for the soccer stadium. they already paid more than a million dollar from the land. we found out the city is now on the hook the contamination. shannon butler is live downtown. the city isn't sure how much that will cost. >> reporter: well, it's hard to know. you can see here construction has not even started out here. that's because after the city bought this piece of property they found problems in the soil. the problem lies right there with car parts and twisted metal. >> this piece of land will someday be a home of fire station 2. the city bought the land after the old fire station was torn down to make way for the orlando soccer stadium. >> firefighters are in this temporary building that's now become more of a permanent one. the city bought the property on robinson street in 2014 for

environmental consultant did a site assessment. they did not find any significant environmental concerns. the city wrote the check and closed the deal. >> in 2015 just after this ground-breaking in september and the chief's promise to the community -- >> our level of service will increase and it will be better for the citizens as a whole. >> the contractor while digging to pour the foundation found all sorts of car parts in the soil and said it's contaminated. >> it's not surprising it was home to a salvage and junk yard. you can see the holes. the cost we have learned could be between $500,000 and $1 million to dig it up. it's a good lesson in buyer beaware because the fire station will likely cost you twice as much.

to the fire chief today but the city said he was out of town. the city said there's an investigation into this soil that includes some tests that aren't back yet. once the tests come back they will know what kind of scope they're dealing with here to clean up and then and only then will they know how much it will cost. we are live tonight in parramore, shannon butler, channel 9, eyewitness news. >> the city told us they will try to get a site agreement with the state to recover some of the money. that could get 75% of the clean up money back. tonight a seminole county toddler is recovering from a gunshot wound. the little girl was shot in the hand and now her mother and her mother's boyfriend are facing child neglect charges. roy ramos is outside the sheriff's office right now. roy, investigators say they found ammunition in the garage where the little girl was playing. >> reporter: bob, child protective services said that child will be staying with other family members. we wanted to

well being of that child following this investigation. >> sanford police tell me a toddler is lucky to be alive after she was shot in the hand while investigators say she was left alone in a garage that had a firearm, drugs and several rounds of ammunition tuesday night. >> it was 26-year-old erin davis and volia systems that were supposed to be caring for the child. >> they were placed under arrest for charges, child neglect and then also improper storage of a firearm. >> according to the report we were able to obtain davis and simms took the toddler to central florida hospital but when questioned by investigators their stories continued to change. they say neither simms nor davis would say who the gun belonged to. >> there was some inconsistencies in the stories that we were given. our investigators did determine that the juvenile was left unattended in a garage. >> after speaking to the grandmother of the toddler who told me she would be caring for

protective services with the sheriff's office. they did say they were investigating. i asked what was being done for the well being of the child. they said every case is different but a caseworker will check on the child. >> anybody that owns a firearm the responsible ownership is making sure they're stored and secured. >> reporter: both simms and davis have bonded out. that toddler is recovering from her injuries. outside of the seminole county sheriff's office, roy ramos, channel 9, eyewitness news. we have some breaking news right now from tallahassee. a fundamental change to florida's stand your ground law appears to have stall in the florida legislature. that controversial measure would have shifted the burden of proof making it harder for prosecutors to bring charges against people who claim stand your ground defense. the nra had been pushing for the change that passed the senate but failed to make it to the house

tonight investigators are still working to track down the last of 12 suspects who are facing charges in the major heroin trafficking operation. today federal investigators in the orange county sheriff's office announced they have busted up a group of street level dealers that was operating like a business. they say the suspects were bringing in roughly $100,000 a week by selling heroin mostly in parking lots in the i-drive area. the search for a missing boater on lake boclair will probably pause for the day at. 76-year-old william robel went fishing on his boat. he was staying at a campground with his family. the waters were choppy and cold then and still are still. that's making it keep difficult for the divers. one eyewitness saw his robel's boat circling on its own a few hour after it launched. if you were watching at 5:00

this home on jean drive an goldenrod in east orange county. the homeowner said nobody was inside and there were no injuries. the count down is on as space x makes a second attempt to launch its falcon 9 rocket. that set is to deliver a communication satellite into object. it was scrubbed yesterday over concerns about the oxygen temperature. melanie holt is at cape canaveral. they will make a fourth attempt at an ocean landing with the reusable rocket. >> reporter: it's just not feasible. there's not enough known to know if it will land. the chances are success are low but that doesn't mean that a lot of people aren't routing for space x to accomplish this feat.

launch aboard a falcon 9. the original mission in september was delayed after the rocket was rounded for 6 months after a failure last summer. now space x is flying an upgraded version of its falcon 9 for the second time since december. once sec 9 is placed on the path they will attempt to land on an ocean platform. it's more challenging than landing on the ground and will mark a fourth attempt at a water landing for space x. >> it's going to burn so much fuel they won't have fuel to get the booster back to cape canaveral. that's going to happen in the future as well. this is part of their long-term reuse and recovery and cost effectiveness profile. >> reporter: space x said the weather conditions are more favorable than yesterday, by about 80%. upper level and ground level winds remain a concern today. today's launch window opens at 6:47 p.m.

will be right here. live in cape canaveral, melanie holt, channel 9, eyewitness news. the city of orlando has paid a police sergeant and breast cancer survivor $200,000 to drop her lawsuit. she accused the city of threatening her with termination for making her wear a protective vest. the city said it settled to avoid costs. an orlando firefighters own work may have saved himself and owns from prolonged exposure to asbestos. he discovered a report that showed it had asbestos inside. at 5:00 we told you those firefighters is now met with a doctor. steve barrett is back at the apartment complex right now. steve, that one firefighter dug through city documents to expose the danger.

firefighters who said they immediately began asking questions when they were told this was their training ground, this old apartment complex. they were told don't worry about it, get back to work. one firefighter didn't take that for an answer and dug this file right here up out of the city documents. it is an asbestos report on this very apartment complex. that firefighter may have saved his fellow brothers and sisters and the fire department from more health risks. >> i was skeptical before i went out there. >> robert goldenberg said he wondered if asbestos was present inside the boarded up lake side village apartments. this is picture of a firefighter who found the documents that proved it. >> today he and more than a dozen others learned revealing this document reduced their risk significantly. >> it was not done in the appropriate manner. it wasn't done in the manner that the epa

a bizarre phone call sent police to an innocent family's home. >> someone called melbourne police demanding money and threatening to shoot up the neighborhood. >> melanie holt spoke to an army veteran who said he was ordered out to be greeted by officers. >> mark walked out of his front door to see more cops than ever before. he's still shaking. >> they were everywhere. they were lined up here and at the end of the street like they were marching back and forth. >> he was in his melbourne home watching tv when his home was rounded by police. >> they told me to come out with my hands out. i walked out to the street. >> he had no idea why he was there. he was the victim of swatting. someone called police making threats including it's going to be another 9/11. that person claimed to be calling

of dollars short a new uso welcome center at orlando international airport will break ground tomorrow. they want to open this summer but they still need $300,000. the orange county sheriff's office wants $140,000 to buy two high-tech bomb detection devices. they could defect devices in realtime. sheriff jerry demings said it would allow searchs to be done quickly. the money to buy those devices would come from the law enforcement trust fund. commissioners will vote on tuesday. today is the eve of the death of trayvon martin. his family was invited to talk to local attorneys and judges about social justice.
