us know. >> good morning, lakeland. this is what it looks like i-4 right around the polk parkway. up to speed in both directions. just about 22 mines to get from county line road into downtown tampa. and a live look i-275 at fowler up to speed from the apex all the way in to downtown. another night of violent protests in charlotte, north carolina. police using tear gas to break up angry another protester, police say. that person is in critical condition. >> lindsay, so bad that the governor is calling it a state of emergency? >> and called in the national guard. they arrived moments ago to help police get things under control. things overnight in charlotte have been anything but. protesters turned violent in the area called uptown. looters broke into stores

smashing tvs, stealing cash registers and emptying store shelves. the violence continued in the street light where's protesters set fires. police tossed tear gas into the angry crowd to keep people at a distance. many held signs reading "black lives matter" while others defaced the buildings with the words r.i.p. keith scott, the black man shot by a police officer tuesday and his death set off of violence. as of now, only one protester was seriously hurt overnight. that's the man police say was shot by another protester. four officers are being treated for injuries this morning. again, as you said, north carolina's governor has declared a state of emergency. certainly a story we will be following for you all morning along with an update coming up in 25 minutes. dan? some reporters were caught

cnn's ed lavendeoa was knocked over. protesters came up to this crew and tried to block their cameras. >> remember to download our abc action news app to get the latest information right on your mobile device. here in our area, pasco county, detention deputy is in jail for beating an inmate who was tied down. officials say jorge febas hit the inmate in the head because he was the inmate was not seriously injured. both a deputy and suspect went to the hospital after a police chase led to a police- involved shooting. officers say the suspect was stopped when deputies noted he was wanted in a separate case. the deputy ban shooting when the suspect backed his car into the deputy trying to get away. the suspect was hit in the arm and has since been released from the hospital and taken to jail. a clearwater man is taken

two children more than 50 times is scheduled to appear in court. roy wingo will accept a plea deal. we don't know the terms but he is facing multiple counts of lewd and lascivious battery. a large sinkhole could contaminate drinking water. the first normal. radioactive water started draining into this sinkhole almost a month ago. despite the clean tests, residents in the area remain skeptical. it could take months for the contaminated water to flow to nearby wells so water tests may need to be repainted later.

75% of them contained chromium 6 that has been linked to cancer. the epa says only 1 in nearly 5,000 public water systems passed the test. they are conducting tests on cancer rates. dozens are getting a pink slip before the holidays. cvs pharmacies many. no interest rate hike from the federal reserve for now. chair janet yellen says they are staying put for the time being. members decided not to raise rates because the economy can "still grow without hurting itself." a tragedy off the coast of egypt. at least 42 refugees were killed when the boat capsized. there were more than 400 people on board. only 154 have been rescued so far.

unknown. hundreds are feared dead. the coast guard is searching for bodies and survivors. more than half of puerto rico's in the dark. the island's only power company is investigating after a fault on two transmission lines affected customers across the island. 1.5 million customers right now are without power out of a population of 3.5 million. substation fire is under control. so far, no word on how long it will take to restore power for everyone. the tampa bay rays' chances of getting a new stadium took one giant step forward. yesterday, commissioners voted unanimously to underwrite any bonds for the stadium. citigroup is trying to find out the best way to raise funds.

penalty to leave early. coming up at 5:08. this man is in jail in the keys after he tried to ride a manatee. he is being held on $25,000 bond after refusing to cooperate with fish and wildlife officers or monroe county deputies. he claims he's a student preacher and it is a crime to molest, injury, or kill a manatee. two adult manatees and their calves were illegal to touch them. he responded, "i'm riding it." we continue to follow a big story in puerto rico with half of the island with no power. the national weather service data is down so no data is coming out. dry air is working from the north inhibiting our rain chances for today. i'm bringing you coverage only 10 to 20% a little more so down

universities across north carolina, particularly historically black colleges. seven campuses held demonstrations. the events at the school have been peaceful. hundreds continue to protest an oil pipeline from north dakota to illinois. last week a judge ordered construction on the pipeline temporarily halted. a sioux indian tribe claims it will disturb sacred sites and some of the people from our area will join them in the protests. learning more about st. petersburg sewage processes. residents and business owners are fed up with the problem. >> we do quality testing during the weekends. when the water is contaminated, we can't send them out. >> the owner of the business

him $60,000. administrators say two of st. pete's top leaders failed to warn the city of the sewage overflows because of defective infrastructure. a letter was sent reading in mart "it is important that residents know if their city leadership turned a blind eye towards the inestability sewage -- inevitability of a sewage spill. after putting the director on unmaid leave, the mayor would not comment but has posted on facebook that tested showed 99.9% of the sewage dumped into the bay was free of fecal matter. >> overwhelmed by the heavy rain. will we see any of that?

from not even the tropical systems there. we can get fronts hung up this time of year. not only are we not going to talk about hung up fronts or anything tropical here, but a drier pattern is setting in here. so in about five hours of summer left. we have another month plus, right, of great weather here. temps in the upper 70s to around 80. titan doppler radar going in the other direction here. i think for us, this try with rain chances as windows warn so today. it got 2, 3 inches and otherwise it is a drier pattern setting up with lower rain chances for the next couple of days. it will begin to increase moisture a little bit here. we can't hang on to this forever. by the time we get into saturday and sunday, rain chances are going up. not to the point where it would interrupt in a significant way your weekend plans here. so temperatures are back to

for now, futurecast is clearly not depicting much a little farther to the south. that's where we have 20% farther north. not much doing there. yesterday was quite dry from 4 up -- from florida up toward the panhandle there. i don't think this will be a big deal with the intensity that we're forecasting. so lisa will go out to sea. nothing doing as far as the gulf, so we under great shape. though, if you want a taste of fall, we are going to be above average for this time of year. that courtesy of less rainfall and less cloud cover until we get the temperatures in the low 90s. the humidity is still up there, so it will feel like about a hundred through the afternoon on friday. the rain chances go up through the weekend. 30 to 40% for those afternoon thunderstorms. let's check in on a thursday morning here with the commute and with janelle martinez.

in charlotte. he set up a chair in front of a line of police in riot gear. one journalist nicknamed him the calmest man in charlotte. the battle between taxis and ride-sharing continues. they are spending thousands in legislative support in local and state levels. abc action news found ride share companies uber and lyft have spent at least $260,000 in the last year hiring lobbyist. local taxi companies spent about $68,000 in the last five years on local candidates who are or would have been eligible to serve on hillsborough's public transportation commission. >> the cab services are focusing their attention on local government because that's who regulates them more closely right now. >> more applications battle them out and campaign contributions for both sides
