the united states condemns in the strongest terms this shocking attack ... president obama says justice will be done after an attack that killed the u.s. ambassador to libya. good afternoon. i'm steve sanders. and i'm dina bair. we welcome our viewers who are watching us around the country on wgn america and on the web.
12:01 pm
at this moment u.s. drone is are going to fly over libya to seek out jihadist encampments ... ambassador j. christopher stevens and three american security staffers were killed when protesters attacked the u.s. consulate in the city of benghazi. the protesters were angry over an online film considered offensive to islam. libya's deputy prime minister said stevens was a friend to his nation. and libya's general national congress issued an apology for the attack. president obama and secretary of state hillary clinton condemned the attack. we will not rest until those responsible for these attacks are found and brought to justice we are working closely with libyan authorities to work swiftly ... the same movie that triggered the attack in libya also sparked a violent protest in egypt. about two thousand mostly islamist protesters converged on the u.s. embassy in cairo. some scaled the embassy walls.. tore down the american flag.. and hoisted a black banner inscribed with the muslim proclamation of faith. republican presidential candidate mitt romney criticized
12:02 pm
the obama administration's initial response to the attacks in egypt and libya. the initial statement from the u-s embassy in cairo said the embassy --quote-- "condemns the continuing efforts by misguided individuals to hurt the religious feelings of muslims." >>it's a terrible course for america to stand in the apology for our values ... when are grounds are being attacked and being breached the first response of the united states must be outraged at the breach of the sovereignty of our nation ... >> an obama campaign spokesmansays they are shocked that romney would choose to launch a political attack at a time when the u.s. is confronting the tragic death of one of its diplomatic officers. chicago's teachers strike is now in its third day ... with little sign of a settlement. negotiators for the school board and the teachers union are meeting again today to see if they can come to terms on a contract. wgn's tonya francisco is live outside the chicago hilton and
12:03 pm
towers with the latest on talks. >>the talks have moved here to the chicago hilton ... karen lewis wanted to let us know that the quantity the hours they spend talking is not as important as the quality of the talks themselves ... she characterized the tone of the talks as what it's like depending on the topic or the town of the day ... after 10 hours of negotiating yesterday there were not able to move the needle very much ... some describe these talks as miles apart ... one of the sticking points is the evaluations for
12:04 pm
teachers ... the union feels that the district wants to emphasize too much on test scores and want to do more than what's required ... they fear 28% of the leadership would lose their jobs within two years ... apparently the school board had a written response ... members of the union spoke to the media before entering ... >>either we do this together in a reasonable way or we will always be fighting ... the people making the decisions want to make them unilaterally ...
12:05 pm
and this affected the children and the members ... if you gonna make these decisions instead of sitting in an air-conditioned office building with a spread sheet speak to us instead to see what works ... >>we take these negotiations seriously it is not silly that our athletes are sitting on the sidelines ... it's not silly that we have parents who are stressed out about their child care ... it's not silly that we have 350,000 children missing more than 20 hours of education everyday ... there was a pep talk from karen lewis to thousands of teachers ...
