the ptc says the rules they agreed on today will keep you doing that into the future and safely. but the problem is that the two companies are not ready to play by all of the rules that the ptc is pushing and that means that the future here could be up in the air. the hillsborough ptc is hoping it is finally a step closer to ending a drawn out dual with uber and lyft. >> by adopting these today, we are now recognizing a ride- share industry. >> out how the companies can work in tampa bay. there is requirement for the age of vehicles, inspections, insurance and price surging. they leave out mandatory fares and wait times. the problem, fingerprint background checks will stay, which uber and lyft both refuse to do. >> we think our process measures up well against the competition and involves checks of state, local, federal

registry and terrorism watch list. >> reporter: the ptc says current state law requires get driver prints and it turns out there are other ride-sharing companies including fare that already do that. fare moved into austin, texas after uber and lyft left that city. >> we are doing thousands of trips a day. >> reporter: fare would play by the rules here too but not if uber and lyft continue working following the regulations that the ptc is pushing. >> that is not a fair playing field for us. we have a lot of good things going on around the country. a lot of municipalities contacting us. >> reporter: one thing seems certain, the debate will continue and people who rely on ride-sharing will do whatever they can to keep you knower and lyft around. lyft-- uber and lyft around. >> reporter: while it is likely that they will agree and enact

storms and a handful of lightning strikes there. there is plenty of moisture out in the gulf of mexico. what we had today is what we can expect tomorrow as julia stalls out across the southeastern side of the u.s. that moisture plume could have a big impact on our weekend. we will talk more about that as we go through partly cloudy skies overnight and talk about that weekend forecast coming up in a couple minutes. >> thank you, denis. breaking news update on an i-team investigation into the company that runs the air ambulance. the i-team has learned flight helicopter based at st. joseph's hospital in tampa transported more than 50 patients after the f.a.a. told the parent company air methods that the helicopter was not air worthy. it took place in 2014. the f.a.a. is proposing a nearly $900,000 civil penalty. we first told you about the investigation into air methods high bills and slow response times back in march. the company has 30 days to respond. a hillsborough county

driver rammed into his patrol car during a traffic stop. it happened last night in plant city. eric waxler has more on the search to find the person who could have killed that deputy. >> reporter: this is the intersection where the hillsborough county deputy made the traffic stop in plant city around 11:00 last night. he was on his way to an aggravated battery call when he saw a car that might have been involved in the case. investigators say after the deputy pulled that car over, he started to get out of hi and rammed his patrol car. you can see the damage to the front end. the collision knocked the deputy to the ground. the sheriff's office says he feared for his life and shot at the suspect at least once. >> it definitely goes to show you how -- what you think may be a traffic stop because the person is actually complying and pulling over can quickly turn into a deadly situation. >> reporter: the suspect drove off. fortunately the deputy only had minor shoulder injuries.

very vague description. so, you know, a lot of these cases are resolved by the public. we're hoping that somebody who knows something can come forward and talk to us. >> reporter: the car was found a short time later, even after licopter, no sign of anyone in the car. eric waxler, abc anews. new developments tonight. an 83-year-old clearwater woman died a month after being beaten. police believe her son is to blame. da on murder charges. we told you about this in july we had was arrested for attempted murder. he flew her to the floor and stomped, beat and kicked her. a fire is under investigation at an rv and boat storage site. firefighters posting these pictures. crews were on scene battling hot spots this afternoon. as you can see, the rvs which are expensive in some cases are charred.

center in fort pierce. members are allowed back in. investigators are searching for the person responsible for the fire that you see right there. officials are not getting many tips and are hoping that someone will come forward. a vigil is scheduled for tomorrow night to show solidarity for the mosque and members. deputies arresting this man right here for trafficking cocaine. they intercepted a package with 471 glams of cocaine inside. investigators believe that juan vargas is the trficking organization. police arrested him in port richie back in june. he contacted his supplier in puerto rico and had the drugs mailed here. to breaking news out of winter haven, investigators are investigating a shooting that happened a few hours ago on 9th street. the suspect is still on the run right now. an ambulance rushed the victim to the hospital. the person is expected to be okay. police believe the suspect and victim knew each other. we will bring you more details

and river hills driver. the james was driving with four children in the back of her car. none of them properly secured. she attempted to make a turn, a truck driven by 49-year-old jeffrey wade hit her car. wade and desiree were both killed. police now say that both drivers were drinking. in this release sent to us in may of 2015, it says alcohol may have been a factor. still it took nearly a year and a a judge signed a warrant for james' arrest in june, 13 months later. police say the investigation took some time and james was laying low in this apartment complex in plant city. this father says he is sad to see her in jail and feels for her other children. tonight it's time to move on. >> there's only one life to live. i need to live it joyful, no stress. >> reporr: clifton french, abc action news.

woman's purse goes up in flames. take a look. you can see that smoke that comes out of the woman's pue all because of an e-cigarette battery. it happened sunday at a new jersey mall. the woman says the spare battery for her e-cigarette was the only thing in the purse pocket when it overheated. whatever happened inside of that purse caused enough heat to spark a huge flame. now the most accurate weather team in >> we always look like to look at the radar. there's scattered rain out there. >> yeah. there's showers indirectly related to the tropical storm. you know, last night, 11:00, it just popped up. >> right. >> the first time that i remember a tropical storm forming over land because it actually did. it was named once it made it into florida. that's a first. it is giving us rain out there too. yet you look outside and you're like denis it looks like a

it does. most of the heaviest rain is off to the north. but there are still some scattered showers and storms and they're directly related to tropical storm julia, which we will touch on in a second. nothing to worry about, even for the carolinas. it will be a rain event. very little rain as all. storms in pasco county and hillsborough county. but it is limited. in the next day and maybe ev storms. for the weekend, the rain chances go down a little bit. temperatures anywhere from the upper 80s to the lower 80s up near 90 where it hasn't. cleaat is the 86. st. pete at 86 under mostly sunny skies. we have that on shore flow. in other words, the winds are coming in off of the gulf of mexico. it's picking up some of the moisture and bringing it in the form of rain. overnight last night, a couple

county. throughout the day today, coverage as i said maybe about 25% of us picked up any measurable rain. as is usually the case the folks that got the rain got dumped on. this is tropical air. it's directly related to the tropical storm. by 10:00 tonight, it moves over to the east side of the state. this evening, most folks will have dry conditions. there will be a few widely scattered storms. what i think happens as was the case last night, we will start see rain develop in the gulf right and by tomorrow, a few more showers pop up. they won't be widespread but heavy showers around sunrise first thing tomorrow morning, especially along our northern gulf coast. anywhere from pasco, hernando, citrus and into sumter county. i think coverage tomorrow, a little bit less than today. because julia will be weakening even more. there's still moisture out there. it certainly is not washout material. you will be dodging storms. and i think by friday, even

and even into the afternoon, things will be rather quiet. coverage might be overall 30%. if you're making your weekend plans now, and a lot of us are, i think the weekend will be noticeably drier with maybe 30% coverage across the entire area. right on through friday morning, obviously the heaviest rain north and to the east of us, closer to the center of julia. right on through the weekend, rainfall totals of maybe an inch all the way from north to the soutrn more rain. if you live south, a little less. this is the reason why. julia is just hanging out, fizzling across the carolina coastline. it won't pose a threat other than rain for us over the next 24 hours. then the weekend plans are good to go. seas a foot or two. smooth out on the bay if you're takings the boat out. uv index between a 9 and 10. back up after more clouds
