loo is live with details. >> reporter: good afternoon. the mayor was here to unveil his new gun ordinance just awhile ago. and now it appears poised to speed through the full city council like a bullet. aldermen are set to debate and vote on it tomorrow. >> our new ordinance allows a two step process to own and register a hand gun. >> this morning mayor daley was deliberate in outlining the city's new responsible gun ownership ordinance. flanked by over a dozen city aldermen, community leaders, activists and the police commissioner, the mayor stressed one of many reasons he is moving fast in response to the supreme court. >> the father and grandfather, nothing affects me more deeply and personally than violence in chicago. i lost a son because of an illness. an illness and it still stays with me. just think when you lose a

child because of gun violence, he or she has done nothing wrong, that stays with them forever. >> under the new proposal, gun owners would require each wep would -- weapon would have to be registered with the chicago police department. no one could register more than one hand gun a month and gun stores would not be allowed to operate in the city of chicago. even so, supporters are still concerned. the mother of one young victim sayslafall po -- lawful possession of a gun won't always mean beart outcome. >> having a gun that day when my son was killed wouldn't have saved his life. having not having guns on the streets would have saved my son's life and -- their friend was gunned down and murdered on the bus doing the right thing coming home from school. regardless, the citi' corporate council believes the new ordinance will pass muster locally and nationally. >> we are allowing for hand

guns in the home for self- defense purposes within the city of chicago. but we were also imposing reasonable regulation. and the supreme court said that is fine. >> now if passed tomorrow, the new gun ordinance will kick into effect in ten days though many admit a persistent problem will be the illegal and unregistered guns, countless of them still out on the streets. live on the south side, nancy loo, wgn news. just days after his conviction for lying about the torturing suspects in the 70s and 80s, a new lawsuit is being filed today against former police commander john burge. wgn's muriel clair is live in northwestern university with the details. >> reporter: well, you know when john burge was found guilty earlier this week, his attorney predicted that the guilty verdict would simply open up a pandoras box of further litigation. and it has begun.

in a new lawsuit filed today by former death row inmate ronald kitchen, john burge is one of several defendants named in the suit. before finally being declared innocent, kitchen spent 21 years behind bars after he was allegedly tortured into confessing to five murders in 1987 that he didn't commit. >> there is no greater crime that a criminal justice system can commit than to take an innocent man, torture him over the course of 16 hours with fists, black jacks, assaults on his testicles and coerce that innocent man into making a confession to a brutal mass murder that he had no involvement in. >> reporter: also named in the suit are two other police officers who were in burge's inner circle when he was the area 2 commander in the 70s and 80s. and mayor daley who was back

then the cook county states attorney. >> richard m. daley, mayor of chicago, is included in this complaint not because he is a name on a door. not because he has his name at the top of the letterhead, but because mayor daley was actively involved in the conspiracy to conceal and cover up the torture at area 2 and later at area 3 and is personally responsible for prolonging the imprisonment, unjust imprisonment of ronald kitchen. >> the complaint seeks an unspecified amount for damages. >> let it be known that it's not about the money. it's about making those who overseeing, supervising and running the city of chicago take notice of what happened not just to me, but to many

other people like me. it's hard to sit up here and try to talk about losing or having 21 years stole from me in front of anybody. >> reporter: kitchen spent 13 of those 21 years he was in prison on death row. and he was finally released and delayered -- declared innocent on july of last year. reporting live from northwestern downtown campus, muriel clair, wgn news. thank you. three chicago congress men are introducing a bill in congress making it a federal crime for police officers to commit torture. bobby rush, danny davis and jesse jackson, jr., say their law enforcement torture prevention act will set criminal penalties for police torture. under the bill, a person

convicted of committing, attempting or conspiring to commit torture will face a maximum penalty of ten years in prison. if the torture led to death, the maximum term would be life in prison. senator roland burris says he is going to introduce a similar measure in the senate when lawmakers return july 12. a construction strike has brought road projects to a halt across the chicago area. the eisenhower and the congress parkway bridge are among the locations where work has come to a standstill. local 150 operating engineers union voted to begin a walkout at midnight. laborer's union voted earlier to strike. union spokesman says they are hoping new talks will be scheduled, soon. the next negotiating session is planned for next wednesday. hurricane alex has been downgraded to a tropical storm. if the eye of the storm hit mexico around 9:00 last night. as category 2 hurricane. winds reached 110 miles per

hour and flooded several neighborhoods with a foot of water. the storm moved toward the texas/mexico border spawning several tornadoes. the main road to south padre island, a popular vacation spot, had to be closed due to nine foot waves. forecasters say it should dissipate within the next day and a half. but parts of texas could get up to a foot of rain. bond set at $1 million for a man accused of kidnapping and raping a woman in the far north suburbs. richard gallatin is in the lake county jail after police caught him at a campground in the chain of lake state park last night. he abducted a woman at gunpoint from a parking lot at gurnee mills june 5. he made the woman drive to kane county where he sexually assaulted near church parking lot. a woman convicted of driving drunk and causing the deaths of five teenagers could face up to 28 years in prison. 26-year-old sandra vasquez was

