huberman leaving his post as chief. so what's next for the wonder boy? less than 24 hours ago, these men were fierce rivals for the u.s. senate. but now hugs, whispers, and gifts. their race is over. not the case for the governor's race where potentially thousands of ballots are yet to be counted in a race that's very, very close. good evening. i'm micah materre. >> and i'm mark suppelsa. our top story seen around the country on wgn america, it could be weeks before we know who the illinois governor will be. some 9100 votes separate the two leading contenders. how long they'll be in limbo depends on several factors. julie unruh joins us now.

>> reporter: we're trying to keep an eye on it. there's a lot of watch. if the candidates for governor want to push for exact numbers, they're going to get them apparently but it's going to take some time. this race is easily 30 days away from being decided. >> i believe we have won. >> it's important that we let this process move forward in an organized way. >> reporter: two men vying for the state's top job one day after the election. what stands between them other than their idealologies? votes. almost 10,000 of them. >> normally you wouldn't see this because candidates have a big enough lead. anytime there's this razor thin marvin, they may be necessary. it may not. it may be close enough that the campaigns are comfortable with it. >> reporter: and people all over the state are watching very closely. >> i think both mr. brady and governor quinn has said that

all the votes need to be counted were here to make sure they are counted accurately and honestly. >> reporter: we're waiting for remaining uncounted ballots. brady's provisional ballots, absentee ballots, military votes. by the time those get tallied and certified by officials, the state board of elections have until december 3 to call the winner. why the delay? location jurisdictions or counties have two weeks after the election to tally absentee ballots. military ballots must be counted by november 18th or 19th. all must be postmarked by november 1st aero2nd depending on the county to be considered valid. -- checked on 1/3 today. every day that goes by, bill brady's numbers become less

real. >> quinn took chicago 80-20. i think the chicago vote is just too overwhelming for brady to overcome at this point. >> reporter: now, a lot of the votes that have yet to be tallied are right here no cook county. 9900 absentee ballots we're told. both candidates have their election lawyers on the case, chicago tribune writers don't think this race will end up in the courts in the end. >> thanks. no change in springfield. both the house and the senate. >> democrats may have lost a few seats. however, they'll have far more than the 60 needed to maintain the majority and for mike madigan to continue as house speaker. in the senate, democrats say as the party in charge, the ap reporting democrats lost two seats than that leaves democrats one seat shy to

continue their supermajority. so that the party could override a governor's veto. it's not the first fight tend with beers and won't be the last but this could be one of the most public. mark kirk and alexi giannoulias burying the hatchet tonight. randy belisomo is at the billy goat tavern and saw it all. >> reporter: while their differences weren't completely settled with burgers and beer, this meeting with kirk and giannoulias helped take the edge off what was a bitter campaign. cheese burgers and chitchats were on the menu for mark kirk and the man he defeated. he extended the invite and giannoulias showed up casually to the billy goat tavern. >> i hope we started a new tradition. that the day after election, we respect the decision of the people of illinois and we come together. >> i know it sounds cheesy, but

people are getting killed out there with this recession. i think we've got to put down partisan silly politics and all work together and focus on helping people. >> reporter: the two men drank to that in a tavern frequented by presidents and newsmen alike. marking an end to a campaign that for many was hard to swallow. giannoulias attacked kirk's military career while kirk hit giannoulias hard about his family's bank. >> they went after my family. i feel like people have a very sad and untrue depiction of my family, and that part is really tough. >> the time for rhetoric is during the campaign. now it's time to govern. >> reporter: he says he hopes to be sworn in as soon as possible and will likely be able to participate in a tax cut vote in the upcoming congressional lame duck session. says it's time to support the

state's newest senator. >> they are from the city of chicago. and love the city of chicago. doesn't matter who won, still one behind the other one. >> reporter: giannoulias says he's all behind kirk and even gave him a gift. he can take the words of abraham lincoln with him to office along with his opponents telephone number and e-mail. they promised to stay in touch. though whatever else they said, we'll never know. >> there's a time for campaigning then there's a time for the campaign to be over. >> reporter: from here, giannoulias headed to dinner with his family on the first day in six months he says he didn't have to shave. kirk is with transition teams and will be sworn in later this month. >> thanks. in the illinois congressional races, republicans made the splash. one seat stays republican and three others become republican.

