about to sign could help make it a reality. checked in with city officials and ucf, and the school needs more private donations, but the city's gifts helps. >> a big development. they're still waiting on the state. >> the agreement calls for the city to give ucf about 15 acres of lantd at creative village for the downtown campus and a nearby building. those two components alone are valued at 40 million dollars. improvements to the road and storm water system will cost taxpayers 7 million dollars. ucf has been in talks with the city about these commitmentes and they're in writing. the project faces hurdles, ucf needs 20 million dollars in funding from the state. the legislative session is halfway through and governor scott vetoed funding last year, the project needs approval from the board of governors. >>reporter: the deal requires

the project, and that the school receives the tate money it needs. -- state money it needs. we'll let you know what happens. channel 9 eyewitness news. we're working to find out why people were travelling to brevard county to get bogus driver's license. >> first exposed that fraud scheme, including a county worker who gave licenses to people who never took the exam. >> the brevard county tax collector. >> she told me she believes that the people who received the fraudulent driver's licenses were people who overstayed their visas here in the u.s. but she's not 100% sure. and the state and federal investigation here is not over. the brevard county tax collector for four years. but she received in november she was handing out fraudulent driver's licenses.

>> i think early on it might have been one or two and it just escalated. but i assure you, i take it serious, and i will address every record. >>reporter: last week, state investigators arrested her in and examined her at the office and -- an interpreter who was not an employee. investigators found licenses from the palm bay office with discrepancies, including some without pictures, or signatures. last month, they discovered that misty and ahmad were working together with ahmad giving applicants answers on tests. she let them skip tests all together. >> i have no idea, i can't answer that. but i can tell you they won't have them for long. >>reporter: she is working with the state to cancel any fraudulent licenses, but admits they don't know how many are out there. fhp and the department of homeland security are investigating but both agencies would not tell me if the people who received the licenses were

she says changes have already been made to prevent anymore fraud. >> i look at this, need to look from it, get better. and we'll institute anything we learn throughout the county. >>reporter: she has 170 employees, and she says her staff at this particular office are being interviewed as a precaution. the manager of this office has been suspended. live in palm bay tonight. blaine tolleson, channel 9 yns news. we're finding out more about a crash along orange blossom trail involving an orange county kep deputy, this is video from sky witness 9, troopers say the deputy was running lights and vierns during a -- sirens during a call and another man pulled out in front of the deputy. we are still working to find out if the orlando police department is going to arrest two middle schoolers, for attacking a hopeless man. investigators say the students had made up a story about the homeless man stealing their

now, the investigators believe that the students started the fight. the homeless man ran away, it's not clear who he is or if he was badly hurt. >> i think that they should enforce what they would do to any adult that would attack a person. they know better. >> now, the students are not in trouble with the school district because the fight happened off campus. an orange county grand jury indicted the man accused of kidnapping his girl and r friend and locking her in the trunk of a rental car. david payne was indicted for first-degree murder, jasmin samuel called 911 from that trunk back in december, but by the time the vehicle was found, it was too late. payne is being held on no bond. tonight, the staff at maitland middle school and maitland police, are set to address parents concerns about students safety. we told you yesterday, security was beefed-up on campus following multiple fights and threats on a shooting on social media. channel 9's ty russell is live

police are not saying if they've captured whoever is responsible. >>reporter: and bob, tonight, we were out here during dismissal and we noticed that the police officers are back out here helping out. and but parents here at maitland middle still have safety concerns, but we have learned tonight, that they may get answers. >> parents told eyewitness news they are still left with my m questions after learning of a possible school shooting at maitland middle school and teen gang members allegedly attacking students. today, we have learned that the police officers plan to address their concerns at a pta meeting. we looked at the group's agenda for tonight but it doesn't mention anything about the school threats and alleged gang violence. we learned yesterday, the school's principal alerted the police of threats of a shooting posed on social media. police were only say they're still sorting things out, but when we called and e-mail today,

whether a gang is behind the school safety issues, we want to know if anybody has been arrested. >>reporter: and there are still several questions wre working to get answered from the police and school leaders like whether the people posting threats are students. now, that pta meeting is scheduled to start at 7:00. we are live tonight in maitland, ty russell, channel 9 eyewitness news. searching for leads in a home invasion murder, it was at this house on northwest highway 22a in ocala, deputies believe someone broke in during the early morning hours of january 25th, stole jewelry and killed tamara bedenbaugh. the investigators urge anyone who knows anything to come forward, there's a $6,000 reward for information. all new at 6:00, 9 investigates where the money from st. cloud water bills actually ends up. we found out a large chunk is leaving dedicated accounts and landing in the general fund. field sutton has been working to

legal. >>reporter: and the florida supreme court says it is legal, for cities like st. cloud to take a profit off of people's water bill, as we recently told you, water rates here are higher than in m other area, after fightsover higher taxes, high tired of being --. >> i understand that you have to pay for things. >>reporter: outside of city hall today, st. cloud water customer, she can't shake the feeling that she and her neighbors are being fleeced. >> the fees i'm being benefits city residents, i don't think that's right. >>reporter: 9 investigates added up 3.2 million dollar taken from the city's water utility fund in 5 years and 3.7 from the sewer fund. all under an ordnance that allows city leaders to make the

