>> it is very scary. i got the call from the deputies saying something happened with my son. i didn't know what to do. so i called my neighbor and they said no, he's okay, he's wet but he's the one that pulled the little boy out of the water. >> reporter: advisory are working to -- investigators are working to find out how the children made it to the other side of that fence. the family is with the victim by his bedside. investigating this crash which has shut down part of colonial drive and christmas. the white pickup truck took out the back half of a mini-van. at least one person was killed. so far state

names or the ages of the victims. today the university of central frathat received a $3 million donation for its downtown campus. >> the president says the campus won't move forward without state funding. the plan calls for ucf to kick in $20 million, another $20 million from donations, all eyes are on lawmakers to see if they'll >> reporter: and the president made it clear that that state money is critical to developing a campus downtown just behind us here. he also said if the state money doesn't come through this year, the whole project will likely have to wait until next year. this latest donation from dr. phillips charities gives ucf momentum. what they don't have is a definite answer from lawmaker about state funding. >> barring a total meltdown, if the board of governors gives

million would be in the budget. >> reporter: the board will meet tomorrow to consider the school's plan. last year the project hit a roadblock when governor rick scott veode funding -- vetoed funding. >> we have every indication that the governor is knowledgeable and supportive of the project. >> reporter: ucf is asking the state to cover about a third of the funding. so what happens if lawmakers or the governor don't come through? >> there are a lot of ways we can propose to fund the project. but i don't foresee us going forward without significant state funding. >> reporter: the school is hoping to open the campus by 2018. the president says that will depend on money. we asked how he feels about the status of the project. >> guardedly optimistic. >> reporter: the city of orlando signed a $75 million incidentive for the project but that won't be enough without some help from tala hasy --

we should get some answers about the future of this project soon because lawmakers are set to wrap up their session next friday. a police officer shot man to death. according to neighbors this was upset because the man was upset about construction noise and he threatened to shoot the workers. when police arrived, they say he pulled a gun on officers and one officer opened fire. a neighbor told us police shot him in the head with one shot. >> apparently he was doing something that the cops didn't feel was right. but he was threatening to kill everybody in my sister's house. >> police say the gunman was 39 years old and had a criminal history. his girlfriend told us he is former law enforcement and military and suffered from paranoia, schizophrenia, and ptsd. more central florida women have come forward claiming they were sexually assaulted by the

state put an emergency restriction on cesar guerrero's lines, but that only prevented him from working with female clients. >> when a client comes to me, i encourage them if they haven't already to report these matters to law enforcement and also to the department of health. >> reporter: adam now represents three women who all claim the same massage therapist sexually assaulted them during a massage. this woman who did not want to show her face just filed suit against the business that employed him. she only had the strength to come forward after hearing about others on the news. >> a a licensed psychotherapist of 28 years, working with sexually abused children and teens.

assaulted by guerrero. and left that session confused as to what to do. >> reporter: police charged him with sexual battery in december after a client reported an attack at a massage envy location there. that case is set for trial in march. that victim filed a complaint with the state in june but because it's complicated and a multistep process, it had to go through five different departments before the state coulderd an emergency restriction on on could order an emergency restriction on his license. that took eight months. guerrero also worked in winter park where he came into contact with today's latest victim. >> when i report him to massage luck, the owner michelle said "they're not responsible for what goes on behind closed doors." even after that complaint, guerrero still had a license so he got a job here. but advocates worry with this

there could be many more. >> forker one victim that comes forward -- for every one victim that comes forward, there's ten behind them. >> clairemont police say they have a total of four cases allegedly involving guerrero and four different women. recommendations for charges in three kays have been forwarded to the state attorney's office. a winter garden woman came face-to-face with a flasher performing lewd acts outside her bedroom three times. she made the first report in december. investigators finally caught the suspect sunday night. >> the main concern for me is that there's a playground here. this is a family place. and i can't stop but wondering if he has any children around or if he's abusing someone else. >> in 2010, he pleaded no

in deltona. he was labeled a sex offender and received five years probation. his probation ended in december. his family told us he is innocent. learning more about breaking news. a 3-year-old was injured after falling out of a moving suv. police say his mother left him in the vehicle when she went inside and the car got into reverse. the crash is under investigation. some downtown orlando parents are not giving up in their fight against magnet schools. hillcrest elementary and howard middle are set to become magnet schools. parents with students currently zoned for those schools want to be given preference. a mother who says bullying drove her daughter to attempt suicide now plans to transfer the girl to another school. the

anonymous says her 13 -- remain anonymous says her daughter tried to overdose on pills last week. she had been telling the school district about the bullying for months but says the district did nothing. the district told us it won't comment on the allegations. donald trump is getting ready to meet with supporters in south florida. tonight's rally will start around 9:00. >> reporter: we're several hours away from the news conference set up where struchl going to come here to his resort to address the media. this is gonna be completely different from other rallies he's held where thousands of people attend. that's in a room where

orange county commissioners say they want to help homeowners in one neighborhood find a fix for potentially millions of

on a single home builder. cracked stucco, rolling walls and -- rotting walls and mold. those homeowners went to county leaders today. the county thinks this could be a wake-up call for the way builders are inspected. >> reporter: mayor jacob said she wants to do something to help. this is just one of 140 homes in this neighborhood. this plastic is hiding where an expert now says there's black mold in the walls. dark there, and very dangerous. and all of this was paid for by the homeowners and the team they put together. they say the company has not chipped in. the residents of burkshire place packed the commission meeting as their lawyer tore into representatives. >> they haven't sent out a single workman, they voluntary done a single thing.

>> reporter: homeowners told commissioners they hope what has happened here can be used to change the inspection process so all of this does not happen to anyone else. tomorrow all high school juniors in seminole county are scheduled to take the s. sat. seminole county has not been approved to drop the fcircumstance a just yet. investigators are making public the results of a series of investigations into wrongdoing at v.a. hospitals across the country. the investigations were done in 2014 but are just now being released. florida v.a. employees manipulated data showing how long veterans were waiting for appointments in daytona beach.

will consider a proposal to revamp florida's death penalty system. that would give more power to juries over judge ises in death penalty cases. a court ruling called the current state's system unconstitutional because it gives judges too much power. in the coming month of may, the state will attempt to move 81,000 more homeowners off its insurance and into the private market. the policy hoermsd can either accept -- holders can either accept or deny the private insurer's offer. animal advocates told commissioners about their idea to keep animals safe. they're pushing for molly's law. molly the dog was nearly beaten to
