answer for sometime now. today it finally came in the form of a 5-4 ruling by the supreme court. it mashtse the patient protection and affordable care act stands, requiring most americans to be covered by insurance or pay a fine. justice roberts joining the more liberal members over whether a fine or tax is constitutional. justice roberts said the federal government does not have the power to order people to buy health care. the federal government does have the power to impose a tax on those without health insurance. the decision, a win for president obama, who has made this his marquee piece of legislation. >> it is time for us to move forward to implement and where necessary improve on this law. now is the time to keep our focus on the most urgent challenge of our time. putting people back to work. >> but a win for the president leads to a fight for republicans, who promise to repeal the plan. >> we are going to work every

>> and on capital hill, house republicans promise a vote to repeal the bill next month. they are pointing to the supreme court's ruling of it being a tax. they said that makes it clear that the president fooled the public back in 2009 when he said it is not a tax increase. this will be interesting to watch. another fight out there. >> thank you. joining us with more on the political ramifications and how it is going to work political analyst paul konrad is here. >> there won't be any change right now. a lot of these don't take effect until 2014. the court looked and said we were waiting to talk about this as the commerce power. they didn't do that. they said they didn't have that power. >> which fooled a lot of people in the beginning. >> early reports on the web struck down. then chef justice roberts said actually it is a tax and that congress has power to do.

conscience has taxing, speing and commerce. he went with taxing. the liberal justices said if that is what it takes to get you, we will go with it. >> president obama, when it was time to vote, chief justice roberts said he respected his intellect but didn't agree with policy but he has it. >> he said i will tell you now i cannot vote for john roberts because he is for the big guy. he is very happy the vote came out the way it did. >> everyone says this is a huge win for obama. now what do the republicans do? >> actions have consequences. so the republican base is going to congeal together in a big way. we are already hearing donations up for romney. all these calls to repeal. you are going to see republicans screaming and yelling and saying we have to do something. a couple of tricky things to point out. july 11 the house is going to call for a repeal vote.

it is symbolic because nothing is going to happen. because it is a dollar amount, it let's congress treat it as a budget issue. don't be surprised if we hear efforts about this reconciliation process. that is what it would take. then it is a limited amount of debate that can go on. it is the best effort to try and repeal. republicans say that is what john roberts was thinking, he called it a tax so it can be tried. >> how much of an issue as they move toward campaigning for the proceedings election. you have other issues that can come up like immigration jobs and things like that. >> even the president said today let's move forward. that is the president's way of saying i don't want to talk about this anymore. we have done it. he staked his presidency on this. had he lost today you pretty much may have kissed the reelection effort goodbye. the win moves the president can move forward.

>> jovanovski is in hot water. his friend, ex-alderman madrano is spending the next few nights in jail. this is the second stint for a man once charged with taking bribes. >> 59-year-old jovanovski mario moreno left the courthouse with little to say about federal corruption charges handed down today. in court prosecutors accused him of taking part in bribery schemes, even pocketting $5,000 himself. he and his friend are subject to the lengthy complaint that required arrests and self surrendering on the same day the charges were announced publicly. wiretaps and undercover agents were at work since at least september of 2010. >> within weeks of an ordinance passed by commissioner morneau.

people were talking about increasing the bribes. >> it seems just as bad for someone who is not in office to be using that office still when they shouldn't be in order to try to encourage other people to commit crimes. >> the two men stood before the judge with one of the other five defendants accused of selling bandages to public hospitaling. lawyers say they used bribes and kick backs to do it. >> it is a sad down for him, the community where he comes from, for his friends. we are all very disappointed to see him here a second time. >> a second time because he pleaded guilty in the mid 1990's to taking over $30,000 in bribes during the silver shuttle investigation. the one-time alderman targeted by the feds again. >> it really does undermine any trust that the public has in some of their politicians.

that car said to have been involved in a robbery attempt at this fireworks shop. the cars saw two of the four ok panned loading up fireworks, they gave chase. the occupants of the car took off with the baby, but without the baby's panicked mother. she had them call police, allegedly changed her story to police a few times while they searched for her friends and her missing child. >> they abandoned her. she then came in, appeared zpraut in saying they stole -- distraught in saying they stole her baby. one of the cops was disgusted because he was sick of her changing her story every three minutes. the 1-year-old boy found safe, now being reunited with his mother, who we are told may be

>> you didn't lie yesterday. we played it to 101 today. >> 101.2 at midway airport. it was warm, and boy have we had some big storms blow up. they started about 3:00 this afternoon. they van pelt-watkinsed elgin with hail so large it stripped the leaves off trees and dented cars. look at the cloud here. sam augustus captured this view. there is another view. 60,000 feet were what the radar tops on some of these. it gets cold at the top of the cloud, 90 below zero.

in june in 24 years. they were reached at 2:23 at midway. we had heed indexes as high as 114. due points were up at gulf coast levels today in the 70's. 25 states had 100-degree temperatures. this blistering heat way has set 1,000 temperature records in the last week. st. louis' 108 was the hottest temperature ever recorded in that city in june. look at the other once. little rock at 107 indianapolis tied its hottest ever in june at 104. and quincy, illinois was also 104. too tonight we are down in the 80's, but it is muggy. it appears we are involved in what may turn into a record

long streak of consecutive 90-degree days. we have 80's here and 90's coming back on the scene tomorrow. look at the heed indexes at this hour. joy yet 105 96 at morris and 100 in aurora. 127 states, including major population areas under heat advisories right here. the last of the warnings and watches continue as powerful storms traverse that area. they started here in our northwest suburbs and came roaring south ward. these are the warnings out at the moment. here is the light inge with these. the frequency of the lightning is often an indicator of how strong the storms are. we will animate these in the three-dimensional mode. you see how the storms towered to 60,000 feet and then they clams as they move southeast

ward. others may follow, but these will be in the morning hours and mainly down to the south and west of us. others could bubble up tomorrow afternoon. here is the corridor of heaviest rain from cook county southeast ward. these are some readings at griffith dyer, lansing. blue island had a quarter inch. here is a weatherbug camera view. our model says all this settles out of the area and will be partly cloudy as we join the day tomorrow and muggy. this cloud mass could erupt into some scattered storms tomorrow afternoon. this could be a representative message through the weekend clusters of storms. 30% to 40% coverage.
