counselor has been able to work at two other clinics since the allegations surface. the department of health has been on this case since someone told them about the at -- allegations in 2013. >> tim barber joins us live now. the counselor was hired after being accused. >> reporter: he worked for this company for a few months and then another clinic. despite the allegations in brevard county listed in this report, he still has his license and he has not been charged with a crime. adrienne lincoln has worked at this clinic since 2004. he has been accused of molesting a patient. i called him and asked at his house but no one answered. according to the report, the female accuser started seeing him for depression and anxiety in 2011 when secure a work that

it said -- he said the sessions usually ended with a hug which escalated to massages at his home. things really spiraled out of control when the counselor drove the patient to a park, got naked, and tried to have sex with her. the department found out in a written complaint in 2013. deputies were notified in 2014. he was able to get two more jobs is counselor after that. the counselors fighting the allegations in court. they cannot stop him from practicing until the case is over. brevard county deputies told me they could not find this case. the state officials say the woman at the center of this complaint is cooperating. tim barber, channel 9 eyewitness news. orange county voters will decide whether to change how tax money gets spent. last night, the review commission voted to move forward with a proposal to open up money to private applicants. field sutton found out opponents are worried the

scott was listed as one him of five potential candidates for trump, who one the nevada caucus. the sheriff's office in marion has created a new safe haven for domestic violence survivors. it is located at the marion county jail. bar price spoke with the county about the new program. victims could fill out injunctions against their abusers under the protection of deputies. >> that was one of the points of the whole thing so that those victims can go inside those stores and file those injunctions while they are in privacy.>> it is giving us the opportunity to keep a lot more victim safe.>> reporter: cindy turner was a domestic violence victim should -- victim. she wants to protect them. she was grateful that the sheriff's office was able to create this room to help victims of domestic violence.>>

weekends, there is nowhere for these victims to go to obtain an injunction. marion county is one of the few counties in the state that actually have after our injunctions that you can apply for.>> reporter: victims used to have to apply paperwork and sit at this desk in the same area where jail visitation is done, very overwhelming for them. >> after of victim is traumatized, it's a lot to go in a room where there's already 50 people in their talking on video visitation.>> reporter: the majority are victims -- women with kids. there will be toys and books to entertain the kids. the doors in the new room have locks and an emergency exit which victims can use to escape the person they are trying to get away from shows up. officials say it opened earlier this month and it is already making a difference.>> two weeks ago, i had a victims

the fbi says their domestic numbers are growing. sovereign citizens who separate themselves from the government. christopher heath discovered their actions and up costing taxpayers millions each year.>> reporter: this was not the first time marion county deputies had met with joseph rosa. after his daughter quit attending school, they came to his house. rosa, a self-described sovereign citizen, eventually ended up before a judge. in general, the sovereign citizen movement advocates that people can divorce themselves from the us government.>> have a plan when it comes to dealing with them. >> reporter: law enforcement has training on how to deal with the citizens, but it's not just police confronted by sovereign citizen.>> you cannot record all these documents.>> reporter: scott ellis keeps a box of documents submitted to his clerks. one of the main problems in countenance -- encounters are bogus leaks.

entire 21 mile job site has shut down.>> this is because of today's deadly construction crash. we spoke with the company in charge of the work on i-4. julie, have this and how long construction will be shut down? >> reporter: i just spoke with the project director at their maitland office here. he tells me they have nearly 400 employees, 200 supervisors working this project. they have stopped construction. they are not sure when it will start up again, maybe friday morning, maybe monday morning. as we told you earlier, around noon, 49-year-old rio morales was operating a dump truck and killed the 34-year-old construction worker. fhp has just released the victim's name as marvin franklin who died earlier today after fhp said he walked behind a dump truck while working on the i-4 ultimate project near the maitland exit. the contractor for the project, sgl constructors, said franken had worked for them for more