>> in the 10th district, robert dold beat dan seals to take over mark kirk's seat. >> in the 11 kinzinger won over debbie. >> the 8th district, joe walsh ahead of incumbent melissa bean by a small margin. still undecided. those help the gop take control back of the u.s. house of representatives. the republicans won 61 additional seats. the democrats now have 185. the democrats did hang on to the senate. the gop won six more seats bringing them to 46 and the democrats at 52. today a humbled president obama admits he took a shellacking in the midterms. >> i'm not recommending for every future president to take

a shellacking like i did last night. i'm sure there are easier ways to learn these lessons. if republicans have good ideas for job growth that can drive down the unemployment rate and we haven't thought of them, we haven't looked at them, but we think they have a chance of working, we want to try some. >> the president phoned the next speaker of the house to talk compromise. john boehner talked about repealing the health care bill. >> i believe that the health care bill that was enacted by the current congress will kill jobs in america, ruin the best health care system in the world, and bankrupt our country. that means we have to do everything we can to try to repeal this bill and replace it with common sense reforms that will bring down the cost of health insurance. >> boehner says his party has a clear mandate to roll back big government. rick pearson, let's talk

about what the president said today. somebody says he hasn't sold himself very well. i wonder if you thought he sold himself well. i remember hearing after the elections george w. bush said we'll work harder and i'm going to tell the democrats we got to push these things further. it seems to me mr. obama sounded meek and maybe too humbled. >> i think humble and chaste are the key words here. that for this president who moved so quickly on his agenda, an agenda not fully appreciated by the american public, that this is going to be kind of a step back time. and that the only way the president can get anything done is with the cooperation of republicans now in the house. and given the mixed group of republicans that are entering the house, everything from tea party backed candidates to

republicans who had been there before and are now back there again. this isn't going to be easy. it's not going to be easy for the republicans to figure out what they stand for either. >> do you think he may have made any points with how he was today? and will that make things different going forward? >> certainly when you speak as he did, you want to kind of set the tone for the future. but rhetoric is rhetoric. and the action will be proved by what kind of negotiations, what kind of cooperation exists between a democratic white house, a democratic senate, and a republican united states house. >> let's talk about the state of illinois. we're in a budget mess. we've talked about how leadership in springfield has been lacking. we reported on it and heard voters say it. what happened yesterday? the democrats stay in power, the same people that had been in power and can't get a budget done have the majority and are still the force. >> that's right. given the fact of the closeness of this election and by the way we have new numbers that just came out. this is the 100% of all

precincts in the state reporting, 19,561 now is the advantage for governor quinn over bill brady which seems like a big hurdle to overcome even with absentee ballots out there. the closeness of that race, you can't exactly have governor quinn go out and say he's been delivered a mandate and kind of use that as over somebody like michael madigan. did governor quinn learn anything? is he going to have more forceful people around him in dealing with the legislature? or are we just going to keep rolling over billions of dollars of debt rolling over billions of dollars in bills to providers of state services? >> i talked with your colleague this afternoon, he says' now the politician through all of this. he's learned to stand up more. do you agree? >> well, here again, i think a lot of it is rhetoric. but the real action gets proven

in what do you do in negotiations? what do you do in the kind of settings where you are up against -- one of the big questions in every debate was are you going to be able to stand up to michael madigan? and the answer is always i get along with him. i work well with him. i think maybe the time for standing up is what the voters of illinois are looking for. >> thank you. appreciate it. coming up: bowing out. one man the head of chicago schools, the other a states happy meal. one town taking away the toy. back in the weather center, the bottom drops out and we're not talking about tom skilling's seat. his forecast is coming up. ♪

big news tonight, the man who runs one of the biggest public school districts in the country, ron huberman stepping down. he delivered his resignation this afternoon. lourdes duarte in the newsroom now to pick up the story. >> reporter: in less than a month, chicago public school ceo ron huberman will be stepping down. it may be weeks away, but already there are names out there of potential candidates. it's a move many saw coming. quickly after mayor daley announced he wouldn't be running again. huberman, his longtime go to guy reportedly had no plans to

work for another administration and wanted to leave before the mayor did. but why now? >> we're not really sure. perhaps pressure got put on him to leave sooner than later. >> reporter: suer man -- huberman started in city government leading four agencies from omca to eps. >> he is well connected, well supported to this point by the mayor. he may well have a job in the private sector that will make him comfortable going forward in the future. >> reporter: but his decision comes midway through the school year leaving many to wonder what's in store for chicago public schools and how quickly will a new leader emerge? catalyst magazine is hearing some candidates. >> the speculation is robert runsy, he's sort of the biggest

