow night through most of the day on thursday and until that center moves inland, which will likely be based on the hurricane center's track around 8:00 some time on thursday evening. bottom line this is getting better organized. look at that blow up right

last hour. and it is not being impeded on by dry air. there is no issues with land. it is building and i think that tomorrow morning we're going to have ourselves a tropical storm potentially even becoming a minimal hurricane before landfall. but i stress again that it is not for our immediate area northwest. now things can change as we have seen it before. we will be all over it 24/7 on facebook. the heaviest weather will be staying off to the north. the flooding and the and the biggest issue by later on thursday. there's a look at florida's most accurate seven-day forecast. rain chances are solid and obviously right through thursday night. but we will improve dramatically by the weekend. action news at 11:00 continues

again the 11:00 advisory with the new track that will not come out. we'll have that first thing in the morning. what you're looking at is probably the strong tropical storms. so we are not concerned in our area about wind. maybe up to tropical storm forced winds, but it is not a big deal. it's the water and the coastal flooding at high tide on thursday afternoon that will be concerning us by far. so i don't think that you'll need to worry about those folks that are worried about the wind and all that. that will not be the biggest issue. but water up to 10 inches of rain is possible. you'll see the areas of the flood and then the coastal
