drivers were unfairly targeted in controversial sting operations. ryan smith is live at tampa international airport to explain. good morning, ryan. >> reporter: good morning, guys. it's easy and quit common for travelers at the pick up zone of tampa international airport to catch an up ber or lyft ride. officials will discuss how ride sharing drivers may have been unfairly targeted. the chief concern here, collusion between ptc staff members and taxi cab companies. hillsborough county's public transportation commission under fire this morning for using taxi drivers to pose as customers luring uber and lyft drivers to an area where ptc officers were waiting to find them. internal e-mails obtained by the "tampa bay times" showing ptc's executive director

the sidewalk and they heard gunshots and they turned to run and they wasn't sure where it was coming from. >> hearing the news, it really -- words don't describe it. the worst thing in the world. >> so far no one has been arrested. detectives are having trouble tracking down witnesses. we told you yesterday about a 12-year-old shot during a robbery in south florida. miami police are releasing video. a woman was shown jumping out of a car and robbing three people at gunpoint. they turn over the valuables. they won't be hurt but then the woman shoots them anyway. the 12-year-old was the most seriously hurt. doctors say he will recover. he had just arrived in miami from honduras that day.

toxic sinkhole in polk county and monitor it for two years. a concert order requires mosaic to take numerous steps. the plant has to put up $40 million as sort of a bond money and drain polluted water and make sure the waste never threatens the aquifer. if they fail to follow the order in any way, the company will face up to $10,000 in fines per day. a lack of communication may be problems. brown and caldwell said st. pete has too many consultants working on different parts of the sewer system. no one was in charge of making sure it worked together. the public works administrator plans to appoint a manager for all wastewater projects. imagine getting a bonus from work then have someone call you years later asking you to return the money? that is what is happening to national guard members.

welcome back. new this morning a florida sheriff is warning parents to watch out for marijuana laced candy. >> the sheriff says it could end up in your kids' tric treat bags this halloween. james, this comes ahead of an important vote to legalize medical marijuana in florida. >> deiah, good morning. that would be amendment 2. it's on the ballot this election day. florida sheriff's association made it no secret. they oppose legalizing medical marijuana. they say the concern is very real, that your child could bring home medical marijuana or

trick or treating this halloween. the president of the florida sheriff's association making this claim yesterday during a press conference in orange county. but a pro medical group has a problem with this statement. they call it completely unfounded. there are no cases to support the sheriff's claim. they have a point. the president said this has happened in colorado. but according to the latest data we found from the associated press in 2014 there were zero reports of people giving kids during halloween. we know there were 45 cases of kids under the age of 8 ingesting edibles in 2014. but the sheriff calls this a legitimate warning and saying look out for suspicious package on the candy and unusual names on the wrappers. live this morning in hillsborough county, james tully, abc action news. good morning.

another cool start -- chilly. let's call it that. crystal river checking in with 48. 53 in brooksville. we are generally in the 60s across the rest of the area. we will loose the cool air that we have up to the north by the time we get into tomorrow. a big change coming up in the pattern. rain free. we are looking good. titan doppler radar, we don't have to worry about umbrellas any time soon. this is what we captured yesterday. this is the fall winter sky. we haven't seen this in a while. cold enough temperatures up above and the cirrus clouds are comprised of ice crystals. that formation is from the very strong winds up above. something that we don't see during the wet season, more cumulus types. but changes are on the way. i think we will switch over the clouds from cirrus to cumulus later today and into tomorrow

atlantic. to the north it stays dry. but replacing dew points in the 40s and 50s which is dry and comfortable into the 60s. not oppressive but you will feel it by the afternoon. along with that, temperatures are warming up as well. that combination will make it feel not fall like at all. 83 today. about average high temperature for this time of year. then notice what happens tonight as the east wind continues to influence our pattern, we lose the 40s and the 50s and we to upper-60s through the morning hours with that head start. by the afternoon, we will jump a good 20 degrees to the mid- to upper-80s and we will do that with higher humidity. staying dry. no rain in the forecast. that change that will be noticeably felt especially in the afternoons as we warm things up. looks good for halloween weekend and into the early part of next week with highs in the mid-80s. >> good morning.

great i-275 through downtown. wide opened 5 minutes from downtown to the howard frankland bridge. all the interstates are in the green. still early. we haven't hit the morning rush hour. i-4, i-75 and 275 looking great. head's up we mentioned this yesterday, a portion of macdill is closed just north of gandy. closed between gandy and fair oaks, closed in both directions. this won't reopen until the end of the day on thursday. in the meantime, you want to use himes or dale around the construction. >> thanks, janelle. police in california say a homeless woman was spotted walking with a human skull on a stick. it wasn't a halloween prop. it was a real skull. she led police to a homeless camp where they found the rest of the remains. a grieving colorado family
