bitter cold is back leading to car trouble for motorists. that was the case for a driver in naperville overnight. more winter punishment is not welcome. >> i'm tired. >> the cold firefighters responding to a call on the northwest side, crews were slightly delayed due to a frozen hydrant along the 2800 block of west billington. they were able to quickly extinguished the flames in the attic of a home. three residents and two dogs made it out. for all residents the challenge of staying warm is going to be even tougher financially. citizens utility board group warns of a significant price jump next month for customers. the cost is shooting up from 51¢-68. >> 17¢ jump in natural gas prices would be significant. >> estimating it would at $30 to the monthly bill of an average customer. the higher than usual residential demand has the

company's urging its larger industrial customers to curtail natural gas uses as a precaution. peoples gas also warns of higher than average bills next month for its customers. suppliers are dealing with higher delivered cost and demand is at an historic peak. >> the extreme weather that we have seen through this winter has led to a record demand. it has led to shortages and is has led to record prices. sooner or later consumers are going to feel the pain on their bills. >> according to our chief meteorologist tom skilling, it's the third coldest winter in chicago in 143 years. the good news is the near future brings very little snow and court today, the wind chill advisory is in effect until noon.

>>the illinois tollway has activated its around-the-clock zero weather road patrols to help drivers stranded during the extreme cold. at least 11 trucks will be available to help people on the area tollways with dead batteries, flat tires and other problems. if you become stranded ... you should stay with your car and dial star 9-9-9 for help. these patrols are expected to be activated for the next couple of days. president obama told his afghan counterpart that *all u-s troops may leave afghanistan by the end of the year if a security agreement is not signed soon. during a phone call with hamid karzai, president obama said he's ordered the pentagon to start planning for a total troop withdrawal. the plan has been for some troops to remain in afghanistan, but karzai has delayed signing the security agreement. president obama said it was still possible to come to an agreement after karzai's replacement is elected in april. a federal judge has, at least

temporarily, blocked the extradition of mexico's most infamous drug kingpin to america. joaquin guzman, known as "el chapo," or "shorty," led the dreaded sinaloa drug cartel until his capture saturday. american prosecutors want to put him on trial -- perhaps in chicago, where huge shipments of mexican drugs were sent to be packaged and distributed. but a judge issued an injunction yesterday. a final decision on his extradition may take months or even years. taking a look at the *other top stories this morning. a community alert has been issued for much of the logan square neighborhood, after a man tried to lure a girl into his car. it happened last wednesday afternoon in the 31-hundred block of west belden. the girl actually opened the passenger door of a gray, four- door car before her *mother saw her and shouted at her. then, she closed the door and ran away. a woman was shot several times during an attempted robbery at a c-t-a bus stop on the south side. it happened at 6:30 last night in the 92-hundred block of south cottage grover avenue. police say the 35-year-old woman was waiting for a bus when two men tried to take her purse. she was shot twice in the thigh and taken to the hospital. she is in stable condition. police are looking for the gunmen.

the man accused of stealing a guitar at o'hare airport will be in court today. anthony hargrove is charged with felony theft. police say they recognized him from airport security video and arrested him when he tried to steal three more bags a few days later. the signature indian guitar has been found. canadian musician harry manx says he's been playing it for 20 years, and he'll return to chicago next week to reclaim it. the f-b-i is reportedly taking a look at the david koschman case. the sun-times reports special prosecutor dan webb turned over his evidence to the feds last june. r-j vanecko ... a nephew of former mayor daley... pled guilty last month to throwing the punch that lead to koschman's death back in 2004. webb said he was unable to charge chicago police with breaking any law for botching the investigation. but he says some officers who were involved in the case may be under investigation for similar activities in other cases. the murder case against a suburban businessman may go to the jury by early next week. yesterday, a fourth woman, kathy rettke, testified she had an affair with allan kustok...