money to a corresponding service, calling it a return on investment. >> a lot of people hear that term and they hear profit taking, is that's what's going on here. >> no, recovering the cost of the city. >>reporter: city manager joseph says the money pays things like salaries of people who help run the water department. some of the pay chebs are drawn from the general fund. a new debt rating report says the general fund reliess heavily on those transfers. and nearly one-third of city customers. >> we can always improve and do better, but with the good dialogue with our customers and to be. >>reporter: well the florida league of citiess tells us that recommendations, meanwhile, the government accounting standards board has no opinion of this particular case, they simply reminded us that these financial

apparently the third time was the charm for osceola county because they now have a living wage, last fall, we told you about the plan to require at least $11.66 an hour for county employees, including those working for companies contracted by the company. it and another proposal were shot down last night. going to be checking in with the fire marshal tomorrow when a special dog will inspect the scene of a bizarre mobile home fire. some neighbors thought they heard an explosion just before the home caught fire. near deland today. cause of the fire, still unknown. but firefighters said that the people inside all made it out safely and ran up the street for help. >> the people that were out in the house, were outside when we got here, and they advised that everyone was in the house and one dog in the structure still. >> it was a pit bull which died in the fire. none of the people in the home

the woman who rented the home said they were friends but neighbors described seeing multiple people in and around the house often at night. altamonte springs leaders are set to demand the city's garbage rules to put them in line with bear ordnance. bear-proof trash cans or to keep their trash inside until a certain time on trash day. west of i-4 and in a small portion of the county, just east of i-4. and a stranged seminole county couple hadn't been together in years but a decade later, this guy is still fighting for a share of his ex's lottery winnings. >> it's unlikely he'll ever see a cent of it. plus, the major snag for a school could cost you big.

off the tax papers, she was in court for day two of a civil trial after her exboyfriend filed a lawsuit claiming he was entitled to half of the money, if they were together, they would split what they bone. but porier's attorney argued they were noting together at the type. >> the agreement was effective as long as they were together, and the evidence is clear they were not together. else. and he was involved with a woman. i spoke to porier's attorney who told me while it has been close to ten years since his client hit the jackpot, she has since cashed in on her winnings. what they will try to prove in court is that she was engaged to another man at the time and not officially with browning when she won. >> we're trying to establish is, that none of his witnessess can say anything that he ever told them about them being together

>> i reached out to the legal analyst to find out what browning would have to prove to get half of the money. without corroborating evidence, browning is highly unlikely to receive one cent. >>reporter: and court wrapped up after 4:00 this afternoon, jurors are expected back if the courtroom tomorrow, at 9:30. in the morning, we will be there for that. outside of the seminole county courthouse. plans for a 2-8 school could cost you big money. engineers working at the site discovered the ground there sits on a layer of muck that could cause the new building to crack and sink is. the discovery came months after tests. a known sinkhole on the site. could force the district could -- >> this is a buildable site today. it would be actually completely suitable to build on now, it

tomorrow in orange county, a man convicted for his role in an orlando police officer's murder will try to get his life sentence toss out. hugo terry was 17 years old back in 2009. when he drove the get away car, in the murder of officer al, gordon. . orange county, investigators confirm that the body found last week is robert pierson. we brought you this story as it was breaking last week. a weed control worker found pierson's body floating in the lake and called the police. pierson's family had reported him missing a week before that. investigators say they do not suspect foul play. in volusia county, south daytona police arrested a man accused of intentionally vandalizing a patrol car, jose marquez had a friend, shoot video of him -- there he is right there -- jumping on the

police had been looking for him, since november. marquez is charged with a felony for causing thousands of dollars in damage and a misdemeanor for giving as false name to the police. lake county, students at certain schools could see changes in the classrooms, the district is appealing the state's decision to dock the district for exceeding class size. if the appeal isn't successful, the school board has approved changes to make sure that class size limits are met. >> it was a mighty short winter. >> exactly. >> more than we had last winter. we're not done yet thchlt is this crazy el nino pattern, things warm up and today. 84 degrees, down to 75 right now. and that's still above average for our high this time of the year, which is around 71-72. elsewhere, lotss of 70s on the map. it's still pushing 80 up in ocala, low clouds, we had widespread low clouds and fog this morning , a little bit more

warm enough to get a sea breeze shower or two developing, west that. just a slight chance you get towards wednesday night, thursday. different models handle the speed of this system differently. the american model, the u.s. model, the gfs, the european are later in the day, but either way, as we head closer to the lunch hour, and into the afternoon, thursday. we'll see a chance for some heavier thunderstorms, could see up to an inch, maybe more than that, in a few spots by thursday night. friday, we start sto clear back out. -- start to clear back out. a 24 hour event. we can show you the rainfall totals, well over 2 inches in a few spots, if we get the convective rainfall, thursday afternoon and another storm system, saturday night. i think most of saturday will be okay. saturday night, we'll have rain issues. and then, the low pressure area means we'll be watching for gusty storms. moving out for super bowl sunday.

national signing day is tomorrow, every school in the country hoping to add a ho ten shl heisman -- potential heisman trophy winner. ready to make the next jump in his career, former alabama running back, derrick henry working with trainer tom shaw, along with several other nfl draft hopefuls. henry is from florida, didn't get to enjoy his signing day because he enrolled early at alabama. but it paid off when he won the heisman and the national charpion ship.
