shannon, it took two more tries and a supervisor just to get this crash report right. >> reporter: it sure did. the accident happened at this intersection here. after that, the investigation had one, two, three reports. this wasn't a murder. it wasn't even a burglary. just a simple accident. now that driver has questions about the officer and all the investigations. these are the three reports that roy skiles received for just one accident. on february 1st, he was in a fender bender here at franklin and maguire. his car is totaled. he says the police officer stephanie roberts showed up on scene. she took the report but didn't interview him or make a diagram of the crash. you can see here all that was written was the short narrative. one that he says had several mistakes in it. including even the toe company that showed up. >> i would think that a law enforcement officer would accurately write out a report.

here is the report from the second visit the next day. she still said it was his fault. he arced and then a corporal took over on yet a third copy. it seems more witnesses were interviewed as both drivers again. the corporate found some mistakes adding here that the street names were wrong on the other reports and no diagram of the crash was done. he wrote here that he, quote, placed the appropriate vehicles in the proper travel lanes. in the end, skiles was still likely at fault. but after all of the mistakes here and the questions with roberts on other cases, he's just not so sure. the driver says it's confusing for the insurance companies too because there's all these reports and he said even in the statement that the other driver, her statements changed in these reports. now we did call the police department to ask for comment

we will let you know when we did. shannon butler, channel 9 eyewitness news. officer roberts is on paid leave for another case earlier this month where she is accused of shooting into a family's home. a dispatcher's mistake sent the officer to the wrong house. the homeowner claims that the officers didn't announce themselves and fired into the house nine times. that shooting is still under investigation. in brevard county it's been 7 hours since an 8-year-old talked only with channel 9 after being hit on his bicycle by a hit and run driver. and police still have not made any arrests. even more disturbing, hill says the driver came back and smiled and then winked at him. >> it was creepy just because he knew he did it. >> that's bizarre. emily holts was at the home hospital.

break any bones. >> reporter: he managed to escape serious injury despite the fact that he was not wearing a helmet while he rode through the intersection. 8-year-old hill got his bike for christmas. he lost his last one in a 2014 house fire. we spoke to him about that traumatic experience back then, not knowing that it wouldn't be his last. we now know there were witnesses to the crash and they provided information to the police. hill's own grandmother followed the van believed to be involved in the crash but now the family is waiting for police to announce an arrest. >> who hits a kid and leaves? and i just -- i'm just thankful that the outcome was as it was. it wasn't as bad as it could have been. >> reporter: we also found out that police had a conversation with a driver in connection to the case. he says he heard a loud bang and drove back to take a look around when he saw a child sitting on the side of the road

he asked if he need today call 911 and when they said they didn't he drove off. he's adamant he did not strike a child on a bike. >> at this hour the aclu is reviewing the next steps now that an appeals court lifted the block on abortion wait period. it takes effect now and requires women to wait 24 hours before having an abortion. owe opponentopponents say it creates an unnecessary burden. >> reporter: it's going to be decided if the statute is constitutional or not. >> numbers from the state show more than 70,000 abortions were performed in florida in 2014. tonight the city of orlando is looking to see if an outside consulting firm missed contamination at the site of a new fire station. the city says initial tests by hsw engineering found no

paramore side. we told you yesterday that newly discovered contamination in the soil has delayed construction on fire station number two. now the property has to be cleaned up and could cost a million dollars. that cost would be taken by taxpayers. a former deputy accused of using excessive force and being dishonest is about to face a federal lawsuit. he is accused of beating an elderly man after a traffic stop in 2012. kenneth says the officer and other deputies held him down and beat him, causing damage to his ear and back. the 74-year-old plans on filing a federal lawsuit. the officer resigned last month. residents who lived in a community once plagued by contact shootings and crimes say the efforts that police made to clean things up is working. the neighborhood in leesburg has seen its share of crime. three girls were gang raped and a man was carjacked in the same area.

