$100,000, money laundering. what can you share with us? are you innocent of these charges? >> carla oglesby is seen here after being charged with three felonies, handcuffs and silenced. she was escorted into police headquarters accused of political corruption and crime. she is seen standing here next to her boss, todd stroger, since he lost the election. wgn sources confirm tonight that grand jury subpoenas went out today. search warrants are being executed this evening, and carla a oglesby has been charged. she may be in trouble for funneling county contracts to her own firm called cgc communications as well as friends' businesses. she's been highly criticized for

steering such contracts under $25,000 specifically. anything over that amount would require board approval. her website, cgc communications, doesn't disclose much tonight and the stroger communication is not commenting either. she is being held on a $75,000 cash bond. she has to put up every single penny of that in order to be released from jail so we know she's in jail at least for tonight until the hearing tomorrow which is scheduled for 11:45 at the criminal courts hearing. so much more will be revealed, no doubt about that. keep this in mind, if she's found guilty, the charges at this point, she could spend anywhere from 6 to 30 years in prison. >> julie unruh, thank you. the unofficial list of who's running for mayor of chicago getting longer. with the chief of staff hitting the streets not quite launching

his campaign. the rahm emanuel story, the tell it like it is story. marcella raymond is here with the story. >> reporter: i wish he would say yes we're running for mayor. this is getting crazy. there are so many potential candidates. the chicagoans want to know what emanuel's going to do about the city and crime. he walked the neighborhood answering those questions. his potential opponents said their decision to run for mayor will not be based on him. >> the first thing i would like to do is welcome the ex-mayor of chicago, rahm emanuel. >> reporter: rahm emanuel's last meet and greet of the day was shaking hands with bowlers on the north side. he's been out since early this morning, first at the stadium roosevelt l stop. and then a favorite of the late mayor harold washington, where he drank coffee and talked over breakfast about the jobs and

economy. residents asked pointed questions. >> why do you think you'll be the best candidate for mayor? >> first of all, i want to work real hard at this. >> reporter: emanuel traveled west to pilson and to the northwest side. his potential opponents were out too. carol mosely bahn, who's gathering petitions, was hanging out in president obama's old stomping grounds. robert theorrety, who's also gathering petitions said he didn't mind emanuel was starting his tour in his ward. >> we have a time schedule based on if he was going to be in the race or not in the race and we're sticking to our time schedule. >> reporter: he was out talking about a new prison work program but not about if he's running. he's not concerned about rahm emanuel as competition. >> what he does or doesn't do, what his strong points or weak points are, are really not going to be the thing that determines what i do at all. >> reporter: emanuel says he's

with issues and hold them accountable. representing multiethnic and multiracial groups in this election. just days after the poll, shows it a toss-up. republican mark kirk met with tribune's editorial board seeking its endorsement. our political reporter was as combative as their tv back and forth? >> believe it or not, you have the two major candidates for this office, as well as two minor ones, and they spent largely an hour and-a-half talking about the issues but there was still plenty of fight in julius and kirk. first-term democratic state treasurer alexy julius, it was one of their first face-to-face meetings. the session largely dealt with issues from whether the bush tax cuts should expire to future foreign trade paths, but with trust a major issue among the

two candidates, kirk hit gianulius how he distanced himself from it when it wasn't convenient. >> first he said he was an experienced financial expert and should therefore be our safe treasurer. then when he wants to avoid responsibility from loaning money to felons and mobsters like tony bresco, he then says he left early in 2005, then to take a $2.7 million tax write-off, he said he was actually there in 2006. >> congressman kirk would love this bebait debate because if we focus on the issues and turning the economy around, first of all we know where he stands on those positions. second of all, those positions don't jive with the people of illinois. >> reporter: on public policy, he was calling for an immediate

removal of troops in afghanistan. the democrat blamed the republican, for selling the iraq war based on bush administration faulty intelligence. >> if we didn't take our eye off the prize, maybe it wouldn't be in afghanistan. that's a fact of congressman kirk's record, his vote, and him saying -- he said he was using his intelligence experience to determine whether or not there were weapons of mass destruction. he knew it for a fact and he convinced others and that's a problem for vote rs. >> reporter: kirk said he had no regrets for the iraq war. >> i'm not going to look back ward. i'm going to look forward. i think the president's policy is the corrupt one. >> reporter: during the editorial board session and i looked both men in the eye and asked if they could use some of the terms that their campaigns used against each other, terms like mob banker and liar. neither one of them could do it.

