be impacting us. what will is the potential for coastal flooding as that fetch comes in and develops along with the high tides later this afternoon. we'll watch for that, and of course today as we have been talking about, multi-day rain even and transition to a -- multi-day rain event and transition into a wind event now. it's calm right now. we'll have rain that will be out there throughout the day and the winds pick up by noontime here, about 40 mile- per-hour winds. then we'll watch for the coastal flooding with the tornado threat that is enhanced as the showers and storms continue throughout the south and north. the thunderstorms will want to rotate on us until as some of them move ashore with the rotation, it could be talking about the tornado warning, too. the storm prediction center is doing that as well. the tornado set now for northern counties along with the rest of us here. although, less as we get farther to the east. we'll have more on the action

storm is headed next when i see you in a few minutes. thanks ivan. chaotic moments inside of a bay area hospital. an electrical fire causes a power outage portion the evacuation of the entire hospital. every, single patient had to leave the regional medical center and many had to be carried down flights of stairs to waiting ambulances to take them to other hospitals. marisela burgos is live to explain when the patients can come back. good morning, marisela. >> reporter: good morning. you can see behind me you can see for yourself that the power here has been restored. the problem is the backup power hasn't been fixed. until that is fixed, you will not see any patients here at the hospital. here is a time line of what happened. the hospital lost power at 6:15 p.m. wednesday after an electrical fire in the generator room. fire officials say something went wrong with the transfer switch. the wiring of the backup generator was damaged.

hospital reps immediately made the decision to transfer patients to other hospitals, thanks to a statewide mutual agreement, ambulances from other counties responded to help take people from this hospital to a different one. as soon as they get everything back up and running, then they start that process of bringing back patients that need to be brought back. >> we have to have the ability to have backup power. it's really due to some of the patients being so critical. they have ventilators special pumps going. so when that power kicks out, the generator is the battery backup, but that might last an hour or two. once that power goes away, there's no more ventilator working. >> reporter: the ceo of the hospital says they tested their generators and systems a week ago during a routine maintenance test and everything worked fine. he also mentioned they will need to replace some parts but didn't elaborate on that. i'm also told that state

investigating this. reporting live, marisela burgos, abc action news. 4:33 now. in clear water, beach patrol is warning people to stay away. red flags went up yesterday and are staying up today. james, a section of that road has been closed? >> reporter: dan, that's right. a small section right between the dream view hotel and shepherd's beach resort. it is about a quarter mile we estimate. to echo what ivan said, the potential for coastal flooding today, this street could become impassable. so it's all about preparation right now. as for what the beach conditions are, let's look at the footage our crews shot yesterday. you mentioned the red flags are up. they will stay up. we saw choppy conditions and saw people trying to surf. it looks like fun but the activity comes with a lot of risk and beach patrol warns against it. beach patrol also saying that the flags, like i said, will

conditions to get worse today. of course, with the tides coming in, it will get worse. james tully, abc action news. the schools across the bay area are closed today. thousands of working parents are now scrambling for day care options. if you are one of them, the city of tampa is keeping two dozen rec centers open today. you can drop off your children between 8:00 this morning and 6:00 tonight free of charge. the mayor says he realizes there are a lot of single parents who just can't afford >> we want to do what we can to be helpful. if it means watching a bunch of kids on a rainy day, we are happy to do that. >> we have a full list of the rec centers that are open posted right now on abcactionnews.com and on our facebook page. fast-rising flood waters are threatening families in a mobile home park in pinellas county. duke energy had to cut the power along 58th street north.

waist deep. neighbors took what they could before evacuating but had little time to do that even. one woman said almost everything inside of her house was ruined. >> sewer backed up into my house. the water from the creek is in the house. there's bugs in the house. >> this is round two for mariner's cove. last june, tropical storm colin caused flooding there. now some are asking why more hasn't been done to keep a nearby canal from overflowing and flooding their homes. rising flood waters forced more families to evacuate. one woman had to be rescued by boat because she couldn't walk through 3 feet of water. officials say that area doesn't usually flood. >> in my ten years in the area of doing emergency management, i know the lieutenant has been in the pd for 25 years, and it's never happened here.

to-door asking everybody to leave. only one family decided to stay despite the voluntary evacuation. a family has moved out their valuables after a tree crashed through the roof. a mother used her body to shield a 5-year-old. luckily, no one was seriously hurt. good morning, everybody. we're watching the roads. we have standing water on some roadways. a lot of the water has evaporated. we're starting to see the intersections open hillsborough county sheriffs have reported standing water at sly avenue and north 12th street. you might want to avoid that area if you can. you can use hannah, nebraska, or 13th street to work your way around that. also we'll have road closures and intersection closures in manatee county. i also posted a list on twitter at tampa bay traffic. no crashes or breakdowns. this is what it looks like on

it is 4:41 right now. breaking overnight, a homeowner shoots a man a deputy says was trying to break into his home. it happened in port richie. they say the man went into the hous night and someone inside shot him. deputies have already arrested him, but we're still waiting right now for his name to be released. new developments in a dramatic case caught on camera. now a florida family is asking the justice department to investigate two atlanta deputies. the body cameras recorded a confrontation in november. as the family was leaving, they