found gimenty of aggravated drunken driving and reckless homicide in a kendall county court. she was behind the wheel of a car that swerved and hit a light pole in oswego back in 2007. five teenagers who were the passengers were killed. vasquez was driving the teens home from a party where about 30 teens were drinking. her attorney plans to ask that vasquez be sentenced to probox. -- probation. coming up next this midday, it's now biggest oil disaster in the gulf of mexico. how much oil government officials believe have been spilled. >> and later he was the kid with the bionic arm that helped save the cubs in the movie rookie of the year. joining us with his rock band later in this hour. @@óg

president obama put immigration reform at top of his priority list in his campaign. he said only a comprehensive approach to fix what he calls a broken system to work. took arizona to task saying that state's anti-immigration law is divisive, ilconceived and needs bipartisan support. >> i believe we can put politics aside and finally have an immigration system that's accountable. i believe we can appeal to not to people's fears but to their hopes, to their highest ideals. >> the president said fences and border patrols are not the only answers. 11million illegal immigrants broke the law and should be

held accountable. he said employers who hire undocumented workers should be held accountable. bp's massive oil spill is the biggest oil spill in history in the gulf of mexico. the spill has sent 140 million gallons of oil into the gulf. that is a surpasses spill off mexico's coast. the calculation is based on higher end ever the government' range of barrels leaked per day minus the amount bp says it has collected from the blown out well. the casket carrying the body of senator robert birth byrd was brought by honor guard. he will lie in repoet in the senate chamber until this afternoon when the casket will be flown to west virginia. after public viewing and a memorial service at state capitol in charleston, byrd will be buried in arlington, virginia. he died money at age of 92.

a former deputy governor finally wraps up his testimony and irs agent follows the money trail and three more motions for mistrial. all developments in the trial

of rod blagojevich. wgn's julie unruh is live at dirksen federal building with details. >> reporter: the former deputy governor doug scofield said in his time working for rod blagojevich he was often asked to do things that were called ludicrous. in 2008 he was not on the governor's payroll in any sowrt. way. he did have blagojevich's ear and speaking with him quite regularly at the time. now he told the jury he did not agree with blagojevich's desire to become secretary of health and human services or with the idea to appoint himself to u.s. senate. but he told the governor otherwise and secretly recorded phone calls appearing to agree with him at the time. scofield felt it -- felt it was easier than disagree egg. defense will argue he was advising the governor about these matters and the calls indicate no crime actually took place. scofield is not charged with anything in this case. he left the stand this morning. pleased to finally fill in some the blanks for prosecutors. >> i feel like i answered every question and i think i told a

story that i hope was helpful and important and that was important to me to give full and honest answers and i look forward to when i can talk to you more about it. >> reporter: right now an irs agent is following the blagojevich money trail. detailing expenses and income from 2001 through 2008. and also showing where income was tieded directly to convicted fundraiser tony rezko between those years patty blagojevich's realty company took in more than $200,000 from rezko entities. defense will likely argue she earned every penny of it. late in 2008 the blagojevichs were more than $200,000 in debt at the time. regarding some other court matters today, three new motions for mistrial were filed today. that brings total to five so far. the judge was none too pleased about motions accusing him of cutting off the defense at different points during yesterday's testimony. that's before they could develop evidence that would assist actually in their case. now we could actually feel the

tension in the courtroom as the judge was suggesting that the defense attorney go ahead and rerequest or continue questioning the witness on the stand. defense count refused, denied. they went ahead and carried on but a tense moment between the judge. we will see how many more motions for mistrial crop up for the end of this trial. july july, wgn news -- julie unruh, wgn news. i'm bloomberg's angie lau live in chicago. another down day on wall street first. labor department report on weekly jobless claims showed that the number of americans filing for first time benefits last week rose up 13,000 and that's more than what economists had expected. those getting emergency benefits dropped after congress failed to act on extending the legislation. now fears about losing jobs likely kept consumers from spending on big purchases like

cars. that's what analysts expect as automakers post their june sales number throughout the day today. general motors and ford reported already their june sales both fell short of what analysts had expected. results showing that auto sales may be slowing down. and despite companies like moline based deere getting more orders, manufacturing growth from china to europe to the u.s. slowed in june. this economic report is weighing on the markets right now as investors see it as a sign the global export led recovery is losing strength. and lastly, calling all antenna engineers, apple looking for a few good men and women. one company that is hiring and according to job postings on apple, the company is hiring engineers to work on iphone and ipad antennas. as you may know apple faces two lawsuits over the iphone poor

governor quinn says the new illinois budget will reduce spending by $1.5 billion and more spending cuts are possible. wgn's erin mendez is at the thompson center where the governor outlined his plans today. >> reporter: good afternoon. repeatedly the governor touted they would be slashing 1.4 billion from state agencies. but not made clear is where the axe will fall. they will work out the details at the comptroller's office and continue to negotiate with each agency. basically each contracted

agency. general numbers take a look. it's very broad at this point. education is going to get a huge hit. they are going to lose $241 million in state funding and majority of those cuts are human services are looking at $312 million in cuts. so big plans for caps on eljnlt for many of their programs. higher education, 100 million down, 14 million coming from community colleges. department of of corrections, 41.9mal and public health 17 million slashing community health center and many specific grants. now when pressed for exact figures deficit figures, the governor seemed to speak in generalities. flustered at times and was able to get passed any specifics. take a look. >> this is a day by day, case by case, agency by agency program by program enterprise to make sure we still deliver the basic services to the people that they need.

