last week. >> all patients were evacuated after the building lost power. anchor james tully is live at the hospital. is every section of the medical center fully operational now? >> reporter: from the emergency room to every floor of bayonet point it's back open. last thursday it was a dicey situation. the hospital lost power because of a fire and all 224 patients had to be evacuated. now in the days since we understand that fire started in a room where the auxilliary generator was being kept. that generator has been repaired. the reason it takes so long, one of the reasons -- it's a hospital. has to be sterilized. cleaned very thoroughly. hospital staff this morning working to bring patients back that were transferred to other parts of pasco county and hernando county. as for the cause, it was initially said lightning was to

confirm it was actually lightning but bayonet point is back open and fully operational. james tully, abc action news. >> thank you. things are returning to normal for students in pasco county. pasco schools are open again today after hermine but some areas are still dealing with major flooding. emergency management tells us more than 800 homes were impacted by hermine. hermine hit one pasco county business extremely hard. the would piles that used to be the floor at spin nation skating center in port richey. a foot of water flooded that business leaving the wood floors waterlogged and destroyed. this is the second time the owners had to replace the skating rink in a year. last august heavy rains flooded the business as well and they remodeled the whole rink. the owner believes development in the area caused drainage issues that the county has done nothing to fix. he plans to reopen in less than two months.

releasing this preliminary report from hurricane hermine. sunshine today though? >> it's going to be great out there. a lot of sunshine. we need that break in pasco. the river continues to fall at elfers and we're going to finally get below flood stage today. 80 degrees in tampa. upper 70s at clearwater and st. pete. we had temperatures across central florida this morning almost in fact we're in the mid-60s in crystal river. a sign of the changing times. we'll go back and forth for several weeks before we get into any real fall weather and dry season. that is still to come. widening out the shot, titan doppler radar pretty quiet across the area but we have this disturbance here, may clip with us a couple of showers. if you follow these east-to- west, maybe into portions of sarasota but that is about it. just a couple of sprinkles. because we're limiting it with dry air that is going to be

that is of course not only lowering rain chances but our humidity as well so we'll be a little more comfortable out there as temperatures climb back up into the upper 80s to 90. the feels-like will be the actual temperatures today. we lose the humidity and makes a difference. going to feel nice in the morning us a wake up. i think we'll have another cool night across the north. not so much at the airport but we'll take it. >> i noticed when i walked out the door this morning it was a little cooler. that was nice. we're starting to look a little better on crash we've been watching westbound at 301 is in the clearing stages. most moved to the side. in fact i think just in the past few seconds they've moved all the cars off to the side. however, we're still seeing some delays, we have a couple of other crashes westbound on i- 4 so some improvement but not much. it's still taking about 50 minutes to get from the lakeland area to downtown. down there at the bottom 16 minutes from 75 to 275. so the slowest spots, i-4 and then 275 and 75 heading

are slow as well. veterans expressway though, in the green, 62 the average speed there. back to you. 9:05. following a developing story, firefighters trying to figure out what sparked this huge fire that destroyed a home in ybor city overnight. the flames were so intense the firefighters couldn't even get into the home on east 12th avenue. we found out the house business 100 years old. no one was hurt. also new pictures just in of a house fire in st. pete. this fire 1,600 block of 13th street south. you can see the house is totally charred from the inside out. no one was hurt in this fire but the cause is still under investigation. loved ones will honor a police officer killed in a scuba diving accident in nevada. a memorial will be held for fred arnold iii. >> he died in an off-duty

august 27th. he was a 27-year veteran of the force. he was featured in the show "rookies." family, friends and colleagues are remembering him for his warm smile and infectious laugh. services are set to start this morning at 11:00. we're expecting to learn the funeral plans today for an unarmed tampa man killed by a deputy. family members plan to release funeral arrangements for lavonia riggins. protesters took to the streets for a second time yesterday. demanding answers for his death. the riggins a week ago today while searching his home for drugs. they say he reached for his waistband. >> conservative activist phyllis schafly died after a battle with cancer. she founded a conservative group in 1972 that opposed the equal rights amendment. she was known as an anti- feminist. she wrote a book in 1964 that

republican presidential nomination. one of her last appearances was at a rally for donald trump in march. she was 92. hillary clinton is bringing her campaign back to tampa. she's going to be speaking at usf this afternoon. her visit is expected to disrupt parking on campus. clinton will focus on national security, her husband former president bill clinton will be in orlando tomorrow. we'll have a live report from usf coming up this evening at 5:00. the hillsborough public transportation committee is considering a fee that could drive the meeting starts at 2:00, the ptc wants uber and lyft to agree to fingerprint background checks, immediate vehicle checks and higher fees. uber threatened to leave the county if the rules go into effect. uber has been fighting with the ptc for years over the regulations. the controversial tampa bay express road project got the green light in june. they felt the benefits of better transportation far

