22nd to file their petitions but the herald birds increase their chances of g-8ing names to appear on the ballot. >> this is showing off the support you that have from the voters. at 9:00 a.m. the candidates bring in the stacks. the former senator carol moseley-braun, who claims to have 91,000 signatures, says she is ready to shake things up. >> this is chicago, and harold washington said it is not bean bags. we'll hold on and to and respond and get the message out in every way that we can. >> the candidates must collect 12,500 to get on the 22nd ballot. many of them had representatives in line outside of the board of elections in the middle of the night. the goal is to get the top spot in the race ta will be determined by lottery december 1. and rahm emanuel did not show his campaign workers arrived reporting 90,000 plus signatures. and the city clerk presented

40,000 signatures. >> this is good for the city. it bodes well for the future of the city of chicago and i'm excited about that. >> and danny davis, 5 0000. >> they know that it is time to return the countrier, it is time for a new era and we're going to be in there pitching to see if we cannot hit a homerun. >> reporter: with about 50,000 signatures, gary chico who pledged to run a positive campaign. >> i will call them when i see them. when someone is ducking the issues and missing and things need to be pointed out, the citizens want that, they want straight talk. they do not want that talk. >> reporter: a spokesperson for james meeks says he will file this week. the board will start doing a preliminary check of all the signatures and the candidates will get to challenge each other's signatures. let the games begin.

pocketbooks. they want to know who is going to get my money back. that's the number one issue, who can handle the budget and none are giving us clear answers yet. >> he said that gary chico is one to watch and a formidable opponent. james meeks is getting support from a prominent republican in his bid. when he announced he was running, he was introduced by andrew mckenna. meeks is considered a social conservative. he opposes abortion and same- sex marriages. he sides with many republicans in the push for vouchers for inner city students. >> man who murdered an eastern illinois student is being released from prison after serving half his sentence. and julian crews has more. >> reporter: good afternoon. news of the early release has drawn criticism here in batavia where the victim lived a vigil and protest is set for 6:00 tomorrow night at the peggy bond performing arts center.

>> i don'ting a this. >> reporter: when he was sentenced to 24 years in prison in 1998 the victim's mother called it an injustice. it is a word he is getting out of prison early has sparked outrage. this is justin boulay taken by the department of corrections. justin boulay is about to get out on good behavior, serving just 12 years of his sentence for first degree murder. the news has outraged the family of andrea faye will, the murdered teen's mother said she wants to know how on earth this could happen. back in 1998, her 18-year-old daughter broke up with her boyfriend justin boulay. and he strangled the student because he was mad she would no longer see him. during the trial, he claimed

temporary insanity and the judge ashton waller sentenced him to 24 years in prison on the conviction. a sentence that was criticized widely especially by the victim's family. while in prison he married and in 2007 and upon his release will join his wife in hawaii. the criticism is not only here, the "chicago tribune" said a vigil will be held in carbondale and other parts of the country. many others hearing the news of this release outraged at what is perceived to be an injustice n what drive ya, julian crews -- in batavia, julian crews. four people crashed into a lagoon. a woman was driving with three teens when the car plunged into the water. workers were able to pull all victims from the water.

nobody was seriously hurt. officials are trying to determine the cause. two men have been arrested for pretending to be cops. >> they are charged with impersonating a police officer. the men were arrested separately but police believe the cases are connected. both men were wearing he vests and carrying guns. and airport leaders are in chicago for a conference. >> they are talking about environmentally friendly projects at airports around the world. and robert jordan has more on that story. bob? >> reporter: that's right. the conference is called airport's going green and o'hare is leading the pack. the mayor called chicago one of the greenest cities in the world with one of the prettiest airports on the planet. he announced that the faa will fund the design of the new south traffic air traffic control tower at the airport and the emphasis will be on the environment and serving

passengers. 800million has been allocated for the project for newer longer runways to accommodate the airport ever the future. officials were eager to showcase some of the new environmentally friendly additions that will be a part of the new airport facility. that will cover the walls of the spaces in the building and keeping those areas filled with oxygen and absorbing carbon dioxide from the air. the color will add to the terminals and keeping people calm in their hectic surroundings. >> it is inviting here. it will be a vertical guidance system, and it can stay outside and keep green throughout cold winters and inside as well. >> we have 7 million square