next title of the speculation outside the school system mary ellen karen. she was one up on the flag pole a while back to see if people would take her as the next chief executive officer. >> reporter: the teachers union hoping for a different outcome. >> i would hope we have a superintendent like every other district in illinois that we have someone who has an education background, and who knows what's going on. somebody who's ready to work with students and families. >> reporter: tonight, none of that being discussed by mayor daley. his only statement was this. ron huberman has shown great leadership throughout his 16 year career in city government. and we thank him for his service. and meanwhile, ron -- huberman put out this statement. i have been privileged to work with so many talented people who have made this city a better place to live and call home. a new leader shouldn't effect

tonight the grizzly murder of a little girl in bloomingdale. her mother, the prime suspect. apparently tried and failed to kill herself. don ponce is covering that investigation. >> reporter: good evening. a very sad and difficult story to report. a 4-year-old girl as you mentioned allegedly murdered by her mother. our information tonight coming from police sources close to this investigation. police say it appears this was a murder followed by an attempted suicide. neighbors tell wgn the girl was living in this town home with her grandmother and that the grandmother has been out of town. the little girl's mother was here from new york watching her. approximately 1:30 this afternoon, police responded to a 911 call. when they arrived, they saw a gruesome scene.

the mother had stabbed her 4- year-old daughter to death nearly decapitating her. the little girl's sister was in the house at the time and escaped. charlotte benson saw the teen screaming in front of the home. >> screaming and hollering oh my god it's a lot of blood. >> reporter: sources say the girl's mother tried to take her own life but was unsuccessful. receives transported to a nearby hospital where she remains under supervision. the mother may be the sole suspect in this case. >> at this point it's a domestic related incident. we're at the preliminary stages of the investigation. we don't have all of the fact. there's no danger to our community. >> reporter: dan was acquainted with some of those involved. >> my heart goes out to the rest of the family members. nobody without expect anything like this. especially a family member turning on their own kid? i mean, it's crazy. >> reporter: again, police emphasizing this appears to be

her colleagues congratulationsed her on her victory in the election last night. the first woman to be elected to the board's presidential seat. she's looking at a deep budget deficit. >> came up with a $285 million budget deficit figure. the problem with that is it doesn't include any additional costs for settling our contracts with our labor unions most of which are outstanding. >> which leads us to the question, will she roll back the todd stroger sales tax increase or not? preckwinkle will be sworn in december 6. a shocker at the county board itself. toni perika was beaten in his bid by cook mayor jeff obolski. made headlines days before the election being arrested here. he was tearing down his

opponent's campaign signs. saying he was wrongfully arrested and wrongfully accused. legalizing use of marijuana is a no go in california. but he idea may not be up in smoke just yet. voters defeated prop 19 yesterday but promising another run in two years. those who opposed the measure scoffed at that. they think that says something. proposition 19 would have legalized some marijuana use and sales. former president george bush says no one made him feel worse than kanye west. bush recalls in his memoir decision points how west suggested he was racist for his handling of katrina. >> george bush doesn't care about black people. >> he made that remark on a television special after the

the move. going to be chilly. about half the years over the term of the chicago observational record have had a four-day or three-day streak of 40-degree temperatures which is what we're about to go into. the good news is we'll warm up quickly and emerge from that. there's at a 70% chance we'll see another 65-degree or warmer temperature. a 37% chance historically around here of another 70. and we may in fact do that by next week. it's going to get cool and we're turn the lake on. had to show you this beautiful sunset. gorgeous weather but tonight there are lake effect showers building to the north of us. and all this as we have a tropical storm that threatens to become a hurricane as a million people are on the move in haiti tonight. and los angeles on the other end of the ledger had a 90- degree temperature. those are the hottest temperatures every in those areas so late. here we are cool at 47 degrees

although it's been a beautiful autumn. 46 at midway airport. not much rain today. we'll take what we can get. use a little bit. we had brush fires in recent days to underscore just how dry it had been. you can see the temperatures around the area in the 40s at the moment. dekalb made it up to 61 today. 47 naperville. here in the city we topped out at 54. that's the view from northfield of the clouds that broke about midday gives us a nice sunny spell. look at the rains in pensacola. it's capturing the moisture that might move north into our area. they had 6 inches there. hollywood and miami had over an inch of rain. and that's with this system down there trapping the moisture.

