there is a battle brewing in mchenry county over a plan to build a massive sports complex. foreign investors will pay for most of it in exchange for a path way to u.s. residency. >> reporter: this did lakewood in the far northwest suburbs, a mix of attractive homes and serene farmland, but officials have big plans. >> it's hard to imagine a better project than this project. >> reporter: and big opposition. >> i believe it very likely is destined for failure. >> reporter: if 200, a local developer approached them with the ideal of a sports complex. baseball, soccer fields, bicycle trails, a restaurant, all designed to make this a year round destination for family. >> this project is motherhood and apple pie. we are investing in health and wellness and an active lifestyle for our children. >> reporter: the sports complex

would sit here on 165-acres of land, and is going to cost more than $45 million to build. pay for -- paid for, mostly by foreign investors through a controversial federal program, dubbed eb5. >> , you bring jobs with foreign money. >> reporter: running the only two ev5 centers in illinois, criss-crossing the globe, convincing developerrings to invest in areas with high unemploy machine. >> what we will usually pitch in is better in thent." >> reporter: here's how it works. a foreign entrepreneur must invest -- become eligible for unconditional u.s. residency. the investor has two years to prove that jobs were create.

>> it is legal, formal, carefully governorred. lakewood amended it to include land in a u.s. census track that has unemployment high enough to meet ev5 requirements. saying the sports complex will create 400 jobs, directly or indirectly, with little cost to taxpayers. >> it's a win win situation for everyone involved. >> reporter: up to 92 foreign investors will pay for most of the project, initially from dubai and other parts of the mideast. now, it is said investors will likely come for china anticipate north korea. >> it's a cash for citizenship program or cash for visa. if it weren't for this alternative funding, they won't be able to pull this off. >> reporter: nearby, residents have been trying to stop this

project. >> developers have presented this program to them, told them its pie in the sky and i don't think lakewood has done any research into it to see whether it will fail or not. >> reporter: authorities say they are worried about traffic gridlock and they question the use of this federal program that allows rich investors to jump to the front of the immigration line. >> i think it has it's points, but i don't think it belongs here. >> eventually, this place will be built and it will be built by the sweat of the american workers. what is wrong with that? what is wrong with using foreign money to create new jobs. >> reporter: village officials say they are confident construction will begin in the spring. >> more developers are turning to foreign investors for funding with the u.s. economy

2014. that's the year the afghan government and nato agreed upon a military agreement. president obama has this to say for the last day of the nato summit. >> afghan take stands up and takes the lead, they won't be standing a i loan. for now achieving our objective of breaking the taliban as momentum and doing the hard work of training afghan security forces in assisting the afghan people. >> reporter: holding a meeting saturday with president obama where he praised his efforts to bring peace to afghanistan to which obama jokingly responded -- . >> reporter: pentagon officials say the u.s. government views the 2014 transition date as flexible. it could be pushed back, depending on the situation on the ground. a troop draw down is planned

pay up. that's the call from the justice department to the man who is responsible for paying out claims from the gulf oil spill. the justice department told ken fineberg this is a critical time for the claims fund as the fund transitions from initial americansy payments to paying interim and final claims. the department has concerns about the pace of the claims process, fineberg said that he has paid out some $2 billion of the $20 billion so far. he describes the palms as generous, but agrees there is room for improvement. >> and still to come, with new airport screening procedures getting increased. one flight attendant said things went way too far in north carolina. >> the new effort to help chicago's famed bungalow go green.

left night and you might say it is a miracle no one was kill. two vehicles collided at 9:30 friday evening. police say the driver of silver pontiac hit the red toyota as it is going east. the impact literally split the camry in two, injuring the three okay cue pans inside. one person inside of the pontiac injured. all of them injured with nonthreatening injuries. >> evidence indicates that pips to a double murder/suicide in the case of three bodies found shot to death in west america on-t bodies discovered by a neighbor in the 500 block of 61st street. julia moore and linda brennan were shot several times. 50-year-old mark chaplain died of a self-inflicted wound to the head. brennan and chapman were the

six-year-old's grandparents. a handwritten note appear to have written by chaplain in which he admitted he alone took the lives of brennan and the child. >> two men accused of running a money land doctoring center on the west side. the two were arrested tuesday in the 4900 block of north pulaski road. they say the brothers were taken into custody after they bought household items that were identified as stolen. they say they were affiliated with an albany park discounts goods warehouse called advanced distributors. they have been charged with felony theft in excess of $100 thousand and money laundering. >> 10 years after he lawn offed historic bungalow are initiative -- >> i grew up in a bungalow so i know what it is all about.

chicago area. our computer models are suggesting a lot of cloud cover for another couple of days. strong winds are expected to push our temperatures into the low 60s, tomorrow and monday across the chicago area. we'll have some mild temperatures to enjoy, but it will be breezy. look at the temperature, for example, today in st. louis, 56 degrees. a lot of 50s and 60s, even some 70s down to our south. we are looking at a strong south win. waiting in the wings, a big chunk of very cold air dropping out of canada on thanksgiving maybe with a few snowflakes, but at the moment, that looks doubtful. temperatures across this area have not changed much from the day's high, still in the low 40s. dew point temperature suggested that the air temperature and dew point are fairly close, which indicates a little moisture around and there could be some fog later tonight as a warp front approaches. wins are coming off the lake as they have all day, today, but

not very strong. not strong enough to make much difference in the wind chill temperatures at any rate. look at our temperature forecast and keep your eye on this cold air in canada. temperatures up there in the teens. that will be dropping to the south and slowly tracking toward the as we move into wednesday and thursday, but with absence of snow cover around here and not a great deal to our north, at least not yet, it looks doubtful that we will drop below 35 degrees for a daytime high, but we'll have to keep a watch on it. there is alot of snow at the moment falling in parts of the northern great plains, one to three inches on ground already in north dakota. snow in the high sierras in california, pacific moisture beating that storm. that system fairly interesting, but in the short run, take a look at this. we have some snow from colorado into wyoming, montana and the dakotas and it will change to rain around here maybe tomorrow

night. here's our forecast. for tonight across the area. mostly cloudy, moderately cold, low temperature around 40 with a wind off the lake that will eventually turn more southeast before sunrise, 10-15-miles per hour. there may be some areas of fog as the approaching warm front crosses the area. sunday, continued cloudy, possible shower, high temperature, 58-63. tomorrow night, cloudy skies and passing showers, a mild evening, fairly strong southerly win expected and then for monday, more passing showers, but take a look at those temperatures, 59-65. south winds expected 15-25- miles per hour. it looks like we are in for a couple of warm days, if if not necessarily dry days around chicago and for the next seven days, we have some prices, including quite a down turn in temperatures going into thanksgiving and maybe a snow flake or two, we'll talk about that in 10 minutes in the seven

with more. >> reporter: bob, jackie, it look ike it will be warmer for a couple of days, low 60s a good possibility. it will not last very long. it's strange we will be talking about 60 degrees temperatures in chicago where well up to our north and west, it's snowing in the dakotas,ern wisconsin and northern minnesota. the st. paul/minneapolis area is actually under a freezing drizzle advisory at this hour. it's a possibility we, too, could get some drizzle, but it's not going to freeze at these temperatures, also, there is a chance of areas of fog. if you are traveling out this evening, don't be surprised if you encounter a little fog in um is areas. 62 for a high sunday, evening showers possible, monday morning, showers off and on, continuing for much of the day, but it will not be an all wet day. we are expecking dry periods. 48 for a high tuesday.