12:06 pm
she said it was time to go back to the silly part of her day ... her response to that today was that she takes it seriously and people should not be so sensitive to every word ... teachers to work in poor performing schools might need some protection and that's at the crux of the argument on the evaluations ... the mayors starting to close several schools at the end of this strike ... we expect an update from both sides un and negotiations are continuing ... chicago aldermen are hoping cps and the teachers' union will be able to resolve their differences soon. wgn's robert jordan is live at city hal... where the strike is weighing heavily on the minds of council members. both sides in this dispute
12:07 pm
realize that the majority of the citizens in chicago find the strike to be distasteful regardless of the side they take ... both sides ultimately will need to do something because it will affect the political careers of the chicago team teachers union higher ups and people in the mayor's office and the mayor himself ... they have to figure out a way to get this dispute resolved ... in its third day the teacher's strike continues with pickets at schools around the city its anchored parents and forced resolve on teachers to get that new contract ... >>i think hopefully i would love to see this and as quickly as possible if everyone just keeps sitting down at the table >>it's challenging when you have to juggle the schedule in its
12:08 pm
eighth public safety problem as well not wanting to take sides in the dispute the aldermen are careful about framing their criticisms. >>we have mixed emotions ... we want to make sure it we have good teachers but we understand their concerns as well they stayed focused on the welfare of the children ultimately ... >>we have to get the children back into the classroom >>i think the union should make sure that they go as long as it takes to get to resolution that works primarily for the children
12:09 pm
the issue did not come up in the council meeting but the mayor normally has a press conference where he answers questions during the post council meeting he will likely be peppered by the reporters today concerning what is taking place to move these talks we will bring more news to you later today on the set 5 and again at 9 continue to follow wgn tv on our website for more updates cps is expanding their plan to by the strike. starting tomorrow, instead of closing at 12:30 "children first" sites will open from 8:30147 locations are available for parents to take their children during the strike. we have more information on those children's first locations at our website. just visit: wgn tv.com/ctu strike

12:20 pm
it is a summer vacation bonus for 1700 lake forest high-school students their teachers are here on strike and for now there is no telling when they will be back in the classroom. soon after the start of the first- ever teacher's strike hear a parent protest of this protest ... >>a handful of parents confronted these union teachers highlighting their six-figure salaries and demanding they focus on negotiating >>it's a competitive market i think these unions ought to try to negotiate in a more meaningful way with the school board then with a strike putting the kids out of school isn't the way the kids are in class is here at this high school and the teachers' plan to pick it until they get a new contract they agreed to a pay freeze last year so now they want a 5.6 percent
12:21 pm
pay hike the school board are first to 0.6% based on the consumer price index ... >>the demands from the union are unreasonable we cannot sustain three times the cpi in the first year or twice the cpi in years to or in year three ... the average annual salary as over hundred thousand dollars here and the union says it's necessary in such a highly competitive school district schooling top-flight students requires top teachers and salaries to be competitive >>we have teachers here who are 99% at a master's degree level ... the negotiation process according to both sides has been slow ... this slot strike may go for quite some time

members of the chicago teachers union are holding rallies this midday in front of three chicago public schools to get their strike message out. skycam capturing this one earlier this hour, near marshall high school. joining us now on the phone to talk about the legality of the teacher strike, is uic labor and employment professor bob bruno. thanks for joining us. the mayor has suggested that this teacher's strike is illegal if that is the case ... why has the school board not filed a legal challenge? >>the question of the strike being legal is premature. it's
12:26 pm
complicated. which issues can you strike on and which issues can you not strike on the teachers say there are mandatory subjects ... related to the issues of teacher evaluations some are not mandatory that you cannot legally strike on but there are other aspects that are mandatory subjects for bargaining and you can go to strike on those ... the teachers are engaged in a legally protected strike. if the city gets to the point where they feel differently they have a prerogative to ask a judge to issue an injunction ... this can
12:27 pm
go either way both sides have an opportunity to present evidence on their position an injunction to stop a strike is a very inflammatory move ... employers are reluctant to do this it heightens the conflict ... >>karen lewis suggested today that the amount of time spent negotiating doesn't necessarily make such a difference the teachers' union is now giving a written response is this necessary is it common in these negotiations where it would be easier to reach agreement if you knew exactly where people stood in a written format ... >>it's easier to move encounter if you had all the information in front of you in writing and people in a forthright way were giving complete proposals ... but the rules around collective bargaining do not require
12:28 pm
specific forms of interaction. you need to operate in good faith and make a concerted effort, for example you can give complete written proposals on 400 different items or choose only to speak of individual items in either party is obligated to respond to every single item in every single session. you can choose to address certain items but at the end of the day you must address all of those ... this is a slow process both parties might be acting in good faith choosing their focus ... thank you professor. still to come this midday .... tom skilling has your full forecast. i've worked hard to build my family. and also to build my career. so i'm not about to always let my