9:12. new video from kabul. armed security forces are patrolling the streets searching for attackers after a bombing in a residential neighborhood. that neighborhood popular with foreigners. soon after the bombing gunmen entered the international aid organization care international. security forces cordoned off the area. at least one civilian and three gunmen were killed. this coming just two days after -- a day after two bombs killed 24 people near the ministry. isis claiming responsibility for a suicide bombing in baghdad. explosion killing at least 12 people in a predominantly shiite neighborhood last night. that car bomb went off near a hospital. right now british airways is struggling to fix a problem with its check-in systems at airports across the country. the computer outage is causing long lines and also some delays. these are the long lines at airports in san francisco. this is the second major computer outage in the last few months that impacted the u.s.

computer system outage caused a major travel headache at john f. kennedy international airport. that delay caused hundreds of flight cancellations. nine people were arrested at london city airport this morning after locking themselves together on the runway. the protest was staged by the uk branch of black lives matter that said the action was taken to highlight the uk's environmental impact on the lives of black people. we did just check and after several hours all protesters were removed from the runway and flights are operating as on a waikiki rough water swim yesterday. when it was over only half of them finished. rescuers pulled nearly 300 of those 700 swimmers out of the water after strong currents and rough surf exhausted them. several told lifeguards they were too tired to make to it shore. though many didn't finish the event director says most of the participants he spoke with still thought the race was a success.

quite a surprise during the labor day holiday weekend fishing trip off the florida coast. they found 15 cuban men trying to make it to american soil in a broken down boat. fisher melbourne knew they legally could only provide food and water and call the coast guard for help. >> we just -- we put everything on the boat. water, power aide, sandwiches, just gave them everything. >> migrants said they nearly made it to shore saturday night but their motor brok and under u.s. policy they will be returned to cuba. a case of mistaken identity leaves a 20-year-old college student shot and now paralyzed. a georgia family says the man's uncle is the one who shot him. the surveillance video that they are watching here explains what happened. first you see a car speeding up to the house, the three men standing in the front yard then fired shots. the family who owns the home says the driver of the car

the driver gets away unhurt but seconds later another cars pulls up. the family fires rounds again, this time hit the driver who crashes. they go up to see who is behind the wheel. they are devastated to find out it's a member of their own family. >> my house was on fire, three more shots. thinking it was another car. >> the family says they were just defending themselves after being targeted mullple times. now father and sons face charges in the shooting. as for the cousin who was shot he's on life support. ever walk again. today another trial is starting on the general motors ignition switch problem. this after the automaker just settled two cases yesterday. judges will hear three more cases next year. gm recalled more than two million cars for defective ignition switches in 2014. 124 people died. 275 hurt. as a result of the defect. we just enjoyed the lowest gas prices for a labor day weekend since 2004.

stunned that it was 50 cents higher. >> reporter: like a lot of experienced drivers paul remembers when gas used to be priced in 10-cent increments so a gallon of premium was never more than 20 cents more than a gallon of regular. you won't catch it when you pull in because many stations now advertise only the price of regular on the big sign. >> it used to be like 20 cents higher than regular. then it was like 30 cents. man, it's jumped up to 50 cents which is stunning. >> shell has some of the highest pr according to the tech blog cnet. we found shell regular at $2.21, power premium at $3.01. shell tells us that v-power is costly due to its lower friction and extra cleaning agents. gasbuddy.com says refineries are producing less premium now so the price is up. if your car needs more than regular - >> i better check the difference. >> check pump prices, not just sign prices before filling up.

premium or just suggests it. if suggested downgrade to mid- grade so you don't waste your money. i'm john matarese. abc action news. new this morning -- we're learning about a third death that is now linked to hermine. a 30-year-old man died in south carolina while trying to clear a tree from a highway, he was hit by a car. he died in the hospital on saturday. one of the three victims is from here in florida. a homeless man who was killed by a fallen tree. and the third death happening in north carolina wheeler tipped over in the storm. the eye of hurricane newton over one of mexico's most popular resort areas, cabo san lucas on the southern tip of baja, california. we have a web cam picture. 90 mile-per-hour winds will take other cameras offline. newton could bring up to 15 inches of rain across mexico. >> that is going to be life threatening for them because of the mountains, the water coming

that. going to have problems. by the way this is coming in a way to the u.s. southwestern u.s. that would be something. we'll talk about that a little bit. then get into the weather. there's cabo san lucas, there's the eye of the storm. 90 mile-per-hour winds, it's continuing to move to the north along the gulf so pushing a lot of water in as well. the issue always for mexico and baja is the rainfall. it could intense. in fact upwards of 8 to 12 inches in general. then of course with the higher elevations we're talking about upwa coming. in for that to happen the mountains usually eat this up but models insist this will get over towards arizona and 1 to 3 inches of rainfall there could be a big problem for them with localized flash flooding in the next couple of days. wow, look at this. a lot of sunshine and upper 70s to 80. showed that you sunrise. temperatures still at the hour in the mid-70s. very comfortable. humidity a little lower. in fact this morning some of the coolest temperature we've

