channel 9 eyewitness news at 11:00, coverage you can count on. >> more than a dozen criminals taken off the street thanks to vigilant neighbors tipping off police. >> neighbors say they have had enough of this crime near their homes. >> and now they're stepping in to help police clean up the drugs on the streets. ty russell spoke with neighbors tonight about this. and, ty, what was the last straw for these folks? >> greg, i'm still working to find out that exact tipping point. but i talked to some neighbors tonight who told me they were even too afraid to drive by that questionable home. now tonight deputies credit those neighbors for helping them bring multiple people to the orange county jail because neighbors refused to be a part of the tradition of silence. >> reporter: only eyewitness

as two juveniles placed in the back of an orange county principal car. investigators on scene confirmed to us they were just two of the people arrested on felony, drugs and weapons charges. detectives went on to say 15 adults were arrested. >> them juveniles. that's -- [bleep] >> -- up. >> reporter: at least one onlooker didn't agree with the arrests. but every neighbor we talked to were relieved to sea deputies at the home. detectives say neighbors can credit themselves with this. after several complaint complaints, the sheriff's office began an investigation. when we first arrived in the neighborhood, we saw this sign stating it was a safe area. we then noticed the home was right across the home from a church. neighbors still fear from their safety. they show the home is owned by a woman in north florida. we couldn't get in contact with the owner and neighbors tell us

beginning of an effort to keep their streets safe. >> reporter: and tonight, we're still working to get several questions answered like whether all those suspects lived at that small home and whether there will be more arrests later on. we're live in orange county, ty russel, channel 9 eyewitness news. >> breaking news right now, governor rick scott has signed a new state budget tonight and vetoed more than $256 million in spending. the approval $06,982,000,000 budget includes funding for several items. this year's veto totals are less than half of what scott vetoed last year. this also means that ucf's downtown campus has been given approval. $20 million of funding have been freed up now that the state budget has been signed. the new campus is to accommodate more than 7,000 students. the next step is to put out company to start work on the facility. the downtown campus is expected to be finished in the fall of covering orange county tonight where the days are numbered for popular shows like

killer whale shows with shamu will be a thing of of the past as they've decided no longer to breed these giant orcas. they say things will be different in the future at the park. they say seaworld will look very similar to busch gardens in tampa. one economist says it was clear with their downward trend with visitors didn't match up with other companies in the hospitality industry here in central florida. >> to see these results at seaworld we're seeing, you know wasn't the overall market conditions that was driving it. it was something specific to the company itself. >> reporter: seaworld says it will also be donating $50 million for animal rescue operations. when the current orvas in captivity die off, they won't be replaced. >> in the last hour, the ramp from orange avenue to 408 this is a live look at the area. this is all part of the i-4 ultimate project. a replacement ramp will open up

blocks away at division avenue. but the old ramp will be shut down for the next three years. remember, we have you covered during this six-yearlong i-4 you will mat project. we posted today's detours as well other projects on wftv.com. click on the traffic tab and then i-4 ultimate project. an orlando driver who suffered severe injuries when a tree fell on his car has just been awarded more than $1 million from the city. trino valdez has permanent injuries when a city tree fell on his car. a judge awarded him $1.2 million in damages. tragedy in lake county. within the last 30 minutes, firefighters returned to the home where a 17-year-old boy was killed in a fire after neighbors reported seeing that fire start back up tonight. the small town where the teen lived is gathering around this family.

and firefighters are facing another long night there. >> reporter: martha, firefighters will be up and down this driveway every few hours tonight to make sure the fire does not rekindle. that's because about 90 members ago, a neighbor -- 60 minutes ago, a neighbor reported that part of the home was smoldering again. this is where they found 17- year-old trevor ross trapped. the woman who put up the pictures of the teenager tonight tells me he was a good kid. investigators are still trying to figure out why he couldn't escape the burning home. >> he was a big brother and a best friend. 17-year-old trevor ross described as having a heart of gold. now the teen is remembered in pictures tied to the mailbox outside his minneola home showing him as he posed for selfies with his high school buddies. it's the same house where firefighters found ross trapped last night. just feet from the door, they say he tried but couldn't escape a massive fire.

and you could tell when walls were coming down because you could see the clouds of embers shoot up. >> reporter: neighbors on east showing flames rising above the trees. mystery. while investigators work to find a cause, the city is calling for support, collecting donations to give the family who lost their home and their son last night. as friends and classmates remember the young victim. >> he was brilliant. he was a really out of the box thinker. and he would always help people. >> reporter: and there's quite a few ways to donate to trevor ross' family set up tonight. tomorrow minneola city hall and be accepting donations. also again on friday. there's also a website set up. now you can find the details on all of these on our website at wftv.com. reporting live in lake county tonight, channel 9 eyewitness

korea has test fired two medium ranged bah -ic missiles. they both landed in the sea japan east of korea. the missiles are not a threat to the united states. this comes days after north korea leader kim youngening ordered tests of a -- kim jong- un ordered tests of ballistic missiles. within the next two weeks, attorneys for william woodward will ask an appeals court for a rehearing in his death penalty case. woodward is accused of a labor day 2012 shooting that left two neighbors dead and another injured. last month his attorney successfully argued that even if he were convicted, the death penalty was not an option in this case. but in a ruling filed yesterday, the fifth district court of appeal disagreed. >> we don't think it's a death penalty case and don't believe even if he is guilty that this would justify the death penalty. >> woodward's attorneys have two weeks to ask the fifth district court of appeal for