>> small town in indiana facing some serious trouble due to unpaid bills to lake county. windfield was left without some of its police protection since friday. wgn's aaron mendez reporting what happens when an entire town is in an economic crisis. >> reporter: word that windfield was cut off was a surprise to many, starting with a man who came in on sunday reporting a minor traffic accident to 911. he was told by the dispatcher that windfield didn't have nonemergency service and he needed to call the town. they got this memo and clearly stated the town of wind field was on its own when it came to emergency calls. the sheriff made the decision after the town missed the deadline to pay for the services. >> we had an agreement almost two years that they were going to do this, and recently they just said they weren't going to after all. >> with one of the lowest tax rates in the county, residents of the town of windfield say

down. the next step is for the public schools to turn off the electricity. parents are staying no matter what. cps has told them to work with the district on a reasonable solution. a suspicious package found near two schools in the west englewood neighborhood detonated today. they found it cleaning up debris. schools nearby were evacuated while police investigated. the package confirmed by police as an explosive device was safely detonated by a bomb and arson unit. investigators don't believe the bomb was placed there on purpose but an investigation is underway to see where it came from. chicago police uncover a virtual armory of a southside man's home linked to narcotics. police were called to respond to a man with a gun. turned out to be a domestic squabble but police found a stash of weapons, five hand guns, three military style rifles, 21 magazines, as well as

>> friends and family say goodbye to actor tony curtis at a los angeles funeral service. among those eulogizing the actor, california governor arnold schwarznegger and jamie lee curtis. he was born in the bronx. he died last wednesday of cardiac arrest. he was 85 years old. president jimmy carter out of the hospital, making a strong rebound too, after being hospitalized two days for

stomach pains. he and his wife were in washington for habitat for humanity projects. he jokes about being on vacation a couple of days but says he's perfectly okay. this is the 27th year the couple has joined habitat for humanity projects. the justice department sues american express, visa and mastercard for anticompetitive practices. before the day was out, both visa and mastercard was settled under the terms the lawsuit was dropped as long as the companies follow antitrust rules. american express says they didn't do anything wrong and are fighting it. millions of verizon users in line for a refund, albeit small. the company is paying back about $15 million of us who were charged for internet access or data usage. they say they were charged

skrizniarj, who actually his cousin took these in the upper peninsula of michigan. look at the cirrus stratus clouds over the up. i thought this was a unique shot of the haze over the water in the morning and from arizona, boy today, where they have had some big storms as you folks watching on wgn america in arizona, southern nevada and southern utah know, thunderstorms, and a gorgeous rainbow there taken in phoenix. in our area, it turned nicer as the day went on. it went from low cumulus, these puffy things, and evaporated as the night went on and we're geared up for some frost again away from the city and the warmth of lake michigan. so the same suburban areas that saw frost this morning may see

it again tomorrow morning. we'll warm up slowly and the frost coverage by tomorrow night will be very isolated and only in the farthest west locations. 28 this morning, sugar grove 32. west chicago 35, the weather service co-op observer in indiana reported a 30 this morning, the area's coolest, and there's not a breath of air under these clear skies with a 52-degree temperature and a dew point of 40 at o'hare so that's where your temperature is going to the dew point tonight. 49 in the northwest side of the city. no wind here or at the airport. that's all inside. we keep it inside. here you see temperatures across the metro area and the dew points which reflect where temperatures may go. you figure you can knock your lowest temperatures down to say about 60 degrees below the evening dew point so we'll get patchy fog. it won't be widespread, and the

view from the northwest suburbs was gorgeous today but look at phoenix, arizona, where thunderstorms swept the region there. normally the monsoonal type flow is over by now. this is extended up to lake mede and nevada where there was pretty good showers there, and there were even thunderstorm watches for a time. a week ago, it was 113 in los angeles. today, it was 65 and raining. that 113 was the hottest temperature they ever saw. note the rains east and west of us in the big open area in between with a dozen states, and that includes much of the chicago area away from the lake under frost advisories tonight, as you can see here. areas closest to the lake can expect enough air movement mixing not to see any frost formation, but you can see how clear it is and, of course, that clear sky allows the heat to radiate out into space. onto heat and acts like a blanket. we don't have that tonight. this is an omega block, so

called because the orientation of the jet stream is a big wavy jet stream, sets up the physics in the atmosphere to keep everything moving kind of slowly. so you have a cool wet pool of air over eastern us, one out west. this could dump up to 10 inches of snow in california and the east coast doesn't need anymore rain, and all of this hemmed up in this blocking pattern which will keep everything moving very slowly. it means if you're in nice weather the way we are, you stay in it, but if you're in rainy weather it goes on a couple of days in your area of the country. we think a little front coming out of the weather system out west will run out of steam so no rain anytime in the future. a high of 60 at o'hare, a third consecutive day. we've not gotten above 60. look at the cool air hugging the arctic coast line of the continent up to the north. only 1 in 4 years since we

started keeping records at midway airport has put three 60 degree or cooler days together this early in the season. this will tell you how much the temperatures warmed over 24 hours ago and again, the air is quite dry so dry air cools off. it doesn't rain on you. it just cools off quickly at night and warms up nicely during the day too, so that's not all bad. here's our forecast, frost advisory tonight issued by my weather service colleagues from 3:00 to 7:00. note at inland locations, the thermometer level, it can get to freezing and below that, 48 in the city, lake michigan, light and variable winds tonight. tomorrow, sunny, very light winds, after a chilly start and modest warm-up to perhaps 68. mainly clear, not quite as chilly tomorrow night.
