documents showing congresswoman corine brown's name and the u.s. house seal were used by a group claims to raise money for scholarships. >> daralene jones has been following the story for weeks now after learning brown received a subpoena from federal prosecutors. daralene, we still don't know what's in her subpoena. >> reporter: that's right, we don't. sources say others have been subpoenaed for documents related to this organization. you're about to see how one door for education tried to get money from public officials, organizations and agencies in jacksonville and orlando. tonight the u.s. house committee on ethics will not confirm or deny an investigation. >> invitation to a golf tournament, inauguration festivities and receptions going back 4 years. all of these events hosted by congresswoman corine brown. her staff was involved in planning or at least aware. >> one invite to orlando mayor buddy dire on official congressional letterhead. other with a u.s. house of

we showed what we uncovered to bryan phillips. >> the thing that jumped out at me was the large volume of uses of the congressional seal on what looks like non-official congressional correspondence. >> u.s. house ethics rule allow members and staff to solicit on behalf of organizations. you can not use the official seal. for these events donors were told to make checks payable to one do door for education, an organization based in virginia that's never been registered. >> it was incorporated in 2011 by carla wylie. the agency is not a tax-exempt non-profit registered with the irs >> why is the -- irs. >> why is the seal there? >> that 2013 golf tournament

>> i want to look at the bank transactions that stemmed from it. >> in other words where did the money go? >> exactly. >> reporter: the city of orlando did not find records to show the mayor or his staff ever wrote checks using city funds to one door or attended any of the events. no one from one door has returned our calls or e-mails. corine brown's attorney said he has no comment. former and current staffers also had no comment. bob. >> thank you, daralene. we're staying on top of breaking news in volusia county where a big brush fire is burning near the seminole county line in ostein. here's a live look from sky witness 9. there's big flames out there and lots of smoke. firefighters from volusia and seminole county are working to contain the flames. there's structures in that area. we're working to confirm that. we'll have an update as soon as we know more. sanford police are stepping

out of the hands of children after a 6-year-old accidentally shot herself and died. investigators say the girl found the gun under a sofa and shot herself in the shoulder. she later died at a hospital. she's now the second child in less than a week to get hurt in an accidental shooting in sanford. tim barber spoke to police there today. they said they felt they had to do something given the recent shootings. >> reporter: they called this a preventable tragedy. every day that girl would walk along the corner to the bus stop, hop the bus and go to school. today she wasn't on the bus and her classmates were greeted by grief councillors. >> in every picture a'letha burk is smiling. >> just a bubbly little girl. >> this morning the 6 -year-old brought the community to tears. last night a'letha found a gun similar to this one under a

sanford police say the gun belonged to erik williams who was baby sitting. the 35-year-old suspect is charged with child neglect with great bodily harm, unsafe storage of a firearm and possession of a firearm by a felon. >> he's remorsable right now i'm sure. >> this is the second time in a week that child protective services has investigated a shooting. last week a girl was accidentally shot in the hand the girl's mom and another man were arrested for child neglect. >> after a'letha passed away cecil smith decided to host a free gun safety class. it's being held at the police station on march 9th for parents and children. >> erik williams mom said her son is a loving man who would never hurt a child. around the same time burk's mom made a memorial to her daughter on facebook. she wrote, as i sit and think about my baby girl i can very well say i miss her dearly.

a judge tomorrow. you can count on channel 9 to be there. reporting live in sanford in seminole county tonight, tim barber, channel 9, eyewitness news. ucf plans to offer lower tuition at the proposed downtown campus. we told you the university of governors presented a lesser plan. that will call for $20 million from the state paired with $40 million from ucf. they said they will continue to push for low cost education. >> we proved that you can raise access and still keep quality at a very high level and at an acceptable cost. people are noticing what our faculty and staff are doing here. >> the whole project is supposed to be done in time for the fall of 2018. another execution in florida has been delayed. last month a

florida's process for sentencing someone to death is unconstitutional. mark assay was scheduled to die on thursday, march 17th. today the state's how court pushed his execution back until after lawmakers are make some changes to the law. assay is from jacksonville and condemned in 1987 for murdering two men. a man accused of shooting and killing another man in daytona beach will stay in jail for now. rashad mincey said he's innocent and not a murderer. police say mincey shot and killed 25-year-old jared swinton as swinton tried to break up a fight. new at 6:00, the orlando police department said it wants to equip another 150 officer with body cameras but there's a hold up with the u.s. department of justice. john mina said they have to approve the policy

kathy, the news came after the citizen's review board asked tough questions about lack of video. >> reporter: they are disturbed that patrol officers aren't turning on their cameras. sensors can be programmed so that when officers get out of their patrol cars the cameras automatically turn on when the dome lights go on. >> this body camera automatically started rolling when an officer activated her rights for a red light runner. police tested the auto activating system more than a year ago. the chief told us today he knew it was necessary when an officer forgot to roll his body camera during a long chase. >> officers are going to forget to push that button and the types of incidents that are most important are high stress incidents. >> today at orlando city hall the citizens review board chairman voiced frustration over

cameras but don't turn them on. an officer said his camera was dead or charging but the opd investigators asked no further questions. >> how much longer can citizens expect to have this kind of attitude about the body cameras. >> chief mina walked to the podium to answer. >> it's just going to be a matter of training, the officers getting used to it. >> mina told the board he's looking at auto activated cameras to prevent those problems and to take some pressure off the officers to remember during high stress situations. he told us later he can't buy anything until doj signs off on opd's policy. >> we gave that policy to the department of justice back in october of 2015 and we're still awaiting for them to approve that. >> reporter: now, the auto activated cameras have worked 100% of the time the small town department.