was found shot in an overgrown field there. channel 9 has done several reports on the policing effort in leesburg. it's nice to hear from folks who say it's working tonight. >> reporter: well, the residents we talked to today say they like the job that police are doing out in the neighborhood. speaking of police, they say they're making it their mission not only to fight crime but also to go out and meet residents, hand out business cards and flyers like these in hopes of building better relationships. >> it was rough. a lot of robberies, rapes, sexual assaults, stuff like that, drug activity, shootings. >> reporter: business owner jones is explaining what things were like a few months ago in one of leesburg's most crime infested neighborhoods. we told you when police began the plan to clean it up. they seized numerous stolen

increased patrols around the neighborhood. trees were trimmed and lights were added. and residents told us this afternoon that the work has paid off. >> they cleaned it up pretty much around here. so -- which is a blessing. >> reporter: police say it's time for the next phase. they created the program that the officers will get to know the residents in sector 1. >> we make contact with the folks there. >> reporter: they will also hand out the flyers and business cards to residents so if there are any issues, people will have someone they can call directly. residents have noticed the new program and think it's a good approach and will definitely pay off. >> it's refreshing to know that they're not just coming in the neighborhoods to arrest people. they care about the neighborhood. they want to get to know the people. >> reporter: now, police say another sign that their efforts are paying off is that criminals are now starting because they're making it so

they're starting to move to other neighborhoods. we're live in leesburg, channel 9 eyewitness news. >> we'll be keeping in touch with leaders throughout the month to monitor the program that is supposed to get tough on the night life. >> police and code have been working the street for the last, i don't know, probably since the beginning of the year. and there has been an improvement. >> the city is considering charging businesses in the area $12,000 a year each for the extra police patrols. city commissioners hope to have new plans in place in the next few months. tonight prosecutors tell us a boy accused of stabbing another teen in a fight will be charged as an adult. we were there just after police said 16-year-old majors stabbed a 17-year-old more than once in daytona beach earlier this month. investigators say the teen could have died. prosecutors believe majors may have been part of a neighborhood gang. we went through court records to learn the orange

run crash that killed a 10-year- old girl could go to trial in may. a year ago this month, investigators said that howard hit and killed audrey clark while she was riding her bike home from school. the defense filed a motion to continue the case and prosecutors objected but the judge agreed to the delay. ucf is facing a second lawsuit related to the data breach. hugley filed the suit saying that ucf did not do enough to protect his personal information. we told you how 63,000 students, staff and faculty members' information was obtained by a hacker. that info included names, social security numbers and employee id numbers. the campaign trail will be busy once again this weekend as democrats hit the polls tomorrow in south carolina. hillary clinton is expected to win big. in fact, bernie sanders is all but conceded that state.

wednesday to focus on upcoming super tuesday states. this comes as republican donald trump got a huge endorsement from new jersey governor chris christie today. we caught up with democratic bill nelson to ask him how that endorsement could impact the nominee. >> i can tell you who i think is going to win the democratic primary in florida. and i think she will win the democratic nomination. and that is secretary clinton. >> in other words, he wanted to talk about the democrats. but nelson pointed out that trump is ahead in the polls in florida and he believes it it will stay that one. within person was hurt in a crash between a bus and a car. the bus is a little scratched up. the pickup truck was totaled. another story you haven't seen yet. we were there as workers at a

will have a little bit of a wind pickup through daybreak. the atmosphere starts to warm up and get energized. we will kick in a windchill factor down to 37. a little bit of a chill out there. as far as frost, we have frost advisories north of marion county. but because the air is so relatively dry, we're going to get patchy frost from leesburg up through ocala and a more widespread frost area up here to the north. overall not a bad weekend. the cool air filtering through. we had a secondary surge. this is an upper level trough at 20,000 feet. low pressure swept on by and reinforced the nice weather over the weekend. tomorrow, lots of sunshine. 60s across the board. and then about 5 degrees warmer or so as we head toward sunday. i think sunday in orlando as much as 10 degrees warmer. back into the mid 70s. future track shows what is going on upstairs. high pressure keeping any rainfall well off shore.