it. don't get used to it. i think one more day and we'll be back into our typical stuff. 66 crystal river. 61 further north in gainesville. that will wake you up. going from the heat and humidity we've had to 61 in the morning. mid-60s for us in the nature coast. dry air is responsible for this. that's also what is going to shut off rain chances today and allow us to be mostly sunny without the rainfall. that is going to be fantastic. again the humidity lower this afternoon despite the fact that temperatures a it will feel like 90 as opposed to 100. rain chances back on wednesday though even then smaller rain chances here so looking pretty good. we have wet weather to the south. perhaps if you're heading to south florida keep in mind whole different story here. it's one of the days where depending where you are in the state you get different weather. we're talking about that dry air, making it all the way to our area. this is about as expansive as i've seen it so far this season. that is why we've had the

national championship game in january. last night fsu kicked off their season in orlando with an historic victory. deandre francois led the team ranked four now to their largest comeback victory ever. at one point the seminoles trailed mississippi by 22 points. francois threw for 419 yards and two touchdowns as fsu won 45-34. >> we was down but i just trust in my teammates that we were going to come out th this is my first game so, it's best to be in my hometown playing in front of my mom and family. it's only the beginning. >> fsu hosts charleston southern this saturday. look at this viral photo. it's a mom dressed up like a man to attend her son's doughnuts with dad event at school. the pictures show her in a plaid shirt and mustache. the single mom says she decided at the last minute to dress up so her son wouldn't miss out on the fun.

dc to lobby for money to fight the zika virus. instead the governor will stay in florida to monitor response to hurricane hermine. today congress returns from its seven-week summer break. earlier this year president obama had requested nearly $2 billion to fight the zika virus but lawmakers left washington in mid-july without approving any of the money. right now police in south florida are investigating after three people were found murdered in a lauder hill home. police were called to the house yesterday afternoon and they are describing the sne "heiness." they are not releasing the ages or genders of the three people killed yet. visibly distraught family and friends seen gathering at the scene yesterday. the man who lived in the house is described as a kind person who kept to himself. loved ones hoping he's not one of the victims. >> you never hear nothing about that boy before or that man. nothing. nothing. ever. ever! i'm just praying. >> investigators stay stayed on

the tampa bay business journal is reporting insurance rates are about to go up for anybody covered under the affordable care act. the cost of the average plan is going to rise by 19% starting january 1st. the estimates for a family of four here with an income of $53,000 after subsidies. leaders with the hillsborough county school district are trying to fix an overspending problem. the district is holding its final public hearing today on the budget for the next school year. last year they found out they were overspending by more than $100 million a year. leaders are planning to vote on a $2.8 billion budget but they have not yet revealed what cuts they are going to make.

house is now gone. firefighters responded to a fire at the house sunday morning, when they got there only cinder blocks were left. one of the victim's cousins said family members never had a chance to get pictures or belongings before the house was burned to the ground. >> all they got was the little memories they have and we as a family has got to keep their memories alive. we're going to have to tell them how their mama was, how their daddy was. it's kind of hard to have to explain the stuff babies. >> the sheriff's office says it got a tip last week that the house would be burned down. they have yet to confirm if the fire was in fact arson. luckily investigators already completed their evidence collection at the house, the fire didn't destroy anything valuable. the victims were killed by derek dearman last month. who admitted he was on drugs at the time of the murders. fire lit up the night sky in rhode island last night after this multimillion-dollar home went up in flames. police say the home is owned by

a caretaker on the ground noticed the fire and called 911. officials say strong hermine winds coupled with water problems made it difficult to control it. luckily the family wasn't home at the time and no one was injured. but as you can see that $3.1 million home is a total loss. they were building something in the back for months. it's kind of like a fort back there. just thought it was a fence. >> it was not a fence, it cover for more than $1 million worth of otogrowing in the back of this connecticut home. police found 600 marijuana plants, some up to 10 tall. the people who run there run a day care from that house. police immediately shut that down after finding the drugs. caught on camera, the w50eu89d police chase in -- the wild police chase in los angeles, that man there runs through the brush in the western hills, trying to escape officers but didn't escape their chopper. he even takes off his shirt to

lesbian contestant to win a state title and compete for miss america. the ladies compete nights for three nights. singer bret michaels is asking anyone who has seen his cell phone to please bring it back to him. the former poison singer says his phone and other electronics were taken by thieves while he performed at a concert in new hampshire last week. the items were in his dressing room. michaels posted surveillance photos of suspects on his facebook page. gave them 24 hours to return his property. no questions asked. no one came forward and so that 24 hours was up and now posted the criminals now will face punishment from the law. there have been a host of tributes recently to departed gene wilder. check out this rainbow burger