his officers out fitted with several cameras. clermont city council is considering adding body cameras to their police department. the police chief said they are another tool to help keep officers safe. two brands are being tested. it will cost more than $85,000. a deal with taser international would be more than $270,000 for 5 years. the man killed in a stand off with palm bay police had a background in law enforcement. investigators still are not confirming the name of the suspect but his girlfriend tells us 38-year-old dimitri corcino was an army veteran with mental health issues. an officer shot him when he came out of his home with a loaded handgun. today we heard the 911 call that led to that deadly confrontation. >> the guy next door said that he's going to shoot everybody.

residents of one local city could see their water bill spike nearly 25%. >> right now mount dora has the lowest amounts by this rake would make it balloon to some of the highest. myrt price, leaders said it's something they have to do. >> reporter: yeah. city officials said they raise ed d rate -- raised rates back in 2014 but said they knew it again to fund water and sewer operations and build up cash reserves. >> i'm not happy about it. >> ann is retire ed re -- retired and living on a fixed income. for her every dollar counts. she's not looking to ward to a proposed 25% water rate increase. >> it's $60 a month on average at our house and we very little city water. >> we asked the city manager why is the city looking at raising the rates.

month when that happens. as for the water rates, city leaders will be possibly voting on this during the next council meeting. myrt price, end end. -- channel 9, eyewitness news. an orlando officer will only face a verbal reprimand for taunting a homeless man before an arrest. today the police department released this video of the struggle between james wilson and officer terry johnson. most of the charges against johnson were dropped. he found out that johnson is back in jail for battery on another law enforcement officer. a citizen's review board will now review the case. today we found out an orlando police sergeant accused of lying during an internal investigation has given up his fight to get his job back. sergeant michael faulkner was fired in october after eyewitness news showed he lied under oath about whether a theft suspect wanted medical attention.

was caught on camera kneeing the suspect robert lease in a downtown holding cell. opd's video shows sergeant faulkner ignore that man's request for medical attention. he's still challenging his determination for battery and a federal lawsuit. a new study says orange county needs to change the way it spends money to fight homelessness. the independent study released today says the county needs to do a better job of tracking its programs while directing for money to permanent supportive housing rather than emergency shelters. >> when people are in need and we know that those needs happen every day, you know, giving them short-term assistance doesn't always avoid them ending up in a worse case scenario. we want to look at that one issue. >> the consultant recommends emergency shelters partner with agencies supporting rapid rehousing for a greater impact. in volusia county tomorrow is the deadline for the city of daytona beach to sign an agreement with volusia county on a homeless shelter.

leaders have the option of going in a different direction on a solution. we reported on the sidewalk homeless camp in daytona that shut down a homeless office back in january and was finally dismantled last month. county leaders will hear a presentation on funding for decision. sun rail officials held a meeting today where they announced their service has seen better numbers and ridership was up in february. the number of people boarding the trains with bikes has also increased sun rail officials said their on time performance is still facing a few challenges but remains high. despite being pushed back a year sun rail's expansion to break ground in april. we told you the train was supposed to start taking on osceola county passengers by the end of 2017. that won't happen until at least 2018. the state said it is taking longer than expect today work out all of the contracts. we continue monitoring volusia county.

working to get a handle on a brush fire. we're hearing reports there's structures in the area but working to get that confirmed. firefighters from both volusia and seminole have been called in to fight this one. we will continue to monitor this one through the night and bring you updates as soon as we get them. tom, it's dry out there. >> curious how these things get started with no lightning. certainly it's dry. let me show you radar instead of any rain today we're tracking smoke. you can actually see the smoke kind of chugging a little bit here. we get a flair up of smoke because the fire is expanding north of ostein. something we're dealing with here. again, a high fire threat the next several days. we had a lot of rain in january. we didn't have much rain at all in february. we only had 1.7 inches give or take over the last 30 calendar days. that's a high fire threat. generally in march we get 3.5 inches of rain but i don't have much at all for at least the first week, maybe two

threat is going to go up only day by day. the flip side is we have some pretty good weather for out door plans. winds out of the west behind a weak cold front. beautiful sunset shot for us coming up here shortly. remember we start daylight saving type saving -- time on the 13th. 76 degrees right now in orlando down from the low 80s today. temperatures in the 70s area wide despite that front moving through. not much jet stream support. the jet stream controlling all the cold air. we didn't have any storms or rainfall with this front. we have a second one arriving on friday. a better chance for an early morning shower or two. temperatures in the 50s for kissimmee into winter garden village, downtown apopka, kitland and nelson park at 51 degrees for tonight. just like that, 82 degrees and this is average for early may.
