he was seen striking the officer. >> reporter: martha, tonight we got our hands on this cell phone video that shows, or reveals rather more about what happened after the officer's body camera turned off. >> it was terrible. >> reporter: orlando homeless advocate, elizabeth morgan doesn't like what she's seeing. we showed her this cell phone video that's pretty hard to watch. it shows a bloody confrontation between james wilson and terre johnson who is homeless. this is the spot where johnson was arrested, we got our hands on some video taken from the street. we showed you a different angle taken from the officer's body camera. >> reporter: today, we obtained an interim affairs

we learned officer wilson was given a verbal reprimand. doctors say he used rude language that was unnecessary, and inappropriate. he broke this department rule. it states officers should be courteous and orderly with the public, and avoid harsh and profane language. >> these are people, and they should not be treated like animals. >> reporter: we also had this video that shows johnson was acquitted of battery charges. now the homeless man is back in jail. charged with battery on a different law enforcement officer. >> reporter: we sent an email message to orlando police chief, asking an interview, or even a statement about the outcome of that select. we are still waiting to hear back. we're live tonight in downtown orlando, ty russell,. tonight, stanford police are stepping up actions to keep

children after a girl died. a 6-year-old shot herself in the shoulder and later died at the hospital. according to police, the gun belonged to erik williams who was babysitting. >> i'm sure he's very remorseful right now. nobody knows what he's going through, except for him and god. >> williams will be in court tomorrow morning. according to police, this is the second child in less than a week to get hurt in an accidental shooting in sanford. in this case, the child died. sanford police want to make sure something similar doesn't happen to other kids, so they're starting a gun safety class tomorrow at 4:30. orange county crews hope repairing damage to a fence will keep children away from a canal where an 8-year-old nearly drowned yesterday. >> we're also adding a little additional just as a temporary measure to try to mitigate

>> the boy is in a medically induced comma in critical condition. investigators say he, his brother, and a group of friends got into the restricted area through a hole in the fence and he fell into the water trying to cross the canal. an accident around dinner time caused a major backup and lots of headaches. here's a look. police say a truck blocked all westbound lanes for more than an hour. crews were able to clean up the mess, and get traffic moving smoothly again, but the damage for some was already done. new tonight, a 21-year-old man was just arrested for a sexual battery on the campus of the university of central florida. >> this comes just week after 9 investigates first exposed the lack of prosecution for sex crimes on ucf's campus. carla ray broke that story. what did police do in this case to increase the chances the suspect will actually face charges? >> reporter: police have been

to this arrest. in that time, they've been doing interviews with witnesses and the victim here on campus, as well as collecting evidence. the goal is to make their that the victim in this case will continue to move forward with them for successful prosecution. after a night of drinks downtown, and at knight's library, police say philamon chavez committed -- according to this incident report, after offering the victims drink to the point she was unable to walk, the victim felt someone heavy in bed. chavez admitted to touching the victim in bed, but stopping, because he didn't feel like they were enjoying it. chavez was just arrested, but the climb allegedly took place at the same week eyewitness news released disturbing

none of the cases resulted in a successful prosecution. we questioned the chief of police about those numbers. >> do you think it seemed as message, that if you're going to try to do something like this at ucf, you will probably get away with it? >> i don't believe that. i think we do a great job of conducting these investigations. >> reporter: we found in this case against chavez, they obtained text messages about the alleged act. >> the key to successful prosecution in a sexual battery case is victim cooperation. >> reporter: it's important to note that the suspect in this case is not a ucf student and he's not even from the central florida area, he's from another part of the state. reporting live at ucf, carla ray,. they want to equip another 150 officers with body cameras, but currently at a standstill with the u.s. department of justice. this came after the citizens

maya bayshore was standing at the corner of dr. phillips this morning, holding up her donald trump sign. she and several others were trying to get people to early vote for their candidates, when all of a sudden, bayshore felt something hit her in the stomach. >> it felt like a big rock. it hit in the middle of my stomach, i looked down, and it was a full cold cup of coffee, and splattered all over me. >> reporter: it left a welt and left her in shock. >> when i see hillary clinton supporters waving their signs, i think they're nuts, but i don't think violent thoughts at all. >> reporter: we're also working to get a report of another alleged incident, involving a trump supporter on monday. >> i'd like to be treated with more respect. >> reporter: another trump storer, told me the violence worries her.

i'm going to go to hell just because of my political belief. >> reporter: while we were out there shooting video for our story, we captured some of the ugliness. >> he threw it from the driver's seat, right into her. that's an example of what we're getting. >> reporter: i did poll some of the ted cruz supporters working at the library, and they told me they have not experienced anything close to what the donald trump supporters have. reporting live on the campus of ucf, channel 9 eyewitness news. hundreds of demonstrators are expected outside that ucf rally this weekend. he has drawn plenty of issues about immigration and isis. kira clark says she and fellow students want to make it clear, they do not agree with trump's campaign message.

violence. no rude comments. no physical force, anything like that. i like that the students are also agreeing to be peaceful about it. orange county needs to do more to help the home it's, according to a consultant. now leaders are reviewing a 15 page assessment. an independent consultant says they need -- exposed areas where the money isn't helping. they're happy for the constructive criticism. >> the efforts and the resources, the money that's been, has been expended by the county is remarkable. so it's really just a matter of retooling, and reallocating already existing effort will money, all those things into different channels.