of synthetic marijuana. he died after being tased repeatedly. the deputies are not facing any charges. four texas women are in trouble after a maintenance woman finds a boy in a houston apartment with eyes and hands duct tapes. he was being punished. police also found a girl with a burn on her hand. the mother is now charged with endangering a child. they are charging two other women a bank is evicting the owners and now they are scrambling to find new homes. nearly 400 miniature horses, donkeys and wild hogs. if they don't find homes by wednesday, the animals will likely be euthanized. animal control says if any are left on the property, the shelter owners could face charges. a mother is facing charges for watching her boyfriend toss

to the river below. stunned witnesses watched the mom cheering on the boy friend. they are both charged with reckless endangerment. the boy will be okay. right now, an ohio hospital loses a stillborn baby's remains. they may have thrown them away or sent it into the laundry. police are continuing to investigate. a south carolina teacher is under investigation. the mother of a 6-year-old girl claims that teacher humiliated her daughter by throwing her shoes in the trash. thgi barefoot while other children made fun of her. 30 minutes went by before the child could get her shoes from the child. the cdc says people in six states, not florida, have confirmed cases of issues with tropical smoothie. more cases are likely to pop up since it takes two months for symptoms to show up. a family feud may have

and now a teen is facing arson charges. deputies say the teen admitted to setting the fire after a fight with a family member. a 30-year-old man faces seven years in prison for sending child porn. the fbi says kevin was a member of a group called young torture. the group used an app to trade child pornography. he was caught videos. tropical storm hermine continues this morning. we've been getting dozens of footage from viewers of flooded areas. lindsay, we've even seen video of fish in the street. >> reporter: absolutely. we've got plenty of that. it's really not an upcommon sight considering the rain we've got. this video sent in from heidi from river view with fish in driveways. this is one of the most shared

hermine. this came to us from john cooper who snapped it from a drone over treasure island. an incredible view as the dark storm clouds roll on shore there. the outlying islands, yeah, absolutely a lot of high water open wednesday. this picture here from john higgins, and you guys, really what a good reminder this is. you never know how deep the water is until you are in it. we can't say it enough, yet people continue to do this. you do take a you drive through water like this. we also saw some people having a little bit of fun yesterday. this guy right here this is chris eggers in a kayak with a tow rope. keep sending us your pictures and videos. you might see them on the air, listed on our fabo page and twitter. ivan, you have the latest on the storm.

now. hermine may be upgraded to hurricane status. the thunderstorms are wrapping around it. this is still having issues getting going here. we have stronger winds that are interrupting the western side of the storm. now to the last part expecting a hurricane here, even if that happens for us, the effects will be the same here. today we're transitioning to rain. also gusty winds as well. the actual things allowing the water to recede drain before we get into localized downpours today. this is the track from the n weather service. we'll get another one soon. if it gets its act together this will be an issue because of the orientation of the coastline here. all of the water gets pushed in. so they will have a more significant storm surge. if this storm has any history to it this the next few months

storm surge that will impact this area that we're going to be talking about here. yes, we have flooding like we had with colin here. i think we're not going to bear the brunt of what could be a much bigger deal up to the north. for us, winds up to 40 miles per hour. we'll have them higher at the coast. that is the storm surge. we're still expecting 1 to 2 feet. that will result in coastal flooding along with the tornado threat that we'll be talking about today. look at titan doppler radar. heavy rainfall so getting that nice break. it looks benign here, but these cells watching closely. they have been rotating here. so today we're transitioning into the shear part of the storm. we have winds going in different directions at different speeds across the atmosphere. that allows for the storms to spin. that means tornadoes. these others have been parallelling the coast which is

get a tornado watch especially to the north. these are the wave heights coming out of hermine. these are not storm surge, just the wave heights 5 to 6 feet. the storms themselves, we'll be talking 1 to 2 feet at times of high tide. so yeah, we'll get flooding here. it's not going to be horrible, but it is going to be there. 2 1/2 feet, normal high tide. that will flood some areas along with sarasota as well as 2.3. add two to that. winds will also be an issue for today, anywhere from 25 to 35 miles per hour. then we'll get gusts into the 40s as well, which is why we have the tropical storm warning that continues through citrus, hernando, and pasco. yes, it is a hurricane watch still. we're not going to get hurricane conditions anywhere across our area here. good news there. the tornado risk does increase today, so we'll watch that rather closely. then the rain will be on and

the kids are out of school in hillsborough and pinellas. parents are probably wondering why. things will get rougher later today with the winds and storm. that's still a good thing. now much drier along the roads for the commute this morning. >> yeah, a lot of the areas we saw flooded yesterday, the streets have dried out. we have a couple of spots. one here in hillsborough county that the sheriff's office is asking you to avoid at 12th street. you can tanner. even north 13th street will work your way around that. we have locations in man that tee count -- manatee county they are asking you to avoid. state rod 64 at morgan johnson road. a few other trouble spots, i've posted them on twitter so check those out before you head out the door. a few people have posted on twitter and asked me if the sunshine sky way bridge is

. a brand new advisory. i'm walking over to the wall to keep you updated here. not a hurricane, right? still a tropical storm. we just talked about that it's still disorganized on the western side of it here. the winds are still checking in at 60 miles per hour excellent news. this thing had been crawling up to the north about 2, 3 miles per hour, and that's not good. now it's headed to the north and northeast. it's begun that turn headed towards the coast. no changes for us. what we've been talking about is basically still on. we'll give you the details on that coming up at the top of the hour. the whole team is keeping a close eye on tropical storm hermine. >> it could reach hurricane strength later today.
