channel nine news continues now at 5:30. this man is accused of first flashing, and trying to convince a middle schoolgirl to get into his car. how an alert eyewitness helped catch the suspect is. a woman who saw the entire incident grabbed her cell phone. >> then took a picture and video of the cell phone and car, but the suspect tried to tell deputy it was a all a muscle understanding. misunderstanding. we tried to track him down to get his side of the story. >> reporter: the child told detectives a man in a gray car was trying slowly to get he or she inside on the way to school all the while doing inappropriate things. it may have been a case of he said she said if not for a witness. the gray car was familiar and

of it before, but none of them knew of something like that about the driver. >> >. that's creepy. gross. makes you want to keep an eye out for everybody. >> reporter: a child walking to school tuesday said a man drove up and asked her to come in the car. she said no thank you and kept walking. she said he was exposing himself and looked like he was quote on something. all the while a witness was followed him and got a picture of the car and tag, and the man. a parent got a recording from the school shortly after. >> law enforcement is investigating an incident where a stranger tried to lure a student into the vehicle. >> reporter: the police looked at the pictures and tracked down the 53-year-old at his home not far from the school, and denied doing any of it. but the story didn't match what witnesses and the child said, but it was the pictures that

>> to me, the best scenario is everyone sits down around the table and get back to following the charter. >> the mayor said no matter what the city keeps moving forward. >. we dug into the background of a follower teacher accused of sexually assaulting a student six years ago. we saw records showing he was put on paid leave over other allegations back then, but came back to teach. we found out why the police department was not told agent the allegations, including students sitting on his loop, and they -- lap, and they said that alone is not considered to be abuse or negligent. >> reporter: and because of that they didn't investigate or notify the law enforcement. the policy is let dcf determine if there's a possible crime. new school district records show that 66-year-old donald sharp was accused in 2009 of having students sit on his lap.

apologized for what he said was inadvertent contact. the district concluded that was going on and reprimanded him. district records we just got show he was put on paid leave for less than a month, then went back to teaching. in 2009 the principal said he wouldn't be asked back over performance issue, but one of the third grade students that sat on his lap in 2009 went to police eight months ago and said there was more to it. the girl told police he molested here three to four times in the school hallway, told her it was okay, but also told her not to tell anyone. >> it is difficult, and it's difficult for them to come forward, especially at such a young age and with people in a position of trust, a mentor or teacher, and they violate the trust. >> reporter: we are waiting for

on that 2009 investigation. we went to sharp's home today to talk to his wife about the arrest, a friend told us she didn't want to talk about it. he's in jail on no bond. a georgia man has confessed to having sexual contact with several minors here in orlando. he told the law agency he had inappropriate contact with children back in the 1990s in orlando. they've identified two victim, 8 and 11 at the time. he was arrested yesterday, and will be extradited to florida. even central florida won't be able to escape the next big temperature drop, but millions of americans up the east coast are bracing for historic amounts of snow. tom terry has been following the winter's bigger storm so far, and tom, some states are already under a state of emergency.

a public hearing to discuss the plans begins in less than an hour. for months we've been reporting about fires and issues with hover boards and tonight america's top consumer safety watchdog wants the hottest christmas gift off the shelves. the us consumer product safety commission is asking retailers to let consumers return them for a refund. they also want retailers to stop selling them until the safety is examined. battery packs on dozens of boards have burst into flame, but safety organizations say the number of injuries from people falling off the boards is also alarming them. >> i'm not sure they're manufacturing in a way safe to use even under reasonable circumstances. >> they're developing safety standards or hover boards, and the commission could eventually issue recalls. only charge the hover boards in

suspecting its cashing in on a hot topic, and it's linked to this orange county man. >> when i googled that it was another site related to the same guy, so i started to smell a rat. >> reporter: the website's registered address was in south orlando. the bbb also linked the website's registration to him. >> we're not able to find it's attached to a nonprofit or charity, there's no accountability for the money. >> reporter: when i made a 5- dollar donation, it showed up on my card as mark papal pay. the -- pay pal. the florida attorney general as one complaint. i want to talk to you about your website. >> >. which one? >> the steven avery one. what happens toss cash. >> reporter: he never returned

and administered the website for -- built and administered the website for someone else and he did nothing wrong. he claimed this woman and allegations. >> >. i want to see him held doing. >> reporter: mark wouldn't name the company he's working with, but said he's not received any donations and created other legitimate websites to raise money for real causes. >> >. remember if you have a story for todd to check out send him a direct message on facebook or e-mail him. some property owners may get a break over school impact fees in osceola county, commissioners consider lifting a rule they pay it twice if they wait seven years to replace a structure on the property. they shouldn't have to pay it twice. the school board voted in favor of the change.