and just a day after their first meeting, kustok's wife anita was found shot to death. prosecutors say kustok was a womanizer who wanted out of his marriage... and used an internet web site to meet women for discreet sex. the defense is challenging the way blood, gunpower residue, and other physical evidence against kustok was handled. testimony resumes this morning. a state audit is highly critical of governor quinn's anti-violence program, saying much of private schools or expel schools at a much higher rate than others. charter school student is 12 times more likely to be expelled and a student at a non charter school. critics say charter schools keep their scores high by expelling troubled students. the cpsc is a implementing programs to help struggling students resolve their conflict and stay in school. >> a group of students and teachers are calling for schools to skip the only achievement test next week. the coalition

claims some 500 children at 29 schools will *not take the test next week. students at maria saucedo scholastic academy in the little village neighborhood are among those protesting the test. they say the i-sat test is *not being used for anything this year. the test is being replaced with a new test next year. schools c-e-o barbara byrd- bennett says the i-sat test is required by the state to comply with the federal "no child left behind act." teachers who do not participate face disciplinary action. a northwest side catholic school will stay open for one more year -- after raising more than 800-thousand dollars in just *two weeks. the chicago archdiocese said our lady of victory school was one of six catholic schools scheduled to close this summer because of low enrollment and lack of money. but school officials and parents were able to raise enough money to keep the doors open for one more year. in just four days, professional hockey will come to soldier field for the first time. n-h-l crews have been fighting the bitter cold, working day and night to set up for saturday's hawks-penguins matchup.

executed for the rape and murder of a teenage girl michael taylor received a lethal injection, just after midnight. he was convicted of kidnapping a 15 year old girl as she waited for her school bus in 1989. the girl was raped and then stabbed to death. taylor's attorneys tried to appeal the execution by arguing that the drugs from a compounding pharmacy could cause inhumane pain and suffering. but those appeals were denied. missouri has now executed four inmates, in the past four months. former n-f-l player aaron hernandez got into a fight at a jail in massachusetts. the former new england patriots player has been held since last summer, when he was charged with murdering his friend odin lloyd. yesterday, hernandez had a scuffle with a fellow inmate. jail officials are now keeping him separate from other prisoners who may try to pick fights with him because of his high-profile case. the san francisco bridge has hit an unfortunate milestone.

in 2013, 46 people jumped to their deaths from the bridge -- that's the most in a year since a group began keeping track in 2000. the group says that number is proof that a safety net needs to be installed under the bridge. police say they saved another 118 people who tried to jump. the bridge stands 220 feet above the san francisco bay. officials say a safety net would cost 66-million dollars to install. a high school student in texas got into trouble for what he brought in his lunch. chaz seale says he was in a hurry and grabbed a can of *beer from the refrigerator, instead of a can of pop. after he noticed what he had done, chaz told a teacher about what he calls an honest mistake. he was suspended and sent to an alternative school for 60 days. >> i give it to the teacher thinking i wouldn't get into trouble. does not. >> there needs to be an area. it can't punish a kid for doing the right thing, the same punishment he would give a kid who did the wrong thing. >>a facebook page has been started to support chaz and

to bringing fair laws to all voters. here are a few stories that are trending online this morning ... the world's largest trading platform for digital money has disappeared. the website "mount-gox" which traded "bitcoin" is no longer online. the exchange also deleted its tweets and its c-e-o resigned sunday. one document online suggests that "mount-gox" has lost nearly 367 million dollars. the company has not commented on its status. new-york knicks point guard, raymond felton was in court tuesday. felton faces felony gun charges. his wife brought a loaded gun into the police station, and told law enforcement the weapon belonged to felton. he was arrested and released on bail. his next court date is june 2nd. the walt disney company has launched "disney movies anywhere". the service lets consumers buy and watch disney, pixar and marvel films online. the films are stored in your i- cloud and can be viewed on your laptop, desktop or with any apple and i-tunes products. disney is trying to boost digital sales after consumers have been moving away from