tonight parents are calling for changes at maitland middle school after another fight on the campus. this fight between a teen boy and girl being investigated by police as well as school administrators. this isn't the first time there's been a fight on the campus. back in february, we told you about another fight followed by social media threats that prompted the pta meeting which was overflowing with concerned parents. now one father told us he's thinking about pulling his son from the school altogether. >> to a point are people going to say enough is enough and what can the parents possibly do? we're doing everything we can. >> reporter: we push for answers about these problems. neither the school board chair nor the vice chair that represents the school were available for questions. the principal also did not respond to our requests for an interview. a woman is now suing harbor house. we went to carol wick's attorney to ask if the $200,000

carol wick worked to help. he said the single mother is simply doing what she has to do survive. >> regrettably today we've been forced to file lawsuit on behalf of carol against harbor house who she has dedicated her life to. and who she still strongly believes in. >> reporter: in a statement, carol wick says she is still passionate for the mission of the organization but wants the harbor house board to honor its commitments. we'll let you know how this turns out. congressman corinne brown wants money to help her stop redistricting. >> she's askings donations from court fight. they ruled last year the original maps were unconstitutional. she says the new maps would hurt her politically although experts disagree.

were searching for a shooting suspect in a different case remains in jail. opd says mccant crashed his car near kirkman road and he took off. after a brief search, he was found and arrested. police have still not found the suspect from this morning's shooting on cornelia court. bond denied. that's what a judge told bob ward today. ward is the millionaire once convicted of murdering his wife in their mansion. just last month, a judge ordered a new trial on the grounds of ineffective council. defense attorneys asked their client be freed. if a new trial is granted, they'll prosecute this case again. for the first time, we're hearing from the mother of missing newborn baby willow. the orlando mother has been behind bars for more than a month now and a handful of family members and friends has visited. only channel 9 obtained video of those visits. richardson only speaks about

all the time to show them how to administer drugs. because he was a trusted professor as well as a registered nurse, they never suspected he would take the patients' medication to support his addiction. matt turpin, a teacher at daytona beach college, is facing drug charges by daytona beach police. he was arrested last year after halifax hospital officials reported him. according to this emergency restriction of license order handed down just three days ago by the department of health which was obtained by eyewitness news, turpin is accused of stealing pain and anxiety medication along with hypodermic needles. in november of last year, according to police report, turpin would withdraw the medication from the dispensing system from patients but they never received it. they found drugs on him as well as on a backpack. in documents, turpin would admit he would divert opiods from hhmc and use them orally and internasally.

he started working in august of last year, diverting morphine and hydromor- ofone and -- hydromorphone. he used the substances to cope from daily life stressors. they recommended he enter treatment for nurses. he hasn't complied. >> reporter: i reached out to the college tonight to see what turpin's status is with the college. but because of spring break, i have not heard back from them yet. reporting live from daytona beach, jeff levkulich, channel 9 eyewitness news. tonight a marion county teen is getting a mental evaluation after deputies say his parents stopped him from taking a rifle to school. the 13-year-old boy tried to sneak an ar13 and ammo to school. his parents noticed him trying to hide the gun so they took it from him. the student was going to bring it to howard middle school to

him. >> it was not necessarily a bullying issue. she was just annoyed at them. and i guess he felt like he was going to do something to take care of that annoyance. >> that teen is no longer allowed to return to the school. the number of zika virus cases have reached 66. four my cases was confirmed. one case is in brevard county. of the 66 cases, 7 patients still have symptoms. all the patients in florida contracted the virus outside the country except for one person in polk county who got it sexually. >> construction on the first phase of the new south terminal at orlando international airport could start early next week. the greater orlando ivanhoe indication authority signed off on the $2 billion project yesterday. this is a rendings of what the new complex may look like someday. officials say they were encouraged by the rise of passengers coming through the airports. tonight we find out that more than 130 people have been arrested this week for alcohol- related offenses on volusia county beaches.

we were there when beach safety offers and volusia county deputies gathered on the beaches to strategize. they're enforcing the zero tolerance policy for booze on the beach and are making sure minors are not drinking and they're also having folks over 21 out there. >> wouldn't want to make that call back to the home front. >> no. >> mom! >> i mean, it's spring break. >> they had a great time until about 3:30. we were warning you on social media of storms approaching. download our free weather app before you head to the beach. if there's advisories, it'll let you know. downtown orlando, still mid- level clouds. nice night. light east breeze, 68. we have a weak storm system to the north. another batch of rain heading our way. this next batch will move in when we're not 85 degrees. we don't have as much energy to sustain the showers as they move down.

when you join brian shields on "daybreak," we'll have showers from flagler county to marion county. for the most part, tomorrow looks good. a little improvement on the mid- afternoon beach area versus the rain that moved by today. saturday morning, another round of rain scoots by the first part of the day. forecast models showing scattered activity but not the washout like now. saturday, we except about a 40% chance you get measurable rainfall. a little in the morning. a couple scattered showers in the afternoon. the big change on the latest forecast model run is that it keeps a lot of the rain sunday morning and moving it south. the last run i had for the 10:00 broadcast -- sometimes they'll update in between shows -- show rainfall through about 2:00. this one showing most the rain pushing south. either way, i plan on rain saturday night and early sunday morning ads our cold front moves by. we'll notice quite a bit of a

destroyed abiconnic mansion. flames soared 75 feet high at the pumpkin center. the cocoa beach fire department told us the investigation is still active and is ongoing. daytona beach just made it easier for local groups to serve meals to the homeless in city parks. back in 2014, the city was sued for banning these meals for the past 12 years. a couple said their constitutional rights were violated when they were kicked out of a park for feeding to holeless. now groups can feed the homeless at parks once a week for no longer than three hours. tonight we're learning complaints about orange county's new trash haulers not only about garbage pickups. this video was sent to us of a speeding track driver. i would say he's rolling too quick. they confirmed the homeowner filed complaints of two separate speeding incidents of this driver this month. they say the driver was terminated yesterday after his shift. the hauler is fcc.
