a 13-year-old girl at knife point. >> is horrific case with some details so disturbing we cannot re peat them on tv. and investigators are looking to keep him locked up for good. carla, you told us this man has three prior convictions. what would it take to that someone like that off of the street? >> all sexual predators are actually screened before they are released from prison. within the last half hour we learned when this man was released, he was screened and he showed no signs of risk of reoffending which is what he is accused of doing here tonight. when walter was released from prison after serving time for sexual battery in three counties back

victim was not even born yet. >> he did it again and it is rough for us to investigate this. >> reporter: we cannot repeat details because it is so graphic. but tonight he is being held without bond after a 13-year- old girl claims that he held a knife at her throat and raped her. >> we are the files we can believe somebody like that would do that to somebody. >> if found likely to reoffend, they can be put in a treatment center. he did not meet criteria for the sexually violent predator program because he showed no signs of mental disorder or that he would recommit. >> we want to keep him put away so he

>> reporter: he was arrested a few years back for drug charges and he just got out of prison a year ago today. we just got our hands on the evidence in the case of a security guard accused of raping and killing a woman in the place he was hired to protect. we have been going through documents tied to the statement he gave to police. >> i have been reading through a transcript and a lie detector test that he took. he did not do well on many of the questions. he is accused of raping and killing her at the place he was working as a security guard. after going through hundreds of pages - - pages of statement - -

he was asked if he knew how she died and he said he didn't know and went on to say she could have died in her sleep from alcohol poisoning. he told investigators he was accused of trying to rape a girl when he was 15 years old in massachusetts. and he said he hit a teenage girl in the head by accident. but they suspected he was trying to rape her. he said she was drunk and he could not get into her apartment. i am still going through pages of statements for tonight. we are working to find out if anyone will be facing charges after a 3-year-old drowned in a pool. deputies say they arrived after 2:00 and performed cpr on the child until rescue crews arrived. that father died later in the

21 days in the new trash service and thousands of residents are waiting, trash company to work out the kinks. some residents slow down collection by not following the rules according to the county and some have waited more than one month to have trash picked up. we exposed the controversy over one contractor. and janine, it turns out the company behind that controversial bid has the most planes for missed pickups. >> this newcomer has the most complaints, and in this area neighbors say they've only had one pickup so far this year. other homes are also having problems, just not as many. >> reporter: friday they picked up

we have been following them. residents called us for help january 15th and then we found another neighborhood still collecting trash from last year. and here today we found more trash piled up and one resident said the only had one pickup here this year. >> was that service acceptable? acceptable? >> it is not because we want everyone to get service and we are missing people. >> reporter: and one hauler has the most complaints. and they argue that the agency could not do the job because they bid too low. waste management tells us the problems are only temporary.

got you as well. >> reporter: one manager said it appeared a handheld auto glass breaker was used in the house - - heist. investigators say a man surrendered today for shooting and killing a man. he was found dead last night. police say he also shot a woman in the hand. a crash sent three people to the hospital and left interstate 75 littered with lumber. the tractor-trailers and a minivan crashed and the many men overturned and landed on its side. it spilled onto the road and made quite a mess. interstate 75 was shut down this morning while investigators worked to

county leaders went back and forth on the homeless issue in daytona beach for two years - - two hours today. today got county leaders decided to give daytona beach time to set up more beds before coming up with their own temporary housing. but josh wagner has some concerns. >> it will not be enough. >> reporter: devoted to reopen a park across the street from the camp and some believe it's part of the reason they are concentrating on beach streets. >> a rescue mission has hit another hurdle. a neighbor has appealed the shelter. they are making room for the

a separate proposal came through last year. city commissioners will get the final say on the project. in march, voters will vote on a sales tax and leaders are making changes for their part of the pie. fire rescue once about $6 million. city leaders say it is just a wish list and there is no formal - - formal plan yet. and the water is safe to drink - - there were different strains and so far there is no sign anyone had got the bacteria actually from the hospital. >> there was no link between the environmental water sample and the patient sample.