recommends programs to implement better data collection to track success. tomorrow is the deadline for the city of daytona beach to sign an agreement. county leaders do have the option of going in a different direction on a solution. we reported on a sidewalk homeless camp, that shut down a county office? january, and was finally dismantled early last month. they will hear a presentation on funding for the homeless before making a decision. a west county man remains locked up on no bond after police say he tried to kill his daughter's boyfriend. felix vera says he aimed at the boyfriend's head, and ended up shooting him in the neck. vera told police he was in the process of evicting them from his home yesterday morning and said when the boyfriend talked back he shot him. >> really kind of this is the straw that broke the camel's back in this neighborhood with this house. i won't be sad that the house has been shut down.

falling short, leaving leaves, debris, even trash bags behind. tracking down the hauler causing these hassles. >> i'm not sure. i mean, i pretty much take this stuff away from people. so they don't have to worry about it. >> reporter: robert smith does yard work for a living. >> just biodegradable yard feed. >> reporter: it used to be collected in the bags they're stored in. but starting the beginning of this year, the haulers are actually ripping open these bags and dumping them out before they ever haul them away. they cut open every bag with yard waste, empty it, and take away the plastic bags. if they're paper, that's toss them in your yard. the neighbor says these filled both his trash and recycling bin, leaving no room for

>> we used to get two days of garbage pick up. now we get one. and they're pretty picky. >> reporter: we spotted them throughing it right in the yard. the haulers have multimillion dollar accounts. >> my customers are just like, if you would take it out, we'll throw you a couple extra bucks. >> reporter: janine reyes, chanel 9 eye witness news. >> the county told us, it does recall haulers to debag the yard waste first. but a representative told us, crews are not allowed to leave any trash behind, even if it's recyclable. they will told us, they'd be talking to the haulers about what we caught on camera today. the investigation into a deadly police confrontation in palm bay is ongoing. but now we know more about the

>> shoot all of us. >> that's it? >> call the cops he says. call the cops. >> investigators still aren't confirming the name of the suspect. his girlfriend told us, dmitri casino was an army veteran with mental health issues. we learned he also had a background in law enforcement. police say he shot the suspect when he came out of his home with a loaded handgun. at 4:00 today, we told you the state university board of governors voted to approve a less expensive version of the plan governor scott vetoed. this relies on private donations. money from ucf and $20 million from the state. the next step is to decide whether to put that money in next year's budget. >> you have that great feeling of having gotten something done, you've got to get onto the next project. >> the university says it wants to see it pass the legislature after groundbreaking dates.

to be done in time for the fall of 2018. tomorrow will be the fourth day of faa testing. so far, there have been a few issues reported in central florida. three schools were short on tests on monday. in seminole county, three schools had lab glitches and were resulting in minutes. last year, they may have been targeted by hackers. in lake county, residents in mount dorek could soon have to pay more for water. they're looking into spreading few years. if passed later this month, an average family of 4 would have to pay about $7 more a month. one resident told us an increase would hit seniors the hardest. >> we're all on fixed incomes here. some people barely get by on just social security.

>> the city says while water rates could go up, electric rates are going down. right now firefighters are still monitoring hot spots. sky witness 9 flew over this fire, which crews told us is a prescribed burn. they will be still seeing smoke in that area, so drivers tomorrow morning should be cautious. that could mix in right over the roads, and cause maybe some issues for you. but they do that because during the dry season, they've got to get that brush out. >> we learned a lot of lessons from the 1998 wildfire season. another strong el nino year. we had three days of 100 degrees in a row in june. and it was game on. >> i remember it. >> it was fire everywhere. downtown, we're at 62. the growth of the underbrush here during the wet times of the winter. january is very wet. february has been pretty dry, and now the first couple of weeks of march are expected to be pretty dry.

isn't very bad this year. 55 up in deland. 48 in ocala. our front moving by. still high clouds streaming through, but overall pretty quiet weather here across central florida. from midnight through daybreak, we'll be in the upper 50s. on our way back up into the lower 80s for daytime highs. the model it's, the american model, the gfs, they did some solid tweaks on it. showing about 85 for orlando tomorrow. i think they had a few too many horses. we'll be at least in the lower 80s tomorrow. heading into your early friday morning, a few showers moving by around 8:00 a.m. we are normally on the upswing here from 78. that's our average temperature for march. we're going to be at or above this for a week. we just started the month, april, 83 the average.

hughes future track, 11:00 a.m. showing mostly fair skies. a broken line of showers, which again, will be breaking up as it moves by between 5 and around 7:00 a.m. through downtown orlando, and pushing south after 9:00 a.m. so your chances of getting something measurable that your lawn can work with, are low. so we're going to get some spritz here or there, otherwise relatively dry. it will be nicer over the weekend, but it's been pretty darn nice this week. increasing seas tomorrow, but overall, very nice there. of course, we have orlando city kicking off the season at the citrus bowl. mid- to upper 60s at 2:00 p.m. for kickoff. can't beat that. partly cloudy temperatures, lower 80s return tomorrow under a lot of sunshine. still warmer than average.

tonight the man accused of shooting and killing another man is in jail. he spoke out and said he's innocent and not a murderer. they say different. she say he killed jarad swinton. tonight, police expect to make another arrest after they exposed a downtown theft ring. they say edward robinson, also known as chubs was hosting a downtown theft ring. investigators recovered up to 30 bikes cameras, power tools and equipment, taken from homes homes in the downtown area. there's more to do to help with the my demand.