42 people are dead and others injured in china. the fire broke out at 2 p.m. shanghai time in a 28-story building under renovation. many ran down scaffolding but some were trapped by the flames and smoke. one person was rescued by helicopter. workers were installing insulation when the fire started. the cause is under investigation. swamp gas may have triggered an explosion at a resort in mexico. five tourists and two workers were killed in the explosion at the hotel south of cancun.

investigators are looking for the cause of the explosion and they are focusing on a mix of gases from a nearby swamp. investigators are out on a boat looking in a park in ohio near a home where a 13-year-old girl was found. sarah maynard disappeared with her family and a friend. she was found yesterday bound and gagged in the pavement of a home in mt. vernon, ohio. the others are missing still. she was being held against her will, she is in good condition. she was taken to a hospital for evaluation. as of right now, we have not located tina, stephanie or cody. >> matthew hoffman lives in the home where she was found. he is charged with kidnapping. hoffman will appear before a judge this afternoon. more than 100 freshman

lawmakers, mostly republicans are on captiol hill for the first day of congress' lame duck session. they will take part in an orientation for the jobs they will hold when they reconvene in january. the issues include the bush era expiring tax cuts and the military's don't ask, don't tell policy. charlie rangel walked out of his ethics trial today. he is accused of failing to report income on his disclosure forms and improperly using resources to raise money for a center in his name. his previous attorneys stepped down. rangel claims he has no money to defend himself in his trial. the committee will determine whether he violated the rules and if so they will determine his punishment. democrats will take advantage of the hold on springfield as they redraw

a car crash that killed two in utah is being blamed on the accelerator of a camary. the driver and a pammer were killed when they hit a wall. the brakes were in working order but skid marks show that the driver had trouble stopping. investigators say the car was repaired during a mandatory recall of cars. they're checking to see if the gas pedal and mat were recalled. dwayne us that airlines is looking to rolls royce to fix leaks in their jets.

leaking oil caught fire in one of the carrier's engines this month, sending metal into the wing of a plane before it landed safely. inspections turned up leaks in three other engines. officials say the engine maker will take off the faulty engines and replace them and fix the leaking part and slap it back again. >> privacy and safety at airports is being debated just as the travel season approaches for the holidays. john tinier was to fly to south dakota. when he approached the check line, an agent directed him to the full body scanner. he refused. instead he chose a traditional scan and pat down. when an agent said he would conduct a groin check things took an odd turned. >> i said if you touch my junk i will have you arrested. someone came over and explained

we're going to be above normal. the normal high for today is 47. we're at 50 at o'hare. we're not going to get much above that. 52, 53 degrees. the time lapse, these are interesting. what we got up to this morning was actually a few clouds. if you are watching from the southwest suburbs around lasalle, it is cloudy there and you it picks up rain showers most of the area will be cloudy. look at the temperatures. we're at 50. and most of the country right now is enjoying or suffering through, depending on your perspective. cool temperatures. nothing like the warm numbers we saw. across the area at the moment it is reasonably comfortable with a jacket maybe or a sweater this midday. and skwraoáups suggest there is

a low level moisture out there and the mid-to-upper 30s across the region. winds out of the south and 5 to 10 miles an hour. 5 to 15 during the afternoon. the cold air that enveloped the area and midwest. and then about say wednesday night and thursday. it comes surging back over the area. so it looks like we're in for another day with highs just in the low 40s. the whitish area up in canada, that's very cold air. it will keep a watch on that in the days ahead. the rain showers here they are. this is not a major rain event. and most of the area will not see these but it is possible that you may see a rain drop in the suburbs.

brett farve's final appearance at soldier field did not go the way he hoped. jay cutler was given great protection. the pass to greg olson. the vikings took the lead but cutler found hester over the middle. weaving through the defenders and diving for a touchdown. the defense was dominate again forcing farve to throw interceptions. bears win. they are now tied for the division lead with green bay at 6-3. jay cutler credited defense with another strong performance. >> we talked about it last night and talked about the vikings and they have been the champs and any sign they can beat anyone. they did another stellar job.