>> now the signed budget includes a $5.9 billion -- that's an ongoing budget deficit and doesn't even touch the $3.7 billion in pension borrowing. the governor concedes the hole is still deal going into 2011. we are in the midst of the longest rain-free spell in awhile now. tom skilling will tell us how long that will last. with over eight inches of rain and midway airport. what a difference a week makes. this is day four without rain. we are in the midst as you accurately reported of the longest spell of rain-free weather here since april. and you know, it's having a real effect. john hazard who farms in will county says corn is nine and a third feet high. it was only a knee a in that -- our farmers enjoying beautiful crop weather. no haze in that air mass. down in texas the big storm has gone on shore. alex went ashore south of brownsville and mexico and its winds are whipping the area but fading fast. these are some wind gusts at various spots from padre island to brownsville, texas. look at the weather bug pictures. there is the gulf up by

galveston, texas. the wild surf evident right here. south padre island kind of hazy and rainy looking right there. but showers are just that. just showers right now. and note the rainfalls. this is just since midnight. some areas have had search inches. the expectation is that up to 20 inches may fall in some the mountainous areas on shore and northern mexico. but in our area, it couldn't be more different. we got a 79-degree reading at geneva already. lamont 77. east chicago 70 and waukegan 69. lake cooling in progress there. 73 at o'hare. headed for 80 today and 72 at midway. at wrigleyville it's 68. breeze coming off the water there and fans grrtsing for a beautifulle day of baseball and these are temperatures across the area with the dew points just as nice as they can be in the upper 40s. so another cool night ahead tonight. well, there is alex going on shore. these things really once they lose their latent heat source

the warm ocean water fall apart fast, particularly when they are grinding against terrain as this storm is in the hilly country there in north mexico. look at the high pressure to the north. this storm contributes to the strength of this as we have been pointing out. deflecting the rains and severe weather like those that hit montana and north dakota up to the north of us where they will stay for awhile. we have a couple more gorgeous days on the way. no rain tomorrow, friday. no rain on saturday and maybe just a scattering of thunderstorms independence day afternoon itself, july 4 on sunday. big thunderstorms still roaming the gulf coast area where it's humid. and this human air will start streaming northward into the plains. it's already doing that and forming active thunderstorms up by the jet stream. you see that on the doppler plot and the big rains that have come on shore in the gulf. and they are expected to continue down there. look at the forecast from our rp 3/4 model as this on shore flow produces big thunderstorms that may be tornadic at times

down in the wake of alex's landfall on the texas coast. the warmth has 80s to the twins cities and up to the canadian border. notice how nice it is statewide in alaska and northern canada this time of year. now the sun is up 24 hours a day as you head up to northern and north america at this time of the year. 73 in chicago. but 79 at des moines and 80 at omaha with temperatures warmer broadly across the mid west and southerly winds picking up in the plains as they will here and you can see what that's doing. it's pulling the higher dew points that humid air that will start taking up residence in the next few days northward boosting the heat indices that combination of temperatures and humidity out in that area as well. but in chicago, a lake breeze off the lake blowing. north at three at o'hare. humidity just 42%. dew point is 49. water temperature back over 70 now at beaches and moderate values of mold spores and grass pollen in the area today.

scientists are developing an inexpensive blood test to check unborn children for down syndrome. non-invasive and could be available in four years. works by extracting the dna of the fetus from the mother's blood and screening it for downs syndrome and other disorders. researchers hope it will offer a better alternative to invasive tests. 40 million doses of h1n1

kevin will recreate his winning dish of crispy shrimp tacos with grilled watermelon. >> it is fantastic. >> stood out to you guys. >> the red ihad this contest and the winner was going to get their recipe on our menu for our new summer menu. and we had a couple of different areas. the contest. we wanted people to do something that was grew up with. a dish that told a story. one of them and winning one was a dish based on a classic american ingredient. that's what we do at our restaurant and tried out using rice crispies. >> oh, okay. >> even better. really cool. >> rice crispies with the shrimp that makes the shrimp so good. >> let's talk about that. we have flour mix which is flour, salt, pepper, smoky

paprika, little bit of dark chili powder and garlic. he will roll it in that, put it into the egg wash and then crushed up rice crispies. then put into oil that's hot already. and this is the shrimp. >> that's the final product. >> so cool. gives you a great crunch and reminds me of coconut shrimp not a basic texture. all kinds of poppy and fun. it has a little sugar in it. >> isn't that fun? >> and here is the watermelon which we are grilling. kevin had the watermelon on the side. what i decided to do was make a grilled watermelon salsa out of it and we will serve on the tacos. the. >> why would you grill watermelon. okay. >> now is your chance. >> brings out the sugar. have you ever grown anything like peaches on your grill. i will come to your house and we will grill together.