here's the wave that went through here. this was a front. and it's one of these fronts that has the real cold air lingering about 12 hours behind it. while the showers that went through here are these, look what was happening up the lake. we're getting towering clouds, a sign of cool air moving over the warm lake waters and there's a steep vertical temperature drop. so this thing towers to 29,000 feet. that's a respectable shower. we've got some models suggesting in the parts of the indiana and southwest lower michigan lake effect belt, a half an inch of rain may come down and might mix with ice pellets. when you take the bursts of lake rain that come into that area and add them all up. as the cool air comes down the lake though these seems to be moving away from us, these cells will develop farther and farther south and shift westward toward the illinois shoreline tomorrow afternoon and tomorrow night. then they finally exit the area for what looks to be a nice weekend.

temperatures are as you see them there and warmed up to 67 at st. louis today. 65 at omaha. but the buckle on the temperature lines, the sign that the cooler air was coming. if you look at a wind trajectory forecast, sits right here right now. look how chilly it is up there. won't be that cool by the time it gets here. but this air is really flying. and collapsing this little warm dome that we've been in today. as winds blow up at jet stream level at 150 miles an hour. we're seven degrees warmer than 24 hours ago. look how much of the continent south. is really amplified. this jet will come in at 150 miles an hour roaring in here. strongest winds. of lift. not only cool and unstable air

coming down, but it's lifted by the action of this jet stream. all that translates to the potential for some pretty good lake effect rain showers in indiana and michigan. maybe mixing with ice pellets. frost and freeze advisories in the purple areas. here's a look at how the clouds -- see the rains that develop right there? and look at this accumulated precip forecast. you'll see a purple area blow up here. that's where more than an inch of rain may come in in spots there. parts of the belt right up lake effect belt up to the wisconsin line will see precipitation. working westward from there by afternoon and chicago. but in typical lake effect fashion, we'll see sun mixed in as well tomorrow. partly cloudy, breezy, and chilly tonight. temperatures drop to 37. and the scattered lake effect rain showers will be working into indiana tonight.

in the medical watch: more money parents have, the fewer vaccinations their kids get. that's the new research doctors say marks a troubling trend in health. dropped 4% for children in families with private health care plans. parents cite vaccine ate and an autism linking for reasons they don't want vaccines for their children. doctors say there's no autism connection. not vaccinating children is leading to a resurgence of

deadly diseases including mumps and whooping cough. be fit and have fewer colds. if you're a couch potato you're twice more likely to catch a cold. compared to those in better shape. researchers looked at people 18- 85 measuring their rate of exercise and monitoring their diet. if they exercised five days a week, got a cold and showed few symptoms and got better within four days. those who worked out one day a week or less were six for nine days when they got a cold. volunteer for life, literally. it's jimmy carter's mantra and it turns out giving to others might save your own life. as people age, they have functional limitation. the greater the limitations, the greater the risk of dying. but when people with functional limitations volunteer to help other, they live longer.

you can have drinks with caffeine in them or with alcohol in them. but in chicago you may not be able to get a premixed drink with the two combined. they believe the beverages are dangerous for young adults that don't realize how drunk they are when drinking them. if mcdonald's wants to sell happy meals in san fransisco, it will have to change what's on the menu. trustees voted to ban meals that are high in cool recents and sodium. mcdonald's says this is misguided legislation and something customers don't want. the change takes effect december of 2011. in tomorrow's chicago

tribune, trying to get back to school. a 17-year-old expelled accused of fighting now suing to get back into high school. he and his mother claim the punishment was excessive and the teen was merely present during that fight. who was the big winner in the elections? forget the republicans. says it's mike madigan. while pat quinn and brady continue to count votes, why the speaker of the state house of representatives is sitting pretty tom skilling has the seven- day forecast at this point. >> yes. we are going to warm up in the weekend but we have chilly days on the way. three days with 40-degree temperatures. current readings aren't all that bad. but that cold air is rushing south fast. and it will strengthen over the area. watch how this works out over cold air. that's where it will be tomorrow, friday firmly in place. keeping it replenished.

day that stays in the upper 40s then into the upper 50s on sunday and by early next week a couple of days where 60-degree cool air crashes back into the center of the country and is in here again by later next week. and in the caribbean, tomas which had been so sheered apart this morning was a tropical storm looked like it might not cling to life as a tropical system. but look how the clusters of storms have proliferated and how the sea is filling up with storms as tomas is strengthening. take it across the west end of haiti here on friday. that could bring flooding rains. they have a million victims living in tent camps in haiti in the wake of that january earthquake that led to 300,000 plus deaths. told to get to shelters. they claim there are thousand shelters.
