about it in person 15 minutes ago at the orange county jail. he walked out of the orange county jail with his face covered with some papers. we had several questions but he did not you have up any answers. orlando police said he put his phone in a basket and recorded the girls at the publix in baldwin park. jeanine reyes tried to talk to him. he didn't say anything but he did show any reaction to our questions? >> reporter: police say three young girls, one who become as young as 5 became unsuspecting victims. they credit a good samaritan for helping catch him.

skirts of at least two unsuspecting girls shopping. that good samaritan reported it to management who did not call police. three weeks later the good samaritan shopper say erwin the manager. >> that was the second time they had seen erwin shopping basket. they got his plate numbers and called police and turned over the surveillance video. >> in it you see erwin holding that basket and his cell phone. after fiddling with the face he he targeted a teenager between 13 and 15. on the video they see the manager said he only saw him in the store twice. >> after posting bond we saw him in the jail lobby on a phone call.

facing $100,000 in code enforcement fines has cleared the property. the lake fair view mini storage property was notified that contamination is now cleaned up. contamination was confirmed surrounding the property. they believe it came from unlicensed businesses working out of the facility. you probably pay resort fees at other hotels but right now disney doesn't have them. julie salmone found out they're now surveying guests to see if the fees will fly. >> a spokesman said the company constantly does guest surveys would be willing to pay a $15 per night resort fee. >> world disney world owns more than 25 reports in orlando. they are surveying resort guests by e-mail asking if they would

the future. it would include magic bands, fast pass, wifi and extra magic hours. they're free. >> that's ridiculous. that's an extra $60 for four nights. can't believe it not with the money they're making here with everything else. >> sky witness 9 flew over disney's resort where guests can catch the monorail to the kingdom. we flew over river side where mike adrena is staying. >> i came here in 1972 and it was like $16.50 for a ticket. you know, now it's like $200, $150. i don't know. they throw it all in with all the other fees. >> a disney spokesperson strongly stressed this was just a survey, there's no solid plans to add the additional costs.

selection process sitting down today with a democratic senate committee member to talk about possible nominees. president obama said he's not going to be swayed by pressure from republicans. >> i don't feel constrained in terms of the pool to draw from. in terms of who i select, i'm going to do my job and then my expectation will be will the senate do its job as outlined in the constitution. >> the constitution gives obama the right to name a new justice. a new poll shows that 63% of americans do not want the selection process to be delayed. no word on when we can expect a nominee or who is being considered. osceola county leaders came together today to set the sites on the future of the fast-growing county. commissioner jenner delivered the state of the county address. they are working on parking garage as well as the final phrase of the lake front park that should be finished this year.

review they've also be used to spy on u.s. soil. >> the investigation by the department of defense inspector general found that's happened fewer than 20 times since 2006 but some of those non-military missions are blacked out, still top secret. >> it's clear that the american people think that, you know, any kind of aerial spying is very sensitive. >> the pentagon has made public this mission and responses to fires and floods. >> a drone participate in this emergency exercise called guardian shield. in south carolina a drone was called in by fema in 2015 to help in emergency response to flooding. >> the i.g. report found in all cases the drone used was quote fully complaint with laws. the still cause for concern.

becoming victims of identity theft it seems. from 2014 to 2015 the state saw almost 40% jump in complaint for fraud. many complaints were for stolen tax returns. we have tools to help victims of identity theft on wftv.com/weblinks. tomorrow state legislatures will send the governor their $82 million budget proposal. we told you earlier when state lawmakers reached a deal on the state budget. they have to give a final vote on friday before sign off on. lawmakers agreed to use the money to fund dozens of projects including aid for the disabled and the controversial bonuses for teachers who scored well on their college admission tests. nasa's top official testified today before a senate committee about funding. they questioned the size of nasa's proposed budget. charles bolin said it's needed for future deep space goals including an unmanned test flight in 2 years and a crew flight 5 years after that.

bike week wrapping up here after a stellar weather week and a half so far. 83 downtown. we have 86 today. the hottest so far this year . it's still going to stay on the warm side again tomorrow. another 86 in my forecast for there you see that southeast breeze. we've had a couple of fires we've been tracking in osceola county tonight. may smell smoke in winter garden tonight. temperatures will fall into the lower 60s. they've done a beautiful renovation over we also go to spring fiesta. very nice there. you can see the on shore flow and the warm weather here. high pressure is still the big blocker, the big lineman in the atmosphere keeping the weather in a repeat performance with this stalled out front. they already had a foot of rain in louisiana, more rain coming in tonight. that will continue through tomorrow. future track shows this high pressure area starting to back out of the picture but not before another nice day tomorrow. a few more

seminole county leaders plan to send a strong message to state state wildlife agents setting a resolution or ordnance banning any bear hunts within its borders. it would reduce bear and human conflicts better than a hunt. carla ray found out they wouldn't be the first carla. >> reporter: the largest that county. since the only bear-human attacks have happened in the state right here in seminole county within just a few miles of where i'm standing county leaders say issuing a message. >> in an effort to prevent scenes like this one seminole county is the only place with

at limiting the food supplies. >> that's not to help, not killing them. >> county leaders hope that's enough to prevent a future push by wildlife agents to hold another bear hunt within county lines. >> we certainly have the ability in our county to set the rules. >> we went through the numbers and found of 304 bears killed in florida's first black bear hunt in 20 years only four were from seminole county. those state wildlife agents said the purpose was to reduce bear and human conflicts. residents argued the bears killed weren't nuisance bears. >> the bear hunt did not kill the bears that live in our neighborhoods with humans. the hunt killed bears that didn't encounter hundreds. >> miami-dade county, clermont and deltona has a non-bear hunting resolution. county leaders seem set on joining that list. >> i think if you have a ban on bear hunting in seminole county
