impound paper. >> here's a copy. it's a -- notification of vehicle impoundment. but her car wasn't impounded. connor who had been drinking drove it away. the red chevy cavalier slammed into a tree in stager. her son was dead at the scene. >> i think it's repulsive they are now charging an impound fee for a car that we know clearly was never impounded. >> reporter: a tribune investigation found more than morn a more than a hundred stations charge impound fees. chicago heights charged a fee, eight of those vehicles were never impounded.

>> they're going to impound and that's the way their village is making money as others are. they better call that tow company and better tow that car. >> the $500 fee is in essence salvatory. it's a way to teach a lesson. >> reporter: the attorney representing the suburb says vehicle owners are given this notice telling them they have 15 days to file a written request to defend themselves. if they don't, they have to pay the fee. because of this investigation, chicago heights will change the wording on documents given to drivers. but the way they charge the fine even in her case is perfectly legal. >> it's crazy. it's crooked. >> reporter: she filed a wrongful death lawsuit against chicago heights.

she says she told police cecil was too drunk to drive. his limit was three times the legal limit. he's in jail now awaiting trial. >> there were two people in this whole world who could have said something to stop what happened. one was cecil connor and one was cassie lafond. and neither did. i feel bad for her but the city is not the problem here. and certainly this tolling ordinance is not the problem here. >> reporter: last week lafond received three phone calls she believes is a collection agency. she says there's no way she'll pay chicago heights $500 because she's already paid enough. >> i think it's ridiculous to be honest with you. my car was never impounded, so i shouldn't have to pay for something that took my life a-- my kid's life away. >> you can read the whole story

this is the temperature forecast from the computer models suggesting the cold air coming in over the weekend. but finally some of this orange-ish red area sneaks back in to give ground in a few days. so we have chilly temperatures coming. daytime highs in the low to mid- 60s over the weekend. this has been a monstrous rain producer for parts of minnesota and wisconsin. in dodge county, minnesota, they had reported rainfalls of between 7 and 9 inches. in the town of merrill up in wisconsin, some 21 roads were reported under water at one point today. these are the thunderstorms that have been tracking to the north and east. let's check our forecast now. for tonight across the area mostly cloudy. storms possible and blustery.
